storm as officials in truckee issue an avalanche warning through much of today. good morning. it's sunday, january 14th. i'm stephanie sierra and to the question on many minds do we get a break from this rain? >> yes. good morning. do you know we had 5.52in on top of mount tam? wow. yeah. and many locations had about an inch from

san ramon to san francisco. about 2/10 though, in san jose. so certainly that rain shadow effect allowing for the much of the south bay and the peninsula to not pick up that much. but right now the rain is exiting and we are looking at temperatures with the cloud cover being held in the 40s and 50s. 54 in san jose, 53 in oakland. good morning, sonoma, 47 there and a 44 reading in santa rosa. so really not as cold as you would think after a cold front, 5 to 9 degrees milder this morning. visibility reduced out in the east bay about two miles by the delta quarter mile. santa rosa and a look at the wet pavement there. the golden gate bridge. so we're into the clouds and fog. this morning with the 50s and partly cloudy skies near 60 today. and there's more rain to talk about in the extended outlook. i'll tell you about that in a few minutes. stephanie. >> all right, lisa, thank you. crews are cleaning up this morning after the damage left behind from the latest round of rain. a tree came down in occidental in sonoma county and hit some power lines that tree ended up blocking bohemian

highway and closing the road. as you can see here, nearly every spot in the bay area got soaked yesterday. here's what things looked like in downtown palo alto, where the rain did not keep people from going outside now to the east bay and walnut creek. the rain came down pretty hard in that area, soaking the roads and making for some slick conditions for drivers in tahoe, the storm is bringing more snow and dangerous conditions in the sierra mountains. a multiple. injury crash between kyburz and strawberry blocked traffic in both directions, leaving many in a standstill when ski resort workers says this happens more often than you might expect, i always pack a sleeping bag, extra food and something. >> before it was a candle. will keep your car very warm if you have to spend the night somewhere, even with the challenges, travelers beat the downpour in favor of some fresh powder for skiing and snowshoeing. >> the message from all those braving the storm come prepared and keep an eye on changing conditions. now here's a look at

interstate 80. in truckee, where the roads are slick. crews are working to clear the roads. for anyone planning on making that drive of a winter storm warning is no longer in effect right now. but travel is still discouraged. the sierra avalanche center issued a backcountry avalanche warning for the central sierra and greater lake tahoe area. it lasts through 6 p.m. tonight in the east bay. now, two children are recovering this morning after they were hurt during a freeway shooting. california highway patrol says the two children were in the back seat of a vehicle headed northbound on i-8 80, in san lorenzo when it happened yesterday. it's unclear if either of the kids were shot now. both, though, were rushed to the hospital with non-life threatening injuries. is also in the east bay. oakland city leaders say the killing of oakland police officer twan lay has led to an increase of tension between the city's black and asian communities. they claim stereotypes on both sides continue to lead to mistrust. they say unity is important to keep them tempers rather from

erupting. abc seven news reporter anser hassan attended a special meeting almighty by me home. >> a buddhist chant closed out a meeting between oakland's black and asian communities in an attempt to forge unity. >> there is a misunderstanding, and it's always been that way between the african-american community and the asian community. it goes way back, generations back. it doesn't even start here. >> pastor phyllis scott, president of the pastors of oakland association, says for decades, stereotypes and misinformation has created tension between the two communities here in oakland. >> it's generation of pouring into us that they don't like us, that they think that we're all gangsters. there are certain businesses that are closing. they feel that they're closing because the asian population is taking over and the asian population in closed because they feel they can't stay open because of violence. >> but then came the killing of oakland police officer tuan lay in december. he was a vietnamese descent and an active member of

the asian community. he was them. >> and to kill him, he was a priest provider and a protector of the asian community. i get it , his demise was a trigger. >> this hits home harder for seward. >> chan is president of the oakland chinatown improvement council. he says calls for unity are even more important now, following officer lee's death, adding that stereotype types of oakland not being safe makes it even more unsafe. >> we face the same issues we face the same problem. instead of finger pointing, let's unite and come together with a solution. also in attendance, alameda county district attorney pamela price and members of oakland city council. >> there are things that we can do, and there are actions that we can take to bring communities together. we can use our platforms to encourage meetings like this. we can lift up when things are not working in the city. >> the best way to deal with it is have those two communities come together and yeah, say those things. say those things

