across parts of the peninsula into sunnyvale, cupertino, mountain view. you are seeing some lightrillionain from the santa cruz mountains to morgan hill into gilroy, across highway 101. also seeing that steady rain, it is a light level one. it's a low pressure system that is pushing into the pacific northwest, but it's dragging a front through the bay area and while many of us got soaked earlier this evening, the showers are on their way out. so by midnight they're mainly in the south bay. by the time your morning commute begins, most of those showers are gone, but the fog is around and visibility is going to be a factor. right now, winds are gusty out there, especially over the hills. mount diablo 30 miles an hour. it's a level one on our storm impact scale. overnight tonight, scattered showers, slick roads, low visibility and certainly gusty conditions in the hills. and as ama and dan just hinted to, yes, there are a series of storms lined up in the pacific. a stronger one is going to come our way as we head towards the

weekend, and that has a potential to bring flooding. i'll be back with a full look at the forecast coming right up. dan. >> okay, sandy, thanks very much. happening. now take a look at this big mess in downtown san francisco. gushing water and a sinkhole from a broken water main. have crews out working late tonight. an abc seven news reporter, josh stone, is following the very latest from the scene. jr here along san francisco's embarcadero. >> it is raining outside and this rain has been on and off for much of tuesday evening. even causing some problems at california and montgomery. a sink hole formed in this video you can see water shooting 5 to 10ft up into the air. that sinkhole formed right next to a cable car route. there does not appear as though that cable car was affected or the route was affected at that, but while we were there, one of the cable cars went right by and it was close enough to that sinkhole to get hit by some of that water. and now the rain that we have seen since the start of the weekend has caused all sorts of

issues in san francisco. on monday, we saw a massive tree fall in golden gate park, and then on sunday we saw a water main break in union square that led to a steam pipe issue. we don't know the cause, but we do know that when the ground gets wet, oftentimes we see trees fall, and when we see a lot of rain, we'll sometimes see sinkholes back out here along the embarcadero, the rain continues to fall. if you don't have to be outside, your best bet is to stay inside where it is warm and dry. in san francisco, jr. stone abc, seven news and new details tonight. >> we now know the name of a woman who died in a plane crash off the san mateo county coast sunday. she was 27 year old emma wilmer skiles of san francisco. her body was found near the crash site yesterday. the ntsb is leading the investigation and the faa has said there were two people on board the four seater plane, the san mateo county sheriff's office says the plane took off from the east bay. >> new developments with the alaska airlines flight that had to make an emergency landing

after part of the plane fell off in midair. four passengers have filed a lawsuit now against the airline, as well as the plane's manufacturer, boeing. the complaint blames boeing for delivering a faulty door plug and alaska airlines for using a plane it deemed unsafe to fly over the ocean, but continued to fly over land. the lawsuit seeks unspecified damages. boeing and alaska airlines are not commenting on the lawsuit, but in the east bay, leaders in oakland are once again debating how to attack and end gun violence in the city. >> some say the so-called operation ceasefire program was a good solution. in the years leading up to the pandemic, and tonight, a new report shows some potential good in seeing its return. abc seven news reporter tim johns is here in studio. with the battle over bringing it back. tim. >> yeah, that audit, which was done in collaboration with several groups, says after being launched in 2012, the city began watering down significant parts of the operation cease fire strategy around 2017. it also says that trend accelerated in

2019 and 2020, as the pandemic hit, and oakland redirected resources to other programs. in a presentation to the oakland city council tuesday, the california partnership for safe communities tied the ending of operation ceasefire with the current spike in crime in the city. operation ceasefire was one of oakland's violence reduction programs launched in 2012. the audit says it led to a substantial drop in the city's homicide rate, dipping 42% in the five years to 2017 and saving an estimated 140 lives. >> there was progress made in oakland. um, and so to remind people that there were several years where oakland saw significant declines in homicides, the program specifically focused on the most violent gangs and at risk individuals in the city, providing crucial services like mentoring, job opportunities, and even life coaches. the life coaches goal is to actually help people change their behaviors. that and those behaviors, um, that we're looking at are those

