spokesperson for the da's office told the standard that there is no relation between the district attorney and the individual who sent the email. we also have new developments on the high rise, where nearly 400 residents were displaced due to flooding last summer. it is now set to reopen again. the san francisco chronicle is reporting the 35 story tower at 33 tehama street is now safe for occupancy. tenants were forced out in june when a water main break sent an estimated 20,000 gallons of water through the building. residents thought they would return in the fall, but a second flooding of the building caused further delays. san francisco mayor london breed says the moratorium on street vending in the mission district is making the area safer and cleaner. a report by the mayor's office says there has been a 30% decrease in assaults and robberies combined since the moratorium went into effect. the report also claims there's been a 23% decrease in requests for street cleaning. the mayor is also hailing a survey of business owners in which more

than half say they feel the corridor is now safer, and 3 in 4 want the moratorium to continue. the city implemented the temporary vending ban to combat the sale of illegal goods in november. it expires next month. licensed vendors are against it, saying it hurt them financially. also in san francisco, a push to help small businesses, local lawmakers are proposing $2 million go toward an apex relief fund. according to the san francisco chronicle, the new bill would support the small businesses that saw their sales drop during the summit in november. it would also put $250,000 towards parking and transit subsidies for chinatown during the lunar new year parade in february. the bill goes to the budget and finance committee next before the board of supervisors may vote on it. now this comes as san francisco's oldest toy store is closing for good next month. jeffries toys first opened in the city in 1938. its co-owner says there are a number of factors leading

to the closure now, including fewer people visiting downtown. the store is located on kearny street in union square. a previous location on market street closed in 2015 because of a rent hike jeffries also served as one of the inspiration for the hit movie toy story, and while many parts of the bay area are still struggling to get back since the pandemic, one local city is defying the odds. we're talking about downtown san jose. the area has seen a lot more foot traffic and vibrancy lately . much of this can be attributed to the measures taken by the city to boost the downtown area, like turning san pedro square into a full time pedestrian mall and the recent opening of the downtown food hall. >> we have various agencies. we have the city that is very interested in revitalizing downtown. we have property owners that are super passionate and involved, and all of this is what it takes to move the needle . and i think this is a recipe for other areas to stimulate as well. >> the san jose downtown

where i am anyway, so we could use a little bit of a break because i'll show you in just a moment. a couple cities above average and we'll see more rainfall. in fact, maybe 2 to 3in of rain as we get towards the middle to the end of the week. that's in the coastal hills, santa cruz mountains, still not expecting any big time problems because of the breaks we've had. here's a look at live doppler seven, and you'll notice

the energy, the activity. well to the north. and that's mostly where it's going to stay for today. but we could see a stray shower slip to the south. but there is plenty going on in the pacific. and we'll tap into that as we get towards overnight tuesday and wednesday. there's a look at live doppler seven with a few smattering of showers from ukiah to cloverdale sea ranch. and as we look at where we've been since october, first notice with over 18in of rain, 106% of average for santa rosa, san jose, seven inches of rain. but that puts you at 109% of average, 97. san francisco at almost 11 and over 11.5in sfo, 90% of average. and oakland trailing behind at 77% of average. and we will actually see gain perhaps a couple of inches by the next 7 to 10 days. 46 in danville, 45 in sonoma. those are the cooler numbers. there's a look outside there, good visibility at sfo, cloudy, a stray shower today. tomorrow warmer. record highs are

possible. upper 70s in parts of the south bay and then mid to late next week. that's when that wet pattern sets up and starting anywhere from wednesday morning could be lasting into friday or saturday. cloudy skies here you can see the rain line well to the north, but at any time we could see a stray shower stopping this at midnight and you'll see around vallejo. perhaps a couple hundreds there. and then we break out into more sun for your sunday afternoon as high pressure builds and we'll get an offshore flow so temperatures are really going to warm up in terms of the rain today through tomorrow perhaps san francisco, richmond, 1 to 2 one hundredths. that's about it. and then we'll be looking at those mild readings. how about wide spread 70s from the east bay to the south bay. the north bay around the bay shore, upper 60s richmond in oakland. as we get into monday, the warmth lingers from mid and upper 60s. and then tuesday, cooler. those south winds are going to be quite gusty and then we'll see things really do a 180 as we get into wednesday morning for that commute, 65 in oakland look for

