tv   ABC7 News 400PM  ABC  January 24, 2024 4:00pm-5:01pm PST

4:00 pm
afternoon. we're here at the police department, where any minute now we're going to be getting an update from both the deputies from the alameda county sheriff's office, as well as officers here at the union city police department. but let's recap what you just mentioned. moments ago. that's right. a shooting on dow avenue. and alvarado-niles road. that's just around the corner from here. this is a live picture that we're giving you heavy police presence. we couldn'trillioneally even get close to the scene. but one of our photographers had been there already. and this is how we're giving you that live. look. police dispatch audio into the newsroom. moments ago, giving us an idea about what happened. and yes, a deputy has been shot. let's take a listen. >> sapphire. sapphire 33370. >> dow avenue. shots fired. were you hit. >> i'll be heading there. >> now, we were just told that deputy is in critical, but not life threatening condition. that's good news there. but we
4:01 pm
are going to be getting more answers to some of these questions shortly here in just a few moments. alameda county sheriff's office says the deputies were serving a search warrant when the suspect opened fire. the injured deputy again with non-life threatening injuries. of course, we'll keep you updated as we learn more, which should be coming any minute now for now, i'll send it back to you guys. >> okay. thanks very much, ryan. we'll stay on top of this. of course. >> and now let's continue our abc seven news team coverage in castro valley. >> that's where we find abc seven news reporter zac fuentes at eden medical center. zach >> yeah, that's right. we're on stanton avenue right here. just behind me is a road that's open to emergency vehicles only. and that is where we have been seeing law enforcement cars coming in and out, many of them right now staying put just next to the hospital as we believe they're waiting for any updates they can get on their colleague that we now know was in critical condition, but facing non life threatening injuries that is the good news. that is that update. we just got really only moments ago. now what i can say is that
4:02 pm
while everyone out here has been anxious, there is a relative sense of calm and that probably is led to that update that we just got that their colleague is facing non-life threatening injuries, but still a lot of activity up and down this road as many officers have been coming in and out of the hospital still as this is still an investigation that is going to be worked on for some time. but again, we now know that deputies condition is critical. but non-life life threatening injuries again, we're still seeing some emergency vehicles coming in and out. we've seen different detectives and deputies going in and out of the hospital. as we've been out here in the last hour or so. again, we're going to continue to wait for more updates on the suspect and more on what led up to this, and we'll continue to track those and bring them to you as soon as we get them. right now, live in castro valley, zach fuentes, abc seven news. >> zach, thank you so much. and we did send out an alert as soon as this breaking news hit, making sure you're on top of the latest updates and weather with the abc seven news bay area app. just be sure to turn on the apps
4:03 pm
notifications. >> and again, we're monitoring that story very closely. but let's switch gears for a moment to the weather. things are clearing out now after a wet start to the day for more, let's go to abc seven news meteorologist sandyha patel. sandy >> yeah. dan. most of thatrillionain rain that came down this morning and soaked the morning commute has moved out, but showers remain behind the system. so let me show you the live cameras from mount tam to vollmer. we are still seeing raindrops on the lens. it is definitely a murky view from santa cruz and some clouds linger from sutro tower on live doppler seven. we still have some very light spotty showers across the region in san francisco, light showers and sprinkles in the east bay. berkeley street level radar heading into emeryville, powell street yes, for the afternoon evening commute, we are still dealing with some slippery roadways from greenbrae to larkspur, fourth street, san anselmo. watch out, you still will need those wipers. take a wider view of live doppler seven. you will see that there were some showers that came through thunderstorms south of us near monterey bay, and now,
4:04 pm
as we go, hour by hour, just some spotty light showers through this evening and late tonight. everything starts to quiet down. fog is with us tomorrow morning and that's going to start the day, so be aware of that breezy right now along the coastline 23 mile an hour. winds in half moon bay sfo 22. it's a one on our storm impact scale through tonight. spotty showers, some damp roadways and breezy along the coast. i'll be back with a look at what you can expect and whether these views will be changing as we head towards tomorrow. in just a little bit. kristin. >> oh, that's worth sticking around for. sandhya. thank you. oakland a's owner john fisher was in las vegas today to explain why the team has delayed new renderings for a stadium there. speaking at a las vegas chamber of commerce event, fisher says the team planned to present detailed renderings in december, but they decided to wait after the mass shooting at unlv. he says the team is now working with bally's to include plans for a resort around the stadium. fisher says the a's met
