seven news reporter tara campbell has more on the story. >> mayor london breed making a case for prop e thursday, a ballot measure that would change police policy. >> it's about making sure that our police department, like any other police department around the country, can use 21st century technology, surveil technology, drones and using that as a tool. >> prop e would also loosen restrictions on police pursuits and this small business owner is all for it. >> on new year's eve, my store got broken into, um, about 3 a.m. in the morning, surveillance video catching the thieves in action and they were close to catching them. but due to police policy, they weren't able to stop them and let the suspects get away. >> you know, when we're out there at 3:00 in the morning responding to something, we don't need to leaf through a textbook to figure out that we're doing our job correctly. >> the san francisco police officers association also making a push for prop e saying the police commission is piling on too much paperwork.
5:02 pm
>> we don't want to be sitting behind a computer filling out dozens and dozens of forms where everyone has to do it in. it's redundant. >> i am firmly against prop e. i believe that it's unnecessary, that it would make us less safe. >> kevin benedicto was a member of the san francisco police commission, speaking to us as an individual and not on behalf of the commission. >> it's a poor way to make public policy, and that it sets a bad precedent for sfpd oversight going forward. >> and when asked about privacy concerns, the mayor was quite clear. there's no privacy anymore. >> that's what i'll say. who you know, everywhere i go, somebody is pulling out a cell phone recording me, taking pictures of me. and i know i'm a public figure. it is what it is. i can't have a private moment. but, you know, heaven forbid i take my wig off when i go to get my hair done. and she says, when it comes to privacy, the voters will get a chance to decide in march. do we want to be protected? do we want public safety? do we want
5:03 pm
accountability, or do we want privacy? >> tara campbell, abc seven news. new developments in the shooting that injured an alameda county sheriff's deputy. >> while that deputy was trying to serve an eviction notice, and we now know more about the person investigators believe was behind the shooting. abc seven news reporter zach fuentes has the details. >> 33370 dow avenue shots fired. who are you? hit >> i can't be hidden now. >> that was the call that came in after that. alameda county sheriff's deputy was shot. deputies were trying to serve an eviction notice that a unit and a union city business park wednesday, when they were fired at one deputy, was shot in the arm and taken to a local trauma center with non-life threatening injuries. >> recovering. he's still in the hospital. he is in good spirits. >> union city police have taken the lead on the investigation. they didn't say much about possible suspects the day of the shooting. and now in a thursday press conference, they revealed that they tried to negotiate with the suspects for several hours. they eventually got search warrants approved, and our swat team members made entry

into the into the business and located two um subjects who were deceased. >> um, those two subjects were believed to be involved in the shooting of the deputy investigators say that no deputies or officers fired weapons at the scene at first, officials said both suspects were killed by self-inflicted injuries, but later walked that back, saying that the deaths are still under investigation. >> the two people, a man and a woman, were believed to be in some kind of relationship. no business license matches the address of the shooting. police say the couple may have been using the building as a residence. >> it's a business dwelling with that which may have contained some sort of, uh, um, converted living space. >> a business owner next door to the unit had his glass door and window shattered. in the process of the investigation, as he worked to clean up, he told us that he didn't know who had been next door. so do you know what kind of business was run out of there or anything? or if it was a business? >> i don't know anything.
5:05 pm

5:06 pm
cause of the crash is still under investigation. the department of justice and the securities and exchange commission are now investigating cruz, the autonomous car company owned by general motors. the investigation follows october's incident where a cruz vehicle dragged a pedestrian about 20ft in san francisco. cruz paused all operations on public roads in november after the dmv revoked the company's permits to test and operate its vehicles on the state's roads. cruz says it's fully cooperating in all investigations. volunteers hit the streets in san mateo and alameda counties today to conduct the federally mandated point in time count of the unhoused population, some 450 volunteers fanned out across oakland are counting the number of individuals living in encampments and vehicles. the count is conducted every two years. the last count in february of 2022, revealed more than 3300 unhoused people in oakland. >> we do anticipate seeing some growth, but we're very excited about validating that number so that we can draw down the
5:07 pm
resources from our state, county and our federal partners. >> in all, there were more than 9700 unhoused people in alameda county in 1800, and san mateo county at the time of the last count. >> again, that was in 2022. oakland is facing another disappointing headline today. violent crime rose 21% last year. that's according to the new citywide crime report. robberies, burglaries and vehicle thefts all increased as well. that comes as oakland nears one year without a permanent police chief. mayor shengtao fired former chief leronne armstrong last february. an interim chief has led the department since then. in december, mayor tao reject a list of three finalists submitted by the police commission, so the process of finding a new chief had to start over again. we have to ensure that we have the right person in this role, and so we want to make sure that our department stays robust, but not just that, but have accountability, um, as well. >> and so i continue to work with the police commission to ensure that we have the best of the best. and so that

we're very grateful. what an honor it is to have his statue here. now, i cannot tell you how much this means to for the mineta family. >> i want to say, if you get reports of some man or men talking to this statue hour upon hour, please do not have them remove us. >> laughs. love and legacy shared from mineta's sons and wife during the special statue unveiling ceremony for norm mineta. after spending time in a japanese internment camp, mineta became the first asian american mayor of a major u.s. city and eventually the secretary of transportation. he was a trailblazer and an advocate. norm was a victim of injustice and what did that do to him? >> it fueled a quest for justice. he is a beacon for all of us.
5:10 pm
>> and this very divided moment in this time when we are two bitterly divided over too many things, a beacon to find our better angels. >> state senator dave cortez hopes this beacon, this statue sparks the questions of who this man was and why he is honored in this way. >> and when they ask the why question, hopefully i believe it will happen. the stories will come out like the dozen or more stories shared by the group of distinguished speakers thursday. >> for the man who now holds the same office, this statue of his predecessor has a living purpose . >> we want to show our gratitude and our thanks and honor him, but we really do it for us, for our kids, for our grandkids, for future generations. to say, hey, this is the best of humanity. this is what we can be. there are lessons that this great man and his story has to teach us at san jose mineta international airport, dustin dawsey, abc

need to. don't worry, you make sure you get it right and i'm sure the players are the same. everyone just knows it's it. if you don't win. >> you know, we definitely had a salty taste in our mouth from last year and we knew how how good this team can be. and teams like this don't always come around. so to have it and to have this opportunity and to be in the position we're in, um, the sense of urgency is definitely high. >> i think the most crazy thing is, well, the just from rookie year to now is you just see the you just feel like it's more important now. you know what i mean? versus rookie year. you're not really sure what's going on. but now that's i haven't been in it a few times. it's like, all right, i've been here before. i know what it takes. >> all the effort you've put in throughout offseason, otas, the summer training camp, you know, every single day, every decision that you make kind of leads to this moment. and hey, we're here. so what are we going to do as a team to win this football game? and i have a lot of belief in our team that we're going to go out there and do all the right things. >> so the 40 niners hit the practice field tomorrow. so one more day of availability with