66 in santa rosa today. so very mild out there. upper 60s in san jose and for the game we're looking at once again low 70s by 330. so that afternoon high will be even warmer than that. you know the stadium gets pretty warm 63 at the fourth quarter. and the accuweather seven day forecast perhaps a stray shower underneath a lot of cloud cover today, a few peeks of sun and then more peaking tomorrow with some records possible and partly cloudy. monday still mild. tuesday we get cooler. chance of showers. level two system wednesday and then you can see the rain lingering into thursday and friday. so from january to february we have just got it all . >> yeah the 70s for tomorrow's game. that's going to be nice. nice change from last week that's for sure. >> yes. well we're getting back into that though. >> yeah exactly. all right. thank you lisa. well the united nations top court has ruled on south africa's allegations that israel is committing genocide in gaza. the international court of justice stopped short of ordering a cease fire, but it's

demanding israel to try to contain the number of deaths. the court decided not to throw out the case and ordered six provisional measures to protect palestinians in gaza. but this decision is only an interim one. it could take years for the full case to be considered. israel denies the genocide accusation. well, today is international holocaust remembrance day, a worldwide memorial day that marks 79 years since the auschwitz concentration camp was liberated. holocaust survivors can still be found all over the world, including right here in the bay area. abc seven news reporter tim johns got the opportunity to sit down with one survivor to share his story. >> i think it's more important for non-jews than it is for jews . i mean, we are so conscious of it every day. >> for bob horowitz, the holocaust is never too far from his mind. ahead of international holocaust remembrance day on saturday, he invited us into his south bay home to discuss his

journey of survival. >> i've always had a. great anxiety. >> born in modern day poland in 1937, horowitz says his early childhood was tumultuous. throughout world war two, he and his family fled throughout europe, living underground for several years in the netherlands to evade capture by the. being smuggled through belgium, france and spain, before managing to get on a ship to south america. ultimately, in 1944, horowitz's family was able to immigrate to the us, setting up a home in north carolina. he says the difficult memories from those years in europe and the constant threat of being captured still haunt him. >> we came so close so many times during our conversation, he recounted one especially terrifying time while fleeing through the woods of france, where his family encountered soldiers, an incident horowitz says he was lucky to escape. a french girl came along and started talking to the soldiers and distracted them. whether she

did it knowingly or not, i don't know, but she did. >> while horowitz and his parents counted themselves among the lucky ones who managed to escape persecution, he tells us not everyone in his family shared the same fortune. >> my mother's parents died in concentration camps, and my mother's uncles and aunts died in concentration camps. my father lost two brothers and a sister and two nieces. >> horowitz went on to graduate from yale law school and have a successful career as an attorney. these days, though, he spends time talking about his experiences during the holocaust. in december, he was even invited to speak at an event hosted at the home of the governor of north carolina, a testament to how far jews have come in the us. >> when i was a kid, you know, there were quotas for jews at the universities. you were told, don't go to work for, you know, the dow 30 industrial companies because there's a ceiling you won't advance.

in 2015. they have always been controversial. opponents have argued that crime goes up and property value decreases when one is built in their neighborhood. so abc seven news reporter lyanne melendez took a closer look to see if any of that is true. it was august 2019. >> a surveyor camera caught a resident of a building near san francisco's embarcadero being attacked by a homeless man with mental health issues. the timing could not have been worse, as the city had announced just several months before that that a navigation center for the unhoused would be built just a few paces from where the attack occurred. >> terrible. >> i don't understand it. do you want me to talk, or do you want to yell? >> a battle ensued between residents of the south beach and rincon hill neighborhoods, and city hall, arguing that the navigation center would bring in more homeless. a tracked crime and more drug use. it turns out it never did any of those things . let's compare crime incident

reports in that area before the navigation center opened with the most recent incident reports provided by san francisco police. it turns out the neighborhoods with navigation centers like the rest of san francisco, have seen crime go down some of the residents overlooking the bay and the courtyard of the navigation center have also argued that they've been financially affected. >> the people that own here in this condominium probably lost about 15% of their value of their home, according to the data. >> residents here have lost 13 to 15% of their value, but they can't blame the navigation center because every neighborhood in san francisco has seen a similar or higher decline in drug use at this nearby open space area has always been a problem, but today there's less of it because crews from the navigation center come out every two hours to clean the surrounding area while asking those who are loitering to move on. >> if there is an issue with an

