>> in a statement, warriors head coach steve kerr said we are absolutely devastated by dan's sudden passing. in addition to being a terrific basketball coach, deion was one of the most positive and beautiful human beings i have ever known. >> he was clearly beloved and abc seven sports director larry beil is here with more on this real tragedy. >> yeah, larry, you've learned some details about what happened. >> yes, a pretty rough night and an even rougher day today for the team. so basically, what happened last night was that they have a team meeting and dinner. and it's not just for the team and the players, it's for everybody in the organization that travels on a road trip that could be training staff, conditioning people. you get basically, it's a private dinner with a whole bunch of people in the room and unfortunately, you know, coach deki as he was affectionately known, suffered a heart attack. they did cpr on the spot and got him to the hospital, and there were prayers through the night.

but this morning came the news that he didn't make it. and look, everybody that saw what went down at the dinner in terms of the just the shock and the shock of all of it is devastated today and, you know, that's a traumatic experience. yes, absolutely. >> it's traumatic. if you see a stranger and this happens with someone you know and care about and work with. >> yeah. and the one thing like the photos that we showed of coach deki, you'll almost never see any video or a photo of him without a smile on his face. and everybody else is smiling around him. that's that is the joy that he brought. but to lose him at age 46, he's got a wife, he's got two kids and no indication. >> right? he seemed healthy. >> zero. no indication that there was any problem at all. but it just shows you how, uh, you know, life can change really fast and unexpectedly. so savor every moment of it. you look right here. like this video he's working with these guys, and

you'll see he's smiling and they're smiling. he coached the big men primarily. he was a player development coach and a legendary figure in europe. uh, was a star player in serbia. they called him actually the serbian charles barkley. really? yeah. because he was like six, six, six, seven, really super strong and knew how to play down low. right so he was a great player in europe and won three mvp titles i think in the adriatic league. but uh, it's just a huge loss for the team. there was no way anybody could play tonight. they had to cancel the game. the warriors next game will be friday. back here at home, and in the meantime, they'll figure out the services and way to honor that won't be easy friday either. no, it's not going to be. >> larry, i know you've got reaction for us later on. you're talking to people. yeah so we'll see you in a little bit. thank you. >> all right. thanks. thanks. >> thank you. uh, speaking of reaction, nba commissioner adam silver also responded to the death of coach dickey, writing the nba mourns the sudden passing of dejan milojevic, a beloved colleague and dear friend to so many, and the global basketball community. our

heartfelt condolences go out to his wife, their children and the warriors organization on that. from nba commissioner adam silver. >> we're going to move on to other news now. new developments with that plane that crashed off the coast near half moon bay on sunday. the ntsb has preliminary information. there were four people on board. the faa initially said there were two. a woman's body was recovered on monday near the crash site. she was identified as 27 year old emma wilmer skiles. well scenes like these have given san francisco and the bay area a bad reputation. >> even today, california's top attorney announced a major blow to an organized retail theft ring believed to be responsible for a flood of thefts throughout the bay area. >> abc7 news reporter tara campbell has the details. >> let's be really clear that we are not talking about one off shoplifting incidents, attorney general rob bonta announcing charges wednesday against three suspects believed to be leading a retail theft ring across the greater bay area and beyond.

these are, um, primary actors among the primary actors in in the planning and the preparing and the conduct involved. and so we think they're very important charges that we're bringing the suspects are being charged with nearly 50 felony and ten misdemeanor counts, including organized retail theft, second degree burglary, grand theft and vandalism. often in the middle of the night, the suspects generally donned dark clothes, masks and gloves to break through security doors and security gates. twice, they stole atm machines, one from an open chevron gas station and one from a closed smoke shop. >> 25 businesses hit between early september and november of last year, targeting multiple jurisdictions including walnut creek and vallejo. the thefts resulting in more than $650,000 in losses to the stores, including at this louis vuitton in walnut creek, where suspects

