live doppler seven right now you can see the coverage is increasing all throughout the bay area. and some of the intensity too. it's been drizzle and mist to light to moderateran closer, you can see the sweep on top of mount saint helena. and from there down through guerneville and cloverdale, some moderate rain elsewhere, we're looking at light to moderate rain from san ramon. 680 la fayette and livermore has picked up about 5/100 in san mateo, daly city. the airport, the wet weather and we are looking at this level two system to ramp up tonight with the gusty winds and the passage of the cold front from about 5:00 and then to the 11:00 hour in the south bay. so there's a look at a bit of the lighter rain throughout. 11 to around 4 p.m, but then we're going to see the gusty winds and more rain anywhere from about a quarter of an inch in the south bay to over an inch in the north bay. it is 50 in hayward. and there's a look at the airport, a soggy tarmac in oakland, 47 by the delta and out ahead of the front we have the south winds keeping us kind of mild. and as

we go through the next several hours, it's a soggy saturday. we'll talk totals in a few minutes. stephanie, lisa. >> thank you. now, speaking of the storm utility crews in the north bay are getting ready. heavy rain and high winds as lisa just mentioned, might cause regional power outages. earlier this week, nearly 300 santa rosa residents lost power after strong winds knocked down a tree and power lines. p-g-and-e's says it's ready to respond this weekend, and they asked customers to be prepared. and we see this weather hitting really hard in p-g-and-e's north coast, so we have activated three of our operational emergency centers. >> charge up your cell phones now if you do lose power, you can always charge your cell phone in your car. >> have an extra battery pack. um, check your flashlights, make sure your flashlights are working, have batteries ready. >> those portable chargers always come in handy if you have to head out during the storm, though. california highway patrol says to take it slow and to make sure your windshield wipers are in good working condition before you go. now

we're going to take you to a live look at lake tahoe from our camera at zephyr cove and right now you can see it's pretty calm . however, a winter storm warning is in effect and it will last into tomorrow morning. that means if you are even thinking about heading up to the mountains this weekend, be prepared for some pretty nasty conditions on both interstate 80 and highway 50 to get the latest on weather conditions and to access the same live doppler seven lisa and the weather team uses search abc seven bay area and your phone or any devices app store to download it. now we have an update on palisades tahoe resort, where a bay area man was killed in an avalanche on wednesday. the ski run, where that avalanche happened is now back open. crews spent the past couple of days taking measures to prevent another one. that includes using controlled explosions. there was another avalanche at palisades tahoe thursday, but thankfully no one was trapped or hurt. also new this morning, community members across the bay area shut down the port of oakland, demanding a

cease fire in gaza. organizers say they were blocking a u.s. military vessel that departed to supply israel with aid. now, the protesters say that aid has contributed to a humanitarian crisis in gaza. united nations officials have described scenes of utter horror on the streets there, and a cnn investigation found at least 20 out of the 22 hospitals in northern gaza were damaged or destroyed. just in the first two months of the war, with 14 being directly hit. now the hamas run health ministry says nearly 24,000 palestinians have been killed by israeli attacks since october 7th. the group save the children, says some 10,000 of those who have been killed are children. the conflict is also spreading. this morning, the u.s. carried out even more strikes against the houthi rebels in yemen. they are attacking shipping lanes in the red sea in support of palestinians. now, the bombings in yemen are leading to protests right here in san francisco from

yemen to palestine and imperialism is the price. you can hear these activists that have gathered at the san francisco federal building yesterday for a demonstration in solidarity with palestinians. protesters are demanding a stop to the bombings, which the biden administration is defending. president biden says they'll continue if the houthi rebels keep up their, quote, outrageous behavior. the u.s. officials say the group has carried out almost 30 attacks in the red sea since mid-november. the houthis have vowed to retaliate in the east bay. now, two people are injured after a fire in an apartment complex in walnut creek overnight. contra costa fire responded to a home on country wood court, right near bancroft road. fire officials found two people trapped inside. they were rescued and rushed to the hospital. officials say. both victims were injured and their condition is unknown. right now in san francisco, there's new

developments with the legal battle to clean up homeless encampments. since the supreme court has agreed to hear the case. currently, a lower courtrillionuling prevents sweeps unless shelter is available. abc seven news reporter tara campbell has the latest government has a responsibility for providing basic, dignified shelter and other alternatives to encampments. >> individuals in my view, have a responsibility for coming indoors and taking advantage of those alternatives to san jose. >> mayor matt mehan is talking about the issue at the heart of a case now being taken up by the supreme court. it stems from litigation in oregon, where two homeless people challenged an ordinance in the city of grants pass banning people from camping in public spaces. an appellate court siding with the duo saying it violates the constitution's limit on cruel and unusual punishment, adding you can't stop people from sleeping in a public space if you don't provide an alternative. >> san francisco has struggled

