forcing one game to be delayed until tomorrow. we start here with the coast to coast storms. abc's victor oquendo is here. good morning, victor. >> reporter: good morning, gio. from snow-covered downtown des moines, people here tell me this is definitely the coldest air that they have felt this season. you can see the snow. it's piled up here on the sidewalks. in these conditions, you have to limit your time outdoors. with the wind, this cold air, it cuts through every layer you have on. you definitely feel it on any exposed skin. and this bitter arctic blast, it stretches well beyond us here in iowa. this morning, the major arctic blast bringing dangerously cold conditions to millions. windchill alerts across more than 20 states feeling as cold as 70 degrees below zero in montana. a powerful blizzard blanketing des moines, iowa, in more than ten inches of snow, and bringing

power outages to a snow-covered milwaukee. in michigan, waves crashing against this pier in st. joseph. fueled by the storm's intense winds. and in the northeast, some areas battered with rain and strong winds leading to flooding like this in new jersey. in edgewater, some cars submerged up to their bumpers. abc news' morgan norwood reporting from the passaic river. >> and here in wayne, new jersey, this parking lot i'm standing in looking more like a pond. right across the way, it's spilling its banks here. >> reporter: farther north, this major storm bringing in more rain and flooding. look at the rough waves along the new hampshire and maine coastlines. watch as this historic fishing shack gets washed away in south portland, maine. and in rhode island, these large waves lashing the coast. this is the view from a plow truck in new york state along route 400 in erie county, new york. a travel ban in effect for the county and interstate 90.

>> it will not be safe to be out on the roads. >> reporter: the blistering cold headlining the nfl's wild card weekend. whiteout conditions at the buffalo bills' stadium, and kathy hochul extending that ban to monday as blizzard conditions lash buffalo. >> got to love it, baby. >> reporter: and in kansas city, the miami dolphins and chiefs playing in the coldest game on record for either franchise. many fans braving the cold to see the game. kansas city/miami, fourth coldest game in nfl history. speaking of miami, when our team left there to come here, it was in the 80s. can't believe we're talking about, oh, a 100-degree swing give or take. by the way, it's shaping up to be a rough travel day once again. about 1,200 flights canceled so far today. gio? >> gio: and you say our team, because you are a miami boy and i know the feeling of being in the snow. we appreciate that, victor. let's get to storm forecasts from somara theodore. good morning, somara.

>> somara: good morning, gio. a lot of folks affected by this cold air. this is the coldest air of the season. these are the windchills this morning. we're still looking at places like rapid city, minus 30. it's feeling like 30 degrees below zero. as a result, multiple national weather services have issued windchill alerts. look where they stretch from. up in billings, casper, all the way as far south to the southern tip of texas. and i mean, if you look at this dichotomy, how stark it is, yesterday's high and low, check this out. in florida, in pompano beach, we are in the upper 80s. chester, montana, minus 54. that was an actual temperature. whit, back to you. >> whit: brutal temperatures. somara, thank you. to iowa now and the 2024 caucuses. they're happening tomorrow the republican presidential hopefuls are making their final pitch to voters. we have team coverage now. abc news political director rick klein is standing by with two new polls. but we begin with maryalice parks in des moines. maryalice, good morning.

>> reporter: whit, good morning to you. some of these candidates have been campaigning for nearly a year. they are hoping that even though iowa is just one state, a pretty small state, because it goes first, it might be able to send a big message to the rest of the country. >> this is go time. >> reporter: after months of campaigning, and a republican field whittled down from more than a dozen to just a few, tomorrow voters finally get a say. >> all eyes are on iowa, and you get it. you know the responsibility that comes with being first. >> reporter: the iowa caucuses, the first in the country. blizzard-like conditions throwing a wrench in campaign plans. frontrunner former president donald trump, canceling all but one of his in-person events this weekend, speaking to supporters overnight remotely on a livestream. >> i don't think nikki's strong enough to be president. i know her very well. >> reporter: and for the first time, taking aim at businessman vivek ramaswamy accusing him of

deceitful campaign we caught up with vivek's wife weathering the snow storm to meet with a small group of voters outside of des moines. >> we have an opportunity on monday to show people what we care about as a country. do we care about the integrity of free speech, of our elections? >> reporter: ramaswamy has held a whopping 326 in-person events in the state. ron desantis, 169. nikki haley, 82. compared to only 35 stops from trump. desantis' staff and supporters powering through this weather, knocking on doors to get out the vote in negative 8 degree temperatures. >> if you are willing to go out there and brave the elements on a cold, windy, snowy january night for me and do that for a few hours, i'll fight for you for the next eight years. >> reporter: on the question on whether the cold will affect the