4:05 pm
yesterday with a contractor, designer and an architect to go over the plans, and he's looking for help paying for the $1.5 billion stadium that will be funded mostly with equity from my family. >> we'd actually like to do, you know, consider raising capital, especially from local investors, because we think that that creates a connection to the community. >> fisher maintains the stadium will be ready for the 2028 season in a second. >> walgreen's will close its doors in san francisco's downtown district. the store, located on two at 275 sacramento street, will shut down on february 27th. our media partners at the sf standard spoke with a store representative who says the closure is due to low foot traffic, just not enough business customers will now have to go to 3009 montgomery street, located, which is four blocks away. this will be the fourth walgreens to close in downtown san francisco since last fall. >> today is a big day in contra
4:06 pm
costa county. they are conducting their annual homeless count. it's an important figure to know because it helps cities and the county to get the funding needed for necessary services. as abc seven news reporter, anser hassan has the details. >> the count for the number of those who are homeless is on in contra costa county. >> this is a really important count because this count really drives a lot of the significant funding that comes in to serve this population. >> anna roth is the chief executive officer for contra costa health. on wednesday, 200 volunteers went out to count the number of homeless and unhoused living in the county, called the point in time count. this one day, head count is the figure that counties across the u.s. will use to secure local, state, and federal funding such as from the department of housing and urban development or hud. >> you name it, hud has one grant or another, um, that support us, and we have a little over 20 or about $20 million that we get in hud funding. and
4:07 pm
again, that is all based on this number of those millions of dollars are not just to help those on the streets, but to operate a wide range of services such as homeless shelters like this one in concord. >> that's where danny has been living for the past seven months. >> i have my own space and you know, i can't go out in the morning. whatever. find a job. work and come back right now in contra costa, we have about a 2% vacancy rate in all of our housing that's affordable or or above market rate. >> so that just shows you we need more housing and days like this will help us bring those dollars in. >> according to data from hud from the past 15 years, contra costa county has seen an overall decline in the number of homeless. more than 4000 people in 2008, just over 3000 in 2022, and then down to 2300 in 2023. but christie saxton, director of health, housing and homeless services, says this one day figure is often an undercount.
4:08 pm
of the total number of people they serve annually. >> last year, we touched over 10,000 people. um, and so that's a far cry larger than the about 3000 that you count on. you know, one day a year. >> the county says a more accurate count will also help with future planning. final count is due to hud in april in concord, anser hassan. abc seven news. a long planned housing development in the ultra wealthy community of belvedere is finally moving forward, despite public outcry about it. >> it's a story we first reported two years ago. according to the chronicle this week, the city council rejected an effort to delay the 40 unit project at mallard point. the development would be the first low income housing built in belvedere in 30 years, the report says. construction could begin next year. >> university of california students from around the state gathered in san francisco today to make their voices heard in a pro-palestinian protest. students from all ten uc campuses rallied outside the
4:09 pm
board of regents meeting in mission bay. they claim the university system is using their tuition money to fund genocide in gaza. protesters also say students who have tried to meet with administrators to discuss this have been denied. >> whenever we have tried voicing our concerns on our individual campuses, it has not been met with respect. we have not been heard. so we have been kind of pushed into this point where we have to come here in hopes that somebody will listen to our concerns about our safety . >> the group is calling on the board of regents to divest from any company that's funding genocide. we reached to uc for a response, but have not yet heard back. >> another pro-palestine protest happened today in san leandro. hundreds of health care workers rallied outside a company called l3 harris, which contracts with the us department of defense. protests say l3 harris creates some of the technology for bombs that are being dropped on gaza hospitals. one ucsf doctor at the rally says it's personal for
4:10 pm