in recent years with some very significant unresolved questions that were created by the grants pass case. san francisco among the many local governments urging the supreme court to weigh in, we joined cities up and down the west coast throughout the ninth circuit, who think that the decisions that have been on the books by the ninth circuit have really hamstrung our ability as cities to grapple with the intense crisis we're seeing on our streets. >> governor newsom also responding friday with a statement saying in part, the supreme court can now correct course and end the costly delays from lawsuits that have plagued our efforts to clear encampments and deliver services to those in need. >> the supreme court, taking up this case seems unnecessary. meanwhile homeless advocates say the supreme court shouldn't be getting involved so deeply troubling that, uh, um, the supreme court may allow jurisdiction. to find new ways to punish people. we're not going to punish and find and jail our way out of our, um,

homelessness crisis. >> david levine is a professor at uc law, san francisco. so the fact that the supreme court took it up, it doesn't mean that there will really be a change of what the rules are right now, but rather slosser. >> i think the cities and other localities will feel as if there's a chance that they will be less handcuffed in the future . >> reporter tara campbell abc seven news. >> now, the supreme court could hear this case as early as april . a decision is expected by the end of june. meanwhile, san francisco is also battling a lower court case over sweeping homeless encampments. we'll stay posted on that. in the east bay now, razor wire now surrounds the shipping container barricades around people's park. the university installed the wire, and officials say it's a security measure to prevent access to the park from an adjacent building. police have made several arrests since the containers were put up last week, but advocates for the park say it's another way to help the university get closer to building housing. >> the symbolism of this, of

last week, the detached door plug was later found in someone's backyard. now, on friday, it arrived at the ntsb in washington, dc. united airlines and alaska airlines canceled flights with those certain boeing planes through tuesday. the faa said it will require another round of inspections before it will consider putting the jets back in service. and we continue to track the impacts for you. here is a live look from the oakland international airport and data from flight aware showing at least 20 delays with eight cancellations. now i want to mention none of those are with united and there is only one with alaska airlines. it is worse though, at sfo this morning we're tracking 57 cancellations with 52 delays, 30 of those are united and 23 are alaska airlines. moving on now, the push to prevent the next worldwide pandemic is happening right here in the bay area. in fact, researchers at stanford are developing a universal vaccine. experts are imagining

anthony codeine is visiting from salt lake city. he plans to attend three conventions in san jose this year. >> i just love the vibe of downtown san jose. san jose is one of my favorite cities and just this being so close to everything and the airports, all the food here is just really great. >> in san jose. lauren martinez, abc seven news. >> all right, temperatures have plunged in arizona. so much so that boiling water froze mid-air. take a look. video here shows staff at the national weather service throwing this boiling water into the air in belmont. you see it here. pretty neat shot. moments later, the icy temperatures quickly made that water freeze as you can see, temperatures drop below zero across the northern region of the state. yesterday and officials recorded in belmont. now, speaking of the freeze, we're dealing with a cold as well as a level two storm is in route and lisa is tracking the very latest. have you seen water freeze mid-air like that? >> yeah. video of that. i was

telling you in canada that i saw something with toilet paper that was suspended. as it turns to water vapor. yeah. it's incredible. it's very cool. yeah yeah. and of course, the cold air hitting the midwest and the northeast. so really, all of the country impacted by some pretty wintry weather. now we're going to see the winter weather in the sierra nevada, where they do have an avalanche warning for the back country of lake tahoe right on through tomorrow. so you have that weak snowpack underneath fresh snow. and those gusty winds on top of it, making for avalanche conditions to be with the sierra nevada like they have been for the past couple of days. so satellite and radar right now shows that for the time being, the intensity and the coverage have ramped up over the bay area. but as we take you into the north bay, you'll notice that it is light here. and we're expecting the passage of the cold front throughout the later afternoon hours and the heavy rain to last six seven hours in the north bay, where we're going to see a few breaks. but still lightrillionain

throughout the afternoon. in the east bay you can see that heavier cell there around 8-80 and just getting going here in the south bay. so for most of us , it is light so far in the mountains, 28 and 33 degrees respectively, for truckee and the tahoe valley airport. so it is snowing. you get that lift over the mountains, and that's exactly what we need. but once again, some dangerous conditions there with winds over 55 miles an hour and gusting to near 100 miles an hour throughout the highest peaks. 48 san francisco. you can see the wetlands here 50 in hayward, 47 san mateo and the breezy winds on top of mount tam and the rainy weather throughout the day here in the north bay. so the north bay will get the most rain. it's a level two system. the cold front moves through later in the afternoon and evening hours, and that's when we get the winds that will ramp up along with the cold front and the heavy downpours. and then it's a dry day, not only for sunday but for the holiday on monday. cool conditions, but with some sunshine. here's a look at our high resolution forecast and

