here with more on this level two storm. we have the rain. we have the wind. >> that's right. and then the passage of the cold front later on today that's going to ramp up the rain and wind by the evening hours. here's a look at live doppler seven, where you can see all the heavy rain from the north coast there. and our sweep on top of mount saint helena and the rain all the way into the east bay, the north bay. and as we go in closer, check it out. you can see some of the more concentrated areas east of 680 ar ccord. also oakland and piedmont. looking at somin there. trestle glen avenue there also down through 56th street. the wet weather 580. you can see the light shower activity and then it picks up again across dublin canyon road. and as we look towards the east, not reaching into the sacramento valley, but the peninsula there, san mateo, just a matter of time. san francisco some lightrillionain. here's a look at the timeline where the level two system brings the gusty winds, perhaps some flooding in

the far north bay around the russian river, so we all get wet throughout the eight 9:00 hour. then there's a bit of a lull with scattered showers and then into the five, six, 7:00 time period. the winds kick up, the rain is coming down pretty hard with the passage of the cold front, so out ahead of it we're mild 40 and 50. but the real activity is going to wait towards the evening hours. so san jose is dry. you see the least amount of rain. we'll talk totals in a few minutes. stephanie a lot developing. >> lisa. thank you. well today, utility crews in the north bay have been getting ready for the storm to arrive. heavy rain and high winds might cause some regional power outages. earlier this week, nearly 300 santa rosa residents lost power after strong winds knocked down a tree and power lines. p-g-and-e's says it's ready to respond this weekend, and they asked customers to be prepared. we see this weather hitting really hard in p-g-and-e's north coast, so we have activated three of our operational emergency centers. >> charge up your cell phones now. if you do lose power, you

can always charge your cell phone in your car. have an extra battery pack. >> um, check your flashlights, make sure your flashlights are working, have batteries ready? >> yeah, those portable chargers always come in handy if you have to head out during the storm. california highway patrol says to take it slow and make sure your windshield wipers are in good working condition before you go. now, let's take a live look at lake tahoe from our camera at zephyr cove. it's certainly dark out there right now as a winter storm warning is in effect, though, and it will last into tomorrow morning. that means if you are even thinking about heading up to the mountains, be prepared for some pretty nasty conditions on both interstate 80 and highway 50 to get the latest on weather conditions and to access the same live doppler. seven lisa uses, you can search abc seven bay area in your phone or any devices app store to download it . now to an update on palisades tahoe resort, where a bay area man was killed in an avalanche on wednesday. the ski run where that avalanche happened is now back open. crews spent the past

couple of days taking measures to prevent another one. that includes using controlled explosions. there was another avalanche at palisades tahoe thursday, but thankfully no one was trapped or hurt in the east bay, two people are injured after a fire in an apartment complex in walnut creek overnight. contra costa fire responded to a home on country wood court right near bancroft road. fire officials say they found two people trapped inside. they were rescued and rushed to the hospital. officials say both victims were injured and their condition is unknown. right now in san francisco, there's new developments with the legal battle to clean up homeless encampments. the supreme court has agreed to hear the case. currently, a lower court ruling prevents sweeps unless shelter is available. abc. seven news reporter tara campbell has the latest. >> government has a responsibility for providing basic, dignified shelter and other alternate lives to encampments. individuals in my view, have a responsibility for

coming in doors and taking advantage of those alternatives to san jose mayor matt mehan is talking about the issue at the heart of a case. >> now being taken up by the supreme court. it stems from litigation in oregon, where two homeless people challenged an ordinance in the city of grants pass banning people from camping in public spaces. an appellate court siding with the duo, saying it violates the constitution's limit on cruel and unusual punishment, adding you can't stop people from sleeping in a public space if you don't provide an alternative live. >> san francisco has struggled in recent years with some very significant unresolved questions that were created by the grants pass case. san francisco among the many local governments urging the supreme court to weigh in, we joined cities up and down the west coast throughout the ninth circuit, who think that the decisions that have been on the books by the ninth circuit have really hamstrung our ability as cities to grapple with the intense crisis we're seeing on our

