will, of course, keep you updated as we know more and you can download our abc seven news app to get push alerts to stay on top of everything that we say. good afternoon and thanks for joining us. i'm larry beil and i'm kristen sze. >> and now we begin today with a remembrance of the deadly half moon bay massacre. one year ago today, seven farm workers were killed in back to back shootings, the largest mass shooting ever in san mateo county. today's suspect, 20 zhao, appeared in a san mateo county courtroom arraigned on seven counts of first degree murder and one count of attempted first degree murder, prosecutors say zhao shot five people at a mushroom farm in half moon bay, where he worked, killing four. >> and then fatally shot three other people at a farm about two miles away. >> i guess it's symbolic. it's symbolic of the fact i would not have thought 12 months ago that we would be on this day, and we had not been to the preliminary stage of a preliminary hearing. and um, the fact that we arraigned him today, quite candidly, was simply coincidence

. >> zhao is expected back in court next month. >> now, today, the half moon bay community is remembering the victims of that mass shooting. >> abc seven news reporter luz pena spoke to city officials and nonprofits working to help this community heal. >> it's been a year since seven farm workers were killed in a mass shooting in half moon bay, and this community still recover . >> hearing there's still a lot of stress. there's still a lot of fear. there is a people should talk about the shooting. you know, talking about healing that's going to be years before we can say, oh, we're healed from it. we might never happen today. >> one of the survivors, pedro romero perez, spoke to a group of community leaders reflecting back on leaving his house on january 23rd, 2023. unaware of the tragedy. that was hours from happening at the mushroom farm where he worked. >> romero esta conmigo getting emotional, pedro said he was sad and repeated that his brother is no longer with us. >> his brother, jose romero

perez, was one of the victims. >> this is our moment today and it's because we are remembering the people that we lost, the survivors, the people that survived the tragedy of a year ago. um at the same time, there are there are some push for policy changes after the shooting. >> farm workers, deplorable housing conditions were highlighted, leading the county to take action. >> so the county actually put a housing task force together right after the shooting. uh, it was a group of, you know, county staff that went around the county visiting every farm survivor of the mass shooting who lived at the mushroom farms. >> still don't have permanent housing. that's set to change this fall. you know, i've been very pleased to see that the city and county are working on creating more housing units that are affordable for extremely low income workers, farm workers to be able to both own and to rent. another plan that is still in

the works is the purchase of this old nursery that will be transformed into farm worker housing. >> the county approved a 3 to 4 a to purchase a new property here in half from bay, where this is a future location for farmworker housing. another great things you know farming co-ops aside from housing farm workers have sensed a shift in attitudes in the community. farm workers now feel more comfortable to make a 911 call and that's one of the things that we that we want before. >> yes, the farm workers were out there. now people are talking about bringing them as part of who we are as they becoming our neighbors. and that has changed in halfmoon bay. >> luz pena abc seven news and some survivors of the mass shooting are trying to heal from the tragedy using music. >> abc seven news reporter gloria rodriguez looks at a class making a difference as when pedro romero perez plays

his accordion. he forgets his brother's murder, about the shooting that left him injured, about the chaos of that day. >> pedro survived but was hospitalized. for two months. now now he's in a class that's helping farm workers heal from the tragedy through music. so yesenia garcia. >> he helps a lot. >> musician and san jose resident hernan hernandez teaches the accordion class organized by the nonprofit alas, his dad is in the famous mexican band los tigres del norte. senoras >> music has always been in our household, and so that was one of the things that he taught me at a young age. whatever you learn, whatever you're you take from this life, make sure you give it back. make sure you you

teach the next ones. for me, it's really important that i give back. >> hilario lopez lived out one of the farms that turned into a crime scene. his wife and young son were there during the shooting. >> i was worried because it was very dangerous for them. >> muy peligroso para ellos. >> in december, the group played for the community. >> sentimos muy bien. we felt good. >> it was the first time i'd been on a stage and it was very beautiful. >> nieto, especially after everything they've been through, the mass shooting shed light on the deplorable living conditions of farm workers and their other struggles, such as low pay. >> each note he plays gets pedro closer to finding some peace again. and as a first anniversary of the tragedy arrived, he hopes his brother and other farm workers are not forgotten. >> it's tough. siempre puedo

