start out with morning cloud cover. some dense fog giving way to sunshine. it's cloudy from the exploratorium. camera the showers from yesterday. they're out of here. so we do have dry weather developing over the next 48 hours, but fog is an issue. i was just chatting with sue moments ago and we do have some thick pockets, especially in the north bay and through the delta right now. that is where we see visibility in some spots right around a mile. so we're going to have that first thing this morning before it breaks down for sunshine temperatures right now we're starting out in the low and mid 50s thanks to that cloud cover overhead. outside at san jose. mostly cloudy right now. we'll have a lot of cloud cover early on, but we'll have sunshine really breaking through here for the afternoon, so the afternoon is quite bright. we'll have mild conditions going into the upper 50s and lower 60s, but an active pattern is setting up here starting on friday and through early next week. we'll talk about our rain chances in a few minutes, but let's say hi to sue and see how the commute is doing. >> good morning. and yes, that fog really affected my drive coming from san rafael, especially through southern marin in mill valley. it's right

down on the deck of the road, so use extra caution. of course, no bright headlights if you're stuck in that thick fog. also in the richmond-san rafael bridge and areas near livermore, you're going to see your visibility hampered by the fog. not here on the east shore freeway. in fact, traffic is light and flowing nicely into the macarthur maze. and we'll take a look at some of your drive times. already heavy coming off the altamont pass. tracy into dublin for about a 40 minute drive. highway four is looking good into concord. and there's your drive from san rafael across the golden gate. looking good under 20 minutes. >> all right. thank you. so much, sue. first lady doctor jill biden is in san francisco today as part of a west coast fundraising trip for her husband's campaign. she'll be at an event in the city today. she'll head to southern california later tonight and then return to the bay area tomorrow for another fundraiser in sonoma county. meanwhile president biden is clearly watching the republican race after donald trump's victory in iowa. biden shared a message for the candidates. you know, it's kind of funny.

>> all these republican candidates in the primary trying to beat donald trump. i'm still the only person to ever beat donald trump, and i'm looking forward to it again for the good of this country, republicans are now setting their sights on new hampshire with a primary in less than a week away. >> the republican debate that was planned ahead of the new hampshire primary has been canceled because of a lack of participation. the decision came after donald trump declined the offer to join the debate. former un ambassador nikki haley declined to go unless trump joined, and that left only florida governor ron desantis confirmed. here's abc news reporter lionel moise with the latest. that's who i'm running against. >> there is nobody else i need to debate. i have had five strong debates and have done plenty of them, he can't hide forever. >> trump fresh off his landslide win in iowa, now focusing his attacks on haley, who's been surging in the polls in new hampshire. trump last night hitting haley on taxes and

social security. >> she's not tough enough. nikki haley supported a brutal 23% national sales tax, which is a disaster, by the way. why she did it. and that's why some people will call her the nikki new tax. i don't i don't think that's particularly good. >> haley's campaign slamming trump, depicting him as a bully and a liar. meanwhile, ron desantis, after his second place finish in iowa, touted his record on tax cuts while speaking in new hampshire last night. >> and i think what i represent is somebody that has delivered on those key conservative policies. >> abc's rachel scott spoke to voters in the granite state, where independents can vote in next week's primary. >> basically, i'm up in the air about what i'm going to support trump or haley. >> well, i think nikki haley is a nice girl. i think she's very smart, but she won't touch trump. haley is also making headlines after being asked on fox whether being a woman of color hurts her chances at winning the nomination. >> we're not a racist country,

member evan low, are emerging as favorites as the primary election is march fifth, the to fight uh- to fight a rise in violent crime, oakland is looking to resurrect a gun violence prevention program that ended before the pandemic, and new data from an audit is helping the cause. >> abc seven news reporter lena howland is here in the studio now. >> reggie, that new audit says the program, known as operation ceasefire, saved lives. it was introduced ten years ago and became a national model for tackling gun violence. it focused attention on a small group of individuals and gangs, and also established programs like job training, counseling and social services. the audit, done in collaboration with several groups, suggests that the data driven operation ceasefire worked. according to the city of oakland, there was a 42% drop in homicides from 2012 to 2017. they say that means around 140 lives saved. but then came the pandemic and shift away

from ceasefire. james burch with the anti-police terror project, says he supports the comeback of ceasefire. >> they would be looking at best practices from across the country to ensure that the programs that are invested in and implemented in the city of oakland are based on the best available data. >> they, um, proceed to kind of really posture and kind of threaten them that if they don't change their behavior, that there's going to be that they're going to be, you know, held accountable. >> but not everyone wants to see the program return. george galvez, the director of communities united for restorative youth justice, says among other things, the program unfairly targeted black and brown men. former former oakland mayor libby schaaf, who was in office when operation ceasefire ended, tweeted yesterday afternoon that while she thinks the audit failed to consider the pandemic's impact on crime in the city, she supports the efforts to revitalize the program. live in studio lena howland abc seven news.