turnout, i talked to some volunteers helping to run the caucuses. they picked up their materials. they told me they weren't worried. whit? >> whit: all right, maryalice. nice to see you inside and out of the cold as well. thank you so much. let's go now to washington and abc news political director rick klein. rick, good morning to you. so let's start with that new "des moines register" poll which dropped overnight. a presidential race tradition, and we are seeing some movement down the stretch here. >> reporter: yeah, whit. this is the most closely watched poll, the most respected poll in iowa and it shows that donald trump is indeed in commanding position going into tomorrow. this would be a record-setting victory if it holds, but it's nowhere near the margins he had earlier in the cycle and it's a touch below 50% meaning he would not get the outright majority if this result holds tomorrow night. the surprise though is in second place. nikki haley now ahead of ron desantis very narrowly.

it'll be a dog fight and photo finish for second. ron desantis finishing in third, that would be devastating for his campaign. if you see in the fivethirtyeight polling, this is ron desantis' line. he was in a strong second in iowa up tune until the last couple of days. that's when nikki haley started to overtake ron desantis, and it's very, very close right there. the margins will matter, and so will who finishes second. >> whit: we can always have some surprises in iowa, that's for sure. we also have that new abc news/ipsos poll. what does it tell us former president donald trump's str strength nationally heading into this first round of voting? >> reporter: republicans are saying they're very comfortable with donald trump as their nominee. in our poll with ipsos, and we'll have more on this later on in "this week," donald trump is seen as the right choice. are people comfortable with the question of donald trump as the nominee? 72% say yeah. they are just fine with donald trump as the nominee. that's ten points better than ron desantis. and nikki haley for all the attention she's gotten nationally, more than half of republicans are saying they're not comfortable with her as the nominee.

it kind of tells you the story of the entire race. donald trump continues to control the republican party in iowa as well as nationally as the voting begins tomorrow. >> whit: rick klein, thank you so much. as always, we appreciate it. tune into "this week" later this morning. jonathan karl speaks with florida governor ron desantis ahead of the iowa caucuses and jon has an exclusive interview with illinois' democratic governor, jb pritzker about president biden's re-election campaign. rhiannon? >> rhiannon: now to the breaking news overnight. congressional negotiators agreeing on a deal to head off another partial government shutdown, but they are not completely out of the woods just yet. abc's ike ejiochi is on capitol hill with the latest. good morning, ike. >> reporter: good morning, rhiannon. congressional leaders have reached an agreement on a two-tiered funding bill that will keep our government funded into march. our government is funded through 12 individual spending bills. last november, congress voted to split them up into two groups of bills. this new agreement moves the funding deadlines for both of those bills to march 1st and

march 8th. this agreement comes just before the first funding deadline looming next week. both chambers now get more time to work through individual funding bills, but last week senate majority leader chuck schumer and house speaker mike johnson reaching an agreement setting the top line spending for this year at $1.65 trillion, the amount originally agreed to by president biden and then house speaker kevin mccarthy. the short-term bill will need to pass both the senate and the house before friday, january 19th before midnight to avoid a partial government shutdown. sources tell abc news that congressional leaders will have a conference call today to discuss that resolution and a path forward for funding. gio? >> gio: ike, thank you for your reporting there. overseas now to the middle east and the urgent search for two missing navy s.e.a.l.s who officials said fell into the water just south of yemen. abc's lama hasan is in london with the latest. good morning, lama. >> reporter: good morning to you, gio. those two u.s. navy s.e.a.l.s are still missing. u.s. officials say an urgent

search and rescue operation is under way at this hour to try to find them. u.s. officials also say that the s.e.a.l.s had been conducting a nighttime boarding mission off the coast of somalia on thursday. this is a complex and dangerous operation, and as they were trying to board a vessel by boat, one sailor fell into the water. the other then jumping in to help him. now as you know, the gulf of aden as well as the red sea are busy shipping lanes. they've also recently been used by the iranian-backed houthis to attack dozens of commercial vessels prompting a massive show of force with u.s. and british navy ships deployed to the area to deter and respond to the attacks. what officials won't reveal is what type of operation the two sailors were conducting at the time because of operational security purposes, but what we do know is that they were deployed to the u.s.'s fifth fleet area of operation supporting a wide variety of missions. rhiannon?

