offshore and some of the steadiest rain right now in the immediate bay area is up in the north bay, right along highway 101, which is pretty getting a pretty good drenching right now between santa rosa and nevada, right in the area of petaluma. that's all moving eastward. and we'll no doubt push through parts of napa county very shortly. so let's get back to the satellite radar composite image. you can see it's developing offshore and quickly swinging onshore. and bringing rain to all parts of the bay area. this storm on the exclusive abc seven storm impact scale is a level one storm for the remainder of this afternoon, and through much of the evening, we'll see lightrillionain and showers, but with isolated downpours and no doubt the roadways will be slippery and potentially hazardous. here's our forecast animation starting at 5 p.m. notice between five and about 7 p.m. widespread rain. same picture going into about 9 p.m. so we're going to get a pretty good drenching during the evening commute. but some clearing after midnight. the full accuweather seven day forecast a little later, larry and kristen spencer thank you. >> the rain raising more safety concerns in golden gate park

after massive eucalyptus tree came crashing down onto occupied cars. 11 people were rescued from inside those vehicles. >> no one was seriously hurt. abc seven news anchor dion lim looked into the problem of these falling trees in the park, and what can be done about it. it's been more than 24 hours since this nearly 100 foot tall, 80 year old eucalyptus was fully uprooted and fell onto five vehicles monday afternoon, trapping 11 people in their cars . >> and it literally just came down on our on our roof. >> visitors to golden gate park tuesday were still in disbelief. >> i actually stopped walking last year when the rains were so heavy i just didn't come. >> i really wiget frank vasquez, president of vasquez arbor care, says eucalyptus are not native to california and have always posed challenges. >> the tree is very heavy, top heavy and their root system is shallow, so it doesn't come to a surprise as uh- to many arborists, when you hear of a eucalyptus failure, he says

failure, though, can happen. >> no matter the age of a tree or species. >> as you see, the challenge is with climate changing and we're receiving winds like we've never received before the storms. so proper pruning is key. by taking off the weight of the branches, as we like to say, creating windows in a tree, it allows the wind to go through those branches and not put the pressure on. on the branches. >> according to san francisco rec and park, there are 131,000 trees in the city's park system and 27,000 alone in golden gate park. the city tells me they'll be inspecting trees in golden gate park looking for hazards in the coming days. their tree crew consists of just 25 people, so while it's impossible to avoid the nearly 700,000 trees citywide, the same thing with humans and trees so much, many of us don't know what's going on inside of us. >> and it's so hard because you don't know what's happening with is there decay in the tree? is it how is the root system?

happened as the driver was turning left onto northgate drive from fredis parkway. i could smell it as soon as i come off the freeway. police say the accident caused about 1300 gallons of gas to spill out onto the street. unfortunately, this spill happened just feet away from this storm drain. lots of sand has been brought in to prevent the gas from draining through, but some of the gas leaked into the storm drain and efforts are underway to contain it. >> our centerville public works and marine county department of public works are both on site to mitigate any environmental concerns and are taking precautions not just here at the location, but in other storm runoff areas to minimize any hazards to the environment. >> by midday, the tanker was back on its wheels, but a big cleanup was just beginning. as a precaution, several streets were closed, including parts of the northgate, one shopping center. shannon was trying to get to her job at big five sporting goods. i got a text from my manager a couple hours ago letting me know

what was going on, but at uh- i just got here. >> i don't i walked around the building, i don't know, i could smell it when i got over here, but i don't know exactly what's going on. >> i was trying to go to walgreens and they've sent their pharmacies home because it was nobody could get in there. >> it's definitely a crazy way to start the day, but you know, work at a music shop. so it's pretty good. >> how and why the tanker flipped over still isn't known. police say the driver is cooperating with their investigation in san rafael. cornell bernard abc seven news. >> firefighters have cleaned up a fuel spill that shut down part of interstate 80 in richmond. that spill led to a closure of the westbound lanes, as well as detours from mcbride avenue to san pablo dam road. >> we now know the name of a woman who died in a plane crash off the san mateo county coast on sunday. she was 27 year old emma wilmer chiles of san francisco. her body was found near the crash site yesterday. the ntsb is leading the investigation and the faa has said there were two people on

board. the san mateo county sheriff's office says the plane took off from the east bay. developing news now with the deadly shooting of oakland police officer tuan lay, 30 year old marquise cooper made his first court appearance today. he is one of three suspects charged with murder. these pictures from court show cooper and his defense attorney officer lay, was shot and killed last month while responding to a burglary at an oakland cannabis business. cooper's attorney told abc7 today his client did not have anything to do with the shooting, but may have been acting as a lookout during the burglary. cooper and the other three suspects are expected to be back in court on thursday. >> all right, now to vallejo, where residents are raising concerns over a water main that's actually been leaking for weeks. >> yeah, they claim the water department said it doesn't have enough staffing to fix it. abc seven news reporter ryan curry is in vallejo today for a story you'll see only on abc seven. >> you may think the reason indiana and marin streets in

