on the storm. >> let's begin with spencer christian and a look at what you can expect. spencer >> okay, kristen and karina, let's go right to live doppler seven. and you can see that storm is closing in on us. clouds are beginning to move into the bay area right now. the rain will not be far behind. let's take a closer look at this storm on the exclusive abc seven storm impact scale. it's a level three storm. a strong storm uh. the strength of the storm will start to manifest itself late tomorrow. tomorrow afternoon into the evening hours with rain that will be heavy at times, strong gusty winds and of course, there's a possibility of flooding and wind damage. here's the forecast animation starting at 2 a.m. between 2 a.m. and about 830 or so. we'll see that first wave of rain moving into the north bay. it will be pretty much a north bay event up until about noon, and then early in the afternoon, we'll see the storm spreading to all parts of the bay area with periods of heavy downpours. it's going to be a very messy and slow and potentially hazardous afternoon and evening commute tomorrow, as those steady rains will just continue to fall into the evening hours up until almost midnight before the main body of that storm moves through, and it

will be followed by more showers and periods of lightrillionain on thursday and even into friday . now we have a flood watch in effect for the entire bay area from tonight through late thursday, and we are concerned about flooding. of course, and streams and creeks and roads and low lying areas. a wind advisory in effect from 4 a.m. tomorrow to 4 a.m. thursday for the entire bay area, gusts up to about 45mph. they may reach 60mph in that area. that purple area in the santa cruz mountains. so you can see we have the possibility of down to trees and power lines. so these are our main storm concerns through wednesday night, a high concern for flooding and roads and streams and shallow landslides and for trees down and power outages and a lower concern for river flooding. i'll give you a closer look at the storm and what comes after it. a little bit later, kristen and karina spencer, thanks so much. >> our team coverage continues now with abc seven news reporter leslie brinkley. >> she's live in the east bay with a look at storm preparations. leslie >> well, i'm here along walnut creek. it's been the most spectacular of days. 71 degrees,

blue skies, sunshine, you name it. and gently flowing waters here. but this creek overflowed its banks last winter and flooded nearby neighborhoods. so many are on guard, preparing for the one two punch of the storm, barreling our way. new year's day 2023. those who were here remember the torrential rains flooding many local east bay waterways, especially on el capitan drive in danville, where homes were inundated with water. the trucco family had water up to their front door and had to be rescued. >> actually, the fire department had to take us out of our house. i couldn't get out of my home, so that's how bad it was. >> it was last year. so you must still have a little bit of fear. >> anxiety. oh yes, i do. and my two next door neighbors, we all do. very scary. >> public works department say last year's new year's storm was problematic because it swept through as all the leaves fell from the trees, clogging

drainage. this time, they say the late january timing means the leaves are already cleaned out. we're in storm prep mode, as always. >> we're doing our due diligence and we're making sure that we're, um, cleaning our storm drains, catch basins, roadside ditches. we have all staff and all hands on deck sandbags. >> stations around the county are stocked up, with officials urging residents to bag up before the heavy rains come. since runoff could happen quickly with the soil already super saturated with the ground saturated, then trees are more likely to fall. danville residents say they've seen a lot of debris removed in many locations, but say more could be done to mitigate flood risks. >> they definitely did some work, but it needs more work. >> so you're still worried? >> oh yeah, we all are. >> well, the operations chief with san ramon valley fire protection district told me that along with other contra costa

county agencies, they have gotten special permission from oes to staff up just in case. tomorrow so they have crews on standby. they're going to have five extra engines as a hand crew and a dozer, just in case there are toppled trees. and they also have on standby a swift water task force. as i said, just in case, reporting live in walnut creek. i'm leslie brinkley, abc seven news. >> all right. leslie thank you. good to be ready. in the city of belmont is offering free sandbags to anyone worried about flooding on their property. city officials are also preparing early in case they need to shut down roads and intersections that typically flood when there is heavy rainfall. >> and that's not something you can do in five minutes. but what we're doing today is we're prepping the k rail, we're staging it out there, we're getting ready if pd and public works make the call, we need to close the road. we're ready to do so in a matter of minutes. >> the belmont has three sandbag pickup locations. you can find those addresses on the city's website. >> the upcoming storms might