him because he spent 25 years working in gaza. >> when those bombs are dropping on gaza hospitals, those are the hospitals that i've been in. those are the hospitals that i've seen people in. those are the hospitals where my colleagues have worked and lived and are now dead. >> he went on to say protesters want to see l3. harris charged with war crimes for violating the leahy act that says it's illegal for u.s. companies to engage in activities that contribute to human rights abuses. we reached out to l3 harris for a response, but we have not heard back. developing news out of southern california, where six people were found dead in the mojave desert. >> the bodies were found in el mirage, which is a remote part of san bernardino county, about 20 miles from victorville. video shows a dark colored suv riddled with bullet holes in. some of the bodies also appeared to be burned. investigators are not releasing a whole lot of details , but they said initially they found five bodies last night and then a sixth one was discovered
4:11 pm
this morning. the san bernardino county sheriff's office says no arrests have been made. >> it's a busy day. a lot more to come up next. new surveillance video of a little boy abandoned by carjackers and how police managed to reunite him with his family. also a bay area politicians contract proposal to prevent speeding is sure to rile up drivers. and the sense of relief in los altos as demolition of a fire ravaged shopping center finally gets underway. all of that and more in order for small businesses to thrive, they need to be smart, efficient, savvy. making the most of every opportunity. that's why comcast business is introducing the small business bonus. for a limited time you can get up to $1000 prepaid card with qualifying internet.

seven news reporter a south bay reporter dustin dawsey, explains the sound of excavators. hopefully means a return to normalcy is coming soon. >> clean up from a christmas fire now underway in los altos. this building along el camino real went up in flames on december 25th. now, almost a month later to the day, demolition on the 20,000 square foot building has started as you can see, the roof has collapsed so that collapse might might cause more collapse. >> and so we're going to dismantle this building from the top down, and then that'll allow a safe environment with hopefully no overhead obstructions for the firefighters and investigators
4:15 pm
to complete that investigation. >> the community has been anxiously awaiting this process to begin. the aftermath of the fire has created issues on the road with traffic blocked on el camino for a month, residents are happy to see the reopening getting closer. >> i almost have ran into people a couple times rear ended them because it's not. it's not a u-turn lane. it's just an open section in the road and they're making illegal u-turns there. so it's kind of a traffic, uh, problem. >> i think it helps if nothing else, for like traffic on el camino is already bad enough, so it'll definitely kind of improve things there. >> it's also caused headaches for nearby businesses like chef shoes and armadillo willy's as well. much of the parking lot has been closed, leading to a dip in business for these restaurant demolition is a long time coming. >> it could have been months, so we're happy and hopefully they're going to tear down the section where el camino be reopened again and we'll have some smooth traffic going through it, getting more customers in here after the origin and cause of the fire is determined by investigators, the city will complete the full demolition of the building, but when that happens and when the
4:16 pm
road reopens is still unclear. >> everyone hopes it's sooner rather than later. obviously we've had less of a struggle than the people who have businesses in the building and we empathize with them, but we still have our struggles, you know, even with being open, once it's down, hope, hopefully. >> fingers crossed, it'll, um, open up so our businesses can sort of get back to the norm in los altos. >> dustin dawsey abc seven news. >> look at this honda. it had bad damage after plunging into the water near the dumbarton bridge this morning. the chp believes the teenager behind the wheel was probably speeding down the long straightaway thatrillionuns along highway 84 when he lost control of the car. he wasn't hurt, thank goodness, but check out all the water pouring out of that car. probably a total loss. we'll have to see. >> yeah, that is crazy. all right. >> we have quite a bit of water to start our day, but the break won't be long. >> no that's right. meteorologist cindy patel is tracking it. good bit of rain today, cindy. >> yeah, this morning, i mean,
4:17 pm
it came down pretty fast, but it was a good soaking and then moved out of here with just some showers trailing this afternoon. dan and kristen, let's take a look at live doppler seven. and we'll talk about where we are. still seeing some moisture. so as we get you into street level radar right around vacaville, you will notice also heading across 80, it is wet across this region. light showers out towards the fairfield area and moving around. crockett. martinez seven 8680 you are going to run into some slick roadways as we take you back in time. yes, we did have some pockets of moderate to brief heavy rain this morning, but luckily it didn't cause any storm damage and it moved on quickly right now we are seeing just some trailing showers as we do have a very moist, low level environment. now take a look at the rainfall. last 24 hours. picking up 4000/700 in santa rosa. kentfield 6/10 half an inch san francisco oakland about a third of an inch in fairfield.