>> and a water main break is to blame for a sinkhole in san francisco's financial district. so take a look at this video right here. water from the pipe shot up to ten feet into the air after the break at california and montgomery streets overnight, the sinkhole is right next to a cable car line, but the line does not appear to be affected. nearby homes and businesses may experience low water pressure or even service interruptions, as crews work to repair that break and city workers are inspecting trees in golden gate park after a massive eucalyptus fell onto five vehicles. the incident happened on monday, trapping 11 people in their cars. now it's not clear how long the process will take as the city's tree crew consists of only 25 people and there are nearly 27,000 trees in golden gate park, experts say the trees of any age or species can fail, so proper maintenance is very important by taking off the

weight of the branches. >> as we like to say, creating windows in a tree. it allows the wind to go through those branches and not put the pressure on on the branches. >> and arborists say that eucalyptus trees are susceptible to falling because they're top heavy and their root system is shallow. >> in the south bay, drivers need to be prepared for some delays on one of the bay area's busiest roadways because of lane restriction, caltrans is going to be cleaning up highway 101 from 13th street in san jose. all the way up to shoreline boulevard in mountain view. they'll be on the southbound side in the morning and then go in the afternoon to the northbound side. the work will be going on each day this week, with a focus on the center divider and the shoulder. >> i know some some motorists probably see like these large weeds and the center divider. or they see some, you know, debris from a crash or a blown out tire . our crews are going to go out there and they're going to clean all that up. >> the work is supposed to start

at 9:00 this morning and wrap up by 4:00 in the afternoon. if all goes as planned, caltrans will be done with this on friday. >> 509 we'll look at the golden gate bridge camera this morning where the roads are still wet. after our showers yesterday, but the rain is done today. we're dry, but we do have some fog out there, dense in spots this morning in the north bay. the morning commute will feature that fog in areas early on. it's a pretty cloudy start to our day. temperatures in the upper 40s to the lower 50s, but as we head into the afternoon, we'll see brighter conditions prevail. here's future weather showing you all that cloud cover left over from our system yesterday. we'll see it break down. that fog will exit by about 1:02 p.m. we have mostly sunny skies. upper 50s to lower 60s for daytime highs and we'll keep partly cloudy conditions through the evening as well. highs today will go to about 59 in the city. the same in oakland, 63 in san jose, 62 in vallejo, 59 in santa rosa. hit about 61. in antioch with brighter skies. this afternoon. now taking a look at

monday on the i-14 freeway in santa clarita. cordell patrick says his wife was driving when he noticed something was not right when he got up to use the restroom and that's when things got scary. >> i got thrown out a vehicle, an rv, going 60 miles an hour. so you were a passenger in the rv? i was a passenger. my wife was driving. my wife was driving. thousand trails, uh- rv resort, menifee were coming back just a two hour drive. i had i had to get up to use the restroom. that's the only reason my seatbelt was unbuckled. okay, i was getting up to use the restroom when i got up, i noticed that we weren't going straight. we were going sideways toward the median. she had fallen asleep. she had fallen asleep. so as i reached to grab the steering wheel, we had impact and i was thrown out the window. >> so scary. well patrick ended up on the other side of the center divider. an oncoming car swerved to avoid hitting him, and he's now recovering in the hospital with multiple broken bones, severe scrapes, and burns