that are difficult to say and then hear the answers. >> reporter in oakland, anser hassan abc seven news. >> the oakland unified school district is facing allegations of anti-semitism. one of the formal complaints outlines four separate incidents at fremont high, bret hart high and montara middle schools. according to lawyers who filed the complaint. the district has begun an investigation. this comes as the publication j. weekly reports that more than 30 jewish families have left the district due to concerns about anti-semitism. we reached out to the district for comment, but a spokesperson said they do not comment on pending legal matters . in richmond, more flaring at the chevron refinery yesterday case was a level one incident, the lowest reportable level, according to contra costa county health. it lasted for about 33 seconds in the afternoon. now, the same thing happened there friday, which is the video you're seeing here. chevron is investigating the cause. there's no health risk to the public at this time. the refinery is under investigation for a list of

violations in recent months. in san jose, a woman who was reported missing is now safe after a carjacking and kidnaping. the incident happened around 2 p.m. near the corner of fifth and saint john streets, and police say the woman, who was visiting from mexico, was a passenger in the car when it was stolen and did not leave willingly. she was missing for several hours before she was found. fortunately just after 3 p.m. today, the female victim was dropped off here at the san jose police department by a good samaritan who had seen our alert. >> she did receive minor injuries during the event. the secondary suspect is still outstanding. however, our detectives are working diligently to identify the suspect and locate the suspect. >> san jose police thank the community for helping in this search. all right, let's check on conditions outside. good morning, lisa, and good morning, stephanie. >> we have a little bit of roadway pavement that's wet out there. otherwise so some mist and fog to deal with. but a dry

three fire engines and a truck responded to the scene. look how smoky it is. firefighters say they were concerned the fire might spread to the adjacent building, but thankfully they were able to put out the flames quickly and no damage was done. >> these are more challenging than a house fire, because the fact that it is a rv, we can't

just go inside quickly like we normally do because of the of the stability of it. it's heavily involved. so we have to be a little bit more cautious. >> firefighters have not yet determined if anyone was living inside the vehicle. in fremont, employees at the tesla plant are talking about joining a union. activists held a rally to make their case, and workers gathered outside to call out a history of alleged discrimination at the facility. they also spoke in support of striking workers in sweden, where about 130 employees walked off the job demanding a union contract. tesla's fremont factory employs about 20,000 workers now. some have already said they're interested in being represented. >> we need to build union rights, worker rights for workers here at fremont, where many workers have been fired. we're here on mlk day where there's systemic racism, discrimination, there's union busting, many union busting

charges. so what we're saying here is that enough is enough. >> tesla ceo elon musk is critical of unions. he spent millions fighting the efforts to unionize, dies earlier this week , worker salaries were raised in an effort to fend off the unionization effort in the north bay. there's a new chief in the city of sausalito, and it marks a historic change as abc seven news reporter tara campbell says explains she spoke to the city's first lgbtq plus chief. >> a round of applause for sausalito's new police chief, stacey gregory, sworn in saturday, making history as the first lgbtq plus person in the department to hold the position. >> i'm proud to be that person. i'm i'm proud to represent the lgbtq community, the 27 year veteran acknowledge those who came before her and those standing with her. there are many female chiefs before me and currently in the state of

cornerstone of the department. >> the loyalty she commands inside the department made her a perfect fit. >> the appointment comes on the heels of a year that saw hundreds of bills being introduced across the country, taking aim at lgbt plus rights. >> i'm confident in who i am. i'm confident in who i represent , you know, and i'll continue to fight for our the rights that you know, are being challenged. >> and she says she'll continue to share her message, especially to young gays and lesbians. >> it says to be yourself and not try to fit into that mold of what people expect from you. >> tara campbell, abc seven news in san francisco. >> there could be another sign of decline in the city's tourism industry. the chronicle is reporting the hilton financial district on kearny street is the latest hotel to default on its mortgage. the 544 room hotel is near chinatown's portsmouth square. the hotel's owner proposed a loan modification agreement, which is under

review. the paper also reports hotel occupancy fell 88% in the third quarter last year, compared to the year before, and revenue was down more than $12 million. now we're learning more about a heroic rescue. two snowboarders are sharing how they saved two people buried in a deadly avalanche as the storm ramped up, the two friends dropped onto the slopes at palisades tahoe ski resort on wednesday. they were swept up into that avalanche road through the snow like a giant wave, but got buried. they eventually dug themselves out, but two others just feet away could not. >> we realized we were the first responders. we were the most capable of helping right then, and it's super time sensitive. i remember feeling in incredibly grateful that we were in a position where it was easy for us to get two people out. >> wow. amazing. well, despite the scary situation, they say they're not scared to go back to the mountains and are still stoked to go snowboard

