>> yeah. we'll see what the weather will look like for that big game. winter weather emergency, cancellations and delays. they are just climbing at airports in the northeast with possible ground stops. we have a live look right now at that airport in philly. look at that. >> we begin with a new round of snow hitting the east coast as the morning commute set to begin. erielle reshef is in philadelphia with the snow emergency there. good morning, erielle. >> reporter: good morning. just as we've been standing on this bridge the city sky line virtually disappearing into the snow line. this is how much snow has accumulated so far this morning. this area under a snow emergency declaration since 7 a.m. it's a messy and treacherous commute ahead for millions. this morning tens of millions in the path of a bitter blast of frigid weather, as snow bears down on swaths of the country. oregon declaring a state of emergency as at least 45 weather related deaths were reported from coast to coast. the relentless weather creating treacherous road conditions. this icy hill creating havoc in milwaukee, leading multiple cars

and people to slide. in new york's north country, this dash cam video showing a driver trying to pass a semitruck before crashing head on into a snow plow. thankfully, no one was injured. while in rochester, this american airlines plane skidding off an icy taxi way. 50 passengers on board at the time. no one was injured. >> we felt kind of a slide happening, and then a lot of jolting going on as we got into the grass and then just a sudden stop. >> reporter: in detroit, some residents left without heat for nearly a week. now risking their safety to stay warm. >> i have to use my stove in the morning just to take the chill off. we're just dealing with it. >> reporter: alex perez showing just how quickly hypothermia can set in. >> hypothermia can be very dangerous, even fatal. it means your body is losing more heat than it can produce, which can happen pretty quickly

with this arctic cold. i want you to take a look at my body with help from this infrared camera. you can see the parts covered are darker in color. if you look at my face, it's that bright yellow color. that means i'm losing heat and need to bundle up. >> reporter: i want to show you just how slippery it's getting out here. philadelphia on pace to double the amount of snow it's seen this season. states like pennsylvania, new york and new jersey cou about 3 inch, up to 3 inches of snow. certainly enough to make it very slippery outside. guys? >> sure is. erielle, thank you very much. buffalo has a lot of snow, two feet. trevor ault is there. good morning, trevor. >> reporter: good morning, george. i know people associate buffalo, and even bills football, with snow. this has been a lot even for them. this is the parking loot highmark stadium. look at the snow that's piled up. they've got the snow plows out

today. this is going to continue to pile up, leading up to sunday's game against the chiefs. this is in orchard park. in buffalo proper, the city's had well over 30 inches of snow this year. that's more than double what they typically average for the entire month of january. some locations nearby have had a couple feet of snow in just the past few days. here at highmark we're expecting more snow. just like last week, the bills are asking people to come out today to help shovel the stands. they had to do it before. they got to do it now. just so people will have a place to sit for sunday's game. they're asking people to show up today, bring your own shovel. that's only the case if you can make it out of your own drive way. gio? >> the dig out ahead of the big game. all right, trevor. thank you very much. let's turn it over to ginger now who is outside in times square with the track and timing of the storm. good morning, ginger. >> good morning to you, gio. we will start the snow in the next several hours. heaviest late morning through early afternoon. then it will be outta here tonight. let's look at the winter weather advisories and the places that already dealt with it. memphis had dozens of slideoff and big time issues with ice. the freezing rain hitting the pavement.

those winter weather advisories still through nashville, appalachian, the winter storm warning that includes philadelphia, and southern new jersey. that's where you'll see higher totals. again, this is a 1 to 3 inch storm for a majority of us. look at the timing there. takes us through the early afternoon. then clears out, really becomes measly by tonight. that's good news. it will add up prior to there. then the arctic air. another shot of it settles in. we will feel like freezing here. george, in the great lakes, it will be well subzero. >> of course it will. thank you very much. race for the white house. new hampshire primary just four days away. nikki haley under pressure to make a strong showing has stepped up her attacks on donald trump. rachel scott is on the ground in new hampshire. good morning. >> reporter: george, good morning. nikki haley is staking her entire campaign on new hampshire. just weeks ago her top supporter said she would win here by a landslide. now trying to manage expectations saying they are hoping for a strong second place finish against donald trump. this morning donald trump is

escalating his attacks on his former u.n. ambassador, nikki haley. >> she's not gonna make it. she's got no chance, no way. >> reporter: the former south carolina governor saying there needs to be a new generation in the white house. >> do we really want to have two 80-year-olds running for president when we've got a country in disarray and a world on fire? >> reporter: trump on defense. >> i feel like i'm about 35 years old. i actually feel better now than i did 30 years ago. tell me, is that crazy? i feel better now. and i think cognitively i'm better than i was 20 years ago. i don't know why. >> reporter: trump is 77. biden is 81. that's a top concern for some independent voters like kathy piazza. she voted for trump in 2016 and biden in 2020. >> we just really need a younger generation, for one. it's time to move on to someone that has a younger perspective and fresh ideas. someone that really can make change. >> reporter: with just four days to go until the primary, trump and haley taking aim at each other.