that are going to help them reduce their risk of being a victim and or a perpetrator of gun violence. >> but starting around 2017, the audit says oakland began walking away from operation ceasefire, redirecting funds to other city and policing programs. i-team's. that trend then accelerated with the start of the pandemic in 2020, a decision that's caused immense damage to the community, says reverend jeremy mccants, who helped organize ceasefire events back in 2018. >> and it works. and our message is that, uh, investing in community prevention programs such as ceasefire, it works. >> mccant says he supports the city's push to reintroduce the ceasefire program and believes a comprehensive approach is the only way to truly tackle crime in the city. >> it took time for us to get this bad, quote unquote, and it takes time to undo the bad in order to implement the good. >> not everyone wants to see it return, though. some critics say, among other things, the program unfairly targeted black and brown men. >> they proceed to kind of really posture and kind of

threaten them that if they don't change their behavior, that there's going to be that they're going to be, you know, held accountable. >> but with pressure on local leaders building to stop the violence, city leaders say something needs to be done. we are focused on public safety as a priority. >> we are changing things. that's what this is about. and former oakland mayor libby schaaf, who was in office when operation ceasefire ended, tweeted this afternoon that she thinks while the audit failed to consider the pandemic's impact on crime in the city, she supports the efforts to revitalize the program in the studio tonight. >> tim johns, abc seven news. >> all right, tim, thank you. developing news with the deadly shooting of oakland police officer twan lay. 30 year-old marquis cooper made his first court appearance today. he is one of three suspects charged with murder. these pictures from court show cooper and his defense attorney officer lay, was shot and killed last month while responding to a burglary at an oakland cannabis business. cooper's attorney tells abc seven news his client did not have anything to do with the

shooting, but may have been acting as a lookout during the burglary. cooper and the other three suspects are expected to be back in court on thursday. >> tonight, new information on an alarming explosion at a local apartment complex in fremont. police say the blast came from a possible drug lab inside one of the apartments. some people are now having to sleep in hotels because of the chemical danger. abc seven news reporter lauren martinez is hearing from one neighbor who felt the explosion right below him. fremont police are investigating what caused an explosion inside an apartment. >> authorities say it happened at a complex off waverly terrace on tuesday morning. we spoke with a resident who didn't want to show his face, but he said he felt the explosion right below him. >> the whole building shakes a little bit. i thought it was a gas line. >> police and fire crews evacuated residents at adjoining units. the initial investigation revealed a possible drug lab within the unit. drug detectives from the major crimes task force remained at the scene for hours. meanwhile while a man checked

himself into kaiser san leandro around one in the afternoon. the hospital says when the patient got there, several nurses started feeling ill. alameda county fire department has notrillionesponded and the hospital closed. their emergency department. the fire department said a dozen staff members reported feeling nauseous. the substance is still under investigation. kaiser said they got the all clear to reopen their emergency department by 530. back at the apartment complex, many residents were surprised by the scene when they got home from work. some of the adjoining residents said they didn't have power, and the resident we spoke with who lives on the third floor, said he was told by management he was not able to return home for the night, so he was given a hotel voucher in fremont. lauren martinez, abc seven news. >> new developments tonight coming out of sacramento and the possible ban on youth tackle football. governor newsom plans

on vetoing the measure should it make its way to his desk. that's according to a report by politico. the proposal to ban tackle football for children 12 and under made it out of a committee last week and could next head to the full assembly for a vote. a rally against the ban is planned for tomorrow morning at the state capitol. >> meanwhile, governor newsom is moving forward with his plan to improve mental health care for california kids. today, the department of health care services launched its new behavioral health virtual services platform. it includes two free apps for families to use with kids, teens and young adults. >> i've seen firsthand what happens when kids who are struggling don't get the support they need. when issues fester, and when they lead to serious injury and self-harm. i've also had the honor of witnessing that when children and families are provided, the right support in the right way, including prevention early intervention, treatment, they are resilient and tough and capable. the app, aimed at users 12 and younger, is called bright life kids, while selena is for users ages

13 through 25. >> the child tax credit could expand and would also adjust for inflation, starting with this year, the senate and house tax writing committees announced a deal and have a little less than two weeks to finalize it. that's because the tax filing season starts on january 29th, and that's when any code changes need to be done. the u.s. census bureau found that the child tax credit included in the 2021 covid relief bill reduced child poverty. >> san francisco international airport is about to undergo a big change. the airport's signature international terminal will be renamed after dianne feinstein, the airport commission voted unanimously on that today. this decision, received strong support from local dignitaries who attended today's meeting, as well as the feinstein family, including her granddaughter, eileen feinstein. mariano. there on the right, wearing a power suit like she said, her grandmother always reminded her to do. feinstein died in september at the age of 93. >> president biden responds