across his body. but good thing he's okay. >> the faa now says two people died when a plane crash off the san mateo county coast sunday. a woman's body was found by the crew of a commercial fishing boat near the crash site. hours after the search for survivors. she's been identified as 27 year old emma wilmer chiles of san francisco. the other person has not been found, the san mateo county sheriff's office says the plane took off from the east bay. the ntsb is leading that investigation for passengers on board the alaska airlines flight. when a door panel blew out mid-air. are now suing the airline and boeing. the complaint accuses alaska airlines of flying the plane over land, even though alaska decided it was too unsafe to fly over the ocean. it also accuses boeing of delivering a faulty door plug. the passengers say they suffered from intense fear, distress and physical pain. boeing and alaska airlines have not commented on the lawsuit. >> a federal judge is blocking

jetblue from acquiring spirit airlines. the justice department sued last year, saying the merger would result in higher fares and also fewer choices for travelers. and yesterday, the judge agreed. jetblue and spirit airlines are now evaluating their next steps. the supreme court is deciding not to get involved in the legal battle between apple computers and epic games. the fortnite creator filed a lawsuit against apple in 2020, claiming apple's app store is a monopoly. the lower court ruled that apple's app store does not violate u.s. antitrust law, but does violate california's unfair competition law. apple is now required to make changes to its app store. >> google will lay off hundreds of workers from its advertising sales team, the cuts come less than a week after it said it would eliminate 700 bay area jobs across several departments. we don't know yet how many local workers will be affected in this round of layoffs, according to our media partners at the san francisco standard. the cuts come as google looks to make structural changes within the company. >> this morning, samsung will be

celebrating the new launch of the s20 for galaxy phone at the sap center. the new unpacking event will feature a new era in mobile ai. the launch will center around samsung's incorporation of artificial intelligence in the galaxy phone. new optimizations will include how ai can help save battery life, voice assistant capable stories, and also tools to help enhance photos. the launch will kick off starting at 10:00. >> extreme weather has taken a deadly turn from the south to the northeast, at least nine deaths being blamed on the arctic conditions means below zero wind chill temperatures are expected to in some areas this morning. abc news reporter andrew dymburt has more now on the record. snowfall this morning. >> the record setting arctic blast gripping much of the country has turned deadly in the south. at least six people have now died in tennessee as a result of the extreme conditions. 11in of snow falling in knoxville, wind chills plunging to 15 below zero. in

alabama, ice covered roads made driving nearly impossible. all these cars left stranded after sliding off the road. this tractor trailer outside birmingham swerving in all directions before jackknifing into the guardrail, and this truck sliding down a driveway after it was put in park in chicago, where it felt like 30 below zero. fires were lit under these train tracks to keep them free of snow and ice. tesla vehicles were lining up at this charging station in chicago. owners say they had trouble charging their batteries in the extreme cold. at least ten electric cars were reportedly towed from this charging station in the rockies. new avalanche warnings in colorado after a series of deadly snow slides in neighboring states. new video shows the moment bob tillotson was rescued from an avalanche in utah. rescuers digging through feet of snow, finally saving tillotson after about 15 minutes. but it appears no one can match buffalo for snowfall totals. another three feet of lake effect snow is expected by tomorrow night, on top of the

but overnight is dry. it's just going to lead to a mostly cloudy thursday. overnight we'll have temperatures in the 40s and in the 50. so today and tomorrow are dry. but rain is back in the forecast on friday. here's future weather friday evening. our next front is going to move through here. that is a level one on the abc seven storm impact scale. but this opens the storm door for several rounds of rain at times it could be heavy over the weekend and early next week. this is rainfall starting friday through monday, and you can see northern california looks to get soaked. we're watching areas along the coast and in the north bay very closely over the weekend, because they have been highlighted for an increasing risk of excessive rainfall. sunday into monday. those are the two days we're watching very closely where we could have some rises on our streams, even on our rivers, could have some localized flooding. so just know that sunday and monday are the two days where we could have the heaviest rainfall. now here's the accuweather seven day forecast. next seven days for you. it's clouds. the sun today dry tomorrow, but pretty cloudy. the showers move back here

friday evening and then it's a wet weekend ahead. sunday and monday we've increased it to a level two. on the storm impact scale for that heavy rain and those gusty winds. >> sue good morning and we've got some wetrillionoads and fog for a lot of our commuters. this morning. this is a live shot of walnut creek and it's looking good. no fog here. traffic is moving those taillights headed in the southbound direction right at the 24 junction 24 all the way through the caldecott and into oakland. and eventually towards the bay bridge. if that's your destination, everybody's looking good up to the north bay. we had reports of pretty thick fog on the richmond-san rafael bridge, at least at the toll plaza. it's not down at road level and traffic is light for about an eight minute drive. getting from ritchie and over towards san quentin and san rafael. you can see overall we are green on our sensors, which is good. we do have slowing over the altamont pass. it's about a 40 minute drive from tracy, up and over the altamont into livermore, where the fog is down on 580. so