streets. >> governor newsom also responding friday with a statement saying in part, the supreme court can now correct course and end the costly delays from lawsuits that have plagued our efforts to clear encampments and deliver services to those in need. >> the supreme court taking up this case seems unnecessary. >> three meanwhile, homeless advocates say the supreme court shouldn't be getting involved and deeply troubling that that, uh, um, the supreme court may allow jurisdictions to find new ways to punish people. >> we're not going to punish and fine and jail our way out of our, um, homelessness crisis. >> david levine is a professor at uc law, san francisco. >> so the fact that the supreme court took it up, it doesn't mean that there will really be a change of what the rules are right now, but rather, i think the cities and other localities will feel as if there's a chance that they will be less handcuffed in the future. >> tara campbell, abc seven news. >> now, the supreme court could

hear this case as early as april in a decision is expected by the end of june. meanwhile, san francisco is also battling a lower court case over sweeping homeless encampments. we'll stay posted on that in the east bay razor wire. now surrounds the shipping container. barricades around people's park. the university installed the wire and officials say it's a security measure to prevent access to the park from an adjacent building. police have made several arrests since the containers were put up last week , but advocates for the park say it's another way to help the university get closer to building housing. >> the symbolism of this, of having this in berkeley is kind of astounding, but but what does it enclosing and what is it keeping out? i think is the issue. >> protesters say they will challenge the legality of the barbed wire in court. the university says they're confident the court will rule in its favor. mlk day is a couple of days away, but the celebration lines have already begun. christian and jewish

leaders gathered in san francisco to honor doctor martin luther king junior. abc seven news reporter tim johns tells us more about this show of unity. let us say pray sheet for almost four decades, the members of congregation emanuel and the third baptist church have gathered together in song and in prayer every mlk day weekend. >> this is what the world needs to see. there's too much division, too much hate. >> the gathering brings together people, both young and old, from across san francisco. so the idea behind it, an interfaith and intercultural exchange between two minority communities to better understand one another, all of it in remembrance of the life and legacy of doctor martin luther king junior. >> more people want to be together and to listen to each other's stories and to be there for one another than not the connection between the black and jewish community here in the u.s. extends far beyond just third baptist church and congregation emanuel, though

it's actually a relationship that goes back decades. >> reverend amos brown is the head of the third baptist church. he says jewish americans were instrumental in assisting the black community during the civil rights movement, and even helped found the naacp back in the early 1900s. we have a commonality of experiencing oppression because of our race, because of our religion and that commonality has brought us together. the weekend features two events. this first one at a local synagogue friday night for shabbat services, and the second on sunday at third baptist for a church service. although long popular among many members of both communities, several people tell us this year's show of unity is more important than ever. given world events, we're all the same. >> we have the same colored blood, the same cell system. >> nothing is like this. the connection of human beings seeing one another, some folks

militants in yemen from yemen to palestine and syria was against the price. as you can hear, the protest was also in solidarity with palestinians. protesters are also asking the biden administration to halt the israel-hamas war. they gathered at the san francisco federal building. a new details. we're learning. this morning, the u.s. carried out even more strikes against houthi targets in yemen. federal officials say friday's attack was much smaller than thursday's attack, and president joe biden is still defending the actions ordering the military to carry out those retaliatory strikes. new developments after a door plug blew off an alaska airlines flight mid-air, the faa is now extending the grounding of those boeing 737 max nine airplanes indefinitely for new safety checks. this comes as it tightens over sight of boeing itself. now you're looking at new video from inside flight 1282. last week, the detached door plug was later found in

someone's backyard on friday, it arrived at the ntsb in washington, dc. united airlines and alaska airlines canceled flights with those certain boeing planes through tuesday. the faa said it will require another round of inspections before it will consider putting the jets back in service. now the push to prevent the next worldwide pandemic is happening right here in the bay area. in fact, researchers at stanford are developing a universal vaccine. experts are imagining what it would have been like if we all avoided covid 19 together, fighting off new infections using different immunities in a way, it was too late for the covid pandemic. >> but i do think that it is timely in a sense, it's stimulated a whole new field uh- that, god forbid, if we have another pandemic, that this should then be in prime time for then traditional science uses antibodies to fight off infection often now those antibodies or t cells remember the specifics of viruses