>> rhiannon: thank you for that reporting. now to the war between israel and hamas. thousands of demonstrators took to the streets just outside the white house yesterday, calling for the end to the israeli military action in gaza, and abc's patrick reevell is in tel aviv where thousands of people are rallying again demanding the hostages be freed as the war marks 100 days. good morning, patrick. >> reporter: good morning, rhiannon. yeah, it's been 100 days since hamas' october 7th massacre triggered israel's devastating war in gaza. behind me in tel aviv, thousands of people have been rallying to support over the 100 hostages still held by hamas in gaza. still such a live issue here. the situation in gaza is catastrophic though. the u.n. says 1.9 million people, 80% of gaza's population have been displaced. there are now warnings that over 500,000 are starving with famine looming. palestinians have been killed. such is the destruction that for the first time israel has found itself this week defending itself at the international court of justice against charges of genocide brought by south

africa. israel vehemently rejects that. israel's prime minister benjamin netanyahu in a speech last night to mark 100 days was defiant that the war against hamas will continue, but despite the devastation, israel is still far from achieving its goals of defeating hamas or freeing the hostages. most israeli officials signal that the fighting is going to go on for months more. gio? >> gio: no end in sight just yet. patrick, thank you so much. back home now, an accused serial killer is due to appear in court this week, expected to face charges in another killing. abc's morgan norwood joins us now with more on that. morgan, good morning. >> reporter: gio, good morning to you. from seizing his properties to tearing apart his home, he's tied to more victims. heuermann will return to court on tuesday where a grand jury will return a new indictment.

this morning, rex heuermann, the alleged gilgo beach serial killer accused of murdering three women, now expected to face a fourth murder charge. sources telling abc news heuermann will be in court on tuesday where prosecutors are set to announce a grand jury has returned an indictment. prosecutors have said heuermann is the prime suspect in the killing of maureen brainard-barnes who disappeared when she was 25 years old in july of 2007. she was found with a belt that had a distinctive buckle bearing the initials w.h., which could stand for heuermann's father. >> there was a lot of evidence we had, but they weren't ready to charge. now we're six months into it, a long time for investigators to work at it and apparently they forwarded the case, so they're going forward tuesday morning. >> reporter: heuermann has pleaded not guilty in the killings of megan waterman, melissa barthelemy, and amber costello, all found dead in december 2010 along gilgo beach, long island. and like barnes wrapped in burlap. investigators spent days

searching heuermann's home, even zeroing in on this pizza box which they say contains a critical piece of dna evidence. the sister of megan waterman speaking exclusively with our station, wntw shortly after the search and heuermann's arrest. >> it's bittersweet because i know the details of her death. she was just a normal person, and she had a normal, loving heart just like any person that you walk down next to on the sidewalk, and she didn't deserve this. >> reporter: and there was no immediate comment from the suffolk county d.a.'s office. there are six other gilgo beach victims whose deaths remain unsolved. gio? >> gio: just an unbelievable case. morgan, thank you so much for that. time now for another check of the weather. somara theodore is here, and it may be cold, but that sure is pretty behind you. >> somara: i like that. do you know it's been 700 days since new york city has measured one inch of snow? >> gio: wow. >> somara: it's also been -- the earth has traveled 1.1 billion miles through space since that time.

new york has picked up 102 inches of rain. no snow. that clean pile of clothes is still sitting in my corner, and it looks like buffalo has seen at least 170 inches of snow, and that's where all the snow is hiding right now. lake-effect snow, they're gearing up for another round. 1 to 3 feet possible in parts of western new york. up into watertown they could see about 6 to 12 additional inches. that's a look at the forecast. we'll talk more later. let's see your local forecast a

3-month-old and a 2-year-old. she says travel is already stressful and expensive, but that alaska airlines flight made her think twice, but still thinks every situation is different. >> it's hard to say because i feel like it's, like, really judging parents if you don't get a seat, then you don't care about your kid because obviously that's not the case. >> reporter: extreme turbulence and plane malfunctions are rare, but they can be dangerous. >> it can be even moderate turbulence where this can be a danger. if you are experiencing negative gs less than zero where the child could rise up off your lap before you have a chance to grab them. the child would get slammed back down hopefully on your lap, but it could hit an armrest or the side of the aircraft. >> reporter: that's why experts recommend getting each child their own seat with proper gear. >> you actually have a seat for every single person on board including infants, and that they are in a proper device for sitting in that seat such as a car seat strapped in properly.
