pay my rent. i know, i know, have money for paying my rent. i have two months. i know pay mission street vendors say they're feeling the pain of a 90 day ban, but business owners and city officials say they are seeing positive change. >> good evening. >> i'm ama daetz and i'm dionne lim. it's now been two months since that ban began prohibiting people from selling goods on the sidewalk of san francisco's

mission street. >> it was all in an effort to target unpermitted vendors who were selling stolen items. and today, abc seven news reporter luz pena. talked to permitted vendors and businesses in the area to get their thoughts on the ban. so far, it's been 62 days since san francisco implemented a 90 day street vending ban on mission street, and business owners in the area are reporting the first signs of improvement at the streets. >> look more clean and more safe for the kids that go to school for their place. >> that feeling is backed up by a survey from the city's office of economic workforce development, pointing to 56% of businesses feeling that mission street is safer, 67% of businesses have seen a positive change on mission street, with more people coming in. >> and i hopefully with it was getting better. we also saw it 24th street bar plaza was cleaned. >> patrolling the area are public works inspectors and san francisco police officers, but workers in this area say after

inspectors leave, illegal activity comes back. >> i saw in the night mostly uh- they are doing vending the same place the mainly for the bar, but around the bar area. >> supervisor hillary ronen represents the mission district. she says public safety has improved. >> we had uh- extortion of legitimate. vendors who were doing nothing wrong. it was a disaster. we worked for about a year to try to fix this situation by creating a whole permitting system that we tried to enforce, and it was so overwhelming and chaotic that it didn't work. but more than 100 permitted street vendors can't wait for the ban to end. >> one of them is reina portillo . we found her outside a restaurant with her stars.and. turns out she is paying the restaurant to be here. >> i haven't un poquito mas. >> i used to sell more when i was actually on the sidewalk. the city also leased two properties to give permitted vendors a space to sell during

the ban. we went to both of them. one of them is closed on mondays. here's the second one. we're back at the tiangge and it's empty. there's only two vendors here, and last time we were here, there were maybe five five. the tiangge has space for 40 vendors today. manuel was one of the only ones here. he says he makes around 30 to $40 a day. and is two months behind in rent . >> and they'll tell me, when do you pay your i don't know, he said, well, next month you know, pay you going up? oh well, i don't know. >> we asked supervisor ronen if the ban will continue past february 27th, that it's likely we're probably going to want to continue in san francisco. luz pena, abc seven news. >> the city of oakland broke ground today on a project that will change 14th street. it's putting 14th street from lakeside drive tbrusstreet on a road. diet that's a way of converting some of the lanes ed by cars to bike lanes, th

enhancements for pedestrian and mass transit safety. abc seven news reporter ryan curry spoke with city leaders who think this project will also cut down on crime downtown 14th street, right in the heart of downtown oakland, will look very different in a couple of years. >> one, two, three. shovels will soon be replaced with heavy equipment for a $20 million project to change. 14th from lake merritt to west oakland. the whole street will be repaved, new bike lanes added, and the intersections improved. >> and we know that these implementations not only here on 14th street, but across the city, is going to make a difference and it's going to save lives. >> nearly two years ago, a driver went full speed through an intersection on 14th, hitting and killing a father who was cycling with his two young kids. city leaders knew back then something had to change. >> we're a father of two. was was killed, was fatally injured

because of the conditions on this street. there are bikes along 14th street. >> but what you don't have are bike lanes. this project would change that. and the city. thinks it would aid in their efforts to stop crime downtown because of the road diet. >> you know, it's going to not allow for cars to just speed down like it's a highway, right? so slowing cars down also means that it's not an actual highway or freeway for the criminals as well. more people on bikes, shopping and dining out, more foot traffic, the mayor says, means less crime. when we have more eyes on the streets that we are safer. >> the city says the project should take two years to complete construction will happen in sections. we're going to be instituting. >> a road died going from four lanes to two lanes. we're going to be putting in protected bike lanes. we're going to be widening the sidewalks in the commercial core corridor. >> they say the only real disruptions people will notice are some lane closures and less parking. but when it's done, the

p.m. you see those showers moving in? rain will become heavy as we head towards wednesday. it begins in the morning and it intensifies as we head into the afternoon. we will see downpours wednesday afternoon. going into the evening, i will be back with a closer look at that timeline, plus the warnings coming right up. diane. >> all right, sounds good. sandhya. thanks moving on to new developments on the half moon bay plane crash that killed four people. the san mateo county sheriff's office confirmed a third body was discovered. the body was found in the water by harbormaster port just before 11 a.m, near the location of where that plane went down last week. the coroner's office identified a second body found as 26 year old cassidy rae pettit of oakland. the third victim has not been identified. died one on the run. >> investigators need help in the search for a final suspect in a home invasion robbery of an elderly couple in san jose on october 27th, three women forced their way into a home on story road in belle harbor way. the burglars got away in a car driven by a man. now, officers in los angeles county arrested

one woman last month. there are warrants for a second woman and for the man, but investigators are still working to identify and locate that third woman. and police appealed for assistance today. if they feel like they've seen these women or heard someone in their neighborhood that went through the same exact incident, please come forward. >> we want to build stronger cases so we want people to come forward. >> police say the victims did not know the suspects and they are not from the bay area. police in palo alto are investigating a hate crime after someone found a swastika painted on a sidewalk. >> police say they received a call about the graffiti near pierce park last night. it had been spray painted in white paint and was about 15in long. a public works crew then removed it. police say they don't know how long the swastika had been there, and so far they don't know who is responsible. they're were some heated moments today at a tour stop headlining vice president kamala harris. >> she was in san jose for her reproductive freedoms tour, but was met with protesters calling for a cease fire in gaza. abc

seven news reporter zach fuentes was there and has more. >> now protesters calling for a cease fire in gaza, interrupting vice president kamala harris. it started moments after she kicked off the san jose stop of her reproductive freedoms tour. but the cause for cease fire started hours before the event, with many protesters taking to the streets outside of the mexican heritage plaza in east san jose for her to come here and tell us that she cares about our health and wellness while she bombs women who look like us is not going to be acceptable inside the event, the vice president responded as the first protesters were escorted out. >> let me say in a in a in a real democracy, everyone has a right to have their voice heard. >> the vice president went on to say that she wants the conflict to end as soon as possible. >> president and i are working on that every single day, so. so back to what we were discussing.