unsheltered individual in crisis or perhaps some trash or something happening around the perimeter of the facility, we can respond to it and see how we can help. if somebody is overdosing, we'll administer narcan, the center told us in the past four years, narcan has been administered to 170 people either inside or outside the facility. >> five keys is the nonprofit running the center with 197 beds. currently the staff at the center meet with local residents every three months to make sure any complaints and concerns from neighbors are addressed. there's also a hotline where neighbors can call the navigation center directly 24 over seven. so would you say that the community here is more involved in what happens in the surrounding areas than other places would be? >> from my experience, they are more involved. yes and that's a good thing. >> i put it puts pressure on you guys. >> oh for sure. we're being held accountable. just like we want

to be held accountable. we're accountable to the community and having somebody hold you accountable is not a bad thing. it's not always the case. >> at other navigation centers, where it's nearly impossible to control what happens on the outside. and take a look at the navigation center at division circle on south van ness avenue under the on ramp. this one is run by the nonprofit saint vincent de paul. the area has long been a site for tent encampments, loitering and garbage. this is a mixed use neighborhood comprised of mainly businesses and a few homes. oddly enough, some of the businesses we spoke to didn't even realize that this huge white tarp with beams was a navigation center. still, they told us they've seen fewer people sleeping in front of their buildings. >> that's gotten better because sometimes we would come into the office and there would be somebody sleeping up against the bricks or or, um, up against the gate. but now there's almost none of that navigation centers were created as a way to provide

services on site while helping people find permanent housing. >> the goal was to make that transition within 90 days out of tents, off the streets and into permanent housing. but the pandemic drastically delayed those outcomes. for example, in the past four years, the center on the embarcadero has only been able to place 160 people in permanent housing. san francisco mayor london breed says the city needs more navigation centers, saying they should be built in every neighborhood. but that hasn't happened. do you have a question? the city, as to why they don't have more of these navigation centers? let's say in pacific heights all the time and i think the answer is the opposition and well-organized communities and their ability to put the brakes on projects. but that same community, you know, tried to put the brakes on you. they did. >> unfortunately, there was also a vacant lot that was large enough to fit a facility that

can serve 190 people on a daily basis. >> recently, when the navigation center's lease was up for renewal, not a single resident challenged them. one can argue the center has been able to appease most neighbors for now, but they seem to be helpful and helpful with people who are in crisis on the street. >> so i'm really glad that it's here and that people are having more of a kind heart and have accepted it. certainly strong opinions on both sides. >> there. that was leon melendez reporting. well, staying on this topic, you've seen tents and homemade shacks, but a network of caves was recently discovered along the banks of the tillamook river in modesto. officials say they're dangerous for both the unhoused and nearby residents. reporter gabriel porras from our sister station in sacramento takes you inside having some technical difficulties with that story. we'll circle back there. um now

lunch and to not hold meetings in downtown oakland. in addition, blue shield of california says it's paying for ride shares for employees to get to the office along with on site parking. this comes as organizers behind the campaign to recall oakland mayor shang tao took the next step, posting an official notice of intent about their petition in a local newspaper, the inner city express. in includes pages and pages of signatures for 226 in total. the organizers wrote, quote, lives have been lost, property destroyed, businesses have been shut down, and fear and collective trauma are daily occurrences for oaklanders. we the concerned citizens, therefore demand your recall for the sake of our city's future. the mayor did not respond to the notice of intent before it was posted, but we did speak with the mayor on midday live on thursday. >> you know, i wake up every single day and i have the best job in the world, in my opinion. i have the best job because i can create that deep impact in

the community, you know, around public safety and safety. uh- affordable housing is so much more. and i just implore everyone in the city of oakland that during these hard times that we have to come together. it takes all of us. it takes a whole village in order for us to move forward. >> recall organizers plan to begin gathering signatures next month. they have to submit signatures from about 25,000 registered voters to get the recall on the ballot. now, speaking of crime, there's a new effort to revive an old partnership to help crack down on crime in the east bay. abc seven news reporter anser hassan spoke to the mayor of berkeley. >> crime is an issue that doesn't stop at one city's borders or one county's borders. this is a regional challenge. reporter. >> that challenge runs along the i-80 corridor from richmond to berkeley, down through the rest of alameda county, says berkeley mayor jesse arreguin. >> organized retail theft, for example, of what happens in emeryville or oakland, impacts berkeley. it impacts richmond, uh. and while our law

