drug market. >> but people who live nearby say once the skaters leave, it's a whole different story. good evening. thank you for joining us. i'm dan ashley and i'm ama daetz. >> we are talking about san francisco's united nations plaza, just across the street from civic center. yeah. today, abc seven news reporter luz pena went to that area to talk with people about the difference between the activities during the day and at night, and loses here with the story loose. >> that's right. we spoke to a resident who has been documenting the shift that happens at un plaza every night today. we want to see it ourselves. around 11:30 a.m, un plaza in san francisco is clean. skateboarders are out enjoying the new skate park. the city opened in november. >> i think we brought some new life to it and, you know, it's a desired place in san francisco to come. skate mayor breed posted on the city's work to improve un plaza is making a difference, but this resident, who wants to remain anonymous, says there's a clear shift in

this neighborhood at night. >> it's hard to tell it in words sometimes. like the footage doesn't lie. and that's why i started recording. um, that's why i started sharing it at night. >> frankie goes out with his gopro attached to his body from midnight until 3 a.m. over the weekend. he captured what he describes as chaos, with people overdosing and illegal activity throughout the plaza, a scene he says happens every night. >> rampant drug selling. it's basically lawless. when the police are not here, it's dangerous. it's dangerous for residents, you know, we often have to wake up people who are in the middle of overdoses just to get through our doors. um, that's a very dangerous thing to happen. and it's not a new problem. san francisco has invested $2 million to renovate un plaza last year, turning it from what was known as the epicenter of san francisco drug crisis to a skate park and an area for residents to work out. >> there's been a positive change during the daytime, but frankie says the crisis is still

alive at night. are you concerned for your safety? >> i am, that's that's why i am hiding my identity is because, uh, it's a small world here. it's the same thing, same people, very organized criminal element. >> monette harris is a peer counselor for the nonprofit rams. she patrols the area and is grateful for the skate park, but wants those in need to get more help. >> i don't feel like things are really being addressed. i think that they're just being a band-aid put on it. sfpd has officers on the plaza but acknowledges they are short staffed during the day. >> we typically have more police officers that are working in focused in on these problematic areas. is the staffing issues continue in the nighttime and we are focused in on the tenderloin still, however, we're not able to conduct certain operations. >> residents like frankie want to see the change 24 over seven. >> even when the skaters are not here, it's like, uh, like zombie

land. the mayor's office said the city will continue to prioritize initiatives to tackle open air drug markets. >> our data team looked into medical incidents at un plaza and found a slight increase in potential life threatening incidents in december compared to prior months. luz pena abc seven news. >> very interesting. okay, luz, thanks so much. now this comes as bart credits its new safe and clean plan for improvements at the civic center station, right near the un plaza area that louis was just talking about. today, bart officials joined employees at the station to tout the results of the latest rider survey. according to bart, satisfaction with rider safety at the station jumped from 32 to 52% from the previous quarter, while overall cleanliness ratings surged as well. bart board president bevan dufty says the safe and clean plan is a turning point for the agency. >> i think there's just so much good that's happening here right now, and we want to just stop

for a moment and say we listened. we had to learn some very tough lessons here and at other stations in our system, but i think we're doing much better. >> bart says the focus of its safe and clean plan includes police visibility and increased station cleanliness happening now. >> preparations are underway across the bay area ahead of tomorrow's storm. the city of belmont is offering free sandbag bags to anyone worried about flooding on their property. belmont has three sandbag pickup locations. you can find those addresses on the city's website, and for details on when this rain will arrive, let's get to abc seven news meteorologist sandhya patel. sandhya yeah. ama, we're going to see showers as early as tonight in the north bay. >> right now we take a look at live doppler seven. impressive level three storm with an atmospheric river heading in our direction. as we look at our local radar, you can see some radar returns already showing up off the coastline. most of that up to our north is not reaching the ground yet, but that will be changing tonight at 9:00, 930. you're going to see some showers in the north bay. that is an advance of the main storm