trump telling his supporters republicans will lose if haley is nominated. he said if you're the nominee, republicans will not only lose the white house but races up and down. your response? >> trump says things. americans aren't stupid to just believe what he says. the reality is, who lost the house for us? who lost the senate? who lost the white house? donald trump, donald trump, donald trump. >> reporter: nikki haley has been reluctant to go after the former president for any of the 91 criminal charges that he is facing. she says she would be open to considering a pardon if trump is convicted. saying it would heal the country. as for desantis, he openly admitted his campaign strategy is to try to stick it out until south carolina, hoping nikki haley drops out and it becomes a one and one matchup between himself and donald trump. >> the big question is, will trump put it away on tuesday. thank you very much. eva? now the new report on the uvalde school shooting detailing what it calls cascading failures by law enforcement that cost lives.

mireya villarreal is in uvalde with details. good morning, mireya. >> reporter: good morning, eva. from the jump, the department of justice made it clear this report would not necessarily mean criminal charges. that's the responsibility of the district attorney here in uvalde. while the report may not have provided closure, it certainly provides indisputable clarity. this morning a scathing new report from the justice department paints a fuller picture of the law enforcement response to the uvalde school shooting. >> law enforcement response to the mass shooting at robb elementary was a failure. >> reporter: the 600-page report finding officers didn't swiftly confront the gun man during the school shooting in texas that took the lives of 19 children and 2 teachers in may of 2022. >> as a consequence of failed leadership, training and policies, injured and scared students and teachers remained trapped with a subject in the classrooms waiting to be rescued.

>> reporter: attorney general merrick garland said they wasted time treating him as a barricaded person not an active shooter. 77 minutes passed until police took down the shooter. the report also shedding light on what happened after the shooting. >> victims who had already passed away were taken to the hospital in ambulances while children with bullet wounds were put on school buses without any medical attention. >> reporter: for grieving families -- >> i hope the failures today, local officials do what wasn't done that day, do right by the victims and survivors of robb elementary. >> reporter: the work isn't over. what is your big take away? >> hearing the attorney general say that if the officers would have gone in, there could have been a possibility more kids would have been saved.

>> reporter: the local district attorney has not yet commented on the report. she said yesterday she hadn't even read it. they are continuing with their own independent investigation. the texas governor has also weighed in saying they have implemented a number of recommendations that were in this doj report based off of their own state-led review. george? >> okay, mireya. thanks. to the middle east where the u.s. launched a new set of strikes against the group attacking ships in the red sea. the ships are key to the global supply chain. chief global affairs anchor martha raddatz has the story. good morning, martha. >> reporter: good morning, george. these attacks and counter attacks all over the middle east raise fears that the u.s. will get sucked into a war they do not want, but the strikes keep coming. this morning the fifth round of american air strikes in just a week, pounding houthi targets in yemen. the pentagon strikes taking out several houthi anti-ship missiles it said posed an imminent threat to commercial and u.s. navy ships in the

region. a barrage of u.s. tomahawk missiles destroyed 14 houthi missiles and launchers earlier this week after a houthi missile struck a u.s. owned ship in the red sea one of more than 30 ships targeted by the houthis with missiles and drones in the last few months. president biden asked if the retaliation strikes meant to deter the houthis are working. the president acknowledging the obvious. >> are they stopping the houthis? no. are they going to continue? yes. >> reporter: yemen just one of the flash points in this part of the world blazing red. iran, pakistan now trading fire. and with the war in gaza raging, tensions between israel and hezbollah in lebanon grow, while militants attack u.s. forces in syria and iraq. our maggie rulli is above the uss baton in the mediterranean.

