night that was uh- by brought in a pretty powerful punch. we're going to talk about rainfall totals in a little bit, but right now we are 50 degrees in san francisco, 52 in oakland, 55 in san jose. and a look outside here with a nice view of the city where temperatures are cooler in the north bay, 46. santa rosa 45. petaluma 48. by the delta. we do have fog in spots. it's cooler in the north bay by about 2 to 3 degrees and milder in livermore. there's the fog, vacaville and a little bit down in san jose. and here's a look at the rest of the day. upper 50s by noontime, pretty much for everyone coast inland and bayside. and then about 60 today with partly cloudy skies. stephanie. >> all right. lisa, thank you. well, crews are cleaning up this morning after the damage left behind from the latest storm. a tree came down in occidental here in sonoma county and hit some power lines. as you can see, that tree ended up blocking bohemian highway and closing the road. now nearly every spot in the bay area got soaked yesterday. here's what things

looked like in downtown palo alto, where the rain did not keep people from going outside. now to the east bay and walnut creek, the rain came down pretty hard in that area, soaking the roads and making for some slick conditions for drivers in tahoe, the storm is bringing more snow and dangerous conditions in the sierra mountains. a multiple injury crash between kyburz and strawberry blocked traffic in both directions, leaving many in a standstill. when ski resort worker says this happens more than you think, i always pack a sleeping bag, extra food and something. >> before it was a candle. we keep your car very warm if you have to spend the night somewhere. yes spend the night. >> even with the challenges, travelers beat the downpour in favor of some fresh powder for skiing and snowshoeing. the message from all those braving the storm come prepared and keep an eye on those changing conditions. now here's a look at interstate 80 in truckee, where the roads are still slick. this morning. crews are working to clear the roads. for anyone

planning on making that drive today, a winter storm warning is no longer in effect right now, but travel is still discouraged. the sierra avalanche center issued a backcountry avalanche warning for the central sierra and greater lake tahoe area, but that just expired within the hour. in the east bay. now, two children are recovering. this morning after they were hurt during a freeway shooting. the chp says the two children were in the back seat of a car headed north on i-880 in san lorenzo when it happened yesterday. now, it's unclear if either of the kids were shot, but we have been told both were rushed to the hospital with non-life threatening injuries. we'll stay posted on that in oakland now. dramatic video take a look at this. a parked rv caught fire near the intersection of third and adeline streets in oakland. three fire engines and a truck responded to the scene. firefighters say they were concerned the fire might spread to the adjacent building, but thankfully they were able to put out the flames quickly and no damage was done. >> these are more challenging than a house fire because the

fact that it is a rv, we can't just go inside quickly like we normally do because of the of the stability of it. it's heavily involved. so we have to be a little bit more cautious. >> firefighters have not yet determined if anyone was living inside that vehicle. also in oakland, city leaders say the killing of oakland police officer twan lay has led to an increase in tension between the city's black and asian communities. they claim stereotypes on both sides continue to lead to mistrust. abc seven news reporter anser hassan attended a special meeting on the matter of money. >> buy me home. >> a buddhist chant closed out a meeting between oakland's black and asian communities in an attempt to forge unity. >> there is a misunderstanding, and it's always been that way between the african american community and the asian community, and it goes way back, generations back. it doesn't even start here. >> pastor phyllis scott,

president of the pastors of oakland association, says for decades, stereotype gaps and misinformation has created tension between the two communities here in oakland. >> it's generation of pouring into us that they don't like us, that they think that we're all gangster ers. there are certain businesses that are closing. they feel that they're closing because of the asian population. asian is taking over. and the asian population closed because they feel they can't stay open because of violence. >> but then came the killing of oakland police officer tuan lay in december. he was a vietnamese descent and an active member of the asian community. >> he was them and to kill him, he was a priest, provider and a protector of the asian community. i get it, his demise was a trigger. >> this hits home harder. >> seward chan is president of the oakland chinatown improvement council. he says calls for unity are even more important now, following officer lee's death, adding that stereotype of oakland not being safe makes it even more unsafe.

we face the same issues, we face the same problem. >> instead of finger pointing, let's unite and come together with a solution. >> also in attendance alameda county district attorney pamela price and members of oakland city council. >> there are things that we can do, and there are actions that we can take to bring communities together. we can use our platforms to encourage meetings like this. we can lift up when things are not working in the city. >> the best way to deal with it is have those two communities come together and yeah, say those things, say those things that are difficult to say and then hear the answers. >> in oakland, anser hassan abc seven news. >> the oakland unified school district is facing allegations of anti-semitism. one of the formal complaints outlines four separate incidents at fremont high bret hart and montara middle schools. according to lawyers who filed the complaint. the district has begun an investigation. this comes as the publication j. weekly reports that more than 30 jewish families have left the district

