accuweather forecast, abc seven news at six starts right now. now from abc seven live breaking news and that breaking news is out of the east bay, where a mother and her two year old child have been reunited after the child was taken in a suspected carjacking this afternoon. >> in. this video is exclusive to abc seven news. we were on the scene in san leandro as police brought that little boy back to his mom. you can see officers hand him over and she gives him a quick hug so relieved, the mother tells us a carjacker took her son out of the car, left him alone in this warehouse complex, and then kept going in the stolen car. >> a bystander found the child and called san leandro police. >> they found the child and employees had a vehicle and pulled over and dropped the child off and then fled to black mode. juvenile. about two years old. you say the child was in the back seat of a white honda accord. >> that's they believe was at 85th avenue near g street in east oakland. that's close to

the coliseum complex. >> investigators haven't said yet whether they have located the car or any possible suspects. we will, of course, keep you updated as we know more. download our abc seven news app to get push alerts. good evening. >> i'm ama daetz and i'm dan ashley. thanks for joining us. our other top story a tragic anniversary tonight. one year since the worst mass shooting in san mateo county history and right now a memorial is getting started in half moon bay. here's a live look at the scene. some people have already arrived. tonight's event is called heart of the farmworker. all of the victims of last year's shootings worked at mushroom farms in half moon bay. >> five were shot at the farm where the suspect, chen li jiao, worked. one person survived, three others were fatally shot at another farm a few miles away. hours later, the suspect was in custody. zhao was arraigned today on seven counts of first degree murder and one count of attempted first degree murder. he is expected back in court next month to enter a plea, and today, the half moon bay community is remembering the victims of the shooting. >> abc seven news reporter luz pena spoke with city officials

spencer christian is here with a look at the forecast. >> spencer okay, dan. and that break is about to end. here's a look at live doppler seven. you can see how close our next storm is to the northern california coast. and as a matter of fact, some of the first raindrops may begin to fall just before midnight. here's a look at our exclusive storm impact scale. this is a level one storm, so overnight, after midnight and into the morning hours, we expect light to moderate rain with some downpours mixed in there and without doubt it will be a wet and slow morning commute. here's a look at the forecast animation starting at 9 p.m. by just around midnight, we'll see those first areas of lightrillionain developing in northern sonoma county. then between midnight and 5 a.m, all of the bay area starts to get wet, weather steady rain, some of it heavy at times and of course, that leads to a messy morning commute. but after about 10 or 11:00 tomorrow morning, most of that steady rain will be out of here. only some trailing isolated showers will be left, but they will remain with us going into the eve hours. so what comes next? i'll have the answer to that in my accuweather seven day forecast a little bit later. >> dan okay, spencer, thanks very much. a dramatic rescue in

livermore of a woman sitting on top of a pickup truck that overturned in the water. you can see the crews hoisting her to safety after she spent all night stranded there. it happened just outside del valle regional park in livermore. abc seven news reporter ryan curry talked with the people who helped rescue her , airlifted to safety after being stranded all night, the woman that was involved had been there since 7:00 the previous evening. >> alameda county fire got a call around 10 a.m. tuesday morning about a woman stranded on top of her car at del valle regional park. they say she tried to drive over this bridge that is submerged in water. the water moving so fast it took her car off the bridge, flipping it over into the creek nearby. she was stranded with no cell phone to contact anyone. a camper found her and called for help. >> he was attempting to cross a cement bridge that had been topped by the heavy rains. so you can just imagine that

probably last night the water flow was even more heavier than it was today. >> you can see just how fast the water is moving. the fire department says they could not even safely enter the water if they did. they say they too would have had to been rescued. >> she is unreachable by foot, but she is safe and coherent. we will need some sort of rope or water rescue or a large vehicle to reach her helicopter became their only option. >> it's very deceiving. a lot of people think that it may only be knee high, waist high, but when it's traveling at a good clip like that, you got a good amount of pounds per square inch on every portion of your body. if it's enough to move a vehicle, it probably take your legs out. they say the rescued woman had symptoms of hypothermia, but was otherwise okay. >> she was able to communicate with firstrillionesponders while they took her to the hospital. the advice from the fire department be cautious on these roads during the winter. it sometimes can be hard to tell how fast the water is moving, especially at night. >> it's not a good idea to go

out there. just just wait. preplan if you live somewhere where you have to go through these type of areas to not have to go through, get your supplies and just kind of hunker down until it gets better in the east bay. >> ryan curry, abc that same chp chopper that rescued the woman in alameda county, then went to napa county to rescue a hiker who fell 20ft near linda falls. >> the napa county and angwin fire departments used a rope system to pull the woman up from that area, then carried her about a mile to safety. the 53 year old woman was taken to a local hospital with major injuries. >> new details investigators say a standoff involving law enforcement in contra costa county last night, several lasted several hours, ended with a murder and a death by suicide. deputies were called to do a welfare check at the home in an unincorporated area of brentwood . they made contact with a man inside the house who told them he was armed and claimed he'd killed a woman inside one of the bedrooms. swat officers entered the home after they say a gunshot was fired. inside. they

