morning. good morning. it's january 28th i'm stephanie sierra. we're going to begin with the weather and some nice warmer temperatures. >> yeah that's right beautiful day today on the way. we're starting out with 50s across the board. and you can see live doppler seven has a little bit of moisture there as we go in closer maybe along the coast point rays a few sprinkles, but high pressure and those easterly winds will be bringing the temperatures up and also the breeze. this morning 48 in danville, 51 in fremont it is 57 in oakland with 52 calistoga and santa rosa. and we have a warmer numbers anywhere from 3 to 11 degrees milder this morning. but take a look at the breeze. we certainly have those easterly winds, those drainage winds bringing that chilly air from the central valley. and it's cool enough and you'll feel it if you're out for a walk this morning. but that eases up throughout the day. and we'll have mostly sunny skies mixed in with some high clouds as the afternoon temperatures well above average records are possible into the 70s in the south bay for santa clara. and then looking at upper 60s at our

did last week. i think this is a good matchup. yeah, i'm excited. >> tara campbell, abc seven news. >> niners by ten thinking niners by seven. let's hope it's ten. officials are planning to close multiple freeway off ramps in san francisco tonight in an effort to control potential crowds. after the game. and we have a map to show you these are the ramps that will be closed starting at seven until midnight tonight. officials say this is to enhance public safety due to an expected increase in traffic in tahoe. now an investigation is underway at heavenly ski resort after a snowboarder was trapped in one of its gondola carriages for 15 hours. monica lasso hopped on just before 5:00 thursday evening for the descent down, but then the gondola stopped mid-air, leaving her stuck alone on board. lasso did not have her cell phone with her. her yells did not attract the attention of workers. below so she kept warm by just rubbing her hands and feet together. workers found her the next morning at opening time, when

the gondola began running again, and thankfully, medics checked her out and determined she was okay. we're also learning new details on the shooting that happened at the palisades tahoe ski resort. we've learned the suspect, who died after he was shot by a california state parks officer, was an employee of the resort and worked there as a line cook. the suspect led officers on a pursuit following an alleged carjacking in tahoe city. the car crashed near the olympic valley inn, where police say the suspect then jumped out of the vehicle with a knife, which led to that shooting. also new this morning, the family of a man from south lake tahoe who died is now suing the county jail, claiming he never received his hiv medication. 39 year-old nicholas overfield was arrested in february of 2022 and he died a few months later at a hospital in june. now, the family says he wasn't given his medication to treat hiv for two months while detained at the el dorado county jail in the east bay, now a

well. they are back in the air now. boeing 737 max nine planes have been cleared for takeoff since being grounded after a panel blew out of one of the alaska airlines flights on january fifth. abc seven news reporter anser hassan spoke to passengers who arrived at sfo on a max nine. >> many of the alaska airlines passengers arriving at sfo from austin knew enough about their flight to locate their bags, but not all the details. did you know this is the back side? no >> i'm so glad i didn't know. >> alaska flight 353 is thought to be the first max nine plane to land at sfo since the faa grounded the boeing jets three weeks ago. >> i probably would have flown anyway, but i might have researched it more. >> u.s. regulators grounded all max nine flights immediately after a panel broke off in alaska airlines flight on january fifth, according to the associated press. alaska and

united both resumed flying their max nines on friday. they're the only us airlines that currently operate the max nine. it's not a software problem. >> it's not a design problem with the airplane. it involves making sure that four bolts were put into the door and properly tightened. it's not hard. >> the faa has been inspecting all max nine planes. it's also investigating if boeing and its suppliers followed necessary manufacturing safety procedures. any violations could result in sanctions. despite the inspections, some passengers, like fremont resident amber engel, say they're still apprehensive. >> i think it's important that they're inspected, but i'm assuming that they have been inspected before as well. so hopefully, um, you know, there's a little bit of self responsibility to just, you know, trying to be mindful of that. your of your own safety. >> meanwhile, us airline officials and aviation regulators point out, despite some close calls, there have been no fatal crashes of a us airliner since 2009. at sfo,

anser hassan abc seven news. >> well, you've seen tents and homemade shacks, but a network of caves was recently discovered along the banks of the tuolumne river, officials say they're dangerous for both the unhoused and nearby residents. reporter gabriel porras from our sister station in sacramento takes you inside police tape and barricades are going up today along the tuolumne river near crater avenue in modesto, meant to keep people away from these large caves that police say are used by the homeless. >> they're building some interesting caves. >> brian brandenburg walks his dog along the river every day. he always knew the homeless sought shelter in the area, but didn't know to what extent until a volunteer and officers with the modesto police community health and assistance team cleaned up the area this weekend. honestly i just started laughing and said how creative they were. the cleanup exposing eight caves dug into the riverbed as wide as ten feet. according to volunteers, these large enough to fit chairs, tables and even beds, with most