throughout the mid morning hours. notice we have the lighter rain throughout the bay area scattered. and then here comes the heaviestrillionain. it sits up to the north for a while and that's why there is a flood watch for the russian river near hopland by this afternoon it will see the russian river rise a bit, and you can see how it passes through the north bay by 10:00. but we're still looking at the downpours through the overnight hours here. and in the south bay. that's when you'll see your 2/10 accumulate. but elsewhere, a third to a half inch of rain. and then some of the spots of the downwind of the higher elevations could see more three quarters of an inch to upwards of an inch of rain in the north bay around santa rosa, and also perhaps parts of the east bay. here's a look at the winds as they continue to increase. this is 6:00, and just when the front is going to pass through parts of the bay area, and then lagging behind nine 10:00 in the south bay. so winter storm warning 1 to 2ft above 7000ft. snow level at about 6000ft. and we're looking at the snowfall amounts here

anywhere in lake tahoe from about five inches tahoe city, ten inches in kirkwood and the next couple of days very wintry and blustery today and tomorrow. but the winter storm warning expires 4:00 on sunday. scattered showers throughout the bulk of the day for us, the heaviest rain in the north bay. and then by tomorrow morning it is dry and we'll look for a couple of dry days before a weak system arrives on tuesday. and then the several days at the end of the week remain dry as well. but today, hey, you know, it gets dark early. we the downpours, the winds, and it's going to get hung up that rain in the north bay. and that's why we have that level two. >> yeah, i always forget to secure that outdoor furniture or things outside you know good reminder i know exactly the wet

now at 930, a live look outside right now as a level two storm hits parts of the bay area. both wind and rain becoming a concern even as you head out this morning. and lisa and i were just outside, and we certainly saw the start of that. >> yeah, we did, and most areas have seen light rain this morning. the winds have been calm, but that's all going to change as we get towards the evening hours. so the heaviest rain will be in the north bay, but as you look at live doppler seven right now, you'll notice that the rain has slipped all the way into the south bay. so a closer look from santa rosa to penngrove light and scattered down tgh novato. and then we've got a heavier cell here over towards hayward boulevard. foothill road and sunol. six 8-80 light rain from the peninsula to the airport. san mateo, and barely anything happening in san jose. but as we

look at the next several hours, this level two system will bring the downpours later on today with the wind. and there is a look at the timing. so it becomes light and more scattered from about noon through about 4:00 or 5:00. and then the cold front makes the move to the south, and that's going to bring in the heavy rain and the gusty winds throughout the evening hours through the overnight hours, 48, san francisco 49. in san jose. and a murky look at the golden gate bridge there. 45 in livermore, a couple of hundredths have fallen there, and the livermore valley. but notice throughout the day you'll see the light rain and then it picks up. it's going to be raining pretty heavily in the north bay all day long, so a flood watch for the russian river at hopland. so we'll talk about the rest of the bay area. rainfall totals in a few minutes. stephanie. lisa, thank you. >> now, speaking of the storm in the north bay, firstrillionesponders are ready to face the rain and they have some new help. take a look. this is the new jet ski for sonoma county fire officials say the new jet ski will help the

system. new. this morning, the university of california is considering an expansion into san francisco's downtown area. the city's mayor, london breed, persuaded the university system to grow in the city. officials say they're looking to expand their presence to advance their research, public service and education mission. it comes as more buildings become vacant and more businesses continue to leave the heart of the city. also in san francisco, mayor london breed signed legislation to install new automatic license plate readers. at least 400 cameras, like this will be installed in an effort to combat crime, including retail theft and motor vehicle theft. breed reportedly directed her staff to cut through any red tape or delays to get the cameras installed. as quickly as possible. the cameras are being paid for, with part of the $17 million in funding. san francisco got from california's organized retail theft grant program. also on the road, a large number of drivers are abusing the toll lanes on bay area freeways. researchers

examined traffic on six 8-80 in contra costa county and the express lanes on 8-80 between july and september of last year. carpool and toll lane tickets on 680 went up a whopping 123% just within a year. now enforcement stops were up 59% and 34% of chp traffic stops in the area resulted in carpool citations. the metropolitan transportation commission and the association of bay area governments met this week to discuss these findings. some members say they need more proof that the express lanes are actually working before expanding. >> we don't want, at least in san mateo county, we don't want a toll lane that generates money . we want a toll lane that reduces congestion. >> but it's important to note the toll lanes do seem to be speeding up traffic. cars moved almost 20mph faster during rush hour. coming up on abc. sev