found a woman's body and a man who was shot himself. he was pronounced dead at a local hospital. >> new developments csu faculty members are back on the job after reaching a tentative deal on a contract. the agreement comes one day after union professors, librarians and other employees walked off the job in what was scheduled to be a five day strike. union members did not get the 12% salary increase that they wanted for this academic year. however, they did get and agreed to a 15% bump in salary over three years time, which was what cal state leaders had been offering for months. the deal raises the salary floor for the lowest paid workers and extends parental leave to ten weeks from six. >> now to our work to build a better bay area in san jose. a pandemic experiment to boost business downtown is now permanent. san pedro street, which was closed to car traffic during covid, is going to stay closed as abc seven news south bay reporter dustin dorsey explains. shoppers and business owners like it that way.

>> for all the negative changes because of the pandemic, the one at san pedro square was positive . the street was closed to cars in 2020 and it worked so well. it will stay that way. it's allowed for walking, biking, dining, even world cup watch parties. >> downtown is open for business . the possible investment is not just about a physical closure, it's about opening new possibilities for fostering community engagement and creating a space that resonates with the spirit of our beautiful city. >> the san jose city council unanimously voted tuesday to create the city's third pedestrian mall. the other two were created more than 50 years ago. mayor matt mehan hopes this is a start of more to come as downtown continues to transform. >> we're in conversation with all of the property owners here about potential improvements that could entail lighting public art. you can imagine this being a very vibrant space, closed san pedro street to cars

has made a big difference during the pandemic. >> shops and restaurants stayed open, while others elsewhere closed for good. it's been great for o'flaherty's irish pub traffic wise on fridays and saturdays i noticed a lot more people walking up and down the closed roadway compared to what was on the sidewalks before, and i think business overall is slowly getting back to pre pre-pandemic levels and probably exceeding that. >> but closing down the streets will really only help for those cars, right? absolutely >> fire codes made it tricky to make this change permanent, but officials have worked that out, which means san pedro street is now closed for good. but the shopping area is very much open for business. >> this milestone and today's vote will spark a conversation about what is possible here in terms of lighting art, public performance, retail experiences, face to face gatherings that build community, give people a sense of place and belonging. >> in san jose, dustin dorsey, abc seven news. >> now, let's get back to the story. we were talking about

earlier. the first anniversary of the half moon bay shootings. >> here's abc seven news reporter luz pena report. >> it's been a year since seven farm workers were killed in a mass shooting in half moon bay. and this community still recovering. >> there's still a lot of stress. there's still a lot of fear. there's uh. people should talk about the shooting, you know, talking about healing. that's going to be years before we can say, oh, we're healed from it. we might never happen today. >> one of the survivors, pedro romero perez, spoke to a group of community leaders reflecting back on leaving his house on january 23rd, 2023. unaware of the tragedy. that was hours from happening at the mushroom farm where he worked. >> romero esta conmigo getting emotional, pedro said he was sad and repeated that his brother is no longer with us. >> his brother, jose romero perez, was one of the victims. >> this is our moment and it's because we are remembering the people that we lost. the survivors, the people that survived the tragedy of a year

ago. um at the same time, um, there are there are some push for policy changes. after the shooting. >> farm workers, deplorable housing conditions were highlighted, leading the county to take action. >> so the county actually put a housing task force together right after the shooting. uh, it was a group of, you know, county staff that went into around the county visiting every farm survivor of the mass shooting who lived at the mushroom farms still don't have permanent housing. >> that's set to change this fall. >> you know, i've been very pleased to see that the city and county are working on creating more housing units that are affordable for extremely low income workers, farm workers to be able to both own and to rent. >> another plan that is still in the works is the purchase of this old nursery that will be transformed into farm worker housing. >> the county approved a 3 to 4 a to purchase a new property

here in half moon bay, where this is a future location for farmworker housing and know the great things. you know farming co-ops aside from housing, farm workers have sensed a shift in attitudes in the community. farm workers now feel more comfortable to make a 911 call, and that's one of the things that we i mean, that we want before. >> yes, the farm workers were out there. now people are talking about bringing them as part of who we are as they becoming our neighbors. and that has changed in half moon bay. >> luz pena abc seven news. coming up here, we try to help an east bay woman who's stuck in the philippines. >> why the airline won't let her fly. and who could change that? and next, an update from new hampshire, how the nati's first primary is shaping the