of these caves located literally on the riverside. some neighbors have safety concerns, but others ask where else would the homeless go? >> i know it's dangerous, but they're also out in the elements. what's dangerous? freezing or starving or living in a cave that i'm sure they know how they built and they know how sturdy it's going to be. >> the city of modesto did notrillionespond to a request for comment. in a facebook post, modesto police said that officials offered resources to transition the homeless from the caves into shelter or housing. >> let them have their peace. they're out of everybody's way. >> but for some neighbors, like brian, the caves aren't a problem. >> i mean, it's getting them out of the weather. it's not hindering anybody. and i thought it was a good idea they did it. >> that was gabriel porras reporting. now another cleanup of the area is planned for february 10th in the south bay. now, singer john legend headlined santa clara university's annual golden circle event at san jose's center for the performing arts last night. the university is celebrating a unique milestone

we will begin to see things change rapidly with the clouds departing and temperatures beginning to warm up, and those winds backing off. it is 57. in oakland, 52 in san jose. so we do have a sunny day on the way. a few high clouds from time to time, but low 70s in santa clara . and by the end of the game, we'll see clear skies and temperatures in the low 60s. average highs for san jose just 60 degrees yesterday was 68. so the warmer than average trend continues with a few records possible. so partly cloudy and mild this morning you saw a few showers there on the radar with warmer weather today. and the records that could linger into monday. tuesday still looks pretty good, but with increasing clouds and then wednesday our rainy pattern develop. so we'll be looking at those rain totals in just a moment. but notice, as for your sunday, nice afternoon. soon into monday, a few clouds out there, temperatures are going to come down a little bit on monday, and here we are on tuesday with increasing clouds and some showers getting close. looks like the day on wednesday

will be pretty wet. so this is a rainfall accumulation through friday at 11:00. we're looking at over 2.5in in santa rosa. this will be a level two system, some very gusty winds and you can see rainfall amounts. pretty generous all around the bay area. but what we don't have here is maybe 3 to 4 and five inches along the coastal hills. so you notice up ben loman 2.5in and even livermore looking at over an inch of rain. and this is just until friday morning. the rainfall will take us through the day on friday. and looking like a much colder air coming into play behind the system. so in the mountains, through friday night, we're looking at at least seven inches tahoe, six inches around donner. so that colder air for us will really be felt. thursday friday. so as we look at tuesday, still some 60s here and then by wednesday just upper 50s, there it is on thursday with highs struggling to get out of the mid 50s. so certainly chilly behind this warm up that we have on tap

take executive action on the border without congress. >> s now there could be some new regulations coming for speedy drivers here in california. the state senator, scott wiener, introduced sb 961, which would require new cars in the state to have technology that limits drivers from going over ten miles past the speed limit. the speed governors would tap into the same geolocation of real time mapping and traffic information to monitor the speed. senator wiener says the bill stems from the alarming rise in road fatalities. if approved, it could go into effect by 2027. california's roadways are ranked the third deadliest for pedestrians. that's according to data from the national highway traffic safety administration and the abc seven news i team is taking a deeper dive into the area's of concern across the bay area. why are so many california pedestrians dying at night?

that's a question facing state leaders as a disturbing trend is threatening our roadways. >> we're not talking about near hits. >> we're talking about fatalities. we're talking about pedestrians and bikers who are being killed because they're in a public space. >> a quarter of california's fatalities are pedestrians. that's according to federal data through 2021. and that same data analyzed by the i-team shows that trend has worsened over the past decade. for example, in 2012, there were 653 fatalities that jumped to more than 100 in 2021, same story across the u.s. >> we are seeing nationally pedestrian deaths are the highest they've been since 1981. that's kind of crazy because our vehicles are safer. we've made a lot of improvements in technology, but yet we're killing more, more people just because they're going out for a walk. >> jonathan adkins is the ceo of the governor's highway safety association. he says all of these crashes are preventable, but we want to have our