help the snowpack in the sierra. the second snow survey of the year today found the snowpack at phillips station is 58% of normal for this time of year. statewide, the snowpack is only 52% of normal. it's a huge difference from last year when the snowpack was. 214% of normal. you can track the rain anytime with the same live doppler seven radar that spencer and the rest of our weather team use. just search abc seven bay area in your devices app store to download it now. >> now to developing news in the east bay. a small plane went down in concord near buchanan field airport, killing one person. >> the plane also clipped a car when it came down. abc seven news reporter ryan curry has been covering the story. he joins us live with the latest ryan. >> yeah. chris and karina. good afternoon. we're on concord avenue just up the street from 680. you can see it is still shut down. investigators are still examining and taking a look at the plane just around the corner from here. we spoke

with a few witnesses who saw the plane crash, and they told us they saw the engine cut off right before the crash happened. >> i'm standing over there loading my truck and i heard it blup blup blup blup and went straight down. and then boom, a horrific scene near buchanan airfield in concord, where a single engine plane went down near 680. >> the pilot killed on impact. the website flightaware shows a plane with the same tail number doing a maneuver called a touch and go where the plane lands. then takes off right away. suddenly it stopped, this one for an aircraft incident at concord avenue. >> at dimond boulevard. this will be in front of future four at four a plane down on the roadway. we're getting several callers, but something happened that the thing just died. >> he was pointed like that when the engine died. >> ross edwards saw it all. >> i went over there to see. you know what? i can do anything and uh- by then there was a bunch of people around. >> other witnesses shared this video right as the crash happened. the whole front of the

plane with serious damage. investigators are still looking into what happened before the plane went down. buchanan airfield is home to three flight schools and sees a good mix of visiting pilots, student pilots and locals. authorities are not releasing the name of the pilot, but witnesses say they see the plane flying every day. >> they kind of come up here and kind of just a little bit of turns and stuff like that and kind of goes around here and then kind of flies back down, and then they'll be, i'm not sure if it's the same pilot would be like another, another plane or something like that. a couple different other planes to kind of do the same thing. >> alex williams saw the plane start to nosedive towards the ground, literally hear the plane stop and stall, and then you hear him pretty much try to turn it back on. >> you hear the engine turn on again, and then it died again. and then it went down. >> the moment the plane hit the ground, alex ran over to help. what he saw was horrifying. >> kind of made it over to the scene. and yeah, it was a it's a very disheartening scene over there. now concord police told us they expect this road to be

closed for several more hours while they continue the investigation of the crash. >> the last time a plane crashed after taking off from buchanan airfield was six years ago today . we're live in concord. ryan curry, abc seven news. >> ryan, thank you. at least three people are recovering from injuries they suffered when an amtrak train derailed in north colorado. the derailment happened on the california zephyr line, which runs from san francisco to chicago. amtrak says the train hit a semi truck that was obstructing the tracks near denver. >> a third suspect arrested in the murder of guard kevin nishida is back in the bay area, but now there appears to be confusion over the role. each of the suspects may have had in the crime, which could impact how they're charged. abc seven news reporter anser hassan has the details. >> after almost two years on the run, lauren gilbert, the third suspect in the murder of former police officer kevin nishida, was extradited to santa rita jail on tuesday. >> and i just want to say thank you from kevin. our family and

myself. thank you to the oakland police department, the us marshals and all of the law enforcement agencies that were involved with this capture. >> virginia nishida, the widow of officer nishida, was on hand as the oakland police department announced the arrest and extradition of gilbert to the bay area from kansas city. that's where he was apprehended by us marshals on january 17th. nishida was shot in november of 2021 while guarding a tv news crew. he died several days later . >> we believe gilbert was the driver. >> oakland police sergeant nicole allen is the lead investigator in the case. she says all three suspects shadia mitchell, herschel hale and lauren gilbert face murder charges. but the alameda county public defender's office, which represents mitchell, says there's evidence contrary to what opd is alleging in a previous statement to abc seven news, alameda county public defender brendan woods says for 18 months we've been telling the prosecution that our client, shadia mitchell, was not the