just this being so close to everything the airports, all the food here is just really great. >> in san jose. lauren martinez, abc seven news. all right, temperatures have plunged in arizona. >> so much so that boiling water froze mid-air. take a look at this video shows staff at the national weather service throwing the boiling water into the air in belmont. and you can see it just moments later. the icy temperatures quickly made the water freeze. it's pretty neat shot. temperatures dropped below zero across the northern region of the state yesterday. in fact, officials recorded -15°f in belmont, so it's pretty neat. video well, speaking of the freeze, we're dealing with the cold as a level two storm is in route. we're not only expecting rain, but the wind. you've been talking about lisa, i know a lot of people are prepping in the north bay with some sandbags to get ready for what to expect. >> yeah, you know what? this is mainly going to be a beneficial rain. so that's the good news. we're talking about an inch,

maybe more on the high end. so it doesn't seem like that big of a deal. except we're going to have some gusty winds accompany it. and by the evening hours the downpours will be with us. the heavy rain, when it's dark out. so that will provide slick roadways and perhaps some dangerous conditions up in the north bay, where it will have been raining for a 6 to 10 hour period. so that's why there is a flood watch for the russian river at hopland, where we're looking at perhaps about eight 18ft, cresting and the it's the flood stage is about 15ft. so some minor flooding where the rain continues throughout the day. here well to the north. but as we get into the rest of the bay area, like i said, beneficial rain, a half inch to an inch for most of us. we go in closer and you can see a solid area of lightrillionain from healdsburg and cloverdale, where we're looking at perhaps an inch and a half. by this evening down through inverness and point rays. and as we get into the east bay, it becomes more widely scattered from pittsburg to concord, highway four down

through san leandro, san ramon and dublin, out towards livermore. maybe some mist and drizzle and back towards the coast. finally san mateo getting a little bit of rain here from daly city down to montara and highway one. so this will be the order throughout most of the day. the on and off showers and the slick roadways until the cold front pushes through later on this evening. 50 in san rafael is 49. in hayward, 45 in san jose, and our forecast highlights calling for the soaking rain throughout the evening hours. but the scattered showers all day long, the level two system, strong winds by five 6:00 in the north bay, sweeping to the south and then dry for martin luther king junior day. the holiday chilly conditions, but some sunshine. here's the timing on it. notice the north bay. everyone getting rain throughout the 7:00 hour, but you saw the radar earlier that showed rain in the east bay and the peninsula. so the high resolution model picking up on the rain into the middle of the morning hours throughout pretty

much all the bay area, but not heavy. this will be light and it'll be more scattered as we get into the two 3:00 hour. that's a bit of a lull before the cold front presses on through. and there it is. you'll notice the darker shades, and then the winds accompany this through the eight, nine, 10:00 hour in the south bay. so here's a look at that. anywhere from half inch to an inch of rain. and then as we get into the south bay, lesser amounts here. so the breezy winds this morning on the hilltops. and then as we get through the afternoon, we'll see the winds pick up not only along the coast. this is 8:00 throughout the east bay, the south bay. and then we'll get some of those heavier downpours. so the combination on that, it's dark out, it's gusty. and those downpours and the on and off rain throughout the day makes this a level two. so 1 to 2ft of snow through 4:00. highest elevations in the sierra nevada 1 to 5in lake level. the ski resorts anywhere from five inches to about 16in at donner.

and as if you're thinking about heading up the next couple of days, today is not the day. low 40s tomorrow, with the break, some gusty winds, maybe some lift controls there, and then monday the holiday. partly cloudy skies, mid 40s, 57 san francisco. scattered showers, breezy winds throughout the day. the heaviest rain the evening hours to the later nighttime hours. and then as we get into the morning, basically dry that break. and then for the holiday chilly but bright. and then the next chance of rain in the evening on tuesday and looks like the rest of the week will remain dry until next weekend. we're timing this for maybe every weekend. some bigger events. >> okay, yeah, busy weeks ahead in terms of the beneficial rain, you pointed out some areas we're doing okay, but what areas are still struggling here? >> oakland has about 5,060% of average in santa rosa for this time of year. about 90. so we still definitely need more. yeah. >> beneficial rain. thank you lisa. well, when we return the in memory of martin luther king junior, how a new beautiful

