the shoreline. they are proposing a massive project that not only would elevate seven miles of the embarcadero, but also raise the shoreline from aquatic park all the way to heron's head park at a cost of over $13 billion. >> it establishes approximately where the corps of engineers and the city to build coastal resiliency and mitigation features, both structural and nature based. city and federal leaders want to act fast, taking public comment in 2025, obtaining congressional approval in 2026, and if congress signs off completing the project by 2040, we can all feel confident that we did something to impact future generations and we have set the seed for them to also think about how we take care of the planet and leave it in better condition than we found it. >> if approved, roads and buildings along the embarcadero will be closed for months or even years, creating a downtown disruption that officials say is never sensory. this is about the

potential for massive disruption of our city, of our transit systems, of our downtown. >> we cannot let that happen now. >> the federal government would pay about 65% of the project. the rest would come through city and state funding. if all goes to plan, it would be the most expensive infrastructure project in city history. live in the newsroom ryan curry, abc seven news. >> all right, ryan, thank you. >> san francisco mayor london breed says the moratorium on street vending in the mission district is making the area safer and cleaner. a report by the mayor's office says there's been a 30% decrease in assaults and robberies combined since the moratorium went into effect. the report also claims there's been a 23% decrease in requests for street cleaning. the mayor's also hailing a survey of business owners in which more than half of them say they feel the corridor is now safer and 3 in 4 want the moratorium to continue through. the city implemented the temporary vending ban to combat the sale of illegal goods in november. it

expires next month. licensed vendors are against it, saying that it hurt them financially. >> critics of oakland mayor shengtao are ready to take the next step in their recall effort. today, the recall organizers posted official notice of the effort in the newspaper intercity express, and they plan to begin gathering signatures next month. they have to submit signatures from about 25,000 registered voters to the city to get the recall. on the election ballot. >> sheriff's deputies are investigating an officer involved shooting in the area of palisades ski resort, according to the placer county sheriff's office. the incident took place at the olympic village inn near the resort they're calling it a, quote, critical incident, but they're not revealing more except to say there's no danger to the public. they're asking people to avoid the area while the investigation continues. this is the second notable incident in the area. this month. back on january 10th, a man was killed and three others injured when an avalanche struck

the resort in the north bay. >> the future of a beloved child care center is now in jeopardy. the fairfax, san anselmo children's center was sent an eviction notice this week. for decades, the center has been a lifeline for hundreds of low income families across marin county. >> abc seven news reporter cornell bernard explains what's behind this eviction attempt, and the bubble may soon be bursting for families whose kids attend the fairfax san anselmo children's center most every day. >> basically a constant state of stress, teacher mariana giordano is stressed about the future of one of marin's few subsidized, low cost child care providers. >> what's going to happen to our jobs? where? what are we going to do? what's going to happen to all these families you are required to remove from the premises? >> center director heidi tomsky reads a 30 day eviction notice. she received this week from the ross valley school district, which owns the property. >> if you fail to vacate the premises, legal action will be taken against you. >> the district did not renew

the center's lease last summer over safety and seismic concerns at the site. for the past 50 years, the center has been a lifeline for thousands of low income families. >> not a lot of opportunities around for our kids and this is one opportunity and it's kind of sad that they're trying to just shut it down. >> i went back to college five years ago to learn english. >> parent marcella sosa says that education would never have happened without this childcare center, as a safety net for her daughter. >> we only want to be here and want to give our kids and a safe place and go to work knowing that they're safe, the children's center says they made a formal offer to the school district to buy the property last november, but that offer, rejected by the school board, citing lack of documents and conditions. >> if they evict us, the center will close after 50 years and these families will no longer be able to send their kids here, and many of these families will not be able to afford to stay in

the ross valley in a statement to the community, the ross valley school superintendent said in part, this was not the outcome we hoped for or work for over the past 21 months, both our vsd trustees and staff were dedicated to doing everything we could within our purview to preserve the valuable, affordable child care services provided by fscc. >> many here are hoping the school board will reconsider the eviction, so we'll ask them to just please reconsider the decision and you know, help us in fairfax. cornel bernard, abc seven news and now to the discovery of caves along the banks of a river in modesto. >> and officials say homeless people have been living in those caves. but the caves are potentially dangerous for both the unhoused and nearby residents. reporter tori apodaca was able to get a look inside the hidden homeless caves tucked along the tuolumne river in modesto. >> these are basically stairs that they made to get down to

the dwelling, tracy rojas took us on the treacherous walk to see the craters created near crater avenue and if one of these were to collapse, it would be devastating. >> this whole side would come down and into the water >> 7,600 pounds of trash. that's how much was cleared out by volunteer groups and police. so this was fully furnished? >> yes. >> there was bedding, there was little things up on the on the mantle, for lack of a better word, mantle. um, food items, uh, drugs, gun. >> we had a hard time figuring out how they got so much stuff down in there. considering how hard it was, it's always harder to get it up the hill and get it out. >> chris guptill was one of these volunteers who says they found eight caves in total, but it wasn't the group's first time down here and we really don't have a known solution to deal with it. >> you can see the hooks on the wall where they had bottles and things like that hanging down, painted pictures and even a makeshift fireplace.