recuerdo i always remember him. >> i don't know why that happened. why us? >> have mumbai has established a committee to come up with a permanent way to honor those farm workers who died, such as with a garden or a statue. >> but nothing has been determined yet. in half moon bay, gloria rodriguez abc seven news. >> there will be a memorial event this evening to remember the farm workers who lost their lives last year. it's at 6 p.m. at a las in half moon bay, and it's open to the public. a woman is safe this afternoon, pulled from an overturned truck in a rain swollen creek near livermore by a chp helicopter after being trapped for 15 hours. >> see the video here. and from the body camera of the officer who rescued the woman. first they clasp hands. she pulls the officer onto the overturned truck, and then the officer slips a rescue strap over her. both then hoisted up and flown to safety. authorities got the call around ten this morning

from a camper who spotted the woman sitting on the underside of her vehicle. she was attempting to cross a cement bridge that had been topped by the heavy rains. >> so you can just imagine that probably last night the water flow was even more heavier than it was today. >> authorities took the woman to the hospital to get checked out. they say she was weak and suffering from hypothermia. the rescue took place near the lake del valle family campground. that's near the southern end of the lake in remote alameda county. i got you, i got you, bud. and now to another dramatic rescue, this time in arkansas. a young boy fell into a frozen pond and was trapped there on saturday. a police officer pulled the child out of the freezing water and was able to save him. the boy was taken to the hospital and is expected to be okay, but certainly very scary there. yeah. turning now to weather here in the bay area. >> more rain is on the way, but

in the meantime, enjoy this. yes for however long it lasts. >> spencer christian, this, as you say, has been very enjoyable. >> a little bit of drying out after several days of soaking, torrential rains. here's a look at what's approaching us right now on live doppler seven. it's dry at the moment across the bay area, but as we move back, you can see that there's another storm approaching the north coast right now. rain will start falling, probably in mendocino county very shortly, and may start falling in northern sonoma county later tonight. the approaching system is a level one storm on the exclusive abc seven storm impact scale tonight , overnight and tomorrow, we expect light to moderate rainfall, maybe a few downpours here and there, wet and slow morning commute is likely. here's the forecast animation starting at 9:00 tonight between nine and about midnight, we'll see the firstrillionain fall pushing into the northern most part of our viewing area, mainly into northern sonoma county. then shortly after midnight, there's a surge of more widespread rainfall and steadier rain that will blanket the entire bay area before the morning commute begins. and there could be some downpours

during the commute, so expect wet, slow and slippery conditions for that commute, and i will give you a look at when it will end and when we can get some dry out. a little bit later, larry and kristen. >> all right, spencer, we'll see you in a few minutes. caltrans is ramping up for the nextrillionound of rain crews working 12 hour shifts to help prevent flooding on highways. >> last year, we learned that the storms do have some impacts on our highways, right? creating those road hazards like potholes. we're asking folks to just to, you know, be alert, keep an eye out, report those potholes to our caltrans customer service page. that way we can go out there and fill those potholes and also reduce those hazards on our highways. >> caltrans is also busy clearing storm drains and sweeping debris off the highways to help keep them open and safe, and crews want to remind everybody, every driver abide by the slogan, know before you go, check the caltrans website for their quick map of live traffic conditions. you can dial 511 for real time travel information. and also just some advice. keep an emergency kit in your car.

community meeting about the locations fate san jose city council is approving a plan to close one of the city's favorite dining destinations to automobiles. >> the vote today means san pedro street between santa clara street and saint john street will remain a pedestrian only walkway. supporters believe permanently closing the street clears the way for continued growth in that area. san pedro street was initially closed to vehicles during the pandemic to allow businesses to extend their operations outdoors. >> i've been working on san pedro street for the last 20 years. uh, thanks to the temporary closure of san pedro square during the pandemic, uh, many of our businesses, my friends, were able to survive. and it's exciting to know this will soon be a permanent closure for san jose. >> fire officials originally had opposed this plan, saying it did not account for fire code. but they say this new plan addresses code issues today, say the san mateo county board of supervisors has unanimously passed an ordinance that supporters say will get unhoused

the race is seen as nikki haley's last chance to keep her bid alive for the republican presidential nomination. in. there actually are democratic names on the ballot as well. but guess what? president joe bidens is not one of them. this is because of a dispute between