slipped to the south and east through concord. san ramon 680 is wet, as well as some very light showers from pleasanton and san leandro and san mateo, san francisco headed towards sfo. a few light showers and this will all continue throughout the day. level two system. gusty winds and then that flooding by the middle of the afternoon possible well to the north around hopland. the russian river. otherwise we'll see the scattered showers throughout the afternoon, 11 12:00. and then by about 4:00 or 5:00 it ramps up the cold front. the gusty winds, the heavier downpours, seven, eight, 9:00 at night, right on through about 11:00 in the south bay, 45 in danville it is 50 in san rafael. so out ahead of the system. we are pretty mild this morning. 13 degrees warmer in novato, 11 degrees warmer in livermore and there's a look at the rainy morning in the north bay. then the scattered showers. this is 130. it will be light throughout the afternoon. and then you can see how it picks up after 6:00 in the north bay. remember, it's

track the weather where you live right on our website, abc seven news.com under accuweather. right on the home page. new this morning, the number of unhoused people who received shelter in san francisco last year has increased. according to city officials, 1500 people struggling with homelessness received shelter in 2023. now that's a 22% increase from the previous year. the city attributes the success to their expansion of encampment cleanups . it comes in the midst of a lawsuit that claims the city forced unhoused people to move without providing them shelter. also in san francisco, mayor london breed signed legislation to install new automatic license plate readers. at least 400 cameras will be installed in an effort to combat crime, including retail theft and motor vehicle theft. breed reportedly directed her staff to cut through any red tape or delays to get the cameras installed as quickly as possible. the cameras are being paid for with part of the $17 million in funding. san francisco got from california's organized retail theft grant program. i'm on the road now, a

large number of drivers are abusing the toll lanes on bay area freeways. researchers examined traffic on six 8-80 in contra costa county and the express lanes on 880 between july and september of last year. now, carpool and toll lane tickets on six 8-80 went up a whopping 123% just within a year, and enforcement stops were up 59% and 34% of chp traffic stops in this area resulted in carpool citations. the metropolitan transportation commission and association of bay area governments met this week to discuss these findings. some members say they need more proof that the express lanes are actually working before expanding. >> we don't want, at least in san mateo county, we don't want a toll lane that generates money. we want a toll lane that reduces congestion in the toll lanes. >> do seem to be speeding up traffic, though. cars moved almost 20mph faster during rush

hour. well, king tides made a return to the bay area this week. we've been tracking it all week. the exceptionally high tides are also expected next month. abc seven news reporter zach fuentes has more on what we're seeing and the long time impacts it's captivating. >> video a tide so high that it's creeping onto the walkways of san francisco's embarcadero. the sights are all thanks to king tides. there are about 1 to 2ft higher than your average high tide, and there happening across california right now, experts at the california king tides project say that so far, the king tide seen on thursday and friday have been moderate, but they're giving a glimpse of sea level rise. a larger problem that can be traced back to burning fossil fuels. jeremy smith is a coastal engineer with the california coastal commission. he says that the first part in determining how to deal with climate change is working to understand how it impacts communities where flooding might occur and where how it's going to impact our sort of infrastructure systems, smith says. sea level rise could impact those infrastructure systems and in turn, impact

communities that aren't even by the water heavy rainfalls that rain needs to get to the low spot. >> and so when that rain is draining on our streets and through our storm drains, a lot of a lot of times those storm drains outfall into the bay or into the ocean. and so if you have a higher sea level that can sort of slow down, how fast the storm drains can carry that water. >> now experts are using the king tides to help better determine sea level rise, smith says pictures sent to the california king tides project by the public are being used to help government officials and climate change experts do that. >> we're able to sort of use these photos and we can see how high the water was at a certain time, and we can use that to sort of improve our models of flooding. and that can be really useful for trying to figure out how climate change is going to impact our communities. >> the california king tides project is so far received around 200 photo submissions from thursday and friday's king tides, with the next king tide event expected february 9th. they're hoping for people to take and submit even more, keep a good distance, especially when there's waves involved. >> you want to be make sure that