vallejo are wet is because of the recentrillionain. >> it's actually because of this. a water main neighbors here say has been damaged and leaking for weeks. >> yeah, we have a little creek and i don't see any fish in it or anything worthwhile, though. >> you know, sam kirsch says he reported the leak to the vallejo water department six weeks ago, but was told shortly after they can't fix it. five days later, i get a phone call from them saying they have the incident documented, but because of manpower power shortage, they can't commit to when they're going to come fix it. >> he also tried to bring it to the city's attention. weeks later, he is still waiting for an answer while he waits, he sees the leak getting worse. >> the volumes increased and now the water's traveling about four blocks away, down marin. >> sam has tried multiple times to try to get the city to fix this leak, but to him it's more than just standing water in the

roadway, he says. it resembles a long history of bad leadership from the city. there's a lot of procrastination uh. >> this city hires consultants to give them solutions instead of using in-house people, they do everything they can to dance around an issue. >> we reached out to the mayor and other leaders. we're still waiting to hear back. we went to city hall and security told us no one was available as we started filming the leak, a city truck drove away. sam says this orange cone and white spray paint was new. today, he fears the whole street will flood if it doesn't get fixed. he's been living here for over 20 years and says he's never been more frustrated with the state of the city, the geography is beautiful here. >> the climate is beautiful and you know it's a hidden gem. but the way it's run is not not good . >> he's thinking about moving elsewhere in vallejo. ryan curry, abc seven news. plans are

in the works to convert a historic downtown san francisco building into apartments, according to the san francisco chronicle, forged development is set to spend $70 million to acquire the humboldt bank building on market street, and their plan is to convert the 19 story tower into 120 apartments while keeping retail on the ground floor for wants to start construction this year and then open up to residents in 2025. >> another rally planned for right now near people's park in berkeley, after barricades and barbed wire went up around it and we're getting a better idea of exactly what the plan is for that property. uc berkeley has made it known they want to build housing for students. and now we have a look at those plans. two structures would go on that site . some of the housing would be designated for those who are presently unhoused. >> former san jose mayor sam liccardo received a major endorsement today in his run for congress. the current san jose mayor is supporting him. >> i'm here today because sam liccardo understands that every

are also concerned about saturday afternoon around 515 in the there's a little game. it's a little game. it's just like a little speed bump on the way to the super bowl. >> it's almost like a little scrimmage kind of thing. >> yeah. that's well that's what the niners are hoping it turns turns out to be spencer. the weather conditions may turn out to be the speed bump, but anyhow, at the moment we can't be very precise about saturday. >> i'll get to that in just a moment. let's take a look at what's happening right now. we can be more precise about that all over the screen you can see that it's raining, especially in the north bay, which has been getting pounded the last couple of hours by steady, mainly lightrillionain fall. but there are some isolated downpours in there. and of course, highway 101 right now from northern sonoma county down through marin county is getting quite wet. just as we get into the bulk of the main body of the evening commute. so pulling back a little bit, this is the pattern we've got lots of moisture offshore us all swinging onshore right now. we've had some rainfall here in san francisco and across the bay in oakland. even the east bay has had some rain as well. that has moved

pretty far out towards the central valley right now, but still the steadiest flow of rain is up north. winds are calm right now, so we don't have any gusty conditions to worry about at the moment, and this is not what we'd characterize as a cold storm, but nonetheless, it's about 4 or 5 degrees cooler right now across much of the bay area than at this time yesterday. here's a live view from our rooftop camera looking across the wet embarcadero. it's 53 degrees in san francisco right now. also mid 50s in oakland and hayward, 61 in san jose and low to mid 50s at san mateo and half moon bay. and of course it's been raining at the golden gate, as you can see by the wet pavement there, 52 degrees right now in santa rosa. also low 50s at petaluma, napa, fairfield and concord, 53 degrees in livermore. so let's check out our weather headlines for this evening. showers and downpours will continue next two days. some sun, especially late tomorrow and then some clouds and then friday through monday. we expect rain that will be heavy at times for consecutive days or longer. this current storm on the exclusive abc seven storm impact scale is a level

one storm through this evening we will see more periods of lightrillionain, possibly some isolated downpours of course, slick roadways. so the evening commute is going to be a slow one probably. here's the forecast animation starting at 5 p.m. notice that the rain gets more widespread and uh- a little steadier, and more intense in some locations as it swings southward and eastward. so between 5 and 7 p.m, we expect very wet weather across most of the bay area. now it'll pretty much leave the north bay by about 9:00 tonight, but it will continue raining in the south bay on the peninsula over in the east bay until much later tonight as it starts to wind down in all locations and by about 2 a.m, it should be just about all over across the entire region, leaving us with rainfall totals ranging anywhere from about 2/10 of an inch to just under a half inch, which is a fairly good dose of rainfall for us for a 24 hour period. overnight lows will be mainly in the mid to upper 40s to around 50 degrees near the bay and the coast. highs tomorrow upper 50s to low 60s. and as we resume the futurecast, the forecast

