violence. >> but others argue those numbers need more context. abc seven news reporter anser hassan explains as to fight the spike in crime, oakland is looking to resurrect operation ceasefire, and new data from an audit is helping the cause. >> violence prevention and violence interruption strategies work. >> james birch is with the anti-police terror project, one of the many organizations that support ceasefire operation ceasefire in oakland became a national model for tackling gun violence. when introduced ten years ago, it focused attention on a small group of individuals and gangs, and also established programs like job training, counseling and social services. as new data suggests that the data driven operation ceasefire works. according to the city of oakland, there was a 42% drop in homicides from 2012 to 2017, approximately 140 lives saved. but then came the pandemic and a shift away from ceasefire to birch states that ceasefire does need to be improved, but remains optimistic that mayor shengtao and the department of violence prevention will remain committed to violence prevention. in

resurrecting ceasefire, they would be looking at best practices from across the country to ensure that the programs that are invested in and implemented in the city of oakland are based on the best available data, and we certainly support that. >> i'm not a fan of ceasefire, to be quite frank. >> george galvez is the executive director of communities united for restorative youth justice. he says the data masks flaws with ceasefire's approach, some which led to no-knock raids targeting black and brown communities and sometimes forcing people into compliance and they, um, proceed to kind of really posture and kind of threaten them that if they don't change their behavior, that there's going to be that they're going to be you know, held accountable. >> um, and then at the end of that, particularly in these sessions where they pull in about 20 folks, they offer two jobs as dishwashers at some, you know, you know, you know, at some restaurant, um, in oakland, galvez says those types of jobs aren't always attractive alternatives. >> another concern that ceasefire statistics are

conflated with other programs run by the department of violence prevention. >> so all city grantees who get violence prevention funding, they would very oftentimes take credit for, for, uh, any impact that those strategies have, and consider that to be part of the ceasefire strategy. >> the audit will be presented at tuesday's city council meeting in oakland, anser hassan , on abc seven news. >> one of the men charged in the deadly shooting of oakland police officer twan lay, made his first court appearance today. 30 year-old marquis cooper is one of three suspects charged with murder. these pictures from court show cooper and his defense attorney, officer lay, was shot and killed last month while responding to a burglary at an oakland cannabis business. cooper's attorney told abc seven today his client did not have anything to do with the shooting, but may have been acting as a lookout during the burglary. cooper and the other three suspects are expected to be back in court thursday. >> we now know the name of a woman who died in a plane crash off the san mateo county coast on sunday. she is 27 year old emma wilmer chiles of san francisco. her body was found

near the crash site yesterday. the ntsb is leading the investigation, of course, and the faa has said there were two people on board. the san mateo county sheriff's office says the plane took off from the east bay in the north bay. >> a big cleanup effort is happening today after a gas tanker truck partially overturned in san rafael. it's here on northgate drive. the accident caused hundreds of gallons of gas to spill dangerously close to a storm drain. abc seven news reporter cornell bernard says the situation closed parts of a popular shopping center, leaving some shoppers confused. >> what are you smelling right now? can you describe it? oh yeah. >> it's gasoline and it's not nice. a strong smell of gas in the air around terra linda after this tanker truck, partially overturned early tuesday morning . >> police say it happened as the driver was turning left onto northgate drive from fredis parkway. >> i could smell it as soon as i came off the freeway, police say the accident caused about 1300 gallons of gas to spill out onto the street.

>> unfortunately, this spill happened just feet away from this storm drain. lots of sand has been brought in to prevent the gas from draining through, but some of the gas leaked into the storm drain and efforts are underway to contain it. >> our centerville public works and marine county department of public works are both on site to mitigate any environmental concerns and are taking precautions not just here at the location, but in other storm runoff areas to minimize any hazards to the environment. >> by midday, the tanker was back on its wheels, but a big cleanup was just beginning. as a precaution, several streets were closed, including parts of the northgate one shopping center, shannon was trying to get to her job at big five sporting goods. >> i got a text from my manager a couple hours ago letting me know what was going on, but, uh, i just got here. i don't i, i walked around the building. i don't know, i could smell it when i got over here, but i don't know exactly what's going on. >> i was trying to go to walgreens, and they've sent their pharmacists home because