indeed for that voter turnout on monday. but here of course the snow is falling in. it's forcing republican presidential candidates to actually cancel numerous events. and it comes at a very critical time because as you know, nikki haley and ron desantis, where they're trying to catch up with former president donald trump ahead of monday. this morning, severe winter weather slamming the hawkeye state as iowans prepare to caucus monday for republican presidential candidates forced to cancel some campaign events in the home stretch. >> i'll brave whatever we need to. i mean, nothing is handed to you in this life much, much less a presidential nomination. so if you have to go and trudge through snow to be able to earn the vote, you trudge through snow to be able to earn the vote. >> nikki haley hosting tele town halls, urging voters to show up in person despite the snow and extreme cold. >> i know it's asking a lot of you to go out and caucus, but i also know we have a country to save and i will be out there in the cold. and i know iowans take this in a very serious way.

of the afternoon we're expecting about 18ft. so highway 222, some minor flooding around ukiah. here in the next six hours or so. this is where the rain is going to be continuous. the rest of the bay area will get into wind and heavier rain this evening. it's all about the lightrillionain now, but as we get in closer to guerneville, you can see a pocket of a moderate downpour further to the south, light shower activity from novato to central and southern marin county out towards the richmond san rafael bridge into the east bay hercules, berkeley and oakland and piedmont. some lightrillionain through san ramon, pleasanton, five 8-80 and livermore. some wet weather and back towards san mateo highway one, montara, half moon bay, very light rain through down around south city and then finally santa cruz. ben loman we could pick up maybe a half inch to maybe three quarters of an inch of rain here. so the higher elevations, the north bay looking at the most rain and the downpours coming in this evening towards the later evening hours

for the south bay 48 is your current temperature in concord? 49 in hayward. good morning to you, santa rosa 47. and as we look outside here, that's a look at emeryville level two system soaking us on and off today. the heavier rain tonight. and that's when we get into the stronger winds. no advisory for the winds though. they will be gusty anywhere from 30 miles an hour. and then as we get into the holiday monday, martin luther king junior, we are chilly with a dry afternoon. so 7:00 the high resolution model the next few minutes showing that we've got the rain overspreading the area by mid to late morning. we have pockets of rain from the peninsula to the north bay and then we'll see some scattered showers throughout the bulk of the afternoon. this is 330. the winds are a little breezy. not that big of a deal, but it's still raining. pretty good to the north here, but here comes the cold front. that's when the heavier rain moves on through. five 6:00 in the north bay. 930 we've got the heavier rain. san francisco, the peninsula, the

south bay, the santa cruz mountains into the east bay. and this takes us through about 11:00. and then towards the early morning hours, the rain ends in the south bay. so rainfall amounts there definitely affected by the rain shadow. whereas we're only looking for a couple hundredths, maybe 2/10 in the south bay. but a half inch to three quarters of an inch. and then once again, i said the flooding potential here up in the north bay. so we have the gusty winds, the downpours at night. and that's why we're looking at that level two system as that those winds ramp up with the passage of the cold front. and then we'll look for the snow in the sierra nevada to pile up through the overnight hours. this is a winter storm warning through 4:00 tomorrow. 1 to 5in at lake level, 1 to 2ft above 7000ft. maybe be six inches tahoe city. so this is warm, but then it goes up the mountain there and it gets a rung out on the other side as cold snow. so that's the good news. so the heavy snow and rain throughout the overnight hours sunday is

some inspiration for you as abc seven news anchor dion lim found a tiny dog in vallejo is showing us what it means, not to give up. >> when vallejo resident amanda tull met then seven year old chihuahua mix socks, it was love. at first sight, i think so , yeah, she's pretty easy to love. but little did amanda know, her precious pooch hadn't always been over here. over here . a ball of energy. >> when i saw her pictures after i got her, i was really stunned when she arrived at muttville, a senior dog rescue in san francisco. >> this girl is in the running for the most obese dog we've had here maybe ever. >> fox was more accustomed to being carted around. >> it was hard for her to get up, even given the name sweet tomato. >> weighing in at a robust 30