due to concerns about anti-semitism. we reached out to the district for further comment, but a spokesperson said they do not comment on pending legal matters. in richmond, more flaring at the chevron refinery. yesterday's case was a level one incident, the lowest reportable level, according to contra costa county health. it lasted for about 33 seconds in the afternoon. now, the same thing happened there on friday, which is the video you're seeing here. chevron is investigating the cause and there's no health risk to the public at this time. but the refinery is under investigation for a list of violations in recent months. in san jose, a woman who was reported missing is now safe after a carjacking and kidnaping ring. the incident happened around 2 a.m. near the corner of fifth and saint john streets, and she was missing for several hours before she was found. >> fortunately, just after 3 p.m. today, uh- the female victim was dropped off here at the san jose police department by a good samaritan who had seen our alert. she did receive minor

month lease on rogue. >> welcome back in fremont. employees at the tesla plant are talking about joining a union. activists held a rally to make their case. workers, you can see here gathered outside to call out a history of alleged discrimination at the facility. they also spoke in support of striking workers in sweden, where about 130 employees walked off the job demanding a union contract. tesla's fremont factory employs about 20,000 workers now. some have already said they're interested in being represented. we need to build union rights, worker rights for workers here at fremont, where many workers have been fired. >> we're here on mlk day where there's systemic racism, discrimination, there's union busting, many union busting charges. so what we're saying here is that enough is enough. tesla ceo elon musk is critical of unions. >> in fact, he's spent millions fighting the efforts to unionize

palisades tahoe this morning, we are learning more about a heroic rescue of two. snowboarders are sharing how they saved two people, buried in a deadly avalanche. as the storm ramped up, the two friends dropped onto the slopes at palisades tahoe ski resort. this is on wednesday and they were swept up into the avalanche road through the snow like a giant wave, but then got buried. they eventually dug themselves out, but two others just feet away could not. >> we realized we were the first responders. we were the most capable of helping right then, and it's super time sensitive. i remember feeling in incredibly grateful that we were in a position where it was easy for us to get two people out. >> very scary and despite the situation, they say they are not scared to go back to the mountains and are still stoked to go snowboarding again. they say now also in lake tahoe, one local family got a very exciting surprise on the slopes. we're talking about black bears.

here's abc news anchor dion lim. oh my god. >> danielle brill and her family are on a ski and snowboarding trip while making a run at heavenly danielle was shocked to see a black bear on the snow. >> the bear eventually climbed a tree, so she quickly snowboarded away. a little later down the hill, she spotted the animal again, but this time noticed a man appearing to approach the animal and things got intense and it was a adrenaline. >> i think he got spooked and he started running full force. he just wanted to get all the way out of there, and i'm glad i wasn't in the line of uh- of full, full force running. >> danielle apparently did the right thing, and bryant from the bear league at lake tahoe, says when you come across a bear, it's best to give it space. >> bears have a boundary line that they're comfortable with. you being at, but when you cross that boundary line, sometimes it's 20ft. some times it's 50ft.

and when that man was coming up behind him, that was it. he had to get out of there. they're going to get out of there. and if you're in their way, they might run right over the top of you just to just to escape. >> it was exciting and very sweet. and he was gentle. and i think, you know, we're kind of in his home. >> dion lim abc seven news. yeah that bear was on a mission between 300 to 500 black bears actually live in lake tahoe basin, 50 of which are in the city limits, according to officials. >> and as you can see, they got some snow this weekend. we got the rain, lisa. we get more this week. but as you've been reminding us, we get a break before then. >> yes, we get a couple day break and good news if you have the day off tomorrow and even so, the north bay got so much rain that they could use a bit of a break. >> mount tam, i don't know if you heard, but 5.52in of rain, so that was a little excessive as it never stopped raining. all day in that part of the bay, but elsewhere took a little while to

get going. there's a look at the rain moving out of town and we are looking at systems queuing up to the west of us, and north of us. so we will be putting together for a little bit more rain headed your way for the middle of the week and then we're going to see a bit of a break as we get into, um, let's say thursday. here's a look at the totals anywhere from 9/10 here in san francisco, with a third of an inch just about redwood city over two inches ben lomond and mill valley 2.6. you head inland and livermore 0.22. hayward 1.13 and you notice napa doing pretty well at 1.41. so overall, most of the rain in the north bay. and then that strong line moved through the evening hours, bringing just a little bit in the south bay. still some fog. gray sky here. 51 in the city, 52 in oakland we are 55 in san jose and a look a wide view