actual shooter and then tried to cover up their incompetence by skewing the case to make it seem like our client was the shooter. >> at this point, the case is in the hands of the alameda county da's office, but sources familiar with the case tell abc seven news that gilbert will not be charged with enhancements because the prosecutor under former alameda county district attorney nancy o'malley, allegedly charged the wrong person with the shooting. >> sources say that the current da, pamela price, will review the charges against gilbert now that he's in custody. >> and at this point, like i said, it's still an active investigation. but at this point, we're we're going forward with, um, should i shoot her? lauren driver, according to jail records, gilbert is being held without bail at santa rita jail. >> no details yet as to when he'll make his first court appearance in oakland, anser hassan abc seven news. a bay area man who used a samurai sword to behead the mother of his young daughter was sentenced today. >> rafa solano will serve 25

years to life in prison, with the possibility of parole. he was convicted of killing his ex-girlfriend and 27 year old karina castro, back in 2022, chopping her head off with a sword in the middle of the street in san carlos. castro's family was in court today. they say the sentence is too lenient. >> if he used a gun, he can get life without parole. he can get the death penalty, whatever. now he's not eligible because he cut her head off in the street. how does that work? >> i don't get her back no matter what she. i mean, it's nice knowing that at least he won't get out in my lifetime. but it's sick that he gets to get out at all. >> castro's family says their focus now is on protecting the two young girls that she left behind. hate crimes on the rise. >> the precedented high and a possible cure for the loneliness epidemic. will one bay area community is now doing and looking ahead to san francisco's chinese new year parade, and one man who helps make

east san jose. in august, we were here when the street was filled with lived in rvs and encampments. that was until kip collegiate student alfredo hernandez, junior called on city leaders to make a change. >> my classmates began sharing concerns about safety, such as interactions with unhoused individuals who had wandered onto campus without permission, frequent thefts, and even the presence of drugs left by trespassers. >> now, san jose city council is poised to create an ordinance that would ban large vehicles and encampments within 150ft of school grounds, the memo we have crafted today is thoughtful and nuanced, and gives us the legal tools we need to enforce parking violations and dangers posed to our children. as they come to school and leave every day. the pilot program would take place at three locations in san jose challenger school and berryessa shirakawa elementary school, and here at the kip and independence campus. but if successful, it could expand to k through 12

schools across the city. unhoused advocate sandy perry thinks towing vehicles near a school campus will only criminalize homelessness. >> instead of working on the housing problem for the city to turn around for uh, simply enforcing restrictions on where unhoused people can be is a wrong headed approach. it's avoiding the real problem. >> the city says they don't intend to leave those rvs without a place to go. a safe parking site and a tiny home community a few miles away from the pilot schools will give the unhoused an alternative. council member peter ortiz was once unhoused and believes this is a solution that works for everyone. >> it's possible to work congruently children deserve to be safe on their way to and from school, and our unhoused deserve dignified housing and access to opportunity, a way officials hope to protect children and provide for the unhoused. >> in san jose. dustin dorsey, abc seven news. >> bart is crediting its new safe and clean plan for improvements at the civic center

station in san francisco today. bart officials joined employees at the station to tout the results of the latest riders survey. according to bart, satisfaction with rider safety at the station jumped from 32 to 52% from the previous quarter, while overall cleanliness ratings surged as well. bart president, board president bevan dufty says this safe and clean plan is a turning point for the agency. >> i think there's just so much good that's happening here right now, and we want to just stop for a moment and say we listened. we had to learn some very tough lessons here and at other stations in our system. but i think we're doing much better. >> bart says the focus of its safe and clean plan includes police visibility and increased station cleaning crews. a new fbi report shows that hate crimes have jumped sharply in the past five years. >> hate incidents and hate crimes are rising throughout america. >> it's a huge spike in the last few months, although it's been a problem before, it's at an

unprecedented high now. >> that's u.s. attorney for northern california ishmael ramsey. he led a summit in san francisco today that brought together law enforcement agencies from throughout the bay area. they're working to put together a coordinated plan to deal with hate crimes in our region. the fbi report found hate crimes were increasingly happening. at school. hate crimes against blacks were the most common, followed by hate crimes on jewish people and the lgbtq community. >> all right, let's talk about the rain that's going to be moving in here right now, because i think we're going to get a lot of it. kristen. >> yeah, it's not just a trickle. it's a whole lot coming out once after it's been dry for a while, i was checking with spencer. >> yes, we're going to get a soaking. no doubt about that. it's a strong storm. here's a look at the storm as it's approaching us on live doppler seven and the satellite. and it's just a few hours away from producing its first rainfall. so far, though, the wind is relatively calm. although the breezes are picking up, especially near the coast. current temperature readings in the low 60s right now at san