state and the democratic party over when new hampshire should hold its primary as we move closer to the march primaries, local community groups are worried that people in underserved communities just won't turn up to vote. >> abc seven news south bay reporter zach fuentes has more on this new campaign to get more to participate. >> there can be more decisions about us without us. >> that's the message of the together we vote coalition made up of several organizations that work to lift up underserved communities. collectively, their mission is to get more people in those communities, to get out and vote. >> really trying to build a broad coalition of low income voters and voters of color who have historically show up in very small numbers. >> their focus right now is turnout for the march primaries, especially in san jose. they've planned a series of non partizan candidate forums with many incumbents running for city council seats. they say the primary may be the only chance for voters to have their voices heard when there's an incumbent in the seat already, which means name recognition above all else,

they often win outright in the march election rather than going to a runoff in the november election. primary elections have been known to see low turnout in the june 2022 primaries. only 35.72% of santa clara county's registered voters hit the polls in november. that same year, more than 54% voted the together we vote coalition says even fewer in the communities they serve are turning out, but the folks who are the most impacted by negative policies that our city council might advance are not showing up to vote. advocates say there are several reasons that play into why a lot of our communities of color, they don't know the rights, they don't know that they can get paid when they get out to vote, that they have those free hours to actually go and cast their vote. they also say many are discouraged, especially low income, and voters of color have been disengaged to the point where they just no longer show up to vote. >> they might think that their vote doesn't matter, that even, you know, maybe they have shown up and voted in a few elections,

but nothing seems to change. >> reporter but the coalition says if they can get more of those people out to vote together, those communities can make positive changes that impact them. >> that is why we are here today, to be able to educate, to be able to send a message of what primaries and their decisions can make an effect in the next years. >> in the south bay. zach fuentes, abc seven news. >> there's a strong push in support of proposition one from san francisco city leaders that measure would expand mental health services and funding if it passes in march. >> tents are not the answer to allowing the mentally ill to suffer on our streets is inhumane and unsafe for everyone . we must prioritize our veterans and treatment over tents and jails. >> supporters say this would help get people off the streets and into the help they really need. if prop one passes, it would mean more than $6 billion in bonds would be issued with roughly $2 billion going toward housing. there would also be extensive oversight as to how

those funds get spent. >> csu faculty members are back on the job after reaching a tentative deal on a contract. the agreement comes one day after union professors, librarians and other employees walked off the job in what was scheduled to be a five day strike. union members didn't get the 12% salary increase they wanted for this academic year. instead they agreed to a 15% bump in salary over three years, which was what cal state leaders have been offering for months. the deal raises the salary floor for the lowest paid workers and extends parental leave to ten weeks from six. getting all choked up over the one day sunshine. a little bit of a break. >> yes? >> well, you can make it choked up over the rain. that's coming. and i know it's only tuesday, spencer. yeah, but some of us are thinking ahead, maybe to sunday, maybe to sunday. >> and what might be happening on sunday. this is the little game. game here. a little little game. yeah. sunday's looking pretty good. so far, but not so much tuesday or wednesday morning. let's take a look at

what's happening on live doppler seven. right now you can see another storm approaching the north coast, and that's going to be our storm during the overnight and early morning hours. so let's move on and take a look at current conditions, which are fairly calm and dry. we've got one gusty location, san mateo, at 28mph, but the wind is a light to breezy in most other places. and right now we'll take a look at our current temperature readings. it is 54 degrees here in san francisco, 55 at oakland and half moon bay 56, san mateo 57. hayward and san jose is the warm spot at 61 degrees. the other temperature readings right now relatively unit warm up in parts of the north bay. santa santa rosa 59, napa 59 over in the east bay. livermore 59 degrees 61 apiece at fairfield and concord. those are the warmest locations there, and 55 at petaluma. on. we go to our forecast headlines overnight. we expect rain that will be mainly light to moderate, but we could see some brief downpours from time to time. tomorrow morning we'll see showers lingering into the midday hours and then thursday and friday a mix of sun and

clouds. so a couple of nice dry days for larry to enjoy as we move along and take a look at the approaching storm on the exclusive abc seven storm impact scale. it's a level one storm, so overnight and tomorrow morning we expect light to moderate rainfall. it will be a slow and wet morning commute. we're used to that by now and it could be breezy at the coast forecast animation starting at 9:00 tonight shows that between nine and about midnight, the storm will start to arrive with light to moderate rain in the north bay. but between midnight and 5 a.m. is when we get slammed with steadier, heavier, more widespread rain and some downpours, which will of course, will make for a messy and slow morning commute. now the storm will start to move out of the north bay by about 8:09 a.m. or so, but most of the bay area won't see any movement of that storm out of the region until about midnight. midnight midday. so we'll see some light sprinkles. try along the main body of the storm as it moves out of here, but mainly a dry afternoon is likely tomorrow. moving along, taking a look at rainfall estimates this system will produce anywhere from about