tomorrow morning at 8 a.m. the north bay is getting wet. you will notice the heavier rain begins to move in around 1 p.m. and downpours are expected at 7 p.m. even into 9 p.m. as we do expect, this level three storm to cause not only bring heavy rain, downpours at times, gusty winds downed trees, flooding on our streams, roadways and the possibility of power outages. we do have a flood watch that starts tomorrow morning, runs until friday morning for the entire bay area. this pretty much means that flooding could be possible because of the excessive rain. we have a wind warning a high wind warning starts tomorrow in the santa cruz mountains, and a wind advisory for the rest of the bay area. those gusts between 45 to 60 miles an hour means trees will go down. and certainly the potential for power outages. so the storm concern is urban flooding. high, shallow. landslides, also high trees down and power outages is going to be nearing that high category. and river flooding russian river at guerneville and the napa river

crashed. >> standing over there loading my truck, and i heard it blup blup blup blup and went straight down. and then boom, a horrific scene near buchanan airfield in concord, where a single engine plane went down near 680. >> the pilot killed on impact. the website flightaware shows a plane with the same tail number doing a maneuver called a touch and go where the plane lands, then takes off right away. suddenly, it stopped, this one for an aircraft incident at concord avenue. >> at dimond boulevard. this will be in front of future. four at four a plane down on the roadway. we're getting several callers, but something happened that the thing just died. >> he was pointed like that when the engine died. >> ross edwards saw it all. i went over there to see. >> you know what i can do anything and uh- by then there was a bunch of people around. >> other witnesses shared this video right as the crash happened. the whole front of the plane with serious damage. investigators are still looking into what happened before the plane went down. buchanan

airfield is home to three flight schools and sees a good mix of visiting pilots, student pilots and locals. authorities are notrillioneleasing, the name of the pilot, but witnesses say they see the plane flying every day. >> they kind of come up here and kind of does a little bit of turns and stuff like that and kind of goes around here and then kind of flies back down and then they'll be, i'm not sure if it's the same pilot would be like another, another plane or something like that. a couple different other planes to kind of do the same thing. >> alex williams saw the plane start to nosedive towards the ground, literally hear the plane stop and stall, and then you hear him pretty much try to turn it back on. >> you hear the engine turn on again, and then it died again. and then went down the moment the plane hit the ground, alex ran over to help. >> what he saw was horrifying. >> kind of made it over to the scene. and yeah, it was a it's a very disheartening scene over there. >> now, concord police did tell us that they could have this road closed off for several more hours while the investigation continues. the last time a plane crashed after taking off for

buchanan airfield was six years ago. today, we're live in concord. ryan curry, abc seven news dan ama >> all right. ryan, thank you so much. we move now to oakland where today police announced a third suspect arrested in the murder of security guard kevin nishida is back in the bay area. but there appears to be some confusion over the role of each of the suspects in the case, which could impact how they are charged. abc seven news reporter anser hassan has the latest. >> reporter after almost two years on the run, lauren gilbert , the third suspect in the murder of former police officer kevin nishida, was extradited to santa rita jail on tuesday. and i just want to say thank you from kevin, our family and myself. >> thank you to the oakland police department, the us marshals and all of the law enforcement agency, us that were involved with this capture. >> virginia nishida, the widow of officer nishida, was on hand as the oakland police department announced the arrest and extradition of gilbert to the bay area from kansas city.

that's where he was apprehended by us marshals on january 17th. nishida was shot in november of 2021 while guarding a tv news crew. he died several days later. we believe gilbert was the driver. oakland police sergeant nicole allen is the lead investigator in the case. she says all three suspects shadia mitchell, herschel hale and lauren gilbert face murder charges. but the alameda county public defender's office, which represents mitchell, says there's evidence, contrary to what opd is alleging. in a previous statement to abc seven news, alameda county public defender brendan woods says for 18 months, we've been telling the prosecution that our client, shadia mitchell, was not the actual shooter. investigators then tried to cover up their incompetence by skewing the case to make it seem like our client was the shooter at this point, the case is in the hands of the alameda county da's office. >> but sources familiar with the case tell abc seven news that gilbert will not be charged with enhancements because the prosecutor under former alameda county district attorney molly

