officers hand him over and she gives him a quick hug. so relieved. as you can imagine, the mother tells us a carjacker took her son out of the car, left him alone in this warehouse complex, and then kept going in the stolen car. a bystander found the child and called police. police tell us the child was in the back seat of a white honda accord that they believe was at 85th avenue, near g street in east oakland. >> that's close to the coliseum complex. investigators haven't said yet whether they have located the car or any possible suspects. we will, of course, keep you updated as we know more and download our abc seven news app to get push alerts. good evening. >> i'm ama daetz and i'm dan ashley. thanks for joining us. the other top story we're following tonight is your dramatic rescue in livermore. >> we had a car upside down in the water with a female sitting on top. >> yeah, you can see it here. crews hoisting that woman to safety after she spent 13 hours stranded on the top of her flooded truck. >> it happened here at lake del valle in livermore. and as abc seven news reporter ryan curry

explains, the woman spent the night there and wasn't found until this morning. reporter >> airlifted to safety after being stranded all night, the woman that was involved had been there since 7:00 the previous evening, so she'd been there 13 hours. alameda county fire got a call around 10 a.m. tuesday morning about a woman stranded on top of her car at del valle regional park. they say she tried to drive over this bridge that is submerged in water. the water moving so fast, it took her car off the bridge, flipping it over into the creek nearby. she was stranded with no cell phone to contact anyone. a camper found her and called for help. >> she was attempting to cross a cement bridge that had been topped by the heavy rains. um, so you can just imagine that probably last night, the water flow was even more heavier than it was today. >> you can see just how fast the water is moving. the fire department says they could not

even safely enter the water if they did, they say they too would have had to been rescued. >> she is unreachable by foot, but she is safe and coherent. we will need some sort of rope or water rescue, or a large vehicle to reach her. >> helicopter became their only option. >> it's very deceiving. a lot of people think that it may only be knee high, waist high, but when it's traveling at a good clip like that, you got a good amount of pounds per square inch on every portion of your body. if it's enough to move a vehicle, it probably take your legs out. >> they say the rescued woman had symptoms of hypothermia but was otherwise okay. she was able to communicate with first responders while they took her to the hospital. all the advice from the fire department be cautious on these roads during the winter. it sometimes can be hard to tell how fast the water is moving, especially at night. >> it's not a good idea to go out there. just just wait. preplan. if you live somewhere where you have to go through these type of areas to not have to go through, get your supplies and just kind of hunker down until it gets better in the east bay.

>> ryan curry, abc seven news. >> happening tonight will be the memorial for the seven people shot and killed last year in half moon bay. this is a live look at where it will be taking place. you see all those chairs there? all of the victims worked at mushroom farms in the area, and the incident shined a light on the conditions many of the farm workers face daily. tonight's memorial will include a discussion around those very issues. the event is scheduled to start at 6 p.m. and earlier today suspect chen li jiao appeared in a san mateo county courtroom arraigned on seven counts of first degree murder and one count of attempted first degree murder. prosecutors say zhao shot five people at a mushroom farm in half moon bay where he worked, killing four, then fatally shot three other people at a farm about two miles away. >> i guess it's symbolic. it's symbolic of the fact i would not have thought 12 months ago that we would be on this day, and we had not been to the preliminary stage of a preliminary hearing. and um, the fact that we arraigned him today, quite candidly, was simply coincidence

>> we're in conversation with all of the property owners here about potential improvements. that could entail lighting public art. you can imagine this being a very vibrant space, closed san pedro street to cars has made a big difference during the pandemic. >> shops and restaurants stayed open, while others elsewhere closed for good. it's been great for o'flaherty's irish pub traffic wise on fridays and saturdays i noticed a lot more people walking up and down the closed roadway compared to what was on the sidewalks before, and i think business overall is slowly getting back to pre-pandemic, pre-pandemic levels and probably exceeding that. >> but closing down the streets will really only help for those cars, right? absolutely >> fire codes made it tricky to make this change permanent, but officials have worked that out, which means san pedro street is now closed for good. but the shopping area is very much open for business. >> this milestone in today's vote will spark a conversation about what is possible here in terms of lighting art, public performance, retail experience.