>> this was someone's home. what do you think needs to be done to stop this from happening? >> well, i think we need more, more emphasis on on the homeless. >> i mean, they're at the point where you can see to me that they're desperate. >> we asked modesto police and the city what's being done to prevent people from coming back to cave camp. the response? yes, they will continue to monitor the area and connect the homeless to services. >> it was already been proven that people are willing to dig those things out. so i don't think filling them back in with any material would work. the caves cleared for now, but the neighborhood near the river is feeling no real sense of peace in this problem. >> it's a hazard for not only the homeless who live in there, but the people who are walking up here. >> tori apodaca reporting park rangers are considering adding cameras to that area to try to keep a better eye on the situation. >> a local police department is facing a social media backlash because of a new netflix docu series. american nightmare is about the denise huskins case.

as you know, san francisco has been struggling to recover since the pandemic. but some neighborhoods had problems even before that. haight ashbury, among them homelessness, a drug crisis, business closures. they've combined and made the home of the summer of love anything but lovable. >> in an effort to improve the neighborhood, residents and the business community, with the help of the city, transform the haight into one of the most vibrant and safe communities. >> so the question now is, could that be a model for other bay area cities building a better bay area everywhere? abc seven news reporter lyanne melendez is here to tell us, how did they do this? >> yeah, well, it wasn't just one thing or two things. it was several things. but you have to understand that the haight street corridor is known for having business owners who voice their concerns. now, some of you may remember the sit lie law, where people were not allowed to sit or lie on the sidewalk or they would get fined. well, many

merchants there pushed for that. it really didn't work. and now, years later, merchants and residents have taken a different approach to revitalizing the area. tourists have never stopped coming to the haight ashbury. this famous corner represents the center of the hippie movement of the late 60s, and the summer of love changed the narrative of american culture. >> thousands of young people from around the country were descending on the city's haight ashbury district. >> we do not have an obligation to feed these people to house them or to care for them. the neighborhood saw a decline shortly after. >> since then, the haight has struggled, experiencing years of ups and downs. but between 2010 and 2015, the obvious street problems hampered any efforts to revitalize the area in 2016, mistakes made by the city's street construction project hurt businesses. >> construction crews have hit underground gas lines, resulting in five gas leaks since april on

a single block of haight street. kristen sze evans is with the haight ashbury merchants association. >> by the time that construction project was over, it was well over 20 vacant storefronts. so a lot of businesses gave up during that four year construction period, and at the peak of the pandemic, the haight had 32 empty storefronts, nearly a quarter of all businesses in the neighborhood closed. >> and that's when merchants and residents of this neighborhood came together to ask for help. first came the retail vacancy tax to encourage property owners to lease empty spaces or face a $250 per linear foot tax that doubles every year. >> we've seen the rents come down and landlords be more motivated to fill the spaces, and so more than half of those vacancies are now filled. street cleaning and power washing by public works followed the streets here are practically gleaming. >> the haight is also one of six

san francisco neighborhoods with community ambassadors providing an extra layer of security. i haven't seen a single tent here. huh? where are they? >> so there are still tents in the neighborhood. they tend to not be on haight street itself. >> proposition c, a business tax to fund services and housing for homeless people, has also benefited this neighborhood. most businesses here are pleased with the results it brings. >> the tourists in. for sure. it gives a good word that they can come back to the city and to the haight ashbury district. um, they're more able to enjoy the city and all all neighborhoods. so it's a lot cleaner, a lot safer. i think it also is as fewer people are spending time downtown, they're spending more time in the neighborhoods. >> but this neighborhood, which has been a safe haven for the youth who never stopped coming here since the late 60s, now finds itself losing them. >> the young people who put the haight on the map and kept the

counterculture movement going aren't coming here anymore. >> we, um, focus on working with youth and young adults 29 and under, one reason those people are missing the haight is now what some call a service desert for young people. >> nonprofits like homeless youth alliance, larkin street youth services, which once provided direct services to youth in this neighborhood, have scaled back dramatically. a casualty of the high cost of office space. even the haight ashbury free clinic closed in 2019. >> many of the resources that our young people are asking for from us, we have to refer them to other parts of the city, and particularly in parts of the city that they have identified they don't feel safe in, and that can include downtown and so while the haight may be cleaner and thriving, the neighborhood now struggles to find ways to support and keep the young dreamers that have long found solace in this neighborhood.

>> and that commercial vacancy tax was introduced by board president aaron peskin. and what has also helped to bring back businesses. there is number one, the process to open a business was streamlined and number two, new small businesses got their fees waived during their first year. all of that was introduced by the current mayor, mayor london breed. but what's interesting is that the haight ashbury and the tenderloin are represented by the same supervisor. so it tells me that i mean, the community involvement is very important. sure. >> and it's so nice to see because there's so much history and culture there, right, to see that come and get lost, cut through the bureaucracy. >> you can get things done. yeah, exactly. thank you. liane. sure >> well, the city of alameda is a step closer to accessing millions of gallons of recycled water. the army corps of engineers and east bay municipal utility district have both signed an agreement that will provide $3.2 million in federal funds. the money will be used to