some delays in the south bay. >> caltrans cleaning up highway 101 from 13th street in san jose to shoreline boulevard in mountain view. that work starts at nine this morning and five people in san francisco's financial district may experience low water pressure or interrupted water service as a water main break causes small sinkhole at california and montgomery streets, and crews are working on repairs right now. number six san francisco rec and park will start inspecting trees around golden gate park to identify potential hazards. that's coming after a large tree uprooted and crushed five cars on monday, trapping 11 people. it's unclear how long this process will take. >> and number seven, the theme of this year's chinese new year festival and parade in san francisco, will be embracing the dragon within. the grand marshal will be actress, rapper and comedian awkwafina, and the festivities will run from january 28th through march 3rd. the parade is scheduled for february 24th. >> i'm so excited for awkwafina.

a plan is in the works to convert a historic office tower in san francisco into apartments , the san francisco chronicle reports that forge development is set to spend $70 million for the humboldt bank building on market street for development, wants to convert the 19 story tower into 120 apartments with retail space on the ground level . if approved, forge wants to start construction this year and open to residents in 2025. last year, city planning officials passed an office to residential conversion plan. 34% of downtown office space is now empty, with many employees continue to work from home post-pandemic, and a major change is in store at sfo. >> so the airport commission voted unanimously to rename the international terminal after late california senator dianne feinstein. the move received strong support from the family and also local dignitaries who attended yesterday's commission meeting, including former mayor willie brown.

>> throughout this country, airports have been named after significant individuals. none, however, will be as significant for me as the action you take to name our airport in san francisco after senator dianne feinstein, my friend feinstein passed away in september at the age of 90. >> she was the longest serving woman senator in u.s. history and the first woman to serve as mayor of san francisco and a live picture right now from san francisco international airport. pretty quiet out there right now. but if you're flying out of here, you will want to stay patient. one of the runways is now shut down and is not expected to reopen by july first. the five month closure is part of a project to realign and separate two taxiways, so they no longer intersect airport officials say that the reconstruction will make the runways safer, but it could also add 30 to 60 minutes to delays

shapes up. we have a lot of cloud cover early on, but the entire day is dry. we'll find sunshine prevailing and in the afternoon it's a bright afternoon and those temperatures quite pleasant in the upper 50s and lower 60s. but more rain is on the way by the end of the week. we'll talk about that in eight minutes. let's check in with sue serna, with traffic and pretty much what roads are the story this morning, along with some dense fog in certain areas of patchy areas around the bay, you may just hit it suddenly. >> so extra caution advise. you can see the golden gate bridge traffic is moving nicely and we've got some sheen on the roadway, so you know it is wet. here's the 880 freeway past oakland coliseum. both directions moving nicely. if you have to head to oakland airport. no delays on southbound or northbound 880 through that particular vicinity. and here's a look at some of your drive times this morning. 680 from highway four. brief ride into walnut creek under ten minutes, 24 all the way into oakland is looking great. and 580 will see some slowing. also, fog westbound. three eastbound as

weekend, live doppler seven, along with satellite. this is our front yesterday that brought us those evening showers. we picked up anywhere from about a quarter to a half of an inch of rain out of that storm. now that's to the south and east of us in southern california. it is a quiet day today. we do have some dense fog in spots. we have a lot of moisture near the surface right now that's condensing in the form of fog. we're less than a mile in petaluma, about a mile and a half in concord. so the delta in the north bay, those are the two areas we're watching closely for that early morning fog. here's how the day breaks down. we have a lot of cloud cover. first thing left over from that storm system yesterday that will break down, the fog will lift. and in the afternoon we'll get a lot of sunshine and it's really pleasant temperature wise. upper 50s to the lower 60s, heading about 59 in the city. the same in oakland, 63 with increasing sunshine and in san jose, 54. in lakeport, 57 in ukiah today, antioch going to about 61 degrees. the three day forecast will show you, though we have dry days today and tomorrow. but then the rain is back on friday. those showers arrive here in the