the new hampshire primary minutes after the polls closed. trump has about 56% of the vote. nikki haley has roughly 43% of the vote. this primary was seen as perhaps haley's last shot at staying in the republican race. the san francisco chronicle senior political writer joe garofoli says haley has a lot to consider when weighing whether to stay in. if she goes to south carolina, even if she does go there. >> uh- president trump former president trump is still very popular there. it's a very conservative state and uh. and then then she risks sort of the personal embarrassment, embarrassment to her brand to get blown out in a state where

she was the governor and there were also a number of democrats on the new hampshire ballot. >> but president biden was not one of them. this is due to a dispute between the state and the democratic party. he ended up winning because of write in campaign in san jose. a campaign is now underway to encourage members of underserved communities to get out and vote in our march primary, members of various community groups are now banding together to form the together we vote coalition. their plan is to mobilize these, get community members registered , and teach people their rights as voters. >> i love our community of color. they don't know the rights. they don't know that they can get paid when they get out to vote, that they have those free hours to actually go and cast their vote. >> the groups are also planning a series of candidate forums they believe if they can get more people out to vote, especially members of the underserved community, they can make more positive change. for those who often fall between the cracks. >> now to a first of its kind training involving muslim organizations and the fbi in san

francisco, the goal is to build more trust to counter the rise in islamophobia. abc7 news reporter anser hassan has a look at what both sides hope to learn from the rise in islamophobia across the u.s. has been well documented. >> the challenge now how muslim americans can work with the fbi to stop it. >> we want them to be partners with us in preventing and responding to hate. uh- one out of two muslim students are bullied based on their religion and according to other polls, muslim communities experience experience more prejudice than any other religious community in their interactions with law enforcement. >> maha elgendy is executive director of the south bay's islamic networks group, or ing. ing led a first of its kind training with agents and officials from the fbi and the u.s. justice department at the fbi field office in san francisco. >> the kind of training that, um, federal agencies were getting were it wasn't coming directly from muslim americans. and that's why this training was really significant.

>> al-gharnati says islamophobia is not happening in a vacuum. the training addressed stereotypes and misinformation, which lead to institutional discrimination against muslim americans. all the way up to national security policy. >> lack of trust that has always existed between both the fbi and muslim american community. cities where muslim americans have been viewed from the lens of national security. >> i would say even before nine over 11 in the last 50 years, the american muslim community has been treated as a suspect community. >> salam al-marayati is president of the national muslim public affairs council. his presentation attempted to expose how millions of dollars are spent to fund islamic phobia, which influences federal policy. he says it's critical for agencies like the fbi to understand the connection between islamophobia and national security policies, like president trump's 2017 muslim travel ban. >> that is why we have watchlist daetz. that's why there's

harassment and discrimination and profiling at airports. uh, that's why there's banking discrimination. >> an fbi special agent, robert tripp, in charge of the san francisco field office, says this type of meeting helps to bridge the gap with muslim americans. >> one of the concerns that came up is how the muslim community are perceived by other communities. and government servants. indeed, um, law enforcement. um, so i'm gaining their perspective. that was helpful for us in developing communication strategies. >> el junaidi hopes more outreach by the fbi will encourage more muslims to report hate crimes and incidents. >> if we want to change policy. it starts with education in san francisco, anser hassan abc seven news. >> all right. >> we need to find out when that next round of rain is coming. >> right. this was certainly a welcome break. spencer christian is tracking the next batch of rain coming in. >> it's just just hours away. here's a look at live doppler seven. you can see how close it is already to the northern california coast and it's moving

at a pretty good clip. so uh- right around midnight. we expect the first measurable rain to start falling up in the north bay. right now we're looking at current conditions 53 degrees here in san francisco. it's also between 5456 at oakland, hayward, san jose, san mateo and half moon bay. a nice clear view from emeryville. looking toward the bay bridge. it won't be clear much longer. 54 degrees right now in santa rosa. low to mid 50s. also at petaluma, napa, fairfield, concord and livermore . let's take a look at our forecast headlines overnight and into the early morning hours. rain with brief downpours for the remainder of tomorrow. just some scattered showers. and after that we get a couple of days of drying out on thursday and friday with a mix of sun and clouds. but let's take a closer look at the approaching storm, which on the exclusive abc seven storm impact scale is a level one storm overnight and into tomorrow morning through tomorrow morning. in fact, we expect light to moderate rainfall with a few isolated downpours or brief downpours. wet and slow commute lies ahead of us in the morning hours and it will be breezy at the coast during the rainfall. here's the forecast animation starting at 9