drove a stolen range rover into the store, grabbing nearly $250,000 in merchandise. >> in that case, there was easily a dozen suspects, potentially up to 15 in. and we know this because we responded within a minute of the alarm activation at louis vuitton, our officers were on scene as the suspects were fleeing walnut creek's police chief crediting technology like automated license plate recognition, often known as alpr, with helping to track down the suspects using technology. is very, um, you know, beneficial in investigations. alpr or some of that technology you talked about . and i'm fully supportive of it. >> and with communities across the bay area, most recently san francisco and oakland looking to implement these technologies, the attorney general is weighing in. >> i am generally supportive of, uh, technology as a assist law enforcement when balanced appropriately with

privacy. >> tara campbell, abc seven news the fentanyl crisis continues to overwhelm san francisco, though new figures show that last year, the city recorded a record number of overdose deaths. >> 806 people died of overdoses last year, 80% of those deaths involved fentanyl. the director of san francisco public health department says the solution lies in intervention and treatment. he called for more safe injection sites, greater access to methadone and more behavioral health services. >> we're doing whatever it takes to get people access to treatment and to make sure that they know treatment is available, meeting them where they are but not leaving them where they are. >> last year, san francisco tripled its street care teams. it's shown some recent success. in december, there were 52 overdose deaths. that's down from 75 in december of 2022. >> bay area police departments have been struggling to recruit new officers, but one has found a way to get more officers on

the job. abc seven news reporter anser hassan on on the lure of signing bonuses. i have good news. >> uh, ever since we rolled out the hiring incentive, we went from about a 30% death hit to about a 10% deficit in the last ten months. that incentive that alameda police chief nishant joshi is talking about is a $75,000 signing bonus. >> the highest for law enforcement currently being offered in the country. and he says it's working and helping them to attract top talent men, women, um, different backgrounds. >> uh, several different languages. i think we combine have candida who speak ten different languages. alameda has a budget for a total of 88 officers. >> last year, there were 24 vacancies since offering the signing bonus, they've received 400 applications, 20 positions have been filled at a starting pay of $113,000. that's 75,000 could essentially cover

someone's living expenses for two years. >> and so that's how we came up with that. >> do you remember what the starting salary was back when you started? >> i think it was $37,500. and back then that felt like a lot of money. >> so san francisco police chief william scott says sfpd salaries are almost quadrupled for new recruits from when he started as sfpd. he claims to have among the highest starting pay for new cops in the u.s. and they've streamlined the application process because it's so competitive. >> a lot of people who are interested in this type of work, they're not going to wait. you know, they're going to go to another department. if we don't open our academies up and open our doors. so that model, we believe has helped change the game as well. >> over at bart, interim deputy chief christopher vogan says they have 31 vacancies out of 242 positions. bart increased base pay by 20, and for the past year have been offering a $15,000 signing bonus for those with previous experience. >> part of the uh- hiring bonus

is the fact that we're not having to pay to put somebody through a police academy. >> as with other agencies, vogan says the bonus is working in alameda, anser hassan abc seven news in the south bay a dog is now recovering after being shot through its snout. >> abc seven news south bay reporter zach fuentes shows you how the community is helping. >> this is marley, a ten month old german shepherd mix recovering from major injuries. the tough part of her journey started last week when san jose police were called near mckee road for sounds of gunshots and a dog yelping. that dog was. >> marley had approached an individual, um, who had a pistol on him. she is extremely friendly, which makes this story all the much sadder. um came up with her tail wagging. he took the pistol, placed it against her snout, and fired a single bullet. >> the injuries were devastating. >> penetrated through her snout, out her hard palate, down through her mandible, shattered her mandible. the bullet then continued its trajectory and, uh, hit one of the digits on her

front feet and shattered one of her toes. doctor elizabeth cater is medical director at san jose animal care and services. >> she said police brought marley straight to their facility. they were able to stabilize her, but the damage done to her jaw was beyond the type of surgery they could do. >> we reached out to uc davis, um, spoke with their dentistry department. um put her story out and the feedback from the community has been heartwarming. amazing. >> the special surgery cost $8,000. the community stepped up with donations to cover it completely. marley's recovery, though, is still ongoing at this time. >> during this interview is currently getting a ct scan, which is a 360 degree sort of x ray, so they'll be able to really assess what the damage was done in the nasal turbinates. >> thanks to the widespread support, the animal care center says they no longer need donations to cover marley's treatments, but still could use support for the shelter and adoptions from loving homes in the community. >> we get over 11,000 animals in through our doors every year, so without the community helping and adopting them, fostering