certainly going to be different from last weekend's game when it was just a soggy one. accuweather seven day forecast a morning fog giving way to a dry day tomorrow as we head towards friday. mostly cloudy friday night we have a chance of a few showers in the north bay. saturday. north bay showers. it's why there's no storm impact scale. it's not going to be area wide sunday spring like weather and above average. still monday before we bring in a level two storm on wednesday. so kristen and dan, i think that storm looks like it's going to have more of a punch. >> it does. okay. thank you. >> thank you sandy, very much. all right. let's update this breaking news. we're we've been talking about the top of the newscast today. this shooting in alameda county. and deputy shot and wounded to the area of the 33,000 block of dow avenue for a report of a deputy shot in the area. >> alameda county sheriff's department were they were serving a eviction in um during this investigation when shots were fired, um one deputy was
4:21 pm
was struck and has been transported to a local trauma center for treatment of injuries . is, um, right now it's an ongoing crime scene. um, multiple local agencies responded to assist um, and right now, you know, they're working the crime scene right now as far as identifying, you know, motives, finding finding out suspects, finding any information they can into the reasons why this happened. where was the deputy shot? uh, we don't have that information right now. what are you taking into custody? uh, i think they're working that right now. um, but as as far as i know, i mean, they're still working the investigation. do we mean it is a barricade situation, or is it. yeah, we have the we have the area lockdown. and they believe that the suspect is still in the area. um, so yeah, it's safe to say that it's they're barricaded right now, but right now we're still working on our leads to find out who this individual is and things like that. so you're saying suspect? >> i heard there was three suspects, possibly one in
4:22 pm
custody. two. two still at large. that was about an hour ago. >> i know our our our folks out there, they're working all leads. um, they may have some people detained, but as as of right now, as far as i know, there's at least one shooter, and that's who we're considering. the suspect. >> can you tell me the circumstances? was it at a business? i mean, it was very industrial. the area that i saw was. >> i can refer that question to the captain. as far as that. >> yes, it is an industrial area. the deputies were assigned to the civil unit, and they were there to affect an eviction. uh, when they arrived on scene shortly thereafter, shot a shot, was fired. a deputy was struck and as my partner here said, uh, non-life threatening injuries. but he is critical. and at a trauma center, being treated. i'm trying to understand it wasn't an eviction notice, but it was a business. so we're not sure if they were using that space for a residence or if they were using it for a business. those details are still being
4:23 pm
worked out right now. our focus is getting the individual or individuals involved into custody. >> do we have any idea on the type of weapon that was used here? >> we don't have that information. do you have a description of the suspect and an identity? we i don't have that information right now. you said one shot that we know of, but we're not. we're still trying to. it's still developing , you know, it's still an active scene. investigators are working it. so we don't want to get too, you know, deep into details that may or may not be accurate. how many deputies were there at the time that the one deputy was shot? um, i can confirm at least two, but i'm not sure how many were on scene. we don't usually do evictions with one person, so there were at least two deputies on scene. >> did they return fire? i don't know, at this point. >> we don't have those details. can you say which hospital he was taken to? >> no. as far as the, uh, road goes there, i'm sure some people might be anxious to find out. is
4:24 pm
how long the scene will be ongoing. >> do you have any anticipation as to how long the road will be closed down? >> well, we don't know. we had a critical incident and we are still trying to determine, you know, what we have and who we have. and so until that is, you know, until we can deem the area safe, then that road will be closed down. but my partner here can speak more to, you know, the roads here in union city and what's going to happen with that? >> yeah. right now we don't really have a time frame until we figure out exactly what we have. um, who's involved and, you know, as far as locating the possible suspects. so, um, there is no timetable. but for the time being, that area is locked down. um, and i suggest anybody that's coming through the area to avoid that area because it is going to be heavily congested. right now. is there any reason there's reason to believe he's in one of the buildings? we believe. we believe that, yes. any plans to move in or, uh, you know, i'll leave that up to the tactical side. they're out
4:25 pm
there. they're working the case right now. so, um, they'll be doing their thing out there. who scene is this? >> is he a union city or is it alameda county sheriff's? >> um, right now, primarily we it's our scene. it's union city scene. but we're working with alameda county as far as, um, you know, as far as the investigation as well. >> had you guys or alameda county sheriff's been to that location in the past, and if so, what for? >> as far as the sheriff's office, i don't know what the history is. >> i, i don't have the information on regarding the workup that our civil unit did prior to going to that location. >> as far as the union city's involvement, as far as best of my knowledge, we haven't been to that location for, um, any call similar to that. so you said you can't say what the nature. >> what that whether they were using that building for residents or for business is it just happened inside that building. >> correct. industrial correct.
