because of climate change. and they have a plan to protect it. good evening. >> i'm ama daetz and i'm dionne lim. big changes could soon be coming to the san francisco bay shoreline. seen here on drone view. seven city and federal leaders want to raise portions of the embarcadero to prevent flooding from climate change. >> abc seven news reporter ryan curry has the details on this expensive project, which could help build a better bay area. >> the embarcadero could look very different in the coming years, thanks to a plan to raise the ferry building and the roads seven feet. the reason city and federal leaders are trying to get ahead of climate change. >> our future depends on taking action now. this is why the draft plan is so critical to protecting the city's seawall from earthquake and flooding risks. >> that draft plan from the army corps of engineers shows how rising sea levels could damage the shoreline. they are proposing a massive project that not only would elevate seven miles of the embarcadero, but also raise the shoreline from aquatic park all the way to

heron's head park at a cost of over $13 billion. >> it establishes approximately where the corps of engineers and the city to build coastal resiliency and mitigation features, both structural and nature based city and federal leaders want to act fast, taking public comment in 2025, obtaining congressional approval in 2026, and if congress signs off completing the project by 2040. >> we can all feel confident that we did something to impact future generations and we have set the seed for them to also think about how we take care of the planet and leave it in better condition than we found it. >> if approved, roads and buildings along the embarcadero will be closed for months or even years, creating a downtown disruption that officials say is necessary. this is about the potential for massive disruption of our city, of our transit systems, of our downtown. >> we cannot not let that happen. >> now, the federal government

would fund about 65% of this project. the rest would come from state or city funding. if all goes to plan, it would be the most expensive infrastructure project in city history. in the newsroom, ryan curry, abc seven news. the north bay felt a small earthquake today. >> it hit at about 1:30 p.m. the magnitude was a 4.2 and the epicenter was close to the geysers. most describe the shaking as weak or light. some people as far away as san francisco, though, reported it to the usgs that they felt the earthquake. the future of a beloved child care center is in jeopardy. the fairfax san anselmo children's center was sent an email eviction notice this week for decades, the center has been a lifeline for hundreds of low income families across marin county. abc seven news reporter cornell bernard explains what's behind the eviction attempt at the bubble. >> may soon be bursting for families whose kids attend the fairfax san anselmo children's center most every day. basically

a constant state of stress, teacher mariana giordano is stressed about the future of one of marin's few subsidized, low cost child care providers. >> what's going to happen to our jobs? where? what are we going to do? what's going to happen to all these families you are required to remove from the premises? >> center director heidi tomsky reads a 30 day eviction notice. she received this week from the ross valley school district, which owns the property. >> if you fail to vacate the premises, legal action will be taken against you. >> the district did not renew the center's lease last summer over safety and seismic concerns at the site. for the past 50 years, the center has been a lifeline for thousands of low income families. >> not a lot of opportunities around for our kids and this is one opportunity and it's kind of sad that they're trying to just shut it down. >> i went back to college five years ago to learn english. >> parent marcella sosa says that education would never have

happened without this child care center, as a safety net for her daughter. >> we only want to be here and want to give our kids and a safe place and go to work knowing that they're safe. >> the children's center says they made a formal offer to the school district to buy the property last november, but that offer, rejected by the school board, citing lack of documents and conditions. >> if they evict us, the center will close after 50 years and these families will no longer be able to send their kids here, and many of these families will not be able to afford to stay in the ross valley. >> in a statement to the community, the ross valley school superintendent said in part, this was not the outcome we hoped for or work for over the past 21 months, both our vsd trustees and staff were dedicated to doing everything we could within our purview to preserve the valuable, affordable child care services provided by fsoc's. see, many here are hoping the school board will reconsider the eviction, so we'll ask them to just please reconsider the decision and, you

know, help us in fairfax. cornel bernard, abc seven news. >> in the east bay, organizers behind the campaign to recall oakland mayor shengtao took the next step today, posting an official notice of intent about their petition in a local newspaper, the inner city express. it includes pages and pages of signatures 226 in total. the organizers wrote, quote, lives have been lost, property destroyed, businesses have shut down and fear and collective trauma are a daily occurrences for oaklanders. we see the concerned citizens, therefore demand your recall for the sake of our city's future. end quote. the mayor did not respond to the notice of intent to recall before it was posted, but we spoke with the mayor live on midday live yesterday. you know, i wake up every single day and i have the best job in the world in my opinion. >> i have the best job because i can create that deep impact in the community. you know, around public safety and safety. uh- affordable housing is so much more. and i just implore