them, it would be unsustainable. san jose police say that there are no new updates in the investigation, and they're asking the public to come forward with any new information. >> san jose's animal care and services say they still don't know who marley's owners are. right now, she's in foster care as her path to recovery continues in san jose. zach fuentes, abc seven news. >> supporters of 78 people charged with blocking the bay bridge in november held a rally today. the group is urging san francisco district attorney brooke jenkins to drop the charges filed against protests, who were demanding a cease fire in gaza. the protest blocked westbound traffic on the bridge for over two hours. the da has filed numerous charges, including false imprisonment, unlawful public assembly and street obstruction. the punishment could be up to a year in jail in some instances. these charges are an aberration, not just to the status quo, but also to this moment when we are standing against genocide.

a day after abc seven news reported on this public works crews were at it. indiana and marion streets patching up the four inch water pipe. a vallejo water department representative says the repair was already scheduled for today. he explained the delay in a shortage of staff and the large number of reported leaks. some of those are more urgent since they involve 36 inch pipes. those are prioritized over smaller ones like this that, yes, they are a nuisance leak, but they are not creating any damage to any any residents. >> no residents are out of water and abc7 news got another call from a viewer of a leak at

another location. >> the water department will get to that one tomorrow. some dangerous eucalyptus trees in san mateo county are in the process of being cut down before more rain comes this week. >> work is underway on highway 92 near crystal springs reservoir. abc seven news reporter lena howland has a closer look at what's being done . reporter as a canopy of eucalyptus trees surround roads, crystal springs reservoir a handful lining highway 92, are in the process of proactively being cut down. >> the tree is very heavy, top heavy, and their root system is shallow so it doesn't come to a surprise to many arborists when you hear of a eucalyptus failure. >> frank vasquez, president of vasquez arbor care, says eucalyptus trees are not native to california and have always posed challenges, which is why caltrans is hoping to stay on defense and get ahead of any trees, which they say pose a significant risk. starting on

wednesday, their crews are working to cut a total of 12 eucalyptus trees down, trekking in very large equipment on a highway 92, which requires more time to position and set up the same thing with humans and trees . >> so much. many of us don't know what's going on inside of us, and it's so hard because you don't know what's happening with is there decay in the tree? is it? how is the root system? >> but on one of the main routes to the coast in half moon bay, drivers are asked to plan for delays or simply take a different route with one way traffic control in effect from 6:30 a.m. to 3 p.m. daily through friday, all to prevent this scary scene we saw in san francisco's golden gate park from happening to a busy highway when a nearly 100 foot tall, 80 year old eucalyptus was fully uprooted and fell on a five cars trapped 11 people inside. this work is expected to continue through friday of this week, with work wrapping up by 3:00

each day in san mateo county. lena howland, abc, seven news. >> alaska airlines posted a youtube video where the company's ceo apologized for the terrifying incident, in which a door panel flew off during a flight. in the video, ben minicucci says the grounding of 737 boeing max nine planes has affected a fifth of its fleet. as a result, the airline has been canceling between 110 and 150 flights a day, with respect to the cancellations, i've asked our team to give guests as much advance notice as possible and our reservations team is working around the clock to re-accommodate people on other flights to all who have been impacted by these eruptions, i am sorry, minicucci says. alaska airlines has begun an audit of boeing's quality control systems , and this week increased its oversight of alaska airlines planes under construction at boeing, putting their own people down on the line. there on the production line. exactly right.

you and be prepared. now you'll want to be prepared for a friday afternoon evening. it's a level one storm coming in rain, heavy at times, gusts up to 40 miles an hour, slick roads and poor visibility is expected. the winds come up first. 11 a.m. you will notice 30 mile an hour winds along the coast that goes up to 40 for parts of the coastline. later on in the evening. and then here is a look at the timeline. so ahead of the storm we will see a few light showers in the morning. but this is really going to be spotty and light in nature until friday afternoon, 4 p.m. you start to see those downpours beginning to move in. rain will be heavy at times during the evening commute . evening getaway 530 to 7 p.m. and then it turns more showery behind the system going into saturday, it will be showery until the next storm arrives for your sunday into monday. rainfall projections taking you from friday all the way through next tuesday evening. you're looking at five inches of rain and the santa cruz mountains. many of you will be in that one