it was nobody could get in there. >> it's definitely a crazy way to start the day, but, you know, work at a music shop. so it's pretty good. >> how and why the tanker flipped over still isn't known. police say the driver is cooperating with their investigation in san rafael. cornell bernard abc seven news. >> firefighters have cleaned up a fuel spill that shut down part of interstate 80 in richmond. the spill led to a closure of the westbound lanes and detours from mcbride avenue to san pablo dam road. >> happening now lorraine is back in the bay area. let's take a live look out at the conditions right now. looks a bit bleak for the details, let's go to abc seven news meteorologist sandhya patel. sandhya? >> yeah. ama, it is definitely difficult to see out there because the rain is coming in afternoon, evening is going to be a wet one. we've already seen the afternoon turning out to be a wet one, so we look at live doppler seven and you will notice that there is some pockets of moderate rain right now in the north bay. we're getting you into street level radar. highway 101 mark west springs across parts of healdsburg. getting that rain

right now from san francisco, across pacifica linda mar boulevard, heading into south city. crystal springs road definitely wet, so you will not only need your windshield wipers, but a little more time to get to where you need to go. visibility is poor across parts of the region as you look at the wider picture, the front is moving in. we did see some showers this morning, but that was in advance of the main system here that will continue to bring us widespread rain. 7:00 tonight, 9 p.m. it's in parts of san francisco, east bay, the south bay and then it is pushing out of here. by late 11. talk about 11 p.m. it's a level one on our storm impact scale. light to moderate rain, slippery roads, breezy at times, a few showers linger into the early morning hours, and then we've got stronger storms on the way for later in the week. i'll be back with a closer look coming up. >> all right. thank you. sandy and do not forget you can track the forecast anytime with the same live doppler seven that sandia uses. just search abc seven bay area in your devices

app store to download it. now, some health news a positive covid test may not mean needing to isolate anymore. >> the new state guidance says it's okay to return to work or school if you test positive for covid, but show no symptoms. it's led to new guidance in at least one local school district. abc seven news reporter zach fuentes is live in the south bay with more on this. zach >> yeah. dan. before this new guidance, people were told to isolate for five days whether they had symptoms or not. and though this new guidance may seem opposite of what we've learned since the start of the pandemic, experts say there's a reason that it's out now. still, though, they do have concerns for some groups of people, such as students in the oakland unified school district returned to class this week from winter break. they're coming back with new covid guidance. the district sent the guidance out monday. it lets students and teachers who test positive for covid but aren't showing symptoms, return to school and it's notice osd said that you're advised to stay home until you haven't had a fever for 24 hours without using fever, reducing medication. and until covid symptoms are mild

and improving, they should also mask up when they're around other people indoors for ten days after you become sick or test positive, the district's guidance is based on a recent update to state guidance given by the california department of public health. >> so essentially what the guidance is saying is that if you have tested positive for covid, but you're not showing any symptoms, you can come to school with a certain two contingencies in place. >> those contingencies aim to protect those who are most vulnerable. while still, doctors say it can't be guaranteed that people will follow them. >> the one is to avoid being around people who are immunocompromised or at higher risk. and then two is that you're wearing a mask. i think that these are both great in theory, but it can be very difficult for both of these contingencies. >> reporter experts are hopeful, though, that with the tools now available today, those with vulnerabilities are in a safer place. so, i mean, i'm not saying that there aren't people who are vulnerable, but my main point is that people who are vulnerable have a lot of tools that i, i'm very confident will

keep them away from the hospital if used in the right way. it's those tools that doctor peter chin-hong said helps encourage a district like osd to adopt the guidance into their policy. >> it indicates that, um, you know, we can't disrupt schooling and work and, you know, our daily lives, particularly given so many tools that we have. >> still, experts urge that testing and masking, when symptomatic, have to remain priorities. >> rapid testing, the sort of home antigen tests are really meant to be used multiple times. if your first one is negative. so i think that's a key point for people to remember at home. >> now we reached out to multiple school districts to see if they had also updated their guidance. so far, the san francisco unified school district got back to us and said that they are still following state guidelines and encourage anybody who's diagnosed with covid to isolate under that guidance. right now in san jose. zach fuentes, abc seven news. all right, zach, thank you so