p.m. notice by midnight we'll see the arrival of the first lightrillionain in northern sonoma county. after that, it expands rapidly all across the entire bay area. again, steady rain, light to moderate generally with some downpours, mainly between midnight and 5 a.m, but the downpours and the steady rain will continue into the well through the morning commute into about the mid morning hours after that, the bulk of the storm will be out of here, but for the remainder of the day there is a chance of some scattered isolated light showers. so bear that in mind. rainfall totals by 11:00 tomorrow night will generally range between a quarter of an inch and a half inch in the south bay over in the east bay and on the peninsula. but up in the north bay it will be a bit wetter with rainfall totals closer to 8/10 of an inch. overnight. low temperatures will be mainly in the upper 40s to near 50. highs tomorrow. upper 50s across the entire region. maybe san jose will top out at a mild 60 degrees. and here's the accuweather seven day forecast. after that level one storm tomorrow, we expect some drying out on thursday and friday,

airline policy. >> abc seven news anchor diane lim is working to help moses domingo sits inside his 86 year old mother, vida's bay point home, and it's clear how big a role religion plays in her life. >> yeah, she prays her heart out. i think it's the best way to put it. >> she's currently relying on that faith, hoping she and her only son will be reunited again soon after a nearly two month separation. >> she's upset. she's she cries sometimes when i talk to her on the phone, you know, she just wants to come home. i want her to come home. you know? we all want her to come home. >> vida had gone to visit family in the philippines last september and booked a flight back to the bay area for december fifth on philippine air. also known as pal. but when she disclosed her copd or chronic obstructive pulmonary disease on a medical form, the airline did not allow her to fly unless she had a portable oxygen machine and then suddenly, of course, now we learn it's $3,100 to get the portable oxygen oxygen concentrator. so vida

made doctor's appointments to prove she was healthy enough to fly. here's a note from a doctor in palawan, which clearly indicates she is fit to travel. and there is no need for oxygen support. here's another letter from a doctor in pittsburgh who called it unbelievable. the airline wouldn't permit her to fly, but even then, no go believe the doctors, she said she's good to fly. >> she's good to fly. >> the airline issued jovita a travel credit instead, which still didn't solve how jovito would get back to the bay area if pal still required her to bring an oxygen tank on board. >> yeah, just couldn't afford it when our inquiries to philippine air did not yield results, we contacted congressman mark desaulnier's office, the philippine consulate, and the department of transportation all reached out to pal. >> so after months of not getting anywhere, i'm just utter like, you know, turmoil late monday night, moses got this voicemail he dispenser from philippine airlines will refund the remaining amount values of

the ticket because of the time zone difference. moses is still waiting to connect with pal to work out the details. however, this still doesn't solve the problem of getting his mom back. if airline policy won't allow her to fly with her medical condition. for moses, at least it's a start. >> it's very encouraging. i'm hoping, uh, this will all help get my mom home sooner than later. >> in an email to moses, the dot tells me they're investigating to see if there was a violation of the air carrier access act and if jovito was discriminated against because of her disability. we're also reaching out to several airlines to see if someone can accommodate her so that jovita and moses can be together once again in san francisco. i'm diane lim, abc seven news. is that a story? >> we'll keep you updated on that progress. well, your snail mail is being electrified. the us postal service unveiled its first electric vehicles and ev charging stations. they're located at a sorting and delivery center in georgia. the usps plans to add charging

stations at about 400 locations throughout this year, and it plans to have 66,000 evs within four years. >> caltrans is looking to fill some job openings. the department is in need of heavy equipment operators and apprentices here in the bay area. it's hosting a career fair this weekend. caltrans is trying to fill 11 positions across all nine bay area counties. >> it's not just a job, it's a career. because there's upward mobility here in caltrans, you can work as a mechanic or starting off as an apprentice and then move yourself up to about six different jobs. >> the career fair takes place this saturday at caltrans headquarters in san leandro, from 10 a.m. to 2 p.m. >> ebay is going to lay off about 1000 people. that's roughly 9% of its staff. the layoffs affect full time employees of the san jose based company. layoff notification notifications will happen over zoom. all employees have been told to work from home tomorrow. to quote, provide some space and

privacy for these conversations. this is the second round of layoffs in less than a year. last february, ebay announced it was laying off 500 employees and on this subject, more than 20% of the newsroom staff at the la times is looking for a new job. they just got laid off. reporter rob hayes, from our sister station in la has the story. >> just days after la times journalist hit the picket lines to protest expected layoffs. the expected layoffs became real layoffs. the times announcing today that it is shedding more than 20% of its newsroom 115 positions, eliminated. effective today, the la times guild, the union that represents about 450 of the paper's editorial employees, issuing a statement in part reading slashing a quarter of the newsroom is devastating by any measure to our members and their families, to our morale, to the quality of our journalism, to the bond with our audience and to the