city. the explosion happened at an apartment building on waverly terrace in fremont around 930 this morning. someone in that apartment drove themselves to kaiser permanente medical center in san leandro, where they're now in critical condition. around 1:00, some 15 people at kaiser who'd come into contact with that person started to feel sick. hazardous materials crews were called in and evacuated. the emergency room. it's now back open. detectives with the major crimes task force are now investigating. >> pedestrian deaths are on the rise in some parts of the bay area, so the question is, could a new law help build a better bay area? >> you may not know this, but parking next to a crosswalk is now illegal. the bill, signed into law earlier this month, already proving to be controversial because it won't just have an impact on where you park in the bay area. >> abc seven news reporter lyanne melendez is here to tell us the implications of this. you actually scared us when you peered out from around the building with the cars coming at you like little concerned myself. >> yeah, you can't believe how

many people had not heard about this law. many. now the word transit officials use here is daylighting. so when you have light right, you see better. and that basically means improving safety by removing parked cars next to crosswalks in order to be able to see the pedestrian better. this is not an only in san francisco moment here. every city in california must now follow this law. wait. is simple don't park within 20ft of a crosswalk. whether it's marked or not. sfmta told us parking control officers will now issue warnings. if you're within the spirit of the 20ft, they'll be okay. >> they're not going to they're not going to take out a tape measure. >> but we did so right there is we're going to measure. and this goes up to right here for ten. we did it in two stages ten feet at a time. so that's about 20ft

right there. think of it as the length of a big car. but don't expect all curbs near those crosswalks to be painted red. >> no, it will not be painted because it's a state law now. it's basically like a driving rule. >> so how are people supposed to know? >> uh, well, that's part of the that's part of the, the reason that that we're doing this story is to increase awareness. >> did you know about that law? >> no, i didn't know about that law at all. >> so i don't know about it either. >> we tried our darndest to inform the public not that court, but it would be like, you know, 20. so that taxi, like, there, right there couldn't be there if you can't park in within 20ft of the crosswalk, it's going to make parking a lot more difficult for everybody. >> that's like a tesla truck. >> but city traffic engineer ricardo olia told us the state is prioritizing pedestrian safety over parking by keeping away from the crosswalk, you're allowing vehicles that are driving to get a better view of pedestrians that might be starting to cross the crosswalk. this is especially important for children. now i'm five nine and pretty visible, but a child is

not and may be missed by a driver. according to the california office of traffic safety, california traffic deaths reached a four decade high. the state's pedestrian fatality rate is more than 25, higher than the national average. in order to comply with the new law, there will be some changes. his parking meters, for example. >> we will proactively go out and remove those parking meters in the course of the next couple of years. in the worst case scenario, it's two spaces per block as a result, there will be less revenue from parking meters for cities, though the exact amount was not researched by the state. >> but the new law won't just impact parking spaces. busses that start or end their route near a crosswalk will be moved back 20ft. i mean, when that bus is parked there on that corner, i can't see the cars that are coming. yeah if there's a if there's a bus park like a terminal, we will, we will look at those, make sure that when busses are parked that they're away from the corner. so here's

another question. parklets. there are restaurants with parklets that are right up against the crosswalk like this one. there is no way that cars can see me ahead of time. >> we do need to have structures as well kept away from intersections, and we've been gradually discussing you're not going to be popular with those restaurants. we already having those discussions. so we've already been working with the restaurant industry in situations where the parklet under the pandemic was installed too close to the intersection. we have actually asked them to move while taxis, lyft and uber drivers won't be allowed to park near a crosswalk, anyone can drop someone off near the crosswalk without getting ticketed. >> by the way, beginning next year, 2025, the warnings will stop. instead, citations will be given out. the fine has yet to be determined. so what do you say to people that that claim that san francisco is anti-car san francisco is not anti-car, but san francisco has the benefit of having other

alternatives to driving, such as transit, biking, walking. but at times, those who are walking are on their phones, not paying attention when they enter the crosswalk, they have to take ownership to. people are distracted. they're on their phone. correct? correct >> but because people may be distracted, we want to make sure that the motorists when they're approaching and that the motorist is the one that has the ability to slow down their their very large vehicle that they can see that there's a pedestrian that might be distracted walking in, that there might be a child that's starting to walk. we will continue to work on this, on this issue. it's by no means solved, but but we're hopeful that we can continue to make progress. >> a work in progress. now a lot of these pedestrian deaths have occurred in the tenderloin and soma neighborhoods. now, remember, as part of vision zero, the goal for san francisco and any other city is to have zero pedestrians killed. now, the hope is that this new law will help with that vision. i learned also that there are a lot of states that have adopted