everyone in the city of oakland that during these hard times that we have to come together. it takes all of us. it takes a whole village in order for us to move forward. >> recall organizers plan to begin gathering signatures next month. they have to submit signatures from about 25,000 registered voters to get the recall on a ballot. there's a new effort to revive an old partnership to help crack down on crime in the east bay. abc seven news reporter anser hassan spoke to the mayor of berkeley, who initiated a meeting today. reporter crime is an issue that doesn't stop at one city's borders or one county's borders. >> this is a regional challenge. >> that challenge runs along the i-80 corridor from richmond to berkeley, down through the rest of alameda county, says berkeley mayor jesse arreguin. >> organized retail theft, for example. what happens in emeryville or oakland impacts berkeley. it impacts richmond, uh, and while our law enforcement agencies work together, there's definitely an opportunity for more collaboration. mayor arreguin led a meeting on friday to resurrect the east bay public

safety corridor, an initiative from the 1990s formed to combat crime. >> it roughly encompasses richmond down to fremont along the i-80 and 8-80 corridors. mayors supervisors and law enforcement agencies from both alameda and contra costa counties, along with the fbi and bart, were on hand for this opening round of discussions. originally this collaboration will lead to more data sharing and more uniform policies. >> different cities have no chase policies, and so say, you know, one one law enforcement agency is chasing somebody who's engaged in serial retail theft through one city. and then when they go to another city, it doesn't have a no chase policy. it makes it hard to coordinate and to and to hold people accountable. >> crime doesn't see boundaries. >> alameda police chief san jose took part in the meeting. he says local law enforcement already works collaboratively. but, he adds, uniting with city and county government can improve those efforts. >> while law enforcement is one resource, we want to force multiply with all the resources that can have an impact on

public safety, mayor aragon says. >> public safety isn't just about more policing, but also strengthening violence prevention and tackling mental health issues, he adds working as a region may prove more powerful in sacrament, so i think rather than us all launching our own things, working together, we we're going to be more effective and probably more competitive at being able to draw down state and federal resources a more formal partnership will be announced in the coming weeks in the east bay anser hassan abc7 news. >> an iconic san francisco store is shutting its doors after 86 years in business. jeffries toys, which opened its first store in 1938, says it will close permanently next month. the store owners say it has been a struggle to keep the doors open, blaming the decline of the downtown area. consumer spending and shifting retail trends. jeffries toys is located on kearny street in union square. meantime, downtown san jose is thriving. what's being done there that other cities could use to build a better bay area?

>> abc7 news south bay reporter zach fuentes got answers. >> it's been a big week filled with positive headlines coming from downtown san jose. >> we're just seeing so much more vibrancy. we're at 110% foot traffic compared to covid. when you take 2019 numbers, saw a series of block parties and events that drove large amounts of that foot traffic. >> now, in the last week alone, the san jose city council voted in favor of officially making the popular san pedro square a pedestrian mall. that news, coming after years of temporary measures to keep the road closed since the start of the pandemic. yeah the next day saw the grand opening of the much talked about san jose downtown food hall, featuring 26 restaurants under one roof, attracting many first time entrepreneurs like shabana sarang. >> i just saw it and i just fell in love with it and it was like love at first sight for me and i just knew it was where i wanted to start. while officials are banking on the food hall and san

pedro square's pedestrian mall model to bring in more foot traffic, they say the work can't stop there right now. >> the downtown boost is mostly because of nightlife. the goal is to grow traffic during the daytime, too. >> it's still slower and more quiet in downtown during the week, but that is changing as well. so more and more companies are asking their workers to at least come back three times a week or so. >> in the meantime, a new pilot project is in the very early stages of development. one that aims to add more vibrancy to the stretch of downtown between fourth and market streets. >> we're trying to make troc property owners beautify their buildings with paint. paint them , add some lighting to it. the downtown association says it will be a challenge to get all the property owners on board, but they're optimistic. >> they say it's at collaborative spirit that has led to the recent success and can be a model for downtown's and other bay area cities. >> we have various agencies we have the city that is very interested in revitalizing downtown. we have property owners that are super passionate and involved, and all of this is what it takes to move the needle . and i think this is a recipe

he always knew the homeless sought shelter in the area, but didn't know to what extent until volunteers and officers with the modesto police's community health and assistance team cleaned up the area this weekend . >> honestly, i just started laughing and said how creative they were. >> the cleanup exposing eight caves dug into the riverbed as wide as ten feet, according to volunteers. large enough to fit chairs, tables and even beds with most of these caves located literally on the riverside side. some neighbors have safety concerns, but others ask where else would the homeless go? >> i know it's dangerous, but they're also out in the elements. what's dangerous? freezing or starving or living in a cave that i'm sure they know how they built. and they know how sturdy it's going to be . >> the city of modesto did notrillionespond to a request for comment in a facebook post, modesto police said that officials offered resources to transition the homeless from the caves into shelter or housing. >> let them have their peace. they're out of everybody's way. >> but for some neighbors like

