but out of an abundance of caution, police will be at all five campuses today. classes will be in session as usual. >> there's a strong push in support of proposition one from san francisco city leaders. the measure would expand mental health services and funding if it passes in march. >> tents are not the answer to allowing the mentally ill to suffer on our streets is inhumane and unsafe for everyone . we must prioritize our veterans and treatment over tents and jails, supporters say this would help get people off the streets and into the help they need. >> if prop one passes, it would mean more than $6 billion in bonds will be issued with roughly $2 billion going toward housing. there also will be extensive oversight as to how those funds are spent. >> this morning a woman is safe after a very scary ordeal in the east bay. she spent monday night stuck in her truck upside down in rushing water, and her dramatic rescue was recorded

outside of del valle regional park in livermore. who alameda county fire says she was stuck from 7 p.m. monday until they were notified, which was around 10:00 tuesday morning. the woman reportedly tried to drive over a bridge that was submerged in water, and the water was moving so fast that it swept her truck off the bridge, flipped it over into this creek. rescue crews say they could only get to her by helicopter. >> it's very deceiving. a lot of people think that it may only be knee high, waist high, but when it's traveling at a good clip like that, you got a good amount of pounds per square inch on every portion of your body. if it's enough to move a vehicle, it probably take your legs out. >> the woman had symptoms of hypothermia, but amazingly and thankfully, no other injuries as that same rescue chopper. >> chopper wasn't done yet. it had a busy day. i had to go to napa county to rescue a hiker who fell 20ft down a waterfall.

the napa county and angwin fire department used a rope system to pull the woman up from linda falls in angwin. then they took her about a mile to safety. the 53 year old woman was taken to a local hospital with major injuries. >> this morning we're getting a better look at the damage left behind in san diego after heavy rain inundated that region on monday. entire blocks have been left damaged after mud and water rushed into people's homes, and many of them had just minutes to get away. the water came in through the door and it was very super fast. >> it took like probably 25 minutes and the level of the water went up to two feet. some residents, like ramon de la mora , said they're still figuring out where to stay and what to eat as they await next steps. we were able to do is to grab a few documents, the important ones and the doc and my wife and we just ran away. we couldn't even took the cars. >> a state of emergency was declared in san diego as parts

of the city were left underwater. some residents are now demanding the city do more to protect their neighborhoods. they claim they face minor flooding during storms for years, but the city hasn't done enough to mitigate the problem. >> the ceo of boeing will be on capitol hill today, meeting with lawmakers as the company deals with the grounding of its 737 max nine planes. gloria, this is coming as we're learning about a new concern on a different boeing plane. >> reggie, the faa is investigating after a boeing 757 lost its nose wheel shortly before taking off from atlanta on saturday. passengers had to get off the plane and then be bused back to the terminal. that incident comes after for the alaska airlines ceo spoke publicly about the incident on one of his company's 737 max, nine planes earlier this month, where a door plug blew off mid-flight. but he says he is frustrated and angry after inspectors found loose bolts on many max nine jets at the same time. united airlines, which

let's go to live doppler seven. it is an active morning out there. here's the wider picture combined with satellite. you can see this stream of moisture just kind of aimed at the bay area. we're now seeing heavier showers developing. here's live doppler seven. the local view even had a thunderstorm over the last 30 minutes. but it's really across southern marin county. the city and the east bay. we are finding some heavy rain falling across the golden gate now across the bay bridge. look at this. live doppler seven is estimated that underneath some of these downpours, rain is falling at more than an inch per hour. that is heavy rain that drops visibility and that does create standing water on our roadways. the ground is just so saturated that any of the rain that falls this morning is really just going to pool in a lot of areas. so this morning we have those downpours into the afternoon. the heaviest rain is gone, but we still have the chance of an isolated shower. temperatures only in the upper 50 kumasi so i'll take it from here still to come. >> the naughty zoo animals caught swearing at guests and each other and the lgbtq convention that is packing up and leaving san francisco

look at your drive times for this morning right now from tracy to dublin. it will take you 51 minutes from antioch to concord, 32 minutes. gloria, thank you. >> in the east bay this morning, a two year old boy is thankfully safe with his mother again. after he was taken during a suspected carjack. police say the child was in the back seat of a honda accord. they believe it was on 85th avenue near g street in oakland. that's not too far from the coliseum complex, the mom says. the carjacker left the boy at a warehouse complex in san leandro . >> he found the child and employees had a vehicle and pulled over and dropped the child off, and then fled to black male juvenile, about two years old. >> this poor kid and mom officers reunited. the boy and the mom yesterday. police have not said if they have found the car or any suspects in the carjacking for the second year in a row, governor newsom is highlighting another drop in highway shootings throughout the state. >> 16 people died in highway

shootings in 2021. that number dropped to 10 in 2022 and then to four last year. here in the bay area, caltrans confirms 200 highway cameras are up to help stop these crimes from happening , but not all of them will be fully operational until the spring. hercules mayor dan romero is in favor of the cameras and wants state and local lawmakers to demand that they start being used. >> the cameras sitting up on along the freeway does us no good, unless that information is going back to the police department. there could be a thousand cameras, but if they're not operating and giving information back to a police department, they're just a camera. when it comes to people injured in freeway shootings statewide, that number dropped slightly from 74 in 20 22 to 68 last year. >> today, the four men charged in the death of oakland police officer tuan lay will be back in court. officer lay was working undercover when he was shot while responding to a cannabis