snowboarding again. also in lake tahoe, one local family got a very exciting surprise on the slopes. here's abc news anchor dion lim. oh my god. >> danielle brill and her family are on a ski and snowboarding trip while making a run at heavenly, danielle was shocked to see a black bear on the snow. the bear eventually climbed a tree, so she quickly snowboarded away. a little later down the hill, she spotted the animal again, but this time noticed a man appearing to approach the animal and things got intense and it was a adrenaline. >> i think he got spooked and he started running full force. he just wanted to get all the way out of there, and i'm glad i wasn't in the line of uh- of full, full force running. >> danielle apparently did the right thing, and bryant from the bear league at lake tahoe, says when you come across a bear, it's best to give it space. >> bears have a boundary line

that they're comfortable with you being at, but when you cross that boundary line, sometimes it's 20ft, sometimes it's 50ft. and when that man was coming up behind him, that was it. he had to get out of there. they're going to get out of there. and if you're in their way, they might run right over the top of you just to just to escape. >> it was exciting and very sweet. and he was gentle. and i think, you know, we're kind of in his home. >> diane lim abc seven news. >> look at the bear. just jump on the tree right there in the last second. impressive. what would you do, lisa? >> that is scary. >> skiing down the mountain just . >> yeah, i've seen a few of those. now it's not like it's the first time either. exactly. yeah like you said, it's their home. okay, well, we did pretty good with the rain. it took a while in some spots, but i know in the north bay it was raining all day long and rainfall totals reflect that. whereas the peninsula on the south bay didn't get as much. but we're even talking about 1.27 mount diablo, orinda. had 1.51 and

live doppler seven right now, showing you the sweep there from the weather service, and you notice that things are quieting down. here's a look at the rainfall totals. 5.52 mount tam, oakland 0.86. san francisco 0.92. antioch, about a third of an inch. san ramon almost an inch and mount eminem near the in the santa cruz mountains, 0.82 and ben lomond over two inches of rain. so pretty good rainfall and we still really would like some more, but we have the spacing again for the week ahead with more rain on the way. 53 in oakland it is 44 in santa rosa with 53 in fremont. so with the cloud cover and some fog, it's pretty mild out there today. tomorrow for the holiday. partly cloudy skies. tuesday and wednesday a weaker system heads our way. so about midday tuesday through early wednesday, level one system. and then another dry day on thursday. notice i didn't put in there friday and

saturday. those are going to be the wet days returning as we look at the day today. partly cloudy skies for your sunday taking you into the holiday on monday. more clouds around a storm system to the north, staying there for the time being. stopping this at midday on tuesday. and here comes some lighter rain from the north bay to the east bay. it takes us through the evening hours and through early wednesday morning, and an early look at rainfall totals about a third of an inch for some of us here, maybe a little less than that. but this will be modified as we get closer to that system. so i want to take you into the future and pick this up on tuesday, where that level one system heads our way, moves on out early wednesday. here's our break. and then this is what happens as we get closer to the end of the week. looks like another system headed our way friday and wants to last right into next weekend. so keep that in mind. we will have those breaks once again, but that system friday and saturday looks more significant

allowed in the county. residents have long been split on this issue, with many saying the rentals will worsen the housing shortage. others say they rely on the rentals for income. a lawsuit is putting a fresh focus on california's vast water system, and the pressure it could be facing from climate change. at the center of the debate, a proposed reservoir in northern california. abc seven news meteorologist drew tuma looks at the site's reservoir project. gliding over the rolling hills and the winding creeks, it's hard to imagine this valley northeast of the bay area being anything but peaceful . >> but plans to create california's newest reservoir are pitting supporters like governor newsom against environmental groups now suing to challenge it. jerry brown is the executive director of the sites project authority, created to run the proposed sites reservoir, which would draw water from the sacramento river. >> the project has been considered for more than 60 years. there's reasons why it