4:26 pm
had somebody reported this suspect and that's what led to going to this location or that, then part of any long time investigation of the suspect again, i don't know the details of why they were being evicted, but civil was there conducting the business that our civil unit does. >> they affect the eviction once it's gone through the court process? so what the details of that process are, i don't know at this point. >> is there surveillance video and body cam footage of this incident? >> i mean, as far as the for the investigation, um, i'm sure i mean, our investigators out there are working on all that stuff, trying to follow all leads to see what's available and things like that. their body cameras were on when i mean, maybe that's her question. >> her, the deputies when. >> what i can tell you is that we do wear body worn cameras. we wear body worn cameras. whether it was activated or or not. i can't tell you that right now,
4:27 pm
can you go over the role of this? >> you've been listening in on a live news conference being held jointly by the alameda county sheriff's office in union city, basically what they said was alameda county sheriff's deputies were serving an eviction notice in the area when a suspect opened fire and struck one of the deputies. >> yeah. and this was at it's an industrial area light industrial miller interiors. it's a door company at doe avenue and alvarado-niles road again in union city. one deputy shot in the arm. we're told he's in critical but not life threatening condition at eden medical center. and whoever pulled the trigger, at least one suspect apparently still on the loose. yeah. >> so the war they want to get out. is that the suspect is still in the area, likely, and considered armed and dangerous. and if you have any information, you're encouraged to contact union city police. >> we'll continue to stay on this story. this developing, breaking news in alameda county and union city. but

as he was abandoned in san leandro not long after a carjacker in oakland. >> abc seven news reporter luz pena retraced the timeline of how the boy wound up there and how his family's persistence and ingenuity led law enforcement. more than 30 miles away to make
4:31 pm
the arrest. this shocking video shows the moment a suspect driving a stolen vehicle suddenly stops with a two year old boy in his lap, carries him out of the car, leaves the boy and drives off. >> the two year old boy is left wandering alone less than a minute later, a bus driver stops and calls for help. >> they found the child and the boys had a vehicle and pulled over and dropped the child off, and then fled to black mode. juvenile. about two years old. people in the area begin to come out of their businesses to help the two year old. >> it just happened just right outside my front door right there. these things happen. don't really surprise me anymore because it's just crime is on a upswing. >> this is the emotional moment when the boy was reunited with his mom in san leandro. he had been in the back seat of their vehicle when the car was stolen outside their home in oakland. we pieced together how the boy was found in san leandro for
4:32 pm
miles from home. turns out a police officer in san leandro had been listening to the oakland police radio. i actually heard that oakland was investigating a stolen vehicle that may have involved a child being taken with it, so once our officers were made able to make that connection, then we notified opd that we had a infant found. police officers arrived. on scene and confirmed the two year old was the same boy who had been kidnaped in the stolen vehicle. >> it's a great feeling, i think, for all the officers involved who were able to reunite the child with their family members, it's always, you know, great to be able to bring about a happy ending for a kid. >> as a mother, as a mother held her two year old, she gave police a key tool to go after the suspect in her car. she left her iphone and airpods. these key devices in this search, her cell phone as well as her airpods were still inside of her vehicle, so she was fortunate enough that she was able to get a friend's phone and utilize the find my iphone application and
4:33 pm