mahmood is officially running for the district five seat of san francisco. he posted on x today saying because it's time for results, not excuses, and it's time for dean preston to go . mahmood is a neuroscientist from stanford, a former policy analyst in the obama administration, and a founder of two startups. he has a focus on issues of homelessness, climate and public safety. >> we're waiting for special report from abc regarding the new hampshire primaries. but on the subject of the election, as we move closer to the march primaries, local community groups worry that people in underserved communities will not turn up to vote. abc seven news south bay reporter zach fuentes has more on the new campaign to get more people to participate. >> there can be more decisions about us without us. that's the message of the together we vote coalition, made up of several organizations that work to lift up underserved communities. >> collectively, their mission is to get more people in those communities, to get out and vote. >> really trying to build a broad coalition of low income voters and voters of color who

historically show up in very small numbers. >> their focus right now is turnout for the march primaries, especially in san jose. they've planned a series of nonpartisan candidate forums, with many incumbents running for city council seats. they say the primary may be the only chance for voters to have their voices heard when there's an incumbent in the seat already, which means name recognition above all else, they often win outright in the march election rather than going to a runoff in the november election. primary elections have been known to see low turnout in the june 2022 primaries. only 35.72% of santa clara county's registered voters hit the polls in november. that same year, more than 54% voted the together we vote coalition says even fewer in the communities they serve are turning out, but the folks who are the most impacted by the negative policies that our city council might advance are not showing up to vote. advocates say there are several reasons that play into why a lot of our community of color, they

don't know the rights, they don't know that they can get paid when they get out to go, that they have those free hours to actually go and cast their vote. >> they also say many are discouraged, especially low income and voters of color have been disenfranchized to the point where they just no longer show up to vote. >> they might think that their vote doesn't matter, that even, you know, maybe they have shown up and voted in a few elections, but nothing seems to change. but the coalition says if they can get more of those people out to vote together, those communities can make positive changes that impact them. >> that is why we are here today. to be able to educate, to be able to send a message of what primaries and their decisions can make an effect in the next years in the south bay. >> zach fuentes, abc seven news and polls just closed in new hampshire, and donald trump is being declared the winner by the associated press. >> this race was seen as nikki haley's last chance to keep her bid alive for the republican presidential nomination. there actually are democratic names on the ballot as well, but joe biden's isn't one of them. this is because of a dispute between

call this race. you can see right now with 15% of the vote in donald trump, with 53% of the vote, 45% for nikki haley, again, single digits, but not enough to win in new hampshire. as we know, nikki haley was endorsed by new hampshire governor chris sununu heavily counting on the new hampshire primary to give her momentum heading into the next showdown, which, of course, is her home state of south carolina. she's vowed to stay in this race even beyond tonight. take a look at this. what voters are saying is some of the exit polls tonight. asked before voting today, how were you registered? 50% said they were republicans. and that's not surprising. but look at this number, 47% say they're independent or undeclared. that second number is significant because those independent under cleared voters are who nikki haley was going for. let's get right to rachel scott. she's with the trump campaign tonight. rachel any reaction? >> well, right now i can tell you that allies of the former president are increasing their calls for nikki haley to drop out of this race because this projected win here in new

out our forecast headlines. overnight rain with some brief downpours. when i say overnight, i mean the early morning hours leading into the morning commute, which is likely to be a messy one because showers will linger through the morning hours. then thursday and friday we expect a mix of sun and clouds, some dry drying out before the next rainfall arrives. a closer look at the approaching storm on the exclusive abc seven storm impact scale. it's a level one storm, so overnight into the early morning hours we expect light to moderate rain once again. there could be some brief downpour, or certainly a wet and slow morning commute is expected and it will be breezy at the coast. forecast animation starting at 9:00 tonight shows that by midnight we'll see the first wave of rain arriving in the north bay, and then between midnight and about 5 a.m, all regions of the bay area will start to get some wet weather. this will be a steadier, more widespread rain by 5 a.m. and some heavy downpours. so again, complicating the morning commute just a bit. but by about 9 to 10 a.m. we'll see the main body of that system moving out of here with just a few light showers, isolated showers trailing that

rain. so we'll get a little bit of a break in the afternoon hours tomorrow. overnight low temperatures will be mainly in the upper 40s to about 50 degrees. highs tomorrow reaching only into the upper 50s. it will be a relatively cool day for most of the bay area, maybe up to about 60 degrees down in san jose. and here is the accuweather seven day forecast. and following tomorrow's level one storm, we expect dry conditions on thursday and friday with increasing clouds, though on friday ahead of our next rain system on saturday. then on sunday, sunny and warmer and dry conditions likely to linger into monday and tuesday and look at this if you're interested in weather conditions for the nfc championship game, levi's stadium sunday afternoon. niners taking on the detroit lions 70 degrees at kickoff time, which is 330 in the afternoon. sunny skies, 70 degrees. we haven't seen weather like this in a long time, and it will remain mild and clear into the latter part of the game that is winning weather right there