inch to almost five inches of rain. of course, the highest rainfall is expected in the north bay valleys and the coastal range. now there is an excessive rain potential. it's about a 5 to 15% chance between sunday and monday that we could see some excessive rain five inches plus, which means rapid rises on creeks and streams. and also there is potential for shallow landslides and flooding on the roadways. your morning temperature is 3040s tomorrow afternoon. you're looking at a mostly cloudy day, 50s and 60s. here's your accuweather seven day forecast. you have another dry day tomorrow morning. fog and then a level one. wet and windy for friday afternoon evening. a level one, scattered showers for saturday. a stronger storm gets here. heaviest rain between sunday night and early monday, so that's a two and then more wet weather tuesday. late in the day. going into wednesday with a level one. so i think once the ground starts to get saturated, kristen and dan, it's going to be problematic. sure. no question. that's something to keep an eye on. >> yeah, not too much time to

the very beginning, and is here to update us. stephanie. >> that's right. plenty of new details and new pictures you'll see in just a moment. this new proposal promises affordable housing, new jobs, and millions of dollars of grants to help with down payments for homeowners, funding for small businesses, and even scholarships for students. but the plan is still leaving congressional leaders with serious concerns. new renderings from california forever give a glimpse of what this new city, spanning 18,000 acres in eastern solano county, would look like aerials of neighborhoods, safe, slow streets, a downtown plaza with transit, family friendly parks and open space, and walkable main streets. >> it will be smaller than vacaville, smaller than vallejo, and about two thirds the size of fairfield. >> ceo jan sramek explains, if passed by the voters, the new city expected to accommodate tens of thousands of people, promises 15,000 new jobs that pay at least 125% of the county average weekly wage. he says some of these jobs would be in advanced manufacturing,

renewable energy and construction. the plan also commits to investing in green spaces, clean energy and protecting travis air force base. >> we want it to be a partner that can make the base stronger. >> sramek says he's locating this new community seen here in blue outside of travis noise and safety zones, which are colored in yellow on this map and nearly doubling the current security buffer around travis, which is colored in green. on this map, we are permitting solar farms in that area, but we have expressly given travis a veto and an approval on the technology to be used in those solar farms, those solar farms, if built, would supply enough clean power to power the equivalent of 1.5 million homes. sramek says. one of the largest stressors on travis is the cost of housing for military personnel. >> we would be building a community that provides affordable homes of all different types that particularly young families are having to. travis can afford california forever launched a series of financial assistance programs to help families and

students with affordability. >> this includes $400 million for down payment assistance and $70 million for college scholarships. >> we are proposing a connected network of complete neighborhoods. this would feature, as gabe has mentioned, jobs, housing, retail, and all the services from barbershops and cafes to grocery stores, health care providers, workspaces and public parks all within 5 to 10 minute walk. >> according to this map, the orange area would be the neighborhood mixed use zone, where there would be a mix of townhomes and apartments from 3 to 6 stories. the pink area would be the downtown zone. the darkest purple is the industry and technology zone. the light purple would be a maker and manufacture zone. >> the initiative commits to ten acres of open space per 1000 residents, but congressman john garamendi, who recently had a sit down meeting with sramek, isn't sold on the plans. >> but basically what they want to do is to extend the urban sprawl from from the sunset district of san francisco all

the way through solano county. come on guys, your plan doesn't work. and by the way, where's the water? >> so where is the water? >> we have enough water for our new community. >> california forever says it's currently undergoing a water supply assessment and verification. >> both of these are regulated under state law and require us to prove that we have enough water for every home that we bring online for the next 30 to 40 years. this includes drought conditions, bottom line is there's no water. >> they have no real water plan. they don't have a bucket to hold water as far as transportation. >> the company says they plan on constructing a new double lane road off of highway 12. that would help divert traffic coming from i-80. >> those are rural roads. who's going to pay for that? >> a big question now before any of this would move forward, voters would have to approve it in november. the initiative needs roughly 14,000 signatures just to get on the ballot. and