brian, the caves aren't a problem. >> i mean, it's getting them out of the weather. it's not hindering anybody. and i thought it was a good idea they did it. >> that was gabriel porras reporting another cleanup of the area is planned for february 10th. a jury says former president donald trump must pay more than $83 million to a writer who sued him for defamation. former magazine columnist e jean carroll claims trump raped her in a department store more than 20 years ago. then defamed her when he denied her claim. it's the second time over the past year a jury has awarded carroll millions of dollars in damages from trump. stocks finished. mixed at the end of the week, the dow jones added 60 to close at another record high. the tech heavy nasdaq was down 55. the s&p 500 shaved three points to post its first decline after a six day winning streak, san francisco based salesforce announced earlier today it is laying off 1% of the workforce, according to the wall street journal. the company is estimated to be laying off about 700 employees globally. it was almost exactly

residents and business community members with the help of the city, transformed the haight into one of the most vibrant and safe communities. could it be a model to build a better bay area in other places? >> abc seven news reporter liam melendez is here to tell us how they did it. leanne >> well, this is a great example of, you know, the community coming together and say we are going to get things done because you have to understand the haight street corridor is also known for having business owners who voiced their concerns. you know, some of you may remember the sit lie law where people were not allowed to sit or lie on the sidewalk or they would get fined. now, many merchants there pushed for it, but itrillioneally didn't work. and now, years later, merchants and residents have taken a different approach to revitalizing the area. >> tourists have never stopped coming to the haight ashbury. this famous corner represents the center of the hippie movement of the late 60s, and the summer of love changed the narrative of american culture

for thousands of young people from around the country were descending on the city's haight ashbury district. >> we do not have an obligation to feed these people to house them or to care for them. the neighborhood saw a decline shortly after. >> since then, the haight has struggled. >> experience, seeing years of ups and downs but between 2010 and 2015, the obvious street problems hampered any efforts to revitalize the area. in 2016, mistakes made by the city's street construction project hurt businesses. >> construction crews have hit underground gas lines, resulting in five gas leaks since april on a single block of haight street. >> kristin evans is with the haight ashbury merchants association. >> by the time that construction project was over, it was well over 20 vacant storefronts. so a lot of businesses gave up during that four year construction period, and at the peak of the pandemic, the haight had 32 empty storefronts, nearly a quarter of all businesses in the

neighborhood closed. >> and that's when merchants and residents of this neighborhood came together to ask for help. first came the retail vacancy tax to encourage property owners to lease empty spaces or face a $250 per linear foot tax that doubles every year. >> we've seen the rents come down and landlords be more motivated to fill the spaces, and so more than half of those vacancies are now filled. street cleaning and power washing by public works followed the streets here are practically gleaming. >> the haight is also one of six san francisco neighborhoods with community ambassadors providing an extra layer of security. i haven't seen a single tent here. uhhuh where are they? so there are still tents in the neighborhood, and they tend to not be on haight street itself. proposition c, a business tax to fund services and housing for homeless people, has also benefited this neighborhood.

most businesses here are pleased with the results. >> it brings the tourists in for sure. it gives a good word that they can come back to the city and to the haight ashbury district. um, they're more able to enjoy the city and all all neighbors goods. so it's a lot cleaner, a lot safer. >> i think it also is, as fewer people are spending time downtown, they're spending more time in the neighborhoods. but this neighborhood, which has been a safe haven for the youth who never stopped coming here since the late 60s, now finds itself losing them. >> the young people who put the haight on the map and kept the counterculture movement going aren't coming here anymore. >> we, um, focus on working with youth and young adults 29 and under, one reason those people are missing the haight is now what some call a service desert for young people. >> nonprofits like homeless youth alliance, larkin street youth services, which once provided direct services to

youth in this neighborhood, have scaled back dramatically, a casualty of the high cost of office space. even the haight ashbury free clinic closed in 2019. >> many of the resources that our young people are asking for from us, we have to refer them to other parts of the city, and particularly in parts of the city that they have identified. >> they don't feel safe in, and that can include downtown. >> and so while the haight may be cleaner and thriving, the neighborhood now struggles to find ways to support and keep the young dreamers that have long found solace in this neighborhood and that commercial vacancy tax was introduced by the board president, aaron peskin. and what has also helped to bring back businesses. there is, number one, the process to open a business was streamlined. and number two, new small businesses got their fees waived during their first year. all of that was introduced by the mayor. now again, this is an example of a community coming together. but you know, i have

sucked out seats. >> a and b, the seats were empty and so it just shattered us that that these people were gone. but luckily we found out there was nobody there. >> the riverside couple was returning home from a visit to their daughter in connecticut when they boarded the boeing 737 max nine, the national transportation safety board revealed that the same plane had had three previous incidents with an auto pressurization fail light. it prompted alaska airlines to order the aircraft not to fly over open water. how dare they put us in that safety situation? >> they knew they had problems. the marin's have hired an attorney. >> they say the experience has left them emotionally traumatized, for which they were offered $1,500 each by the airline as compensation if they step up, accept responsibility and own what happened.