hasn't proceeded up to this point. but as i said, those reasons are dwindling away because of our circumstances. because of population growth, because of climate change, he says. >> the plan does not require damming the sacramento river itself, instead, head water would be diverted and captured during wet years and flood cycles, and held in the newly constructed reservoir. >> really a means by which we divert water out of the river. we still take water out of the river, but we don't dam the river itself, meaning that we pump it in and we open a valve to release it out. >> he says the design is adapted for climate change, especially if the yearly sierra snowpack becomes a boom or bust cycle with warmer, wetter years triggering surges of runoff and flooding. instead of a steady snowmelt. michael anderson is california's state climatologist . >> challenge with warming world is we get to experience things first. as an extreme and

certainly the last decade. take your pick. right. we've kind of been bouncing between extremes and we kind of expect that to amplify as we go. >> but environmental groups are concerned that the diversions, even during wet periods, will harm species like salmon and steelhead. governor gavin newsom used a new fast track law to speed the project through the environmental review process. john bussey is an attorney with the center for biology diversity, but it's still taking water out of the sacramento river system. >> at times when salmon are migrating. and that's that's an important thing. these are these are federally protected fish. >> and he points to increasingly popular strategies like groundwater recharge as an alternative storage solution. early last year, abc seven profiled a farm in the central valley that's being turned into a kind of overflow basin to capture flood surges on the kings river and divert it onto shallow fields. >> the heart of our lawsuit is the failure to consider a range

alto and san jose. so yeah, it really was not a big rainmaker for parts of the south bay. but we're left with clouds and milder readings now 54, in hayward and san jose, with temperatures in the mid 40s to low 40s. calistoga and sonoma. so really not as cold as you would think after a cold front we will be mild. today we have fog. first off though, in the north bay and out by the delta with about 1 to 2 mile visibility, less in spots. and as we go through the next few hours, we're pretty mild in the 50s to near 60 today, with a mixture of clouds and sun. we're going to hold that forecast for the holiday on monday, but then things change on tuesday. we'll talk about more rain headed our way. steph, in a few minutes. >> all right lisa thank you. now to your voice. your vote republican presidential candidates are making their final pitch to voters as the iowa caucuses begin tomorrow. but the dangerous cold and blizzard conditions could hurt voter turnout. and nguyen joins us live this morning from des

for a downpour. >> but yeah, we're doing a great job down town. >> parks is killing it. it's clean, the city worker says with more rain coming, there's no time to waste. storm drains not filled with leaves so the streets aren't going to flood. the water will be able to get down into the storm drains and out to the creek in petaluma. >> neighbors living on wyndham way thought their street was flooding from the storm, but all this water was actually caused by a water main break which took several hours for crews to repair. >> the fireman was banging on my door saying, if you want a car to drive later, you'll have to move it down the street because the street is going to be closed and uh- because a water main broke. so i started filling the bathtub in the sink and uh, shortly thereafter the water turned off in san rafael umbrella are up for many. >> the rain is a welcome sight. i think we need the rain, but maybe not all at once. >> i'm happy that we have it. and this year's been relative.

they say just crossed into israeli territory and opened fire on them. now since the attack, more than 23,800 people have been killed in gaza. that's according to the hamas run health ministry. here in the u.s, protesters took to the white house to call for a cease fire in gaza. the secret service says demonstrators damaged the reinforced fencing around the perimeter as they chanted and carried flags. some white house staff had to be evacuated as the protest became more intense. president joe biden was not at the white house during this protest, and no arrests were made closer to home. now, another protest. but at the port of oakland, people protested against the u.s. support of israel's military involvement in palestine. over a thousand people blocked access to the port early yesterday morning and afternoon, and the protesters say the port of oakland is used to ship military equipment to israel. more protests are planned for the bay area today in taiwan, a shocking victory

before we see a return to some wet weather. so yesterday anywhere from about 2/10 to over 5.5in from the rain shadow of the south bay to mount tam in the north bay, and in between, pretty good one 1.5in totals. there 52. in oakland it is 44. in santa rosa, with low 50s in livermore and fremont. so it seems kind of mild, doesn't it? usually after a cold front it's much chillier air with those northwest winds. not the case for you this morning. today and the holiday tomorrow. partly cloudy skies and we'll see temperatures a little bit warmer today near 60, maybe a degree or two cooler for the holiday. and then light system headed our way. tuesday and wednesday. a level one system midday on tuesday ending early wednesday and then thursday is a dry day. looks like a stronger system slated for later on friday, so partly cloudy this afternoon and then into tomorrow. about the same deal. so not a whole lot of change there. system to the north is staying there for the time being, but then we get a piece of this action here, which