allegedly charged the wrong person with the shooting. >> sources say that the current da, pamela price, will review the charges against gilbert now that he's in custody. >> and at this point, like i said, it's still an active investigation. but at this point , we're we're going forward with, um, should i shoot her? lauren driver, according to jail records, gilbert is being held without bail at santa rita jail. >> no details yet as to when he'll make his first court appearance in oakland, anser hassan. abc seven news 35 years ago today, dublin teenager eileen mishlove disappeared walking home from school in the past, short walks have been held retracing her route from wells middle school to amador valley boulevard near village parkway. >> that's where the 13 year old was last seen on the afternoon of january 30th, 1989. now walk was last held in 2020. eileen mother died in april of that year. still, dublin's police chief says the search for eileen continues.

>> the dublin police will continue to follow every tip and will not rest until we bring this case to a conclusion. >> currently, there is a $95,000 reward for information leading to the arrest and conviction of the subject or subjects responsible for eileen's disappearance. >> eileen's key fob was found near john may park, which is along the a doctor or an engineer. those are good careers!

the old record of 72 set back in 1962. say goodbye to that weather tomorrow. we have a level three storm, rain, downpours at times, gusty winds which means downed trees, especially since the soils are saturated. flooding on roadways, a minor flooding expected on small streams and creeks, and possible outages. we will have to monitor the russian river at guerneville and the napa river at saint helena and napa, both expected to see rapid rises as this strong level three storm moves in with an atmospheric river. do you want to show you the local radar here, and you will notice some radar returns showing up, but most of that is evaporating before it hits the ground. this is what we're waiting for. that will eventually make its way in later on tonight in the north bay. and for the rest of you, tomorrow. temperatures right now still pretty mild out there. 50s and 60s. here's a live view from our east bay hills camera and a look at the headlines tomorrow. a stormy day, 30 day showers, thunder chance. and as we head into early next week, it is still going to remain unsettled.

so this is just the start of a wet pattern as we head into 930 tonight. some showers in the north bay. really light stuff and then the heavier rain will come in tomorrow. so 8 a.m. it's to our north. you will notice that it starts to pour in the north bay at noontime, and also parts of san francisco and the peninsula. it's going to be coming down across parts of the bay area at 3 p.m. pretty much widespread rain 4 to 6 p.m. we start to see the heavier rain at 8 p.m. just crossing much of the bay area, and those downpours continue at 9 p.m. in the east bay. the south bay. it is going to move through and cause some ponding on the roadways. of course, roadway flooding is going to be an issue, but also downed trees, so watch out for that. and power outages. scattered showers remain for thursday. we will see some brief pockets of moderate rain. could be briefly heavy as well, and this pretty much continues thursday evening. so when you add up tomorrow, those rain and thursday's rain, you're pretty much looking at anywhere from about an inch and a half to over

three inches santa cruz mountains, four inches and even higher totals in our coastal hills. 5 to 6in of rain is expected. the winds will pick up as early as tomorrow morning, gusting to about 41 point ray. as you will notice as we head towards noon, 50 mile an hour winds on the coast topping that in half moon bay tomorrow night. this is also a big concern, obviously, as we could see some outages, so plan accordingly. high surf advisory just got issued moments ago. 3 p.m. tomorrow until 3 p.m. thursday. large breakers expected 22 to 26ft. you know what? that means? dangerous swimming and surfing conditions. winter storm warning in the sierra. 10 a.m. tomorrow until 4 a.m. saturday, uh. heavy snow up to three feet for the peaks. gusts to 65 miles an hour. snow levels start out at uh- way high up there, 6 to 7000ft tomorrow. by friday morning, 3500ft tomorrow morning, 40s, 50s tomorrow afternoon. it's stormy. highs will come down. 50s and 60s. and the accuweather seven day forecast. it's a stormy day tomorrow. level three two for
