commute. yes, abc seven news weather anchor spencer christian is tracking that all for us tonight, starting with what we're seeing right now. >> spencer okay, ama and dan those some of us, you talked about are mainly in the north bay right now, but that rain is going to spread rapidly. >> let's go to live doppler seven. take a look at what's happening now. you see those dark, vivid colors up there in the northern sonoma county? that's some pretty heavy, steady and heavy rain from lakeport down to cloverdale to healdsburg. santa rosa right now is reporting only lightrillionain, but the lightrillionain is going to give way to much steadier, heavier rain. very shortly. the approaching storm i should say, the arriving storm is a level one on the exclusive abc seven storm impact scale, so overnight into the early morning hours, we expect light to moderate rain with occasional downpours. it will obviously be a wet and slow morning commute. here's the forecast animation starting at midnight, and you can see that the rain will spread rapidly between midnight and about 5 a.m, reaching all parts of the bay area, but it looks like the heaviest rain. the steadiest rain is going to arrive just as the morning commute is kicking off between 5 and 6 a.m, and

it's going to spread from northwest to southeast and hit all of the bay area, making for a very slow and potentially hazardous morning commute. however the good news is the rainfall will taper off and weaken a bit as we get into the mid midday hours. in the afternoon hours, rainfall estimates by 11:00 tomorrow night, anywhere from a quarter of an inch to just over a half inch in the south bay, the east bay and on the peninsula, and over three quarters of an inch in the north bay. dan and emma. okay, spencer. >> thanks very much. you can watch the weather as it moves in and right from your home, using the same live doppler seven that spencer uses every day. just search abc seven bay area in your device's app store to download it. >> now in the east bay, a two year old boy is back with his mother tonight after being taken during a suspected carjacking. police say the child was in the back seat of a honda accord. they believe it was on 85th avenue near g street in oakland. that's not far from the coliseum complex. the mother says the carjacker left the boy at a warehouse complex in san leandro . >> he found the child, and the

boy said a vehicle had pulled over and dropped the child off and then fled to a juvenile about two years old. >> we were the only ones there for the reunion. you can see officers and they handed the boy over to the mom and she gives him a quick hug. police have not said whether they have found the car or if there are any suspects in the carjacking tonight, governor newsom is highlighting another drop in highway shootings in the state for the second year in a row. >> the chp says it's a similar picture when it comes to the bay area specifically, but abc7 news reporter j.r. stone spoke with some who say there is still a lot more that needs to be done in a week and a half after a bullet went through this door, striking and injuring two children on i-880 in san lorenzo and less than two months after a truck driver believes a bullet shattered out his window and nearly hit him along i-80. >> 80 in oakland, governor gavin newsom and chp both say that there is actually improvement when it comes to highway

shootings. all new numbers show that statewide last year confirmed freeway shootings are down freeway deaths are down, and freeway injuries are down. 16 people died in california highway shootings in 2021. that number dropped to 10 in 2022. and just four last year are these numbers great to see absolute, but that doesn't mean we're stopping, right? >> it's just it's an indication that what we're doing is working. officer andrew barclay says. >> in the bay area, the highway shooting numbers have also dropped. he says the highest number of cases involving these types of crimes are in alameda and contra costa county. he credits partnerships between different law enforcement agencies and the information exchanged, being able to find trends over multiple years of, you know, for example, locations where we see more shootings days of the week, time of the day, things like that. >> what that allows us to do is

adjust how we deploy resources. >> while confirmed statewide shootings dropped from 349 in 20 22 to 270 4 in 2023, i spoke with the mother of five year old eliana, who was shot and killed along i-8 80, in fremont last april. she says these crimes are still being committed and there needs to be stronger penalties for those who commit the crimes. suspects in this case are still awaiting trial. caltrans confirms that 200 highway cameras are up across the bay area, but not fully operational until spring. hercules mayor dan romero pushed hard for camera years ago, before they were installed in his area along i-80 . he says these shootings are still happening and more local and state lawmakers need to demand that the cameras start being used and the cameras sitting up on along the freeway does us no good unless that information is going back to the police department. >> there could be a thousand cameras, but if they're not operating and giving information

jiao, who worked at both farms, was in court today facing his charges of murder and attempted murder in the first degree. tonight, abc seven news south bay reporter lauren martinez was at the memorial event. one year later. >> music, art and moments of reflection honor the seven farm workers killed in two workplace shootings in half moon bay. to mark the one year anniversary, dozens of farm workers and community members gathered at a loss for a memorial tuesday evening. the nonprofit and its colorful casita has become a hub and resource for survivors within the isolated farmworking community. >> we see the beauty of the work they do, but this moment marks a tragedy, a heartache, a heartbreak. >> the tragedy exposed local and state officials to how deplorable living and working conditions are. san mateo supervisor ray mueller addressed efforts underway to build a better future, and his commitment for change.