francisco, oakland, hayward and san mateo, 68 at san jose, 57 at half moon bay. looking northward, you see a few clouds getting thicker over the golden gate. right now, 62 degrees at santa rosa, mid 60s at fairfield, concord, livermore, 59 at napa. and let's take a look at our forecast headlines on mount tam. it already looks like the storm has arrived tomorrow. rainy and windy thursday. and friday. still some showers with us. some of them could be heavy at times. chance of a thunderstorm on thursday and into the weekend. we expect more unsettled weather with a few clouds here, some sun there and maybe even some rainfall before the weekend is over. let's take a closer look at our storm on the exclusive abc seven storm impact scale. once again, it's a level three storms, so for tomorrow we expect heavy rain or i should say rain. heavy at times. it'll be a rather steady rain. it'll feel heavy for most of the day once it gets started. strong gusty winds will accompany the storm and there is, of course, the possibility of flooding and wind damage. forecast animation. starting at 2:30 a.m, whereas the storm is just be or will be just beginning to arrive on the north bay now for most of the morning

hours, this is going to be a north bay event. there will be light to moderate rainfall getting heavier and steadier as the morning wears on, but by midday this will be a storm for the entire bay area, producing light to moderate rainfall across the entire region. with periods of heavy rain and then into the afternoon into the evening hours, we'll see heavy, steady rain for most of the bay area sweeping southward and eastward and not winding down in terms of the main body of the rain moving out until well after 9:00 tomorrow night into the midnight and overnight hours on thursday. and as you can see, there will still be showers and periods of rain trailing the main body of that storm through thursday. and even into friday. so a lot of rain is coming our way. rainfall totals by thursday night at 7:00 will range from nearly four inches down at ben lomond uh- up to nearly two inches in other parts of the south bay around san jose, up into the inland east bay. we'll see over an inch and a half in many locations, nearly two inches here in san francisco and up in the north bay, 3 to 4in and above across the entire area. so with that kind of rainfall, you can see why we have a flood watch in effect for

the entire bay area from tonight through late thursday. flooding is possible on streams and creeks and roads and low lying areas. we also have the wind to contend with. i mentioned that here's our wind gust animation starting at midnight. notice how quickly we see winds gusting up to about 40mph on the coast. by 5:00 tomorrow morning, as the morning commute gets underway, over 50mph along the coast from noon into the late afternoon hours and into the early evening hours. and finally, the winds start to diminish and taper off a little bit after about 9:00 tomorrow night. so we have a wind advisory in effect for most of the bay area from 4 a.m. wednesday to 4 a.m. thursday, the winds gusting up to about 45mph, generally, and a high wind warning over the santa cruz mountains. this area in purple, where gusts could reach or exceed 60mph. these are our main storm concerns. high concerns for flooding on roads and streams, shallow landslide roads, trees down and power outages and river flooding. of course, a little slightly lower. concern over in sierra went to storm warning will be in effect and back here in the bay area tomorrow. high temperatures up to about 60 degrees or so under

in santa clara county is prompting health officials there to urge people at increased risk to get tested and treated. >> born in a part of the world where tb is common and, um, maybe you have symptoms like you've been coughing for more than a few weeks, maybe associated with fever or weight loss or night sweats. think about tb, ask your provider, get a test, take treatment. >> the health department has confirmed 168 tb cases last year, up 19% from 2022. this follows a 6% increase in new diagnoses in 2022. in 2021, the san jose area actually had the second highest tb rate in the

as a public health emergency. >> we have 45% of the people who find themselves as being lonely, and that suffer from loneliness. >> supervisor david canepa introduced the resolution he hopes will spur further action. he says since the pandemic, county statistic have shown loneliness it explode among the local population. a trend the country surgeon general says is also being seen nationwide. >> this is a problem that has been building for decades in our country. covid certainly worsened it. it poured fuel on the fire, but that fire was burning before. >> in addition to the countywide resolution, canepa is also sending a letter to governor gavin newsom. in it, he asked the governor to create a new minister of loneliness position for the state. canepa says while san mateo county is leading the charge to tackle loneliness, here in the u.s, other places like japan and the u.k. have already taken steps to address the epidemic in their own countries. if approved, the minister of loneliness would work to enact policies to help improve not just loneliness, but also mental health in general. among the public at large,