here from vollmer peak where we're in the mid 40s, 46 santa rosa, 51 in concord, pretty view here from pier 39, partly cloudy today. tomorrow. rain returning in midday tuesday into early wednesday. level one system and then looking at that dry day on thursday, there's a look at the timing of the tuesday system starting out dry for the morning commute, but ending on the soggy side. this is 530 on tuesday. you can see some pretty good rain from the north bay and it takes the overnight hours for the system to move on out. so rainfall amounts, this one system anywhere there from a quarter of an inch to maybe 4/10. but there's another forecast model that wants to bring slightly more rain our way. so as it gets a little closer, we'll fine tune those details that break on thursday. and then there's a look at what's to come on friday and potentially on saturday. some more rain, high temperatures today from the upper 50s to about 60 degrees in oakland. so a nice day today. a mix of clouds and sun as high pressure

expecting you. >> now streaming on disney plus. >> welcome back. >> in the north bay, there could be stricter regulations for airbnbs in marin later this spring. marin county supervisors agreed on new rules for short tum rentals. they'll go to the state commission for final approval next. the rules would limit the number of short tum rentals allowed in the county. residents have long been split on this issue, with many saying the rentals worsen the housing shortage. others say they rely on the rentals for income across the state. now, a lawsuit is putting a fresh focus on california's vast water system and the pressure it could be facing from climate change at the center of the debate, a proposed reservoir in northern california. abc seven news meteorologist drew tuma looks at the site's reservoir bar project. gleek riding over the rolling hills and the winding creeks. >> it's hard to imagine this valley northeast of the bay area being anything but peaceful, but plans to create california's

newest reservoir are pitting supporters like governor newsom against environmental groups now suing to challenge it. jerry brown is the executive director of the cites project authority, created to run the proposed sites reservoir, which would draw water from the sacramento river. >> the project has been considered for more than 60 years. there's reasons why it hasn't proceeded up to this point, but as i said, those reasons are dwindling away because of our circumstances. because of population growth, because of climate change, he says. >> the plan does not require damming the sacramento river itself. instead, water would be diverted and captured during wet years and flood cycles, and held in the newly constructed reservoir are really a means by which we divert water out of the river. >> we still take water out of the river, but we don't dam the river itself, meaning that we pump it in and we open a valve to release it out, he says.

national center for education statistics. do you think that $12,000 figure the ceiling should be raised? >> i think we have to consider these things, stephanie. what we're struggling with is young people, uh, don't have the same opportunities that people in my generation had in terms of the cost of housing, the cost of education. so we're the ministration and we democrats on the committee are trying to address. that. we're trying to work with our republican colleagues on these things, um, kids growing up right now and coming out of college, they have different challenges than previous generations. so we, we repaid our loans. but circumstances have to be adjusted. and that's what we're struggling with. the cost of housing, health care. and in this instance, education is so prohibitive in terms of the value. so it's really a struggle for younger people. >> the consumer financial protection bureau said friday that borrowers are dealing with enact urate and untimely billing statements and often delays in processing, among some other

issues. have you received reports about any of this in your office? >> yes, and this has been a struggle for a long time. um, unfortunately, some providers, um, don't aren't as ethical as they should be. so we've got to make sure that we hold people accountable and don't mislead people. >> and what are you doing specifically to hold them accountable? >> we've done a lot of things over the course of time. i've been in office when i was in the legislature, uh, we made people actually prove what their marketing said about the value of their education. um identify that. and we continue to do that at the federal level and look at other ways we have to fund more people in department of education to oversee, uh, the regulators and the people who are paid to enforce these requirements. >> now, student debt in the us now exceeding $1.7 trillion, the vast majority of which is federal debt. how is the federal government going to inform these borrowers? they have this

ability? >> well, where we have direct contract, we will let them know, um, and we'll do things like these interviews, obviously, and continue to make sure people are aware of it through their service providers. but uh, through their institutions, if they're still going to school or going back or they have contacts. so every means available to let people know that there are programs, uh, the supreme court, the administration was responding in this act, uh, to restrictions. the supreme court put on a previous action by the biden ministration. so this is all statutory. it's under existing law. >> interesting. yeah certainly an ongoing effort. congressman you also sit on the house committee on transportation and infrastructure, as well as the subcommittee on aviation. i wanted to ask you about the boeing investigation. have you had a recent briefing on the matter? >> yes. uh and it's very frustrating. uh, the aviation industry is done a lot of pressure by, um, investors to

make more money. and we want to make sure that those profits don't come at the expense of the safety of the traveling public. so whether it's boeing, um, or any of the airlines, we're working very hard to make sure they get the message that the congress is watching. uh, we have an faa reauthorization that's now being held up in the senate that has a number of provisions that i put in there to make sure that, um, we've got more transparency in this instance, like with alaska, uh, we'll be able to go in and actually see who the mechanics were and who the people who assembled that plane and that door were. we don't have that right now. when do you think these boeing 737 max nines will be safe enough to fly to be operational? well, we're going to stay on it, uh, to make sure the faa does its due diligence. uh, and we meaning the congress and myself, specifically in the committee. so they're not going to fly until they're safe. all right, congressman, i thank you for your time, and we appreciate your insight as always. my pleasure. thanks for asking me.