>> yeah. here we go. the 40 niners, two wins away from reaching the super bowl and three wins away from winning. all. but first you have to beat the green bay packers to come into levi's stadium on saturday. they're red hot, feeling good after the win over the cowboys and wild card weekend. so here we go to practice. years. today, the nfc's top seed hit the practice field. you see eric armstead he practiced. that's good news for the niners. he's been dealing with some injuries. he's likely to go saturday san francisco the number one seed for the first time since the 2019 season. they reached the super bowl that year but ultimately lost to the kansas city chiefs. and after two straight nfc championship losses, is this squad eager to get back on the field and make some history? oh man, just keep telling our guys no matter what. >> i mean, we clinched the one seed. it feels like 100 days ago and you got all this time and everyone wants to talk about all this stuff that leads up to it. and there's a lot of stuff to think about, but it comes down

state assembly member evan lowe, santa clara county supervisor joe simitian and former san jose mayor sam liccardo are emerging as favorites, the latter receiving a big endorsement tuesday. our local governments need a national partner so that we are addressing these issues from every angle, and that partner is sam liccardo. >> there aren't many endorsements that matter, but certainly the mayor of the largest city in the district matters. >> and as mayors, we understand accountability and we embrace it. we need to bring that accountability to congress because on issues like. homelessness and crime and the high cost of living, we don't have an accountable congress. >> liccardo, lowe and simitian are growing their list of public endorsements who each believe they are the right person for congress. lowe has pulled the california legislative lgbtq caucus and several u.s. representatives, including south bay congressman ro khanna, simitian, meanwhile, with perhaps one of the biggest voices of all in this particular race, i believe that there is one person that has the ability to best represent the people of

this special place, and that is joe simitian, jackson says. each candidate has had successful careers and name recognition from that work, as well as endorsements, will make a big difference when pulling voters in a historically low turnout election like a primary. >> each of these guys comes from a different area of the county and brings, you know, their own base of support from those areas. so voters are going to be looking for clues, you know, in terms of their own knowledge of the candidates. but then also these endorsements of other familiar names, the primary election is march 5th. >> dustin dawsey, abc seven news. san francisco international airport is about to undergo a major change today. >> the airport commission voted unanimously to rename the international terminal after late california senator dianne feinstein. the move received strong support from the feinstein family and from local dignitaries who attended today's commission meeting, including former mayor willie brown. feinstein died in september at the age of 90. she was the

longest serving woman in a u.s. senate history, and the first woman to serve as mayor of san francisco. >> very nice tribute at sfo. all right, let's go back and talk a little bit more about the forecast and what we can expect. yeah, messy commute tonight, sandhya. >> absolutely. it is going to be slow going and slippery. ama and dan. let's take a look at live doppler seven right now. and i want to show you where we are seeing some brief downpours between san rafael and larkspur heading in point san pedro. pedro road into novato. you will notice also across highway 101, we're seeing some pockets of moderate rain out t rohnert park, so don't be surprised if you run into a downpour from oakland to richmond. berkeley university avenue across 580, we are seeing the wet weather and the rain is steady from san francisco's mission street all the way down towards san bruno, highway 82 along the coastline. as well as we look at a live picture right now from our emeryville camera, you're looking at 80, and right now visibility is not great. as

you will notice, oakland reporting just over two miles a half a mile and a half moon bay a mile and a half in santa rosa. so definitely be careful as you're driving. windshield wipers on. obviously with the rain right now, 40s and 50s, for most of you, it is 60 degrees in san jose tonight, wet with low visibility, and tomorrow you're looking at morning fog, partly cloudy for the afternoon and then friday through monday we will have some rain, heavy at times as a stronger storm comes in. the current system is a level one for tonight. light to moderate rain, brief heavy rain. not out of the question. slippery roads and breezy conditions at times so timing it out for you. 830 tonight. still pretty widespread rain. it is light to moderate and intense. city 11 p.m. it's still going as we head towards the early morning hours. 1230 the showers begin to taper and they're really starting to taper even more. by about 230 in the morning. they're gone by the time most of your commute begins is now rainfall estimates with this system, anywhere from about

a 10th of an inch to just over 6/10 of an inch in half moon bay. so this is not the big storm, but there is a series of storms coming our way, and the stronger one comes in later on this week. your morning temperatures in the 40s and the 50s. we start out with fog and clouds tomorrow afternoon. it's going to be partly cloudy and at times mostly cloudy as clouds will stream in ahead of our next system as well. highs will be in the 50s and the 60s. a look at the weekend. we do have the potential for excessive rain and i say potential because this is an early outlook of where the heaviest rain could occur, not just the north bay, but parts of the coastline. the santa. cruz mountains and the east bay has that potential. we look at the wider picture here and this weekend, rainfall estimates for the bay area 2 to 3in, but some of the higher terrain north bay mountains looking at santa cruz mountains, over four inches of rain possible double now for the niners game against the packers saturday night. i think we'll be