and authorities today said all arrests have been made. five bodies were found last tuesday near el mirage and a sixth was found wednesday morning. all of them were men, four of which have been identified. police now say the motive seems to be a dispute over cannabis that led to their murders. four of them were also severely burned, and police believe they now have all the suspects involved. >> two east bay lawmakers introduced legislation today to

beef up online protection for california's kids. berkeley state senator nancy skinner and oakland assembly member buffy wicks say their bills would limit the harms associated with social media addiction and provide more robust protections for data privacy. attorney general rob bonta calls the bills landmark pieces of legislation. social media companies, unfortunately show us time and time again that they're all too willing to ignore the detriment to our children, the pain to our children, the mental health and physical health challenges that they face in order to pursue profits. >> and we need to do better. we need to do things differently. >> skinner's bill would prohibit online platforms from sending an addictive social media feed to a minor without consent from a parent or guardian, wicks bill gives consumers the right to know what personal information businesses collect and sell, and the right to stop those sales to third parties. coming up, plans for a so-called mini santa in a

canyon road right across the street from two already busy shopping centers, city center and the shoppes at bishop ranch. the developer gave abc seven news reporter leslie brinkley a look at some of their plans for the 92 acre parcel. >> since the 1980s, massive oak trees have lined the road into chevron's headquarters in san ramon. the trees will stay, but the global headquarters have moved down the street and everything else will change, according to sunset development, which bought the parcel from chevron and is drafting up plans . on the property. >> it's 92 acres. it's going to

be about 2600 homes and a new retail center. great neighborhoods, a new park and the homes will range from two stories all the way up to seven story apartment condo buildings. >> sunset development said it will include affordable housing, and they are also intending to build a 3500 seat outdoor amphitheater theater on the site in december, the city of san ramon changed the zoning on the chevron parcel from office to retail and residential, but building it out is likely to take 15 years or more. san ramon's planning manager told abc seven news they are still waiting for the formal development applications. then public hearings will be scheduled. the city says some residents in the inverness park neighborhood have expressed concerns about esthetics and traffic. there will certainly be environmental studies down the road, but developers say they don't foresee a problem. >> one of the nice things about taking a big office campus like that down and delivering homes is they used less water, less power, there's less traffic

straight day, looking at live doppler seven right now, you can see that cloud cover around right now. beautiful view from our santa cruz camera and it is a good day to be on the beach. no doubt about it. mid 60s san francisco, oakland, hayward. you're at 69. still pretty mild in san jose at 70 degrees and 61 in half moon bay from our walnut creek camera, you can see the clouds just filtering the sunshine in upper 60s from santa rosa to napa to fairfield and livermore. right now, as we check out the view from our san jose camera, the clouds are overhead tomorrow, mostly cloudy wednesday and thursday. we're expecting downpours and gusty winds, and on friday it is still going to remain unsettled. so i hope you're getting outside and just enjoying the nice weather that we have with those temperatures unseasonably high for this time of year, 40s and 50s, tomorrow morning is going to be mostly cloudy. there will be some patchy fog around. we did have some dense fog out towards the delta this morning, as you know, and tomorrow afternoon, even though it's going to be mild, not quite as

warm as today. so we're going to go with low 60s to low 70s under mostly cloudy skies level two storm is coming in wednesday into thursday morning. rain will be heavy at times. strong gusty winds, flooding and wind damage are likely. let's talk about that flood watch 4 a.m. wednesday until 4 a.m. friday. all of the bay area goes under it, and that is because the ground is pretty saturated. it's already nearing where it needs to be, and so any rain that falls on top of saturated ground is going to lead to rapid rises runoff. of course, rapid rises on rivers, streams and creeks and we will see some roadway flooding that is expected. so we go hour by hour tomorrow morning. a lot of cloud covers, some patches of fog as we head towards tomorrow night. first showers begin to move into the north bay at 10 p.m. and then that storm slows down. we are expecting downpours wednesday at 8 a.m. in the northern part of our viewing area. by 3 p.m, most of the bay area is wet and we are seeing heavy rain at times. that intensifies as we head towards the evening rush on

wednesday at 6:00 and then at 9 p.m, still looking at widespread rain with the wet weather continuing going into thursday. now, rainfall projections with this system is going to measure in inches one one to almost four inches in ukiah. we are expecting even higher totals. i mean 4 to 6in for the coastal hills. the santa cruz mountains. not out of the question. wind advisory 7 a.m. wednesday to 4 a.m. thursday for the coast. solano county, san francisco southerly wind gusts 50 plus miles an hour and that's going to mean the potential for some downed tree limbs and power outages. so we go hour by hour wednesday morning, 40 to 50 mile an hour winds topping 50. you will notice in the afternoon. and it is going to be strong and gusty well into the evening. it's a winter storm. watch for the sierra until 10 a.m. wednesday. i should say 10 a.m. wednesday until 10 a.m. friday. 1 to 2ft of snow. gusty winds. higher elevations. up to three feet of snow. here's a look at the accuweather seven day forecast. it's dry tomorrow