there are more than 2500 marines and navy sailors across the three ships in this unit. they all tell us they are ready to go at a moment's notice. this area is really at the core of the mission. the entire area can be flooded. they're able to off load marines and equipment from ships to the shore. meaning they can have a major impact. >> reporter: those ships also in the region to facilitate possible rescues. and this morning no sign the exchange of fire in the red sea is stopping. reports of yet more ships targeted by the iranian backed groups. eva? >> martha raddatz, thanks. now to the biden administration, announcing a new student debt relief package, canceling debt for more than 70,000 borrowers. selena wang has details. good morning, selena. >> reporter: hey, eva, good morning. the president said this is part of his plan to fix the student loan system. this morning his administration announcing that it's canceling nearly $5 billion in debt for 74,000 borrowers. these are mostly public servants

including teachers, firefighters and nurses that worked for ten years. they are people who have already qualified for relief under the existing law, but they haven't been able to get it because of gaps in the system. the president said he's not going to hesitate to use all the tools he can, increasing pell grants and making repayment plans lower than ever. the president trying to show that he's making good on his campaign promise, even after the supreme court struck down his student loan relief plan last year. now the president, he's been touting this number. the administration saying they've cancelled student debt for more than 3.7 million americans. as a president, all of this heading into a tough re-election year. gio? >> thank you very much. we're going to turn to a couple major business headlines. mortgage rates dropping and layoffs at one of the nation's top retailer. we'll begin with elizabeth schulze with the job cuts. good morning, elizabeth. >> good morning, gio. this is a significant round of layoffs in an iconic american retailer. macy's confirming it will cut 2,300 jobs, accounting for 13%

of its corporate staff, 3.5% of its overall work force. retailer also says it will shut down five of its more than 700 store locations as it tries to adapt to a changing market place online. macy's is now the latest high profile company to announce job cuts this year, joining the ranks of google, amazon, apple and citi group. but when you take a step back and look at the broader jobs market, layoffs are at a historically low rate. new government data shows the number of americans filing for unemployment benefits is at a 60-month low. industries like health care, hospitality are adding thousands of workers to their payrolls every month. big picture, isolated layoffs in the tech sector last year did not stop the jobs market from powering forward. many economists are helpful that trend can continue in 2024. george? >> okay, elizabeth, thanks. let's bring in whit johnson. mortgage rates just keep dropping. >> this is encouraging news for the housing market and first time home buyers. mortgage rates dropping to their

lowest level in eight months according to data from freddie mac. the current rate now at 6.6%, down from last year's high of 7.8% in the fall. now that means if you buy a home at $400,000 with a 20% down payment, the typical mortgage would be $2,044. this is a monthly savings of $257 compared to october of 2023 when rates were at their highest. while this is a positive development for potential home buyers, remember back in december 2020, the average mortgage rate for a 30-year home loan was 2.68%. times have definitely changed. while rates are down from last week, .06%, they're still up nearly half a percentage point from last year. another thing to consider. inventory remains historically low, so when mortgage rates start going down, more people entering the market. that can also drive home prices higher. guys? >> okay. lot of implications there. whit, thank you very much. coming up the new development in the scott peterson case.

[ laughter ] >> following a lot of headlines including a dangerous morning commute for much of the country. there's a snow emergency declaration in philly. flight cancellations are climbing at airports in the northeast. possible grounds stops are coming. look at the sparks flying over night. that cargo plane landed safely after experiencing an engine malfunction in the sky. it was departing from miami. there were no injuries to crew members. gio, this was an atlas air cargo plane? >> yes. so this was a 747. this was different than the max 9 where the door plug flew off the door two weeks ago. faa has 171 of those planes still grounded, as that incident is still investigated. without a doubt, boeing is under pressure. they'll have to take a look at this plane. this particular 747 was only eight years old. so there are a lot of questions for boeing.

>> sure are. we're going to turn to new developments in the scott peterson case, convicted in 2004 of killing his wife and unborn child. the l.a. innocence project is taking up his case, saying his innocence claim is supported by newly discovered evidence. dan abrams is standing by to break it down. let's start with kayna whitworth in los angeles. good morning, kayna. >> reporter: good morning. in terms of that new evidence, the innocence project also says that it raises a lot of questions about who abducted and killed laci, and that peterson's rights were violated. this morning a shocking turn in the case against scott peterson, the man convicted of killing his pregnant wife laci and their unborn child in 2002. >> we, the jury, find the defendant, scott peterson, guilty of the crime. >> reporter: the los angeles innocence project filing a motion stating evidence has been discovered that points to mr. peterson's innocence and points to the actual perpetrators of the crime against laci and