infrastructure such that it allows for mistakes to happen. >> a mistake shouldn't kill you. i'm building an infrastructure where there's safe places cross. >> but this san mateo family had a safe place to cross. yet this young girl nearly got hit by a speeding suv who failed to stop. video captured in september of 2022. since then, a new law passed allowing six california cities to pilot speed cameras in san francisco, for example, there will be 33 installed this year to slow drivers down. data shows a vehicle going 42mph has a five fold higher probability of killing a pedestrian. it hits than if it were going 25mph in november of 2021, alameda county supervisor wilma chan was killed after being struck by a car while walking her dog. the city later identified that intersection as a high injury intersection. our goal is zero deaths and severe injuries, according to data analyzed by the abc7 news i-team, alameda

county is ranked one of the worst in the bay area for pedestrian fatalities, with 28 lives lost. more than a third of overall traffic deaths in 2021. the other top five counties reporting the most pedestrian fatalities that year are santa clara, with 35, contra costa with 20 and san francisco with 15. and that's the highest it's been since 2018. so what's being done about it? >> california has never prioritized pedestrian safety. >> state senator anthony portento wanted to change that. a year after chan's death, the governor signed his bill, sb 932, into law. it requires a county or city to identify high injury streets and intersections. in its general plan, and prioritize safety improvements to reduce collisions by 2025. >> we just need to, you know, hold cities more accountable to. >> case in point, the city of alameda launched the vision zero action plan in an effort to try and eliminate traffic deaths and severe injuries by 2035. >> just over two years. we have

the safety improvements, have been installed at over 130 intersections throughout the city. >> some of the enhancements include new lighting, upgraded crosswalk markings, and new program pedestrian intervals at 68 intersections that allow pedestrians to get a few second head start on a green light before vehicles in the last couple of years, about three quarters of our police department's traffic enforcement stops occurred on high injury corridors. the i-team reviewed the city's plan and found dozens of intersections labeled high injury for pedestrians, many of which are near hospitals, schools and parks. >> we've put a lot of effort into enforcement as state senator portentino points out, enhanced awareness leads to more accountability. >> we. well, still ahead on abc seven warnings. it's a swashbuckling kind of weekend, and we're taking you to a huge pirate festival that bills itself as the third largest parade in the country. and here's a live look from our

are about 9 to 10 degrees milder this morning, certainly along the coast in the 60s due to those offshore winds, partly cloudy and mild. you saw those few showers up towards the north of us for the next few hours. so today we'll get into some record warmth and that's going to carry over into monday with more sunshine. looking at that rainy pattern developing on wednesday and it's going to linger throughout the rest of the week. so here's a look at some of the records we will be passing. perhaps the low 70s today in napa and santa rosa. the forecast into the mid 70s for some of these cities and also into san jose. we expect expect to break a record uh- forecast in the mid 70s. san francisco could be a little bit shy, but we'll wait and see how it all plays out. and we can see plenty of sun. a few high clouds today, a few more clouds on your monday and then tuesday. we increase the clouds. maybe a few light showers, but it's really wednesday when we're looking at

some of that heavy rain for a couple of hours. this carries over into thursday. these are rainfall totals into friday. so very generous from anywhere from an inch and three quarters with this model from hayward to over 2.5in for santa rosa, down through the santa cruz mountains, the coastal hills, maybe even mount tam could get three four inches of rain. so a lot of rain in a short period of time. somewhat short period of time. so we're looking at maybe those shallow landslides, some nuisance flooding, the soils are saturated. so anything that we get in terms of heavy rain is going to run off quite quickly. so we'll have to keep that in mind for midday wednesday into thursday. here's a look at the snowfall potential. the cold air comes in behind it by thursday we'll be struggling to be near average back home, and the cold air filtering into the mountains, bringing a half a foot maybe a foot of snow there. and we'll look at the temperatures drop off quickly. here's midweek. this is when temperatures will be near average. here's a look at

thursday mid upper 50s. and by friday check it out. even cooler. that could be the coolest day of the week. let's get back to today. the warmest day of the week where highs will be from the upper 60s, from half moon bay to san francisco. already in the 60s at the coast right now, 75 santa rosa. that would be a record as well as napa and san jose, 70. in livermore. how about the beach and santa cruz? low 70s, but an inch and a half to two inches of rain. still, for lasted for santa cruz through the end of the week. so the accuweather seven day forecast we're dry to start out and mild. then by the middle of the week level two system with lingers, showery showers lingering, the rest of the workweek. so it is going to be very winter like as we get into february. so we'll round out january three. like spring. why not? yeah exactly. we'll enjoy it for the next