>> lack of trust that has always existed between both the fbi and muslim american communities, where muslim americans have been viewed from the lens of national security. >> i would say even before nine over 11, in the last 50 years, the american muslim community has been treated as a suspect community. >> salam al-marayati is president of the national muslim public affairs council. his presentation attempted to expose how millions of dollars are spent to fund islamophobia, which influences federal policy. he says it's critical for agencies like the fbi to understand the connection between islamophobia and national security policies like president trump's 2017 muslim travel ban. >> that is why we have watchlist . that's why there's harassment and discrimination and profiling at airports. uh, that's why there's banking discriminate. >> an fbi special agent, robert tripp, in charge of the san francisco field office, says this type of meeting helps to

bridge the gap with muslim americans. >> one of the concerns that came up is how the muslim community are perceived by other communities. and government servants. indeed, um, law enforcement. um, so i'm gaining their perspective. that was helpful for us in developing communication strategies. >> he hopes more outreach by the fbi will encourage more muslim calls to report hate crimes and incidents. >> if we want to change policy, it starts with education in san francisco, anser hassan abc seven news. >> an 86 year old east bay woman has been stuck in the philippines since early december . >> now she's trying to return home, but she's not being allowed to fly due to an airline policy. an abc seven news anchor, dion lim, is here with what has to be a really frustrating story. >> incredibly so. larry and kristen all jovito domingo wants is to be able to come home to the bay area and be with her son, but because of a medical condition, philippine airlines says she may not travel. this is despite multiple doctors saying

she is healthy enough to do so. so we went to some pretty great lengths trying to get mom back home. moses domingo sits inside his 86 year old mother, jovito bay point home, and it's clear how big a role religion plays in her life. >> yeah, she prays her heart out. i think it's the best way to put it. >> she's currently relying on that faith, hoping she and her. only son will be reunited again soon. after a nearly two month separation. >> she's upset. she's she cries sometimes when i talk to her on the phone, you know, she just wants to come home. i want her to come home. you know? we all want her to come home. >> jovito had gone to visit family in the philippines last september and booked a flight back to the bay area for december 5th on philippine air, also known as pal. but when she disclosed her copd or chronic obstructive pulmonary disease on a medical form, the airline did not allow her to fly unless she had a portable oxygen machine. >> and then suddenly, of course,

now we learn it's $3,100 to get the portable oxygen oxygen concentrator. >> so jovita made doctor's appointments to prove she was healthy enough to fly. here's a note from a doctor in palawan, which clearly indicates she is fit to travel. and there is no need for oxygen support. here's another letter from a doctor in pittsburgh who called it unbelievable. the airline wouldn't permit her to fly, but even then, no go believe the doctors, she said. >> she's good to fly. she's good to fly. >> the airline issued jovita a travel credit instead, which still didn't solve how jovito would get back to the bay area if pal still required her to bring an oxygen tank on board. >> yeah, just she couldn't afford it. >> when our inquiries to philippine air did not yield results, we contacted congressman mark desaulnier's office, the philippine consulate, and the department of transportation all reached out to pal. so after months of not getting anywhere, i'm just utter like, you know, turmoil. >> reporter. >> late monday night, moses got

this voicemail. he's spencer from philippine airlines will refund the remaining amount of values of the ticket because of the time zone difference. moses is still waiting to connect with pal to work out the details. however, this still doesn't solve the problem of getting his mom back. if airline policy won't allow her to fly with her medical condition. for moses, at least it's a start. >> it's very encouraging. i'm hoping, uh, this will all help get. my mom home sooner than later. >> now, in an email to moses, the dot says they are reviewing the situation to see if the air carrier access act was violated and to determine if jovito was discriminated against because of her disability. we have reached out to a number of airlines hoping to get her rebooked somewhere else somehow. it would be great to see them at sfo. just reunited once again. >> i mean, there's got to be a way to bring people together to get this woman back home. >> you would think there are plenty of airlines that can do it. >> a lot of planes out there without having to go through the consulate or congress.