enforcement agencies work together, there's definitely an opportunity for more collaboration. mayor arreguin led a meeting on friday to resurrect the east bay public safety corridor, an initiative from the 1990s formed to combat crime. >> it roughly encompasses richmond down to fremont along the i-80 and 8-80 corridors. mayors supervisors, and law enforcement agencies from both alameda and contra costa counties, along with the fbi and bart, were on hand for this opening round of discussions in hopes collaboration will lead to more data sharing and more uniform policies. >> different cities have no chase policies, and so say, you know, one one law enforcement agency is chasing somebody who's engaged in serial retail theft through one city. and then when they go to another city, it doesn't have a no chase policy. it makes it hard to coordinate and to and to hold people accountable. >> crime doesn't see boundaries. >> alameda police chief near san jose took part in the meeting. he says local law enforcement already works collaboratively, but he adds, uniting with city and county government can

has been on display at sfmoma. it's been on loan for two years from city college of san francisco, and the work is now coming down to make way for a new exhibit. it's final home will be a new performing arts center, which has yet to be built. in the meantime, it will be stored on the city college campus. well, the city of alameda is a step closer to accessing millions of gallons of recycled water. the army corps of engineers in east bay mud have both signed an agreement that will provide $3.2 million in federal funds. the money will be used to repurpose a half mile of water pipeline between oakland and alameda. >> this innovative water transmission pipeline that crosses the oakland estuary will provide. 500,000 gallons of recycled water per day for irrigation and industrial uses

at a little bit of mist and drizzle. light shower north of our sweep on top of mount saint helena between cloverdale and ukiah. and we could see a stray shower out there as the energy may slip to the south from time to time. over the next 24 hours. but what a view here from mount tam, right? it is 53, in san francisco, oakland at 54 and half moon bay 50, san jose, san mateo. and look at this 51 santa cruz. you know, we're expecting over two inches of rain throughout the week here, beginning on wednesday. so once again, 2 to 3in arriving ben loman, the santa cruz mountains, perhaps the coastal hills. that's the second half of the workweek, 48 right now in santa rosa as well as petaluma. and we have a lot of warmth to enjoy before we get there. so our forecast highlights cloudy with the possibility of a stray shower out there for today. and then tomorrow. well above average 10 to 15 degrees above average, with records likely more sun. and then as we get into the middle of the week to

the latter part of the week, that wet pattern, a one 8-80 setting up with gusty winds and several hours of heavy rain, come wednesday. saturday afternoon. soon lots of cloud cover. the rain line well to the north, but stopping this around midnight you can see maybe an isolated shower anytime from today through about very early sunday and then high pressure builds. we get into sunnier skies and that offshore flow allowing for that above average warmth. but between now and early sunday could see 1/100 around the bay with that stray shower. you may even miss it. but as for the warmth, check it out tomorrow. with low 70s around the bay shore upper 70s there santa clara and low 70s in sonoma. this is monday. still sunny, still above average, not as warm as sunday. mid to upper 60s, but what a nice day for late january, right? by tuesday we're in the upper 50s in the north bay, so things really turning around. and by late in

the day showers will be approaching. the winds out of the south and as we look at the ten day outlook for rain, once again, we get into anywhere from over an inch of rain to over two inches, perhaps in the coastal hills here. so this takes us out till perhaps that last day of january. so it will be colder air moving in behind it. so that bodes well for the sierra nevada with some extra bonus snowfall. mid 60s out there for fremont. how about 68 in san jose, 61 in napa with the cloudy skies, the accuweather seven day forecast isolated shower possible today. warm with records tomorrow go niners and then for monday partly cloudy skies, still mild. tuesday a late chance of a shower. level two system. wednesday level one system thursday wednesday morning to thursday morning. the heaviest rain and then by friday maybe some more showers lingering into next weekend. but that kind of an interesting week ahead for sure. >> yeah, we'll enjoy the days of the break that we get. and then