high tides are also expected next month. abc7 news reporter zach fuentes has more on what we're seeing this week and the long time impacts. >> it's captain video a tide so high that it's creeping onto the walkways of san francisco's embarcadero. the sights are all thanks to king tides. there are

about 1 to 2ft higher than your average high tide, and they're happening across california right now. experts at the california king tides project say that so far, the king tide seen on thursday and friday have been moderate, but they're giving a glimpse of sea level rise, a larger problem that can be traced back to burning fossil fuels. jeremy smith is a coastal engineer with the california coastal commission. he says that the first part in determining how to deal with climate change is working to understand how it impacts communities where flooding might occur and where how it's going to impact our sort of infrastructure systems. smith says sea level rise could impact those infrastructure systems and in turn, impact communities that aren't even by the water heavy rainfalls that rain needs to get to the low spot. >> and so when that rain is draining on our streets and through our storm drains, a lot of a lot of times those storm drains outfall into the bay or into the ocean. and so if you have a higher sea level that can sort of slow down, how fast the storm drains can carry that water. >> now experts are using the

king tides to help better determine sea level rise. smith says pictures. sen california king tides project by the public are being used to help government officials and climate change experts do that. >> we're able to sort of use these photos, and we can see how high the water was at a certain time and we can use that to sort of improve our models of flooding. and that can be really useful for trying to figure out how climate change is going to impact our communities. >> the california king tides project is so far received around 200 photo submissions from thursday and friday's king tides, with the next king tide event expected february 9th. they're hoping for people to take and submit, even more, keep a good distance, especially when there's waves involved. >> you want to be make sure that you're sufficiently far back that can even help with photos sometimes, right? like you want to get a good a good range of stuff in those photos. >> if you have photos to submit, you can do that at the coastal commission website. zach fuentes, abc seven news. >> how's it looking out there, lisa? all right. >> we have light rain over east wind. this is a look at the airport. so 56% of average since

on. this evening. but lightrillionain already is overspread the entire bay area and we'll look for the winds to kick in and a frontal passage throughout the evening hours. now, the north bay extreme far north bay is going to see the rain for three, four and five hours. and so that's why north of santa rosa, the national weather service around the russian river at hopland has put in a flood watch as soon as 2:00. this afternoon, where the river is going to rise above flood stage. but right now it's just light rain here, right. santa rosa, 101 guerneville. and the cold front as it begins to move to the south and east, we'll get the heavier rain here. right now. it's been light to moderate from hayward to 8-80 in fremont. sunol 680 a little bit of moderate rain, but then there's a break here along the peninsula, and you can see the line here where the rain is just kind of not quite made it into the south bay. morgan hill, a little bit of shower activity and then into the mountains. we are looking at snow, winter storm warning through 4:00 on sunday and there's an avalanche warning for the back country

once again, a weak snow pack as we have really strong winds and more snow coming with the snowpack underneath. not very stable. so that's why there's a chance for potential for more avalanches in the back country of the sierra nevada. 47 here in santa cruz, with some lightrillionain throughout the day. heavier tonight, 50 in hayward, 47 in san mateo and a very quiet looking pier 39. it has been a little bit rainy in san francisco, so 50 in napa, as well as santa rosa, 45 in livermore. and look at mount tam. yeah, it looks pretty stormy. so level two system strongest rain and wind throughout the evening. and overnight hours. so this is when things are going to get a little bit dicey. and then as we get into the very early morning hours, we dry out for sunday a dry holiday. martin luther king junior day looking chilly with some sunshine. here's a look at the north bay rain throughout much of the morning hours. and then it begins to sink to the south and east. so the middle of

the afternoon it's light rain. it's kind of sloppy out there throughout the bay. and then by 6:00, look what happens. all of this rain is focused on the north bay for several hours, and then it isn't until nine, 10:00 that it shifts to the east and the south. so that's why the north bay, the russian river near hopland, is going to see maybe an inch to two inches, while the rest of us see a third, perhaps in novato, san mateo, and some of these areas could see more than a half inch. but overall, the south bay, that rain shadow effect less than 2/10 likely in san jose. so there's a look at the strong winds, that cold front sweeping through the north bay. 6:00 the rest of the bay area late tonight into tomorrow, and we've got a winter storm warning up until early tomorrow. and so with the wind and the snow very treacherous travel here and around lake level 1 to 5in. so we're looking at this snow level maybe about 6000ft. so the snow forecast it's there. it's not a robust it is something though