put it. traditionally held inside the castro theater since 2022, the conference has also shut down two blocks of the street outside, putting up massive barriers and makeshift structures in the middle of the road, something several businesses we spoke to told us was detrimental. no business was allowed to happen. deliveries also, the event was closed in, so they were only allowed to stay in their area. >> katie duggan works at rossi's deli. he says after several difficult years during and after the pandemic, another week with little to no business was the last thing they needed. >> a lot of people have been staying from home, leaving san francisco, so i think them having an event was nice, but it would have been a lot better if it was inclusive of the whole community. >> the concerns were heard all the way to city hall supervisor rafael mandelman, who represents the castro district, says although he thinks the castro theater closing for renovations, played a role in the conference, moving this year, he knows lesbians who tech were aware of some of the complaints from the neighborhood. >> lesbians who tech made representations. about their desire to try to address some of

those they were uh- relatively inflexible about some of the requested changes. >> mandelman says he's open to having the conference come back into town in the future. however, he tells me if it does come back, it'll have to be with some changes. >> if they come back in the future. i think we need to take a hard look at the footprint and figure out how to minimize impact on on businesses in san francisco, tim johns, abc seven news. >> ebay is laying off about 1000 people. that's roughly 9% of its staff. and the layoff notifications will happen over zoom. the layoffs affect full time employees at the san jose based company. all employees have been told to work from home tomorrow to, quote, provide some space and privacy for these conversations. this is the second round of layoffs in less than a year. last february, ebay announced it was laying off 500 people. >> all right. staying in san jose, where one of the city's favorite dining destinations will now be permanently closed to car traffic after today's

city council vote, san pedro street between santa clara street and saint john street will remain a pedestrian only walkway. this stretch first closed during the pandemic to try the car free way of life. supporters say it has helped local businesses there thrive. >> i've been working on san pedro street for the last 20 years uh- thanks to the temporary closure of san pedro square during the pandemic, uh, many of our businesses, my friends, were able to survive, and it's exciting to know this will soon be a permanent closure . >> officials with san jose fire opposed the plan, saying it didn't account for fire code. however, they say the newly revised plan addresses those issues in san mateo county, a new ordinance has passed to clear out homeless encampments. >> we first told you about the plan on abc seven news last night here at 11. this now makes it a misdemeanor to be living in an encampment in unincorporated parts of the county. when shelter beds are available, charges would be brought if someone refuses shelter bed offers twice. we've seen similar

>> yes. when where rain. okay you got it. >> let me answer all those questions. i'll start right now with a look at live doppler seven. we can show you when and where. right now we've got rain moving into the north bay, and some of it's pretty heavy already. now most of it is up in northern sonoma county right now, although this appears to be more widespread. the heavy rain than it actually is. but it's moving southward down towards santa rosa. will soon be pushing over into napa county and southward down into marin county. so we've got wet weather on the way right now. it is fairly calm here in san francisco, 53 degrees, mid 50s at other locations as well. oakland hayward, san jose, san mateo and 52 degrees at half moon bay. rather calm weather looking across the bay from emeryville 53 right now up north in santa rosa, 52 at petaluma and napa and livermore at 54 at concord and fairfield. and as we look across the embarcadero, these are the forecast headlines overnight and early tomorrow morning, rain with brief downpours for the remainder of the day tomorrow. some scattered showers. and then on thursday

and friday, we expect a mix of sun and clouds and some drier weather right now, though, we're looking at the exclusive abc seven storm impact scale. the approaching storm. the arriving storm is a level one overnight and early tomorrow morning. we expect light to moderate rain, widespread heavy downpours at times and of course a wet and slow morning commute is likely. here's the forecast animation starting at midnight not long from now, and you can see that very quickly. this rain is going to spread all across the bay area. by about 4 a.m. we'll see some even heavier rain pushing into the north bay and during the morning commute. that will also push southeastward and hit all regions of the bay area. so once again, if you're a morning commuter, you may want to give yourself a little extra time tomorrow. the storm will pretty much move out of here by then and start to taper off to just light showers by midday and overnight lows, generally in the upper 40s to about 50 degrees. and here's your day planner for tomorrow. 7 a.m. rainy and breezy at noon. scattered showers becoming even lighter into the late afternoon. partial clearing by 4 p.m. and by 7 p.m. clouds still lingering, but no rain is likely to be falling at