conner peterson. the motion claims witnesses who saw laci the morning she went missing were not properly interviewed and a burglary around the peterson home around the same time was not fully investigated. they also want more dna testing of a burned out van found a mile away. peterson's trial attorney mark geragos remembers arguing the case. >> there were unbelievable amount of leads and pieces of evidence that pointed everywhere but scott. >> reporter: now 51 years old, scott peterson is currently serving a life sentence. >> we, the jury, made a decision based on a set of facts in the end all agreed on one thing. scott peterson was guilty of having murdered his wife and unborn child. >> reporter: laci was eight months pregnant when she went missing over two decades ago on christmas eve. >> we need to bring them home. that's the best way we can do it

into the possibility that that burned van was related in some way to the disappearance of laci. george? >> okay, kayna, thanks. let's bring in dan abrams. you logged an awful lot of hours covering this trial. how surprising is this? >> i was stunned that the innocence project is taking this up. the innocence project does some very good, important work on behalf of people who are actually innocent, right? not technical violations. people who have been wrongly convicted. in this case, there was an enormous amount of evidence against scott peterson. what they're ignoring here is the evidence that was actually presented against him. the fact that the body was found exactly where he said he was fishing 90 miles from his home. that his girlfriend had him on tape admitting that he had said his wife was gone before she died. the fact that scott peterson gave different accounts of where he was. he was either golfing or fishing, depending on who you talked to on christmas eve with his 8 1/2 month pregnant wife supposedly at home.

the list goes on and on and on of the evidence against scott peterson. >> this evidence may bolster alternate theories for the defense, but it doesn't weaken the evidence against him. >> right. all these issues were raised during the trial, right? this idea of a burglary that happened across the street. real issues. had to be investigated. happened either on the day of, the day after. it matters between the two. that was something the defense tried to raise as reasonable doubt. jury didn't accept it. eyewitnesss who claim they saw someone who looked like laci after the time scott peterson had already left the house. again, something else that was rejected. they got tons of tips at the time. some from crack pot, some real. a lot of them were investigated, but none of them changed the evidence against scott peterson. >> so what happens next? >> so look, the question now is gonna be, do they even get a hearing on this, right? this case is 18 years old. you don't automatically get new

as you get home from the store. eva? >> some good tips. thanks, elizabeth. now to a gma health alert. cdc issuing guidance to encourage doctors to consider more blood tests for forever chemicals. our chief medical correspondent and my gma 3 co-anchor dr. jennifer ashton is here. what do you think of this? >> this is stirring up so much controversy. this is talking about forever chemicals. they are found everywhere in our environment. soil, food, fabric, cosmetics, water. they're literally everywhere. by the way, rates of these, three of them, have plummeted in people's blood as being tested over the last 20 years. now the cdc urging clinicians, health care providers to consider randomly testing people. there are some people who may be at higher risk for environmental exposure, so those have to do with people who might live near a landfill, a commercial airport or water sewage treatment plant or have occupational exposure

using these chemicals like firefighters, it's in foam. but right now you have public health people saying this is a good idea, we need more information. and you have individual clinicians, health care providers saying, now what? i'm going to test people. and then what? >> let's break this down. what are the risks associated with these forever kep calls? >> if you look at the data, so far, there are some studies that show a link between environmental exposure and then blood levels of these chemicals. they linger around in our body for a long time, to numerous adverse health outcomes like low birth weight, kidney and testicular cancer, pregnancy induced high blood pressure or elevated liver enzymes. but not every study is conclusive and so it's really a situation where the science has not yet caught up. >> you said not everyone thinks this testing is a good idea. what are the downsides of testing?

>> you heard me say this before all the time, when you do a test in medicine, you have to know what you'll do with the results of the test and weigh risk versus benefit. the risks or considerations when you talk about randomly testing people for this ingredient includes the fact that we don't have enough information to guide any management or treatment based on the results. there's no approved medical treatment to lower a high level. if you come back with what looks like a high blood level of these, there's always the potential for harm with testing. we talk about that all the time. with subsequent unapproved treatments that someone may recommend. and then cost, eva. this could run $400 to $600 not yet covered really widely by insurance. there are few americans that are gonna want to sign up for that, especially when we don't know what to do with the answer. >> dr. jen ashton, you always break it down the best way. we appreciate you. >> you bet.