luckily, the two year old child was dropped off and they were able to be reunited. the mother tracked her phone, miles away from san leandro. her car was all the way in marin county at a mcdonald's parking lot. >> the mother was able to give us continuous updates, at one point showing that the devices appear to be uh- on tiburon boulevard. our sheriff's deputies responded and located the vehicle unoccupied in the mcdonald's parking lot. the security camera footage showed a male and a female exit the stolen vehicle and then leave, going northbound behind mcdonald's. >> the car was recovered and now tiburon police and marine county deputies were set on finding the suspect, but plainclothes detectives along with tiburon pd, were able to look in the area and found two subjects sitting at a bus stop, uh, near rock hill road on tiburon boulevard. back in oakland, the mother and her two year old son are recovering while thankful
4:34 pm
that even though her son was kidnaped, strangers and officers throughout the bay area made sure he came home. >> we don't operate on an island. we're not isolated. we utilize the help of other agencies and we often extend our help as well. >> in san leandro, luz pena, abc seven news. >> a california lawmaker wants to slow down speeders with a controversial proposal that's sure to rile up many drivers. the bill by state senator scott wiener would require speed limiters on vehicles sold or manufactured in california. the technology would physically prevent a vehicle from being driven more than ten miles an hour over the posted speed limit. it would apply in both city streets and highways. wiener says the bill is not government overreach. >> when the federal government started mandating seat belts, there were people who said that's an overreach. you're invading my freedom. i think we understand now that without that, seatbelts have saved countless, countless lives. >> last year, the national
4:35 pm
transportation safety board recommended speed limiters be installed on all vehicles. the devices are already required in the european union. >> now, this comes as data from the national highway traffic safety administration finds that california's roadways are ranked the third deadliest for pedestrians. >> yeah, sorry to see that obviously. and tonight the abc seven news i-team is taking a deeper dive into the areas of concern all across the bay area. >> i-team reporter stephanie sierra joins us now with the details. steph it's gotten worse here in california. yeah, much worse. >> and there are many areas of concern. to put that rise in perspective, data from the governor's highway safety association shows a 19% increase in us pedestrian fatalities since 2019. now as we mentioned, california is among the worst in the country, a trend we're seeing right here in parts of the bay area. why are so many california pedestrians dying at night? that's a question facing state leaders as a disturbing trend is threatening our roadways. >> we're not talking about near hits. we're talking about fatalities. we're talking about

pedestrians and bikers who are being killed because they're in a public space, a quarter of california's fatalities are pedestrians. >> that's according to federal data. through 2021. and that same data analyzed by the i-team shows that trend has worsened over the past decade. for example, in 2012, there were 653 fatal cities that it jumped to more than 100 in 2021. same story across the u.s. >> we are seeing nationally pedestrian deaths are the highest they've been since 1981, and that's kind of crazy because our vehicles are safer. we've made a lot of improvements in technology, but yet we're killing more, more people just because they're going out for a walk. >> jonathan adkins is the ceo of the governor's highway safety association. he says all of these crashes are preventable, but we want to have our infrastructure such that it's it allows for mistakes to happen and mistakes shouldn't kill you. >> i'm building an infrastructure where there's safe place to cross. >> but this san mateo family had

4:38 pm
the other top five counties reporting the most pedestrian fatalities that year are santa clara, with 35, contra costa with 20 and san francisco with 15. and that's the highest it's been since 2018. so what's being done about it? >> california has never prioritized pedestrian safety. >> state senator anthony portantino wanted to change that. a year after chan's death, the governor signed his bill sb 932, into law. it requires a county or city to identify high injury streets and intersections in its general plan and prioritize safety improvements to reduce collisions by 2025. >> we just need to, you know, hold cities more accountable to. >> case in point, the city of alameda launched the vision zero action plan, an effort to try and eliminate traffic deaths and severe injuries by 2035. >> just over two years. we have the safety improvements have been installed at over 130 intersections throughout the city. >> some of the enhancements include new lighting, upgraded crosswalks, markings, and new