creating resources for those most in need. it's an idea supported by clinical psychology doctor andrea zorbas, who says poor mental health can often lead to poor physical health too. >> if we're feeling depressed, we often have stomach aches or body pains. muscle aches, um, headaches, migraines, i mean, you name it. >> even though the county's resolution is revolutionary in many ways, canepa says he thinks it's just the first step in a long journey ahead. >> what we want to do is to build on that, but we can't build on it if we don't make the investments. >> in san mateo county, tim johns, abc seven news. >> joining us now is doctor jennifer christian herman, clinical psychologist and vice president of mind body medicine at blue shield of california. thanks for making time for us today, doctor christian herman. >> of course, happy to be here. >> you have extensive knowledge of and experience and how loneliness impacts people. you just saw the story from our

reporter, san mateo county voting to be first in the nation to declare loneliness as a public health crisis. your thoughts on that move and how it might help people in the county? >> certainly. so i think it's a fabulous idea. you know, as as was said in ■the story, several countries, the uk and japan have , um, have implemented and created a position of minister of loneliness. when we think about loneliness, it really is a pandemic or a national crisis. about 50% of people report feeling lonely, and that number has been increasing since the 70s. so as a surgeon general said, it is um, covid added fuel to the fire, but it has been a long standing problem. um, as humans, we are wired for social connection, and when we lack that connection, often, um, it's been shown to have significant impacts on physical health and mental health. >> can you talk about the signs of loneliness and how it might look different than depression or other mental health illnesses? sure >> so loneliness doesn't look like one particular thing. it's not having a certain number of

connections in your life, but it's really having the amount of social connection that feels right for you. and so many people have that. and i think one thing that's really important to call out is there's a lot of stigma around that, which when you think about the fact that 50% of individuals report being lonely, it's nothing to be ashamed of or something that's, you know, that's wrong with you. it really is a public health emergency. and so i think that's the important thing to keep in mind that if you're feeling lonely to reach out, to find those ways to connect, and if you're concerned about someone in your life that you might think may be lonely, also have those conversations. don't let any shame or stigma or concern get in the way of helping yourself or helping someone else. >> great advice and you and i have discussed the impact of the pandemic on loneliness. we know elderly people are highly impacted, but the younger population is also dealing with a loneliness epidemic. they're impacted. >> yes. so you're right. i mean, every age group has issues with

loneliness, and we do expect to see it in seniors. um, particularly, um, during covid and after covid. but but youth as well. and and that is such an important developmental time to have those connections. so as a parent or individuals that have youth in your life, whether it's younger children or teenagers, um, it's good to be on the lookout for that and help make those connections. if you're concerned that, um, that someone's feeling lonely and before you go, any quick tips on how to help ourselves or maybe others was suffering from loneliness? sure. so i think it's, um, it is pushing yourself a little bit outside your comfort zone, whether that's reaching out for help or, um, joining some sort of social connection that that may feel a little bit uncomfortable for you. um, and to know that it doesn't have to be something big either, for yourself or helping someone, even those little conversations, those connections , those things that you can do, um, can really make a difference and add up. so i think i encourage people to, um, to take that step, even if it's a little

and flooding and wind damage are of great concern and are likely. as a matter of fact, here's the forecast animation taking us into the overnight hours. the storm won't really arrive on shore in full force until about 9:00 tomorrow morning, mainly in the north bay first, then spreading by noon to all parts of the bay area, producing widespread moderate to heavy rainfall. a lot of it will be heavy downpours saturating the bay area going into the evening commute. in a main body of the storm will push out of here late tomorrow night, but it will be followed by showers on thursday and friday. rainfall totals will range from nearly two inches in the south bay to nearly four inches in the santa cruz mountains, to up to about two inches in the inland east bay, to 3 to 4in in the north bay. that's a lot of rain to fall in just 48 hours. flood alerts a flood watch, i should say, is in effect for the entire bay area from late tonight through late thursday. flooding is possible in streams and creeks and roadways, of course, and the wind advisory is in effect or will be for the entire bay area from 4 a.m. tomorrow to 4 a.m. thursday. winds gusting up to 45mph. and then that purple area