>> trump arrived in new hampshire today with a new endorsement. entrepreneur vivek ramaswamy, who dropped out of the gop race last night after a poor performance in iowa, joined trump on stage to lend his support to the former opponent and former president. winter storms forced florida governor ron desantis to cancel his town hall in new hampshire this evening after campaigning in nikki haley's home state of south carolina. >> she was governor here for six years. can you name major achievements under her tenure? i mean, tell me if there are, because she hasn't been able to do it. >> haley says she will not debate again unless trump is a part of it. the former president has given no indication he will take part in a face off in new hampshire. so the abc debate set for thursday night has been canceled. developing news out of washington, where capitol police are looking into a threat against east bay. >> congressman eric swalwell. by roger stone, who is an ally of

donald trump. the fbi is also involved in the investigation that cnn says stems from a conversation that happened just before the 2020 election. in a recording, stone is reportedly heard telling an associate that swalwell or new york congressman jerry nadler has to die before the election. both men are democrats. in a statement to the mediate, stone denied making the comments. >> the state health department is changing some of its suggestions for dealing with covid in schools and in the workplace. among the changes, anyone who tests positive could return to work as long as they don't show covid 19 symptoms. for those who do show symptoms, cal osha says you can return to work 24 hours after the symptoms improve, and in both cases, you should wear a mask. >> san francisco has announced the theme for this year's chinese new year festival and parade. it's also named a grand marshal. the honor will go to actress, rapper and comedian awkwafina. she will kick off the parade on february 24th. former san francisco mayor willie brown will be the honorary marshal.

is a warm system, so it is not produced. being snow at the lower elevations like at lake tahoe, but it's going to be mixed precip overnight. tonight. they are chaining up on 88 and four. as we look at live doppler seven here locally. still tracking some wet weather. we're going to get you into street level radar from gilroy to san martin monterey road, highway 101 church avenue. seeing that rain, some really light showers from san jose to 8-80. heading down towards cambria and park campbell area, and one last stop out towards vasco avenue, altamont, vasco road. excuse me, you are seeing some showers also across 580. so widening the picture here. we had a few showers this morning and then the steady rain came in this afternoon. evening. it has been coming through here most areas actually got a good soaking today. want to show you the rainfall so far because obviously the storms not done yet. 7000/100 in ben lomond there in the santa cruz mountains, just over a half an inch in san francisco, oakland

almost that in santa rosa at 3200, in san rafael, about a third in napa, concord, 2300. livermore 4200 san jose. you're getting 19 hundredths of an inch of rain. visibility is poor because there is fog out there just over a mile and a half moon bay. novato concord over two miles. so be careful. tomorrow morning. your temperatures right now in the 40s and the 50s, as we check out a live view from our san jose camera. it is slippery out there, so definitely be careful. headlines overnight. some showers will linger tomorrow morning. fog will give way to a partly cloudy afternoon and later on this week we are expecting a stronger storm. the current system is a level one. overnight. those scattered showers, slick roads, low visibility and gusty in the hills. so as we go hour by hour here, a few more hours of these showers and then the showers are done. by the time your commute begins, the roads may be wet from tonight's wet weather, but the fog is going to be the main issue, so a few more hundredths of an inch is all we're expecting. your morning

temperature is 40s and 50s tomorrow afternoon. you're looking at highs in the 50s and the 60s. you get a break, more showers come in just as the niners take on the packers saturday at levi's stadium. at kickoff it will be wet, 59 degrees. fourth quarter. we're looking at rain and breezy conditions. mid 50s. now here's a look at the excessive rain potential. it's marginal when it's green here but many areas are shaded in parts of the bay area. we're talking about mainly the coast and the higher terrain where we could have that potential of seeing enough rain to cause flooding, rapid rises on streams and creeks and roadway flooding. so rainfall projections through the weekend and into early next week. we're looking at anywhere from 3 to 6in, almost of rain for those higher terrain and north bay locations. accuweather seven day forecast fog and clouds tomorrow mostly cloudy for your thursday. a level one friday saturday. heavier rain, gusty winds. level two on sunday, a one for monday with wet weather continuing and
