>> well, you could call this weather, beauty and the beast. beauty is what we've had lately. t shirt and shorts, weather warm with light winds. the beast that's going to arrive tomorrow. our first level three storm of the year. good evening. i'm ama daetz and i'm dan ashley. >> thanks for joining us. i'm is exactly right. a level three storm is a beast. it's a strong storm on the exclusive abc seven news storm impact scale. we're talking about heavy rain, gusty winds, possible flooding and falling trees, as well as power outages. >> abc seven news meteorologist sandhya patel is tracking it all. of course. sandhya, give us the timeline. absolutely. so the showers will begin as early as tonight in the north bay. dan. and as we take a look at live doppler seven, you can see the strong level three storm developing in the pacific. one thing to keep in mind is that moisture source is extending all the way out towards the hawaiian islands, an atmospheric river accompanied. this storm, and that means we are in for a drenching right now. the moisture that we're seeing locally is not actually reaching the ground everywhere. a lot of this is evaporating before it hits the ground, but it will get

here in a matter of hours. in the north bay. really light stuff tonight at 930, tomorrow morning at 8 a.m, just the north bay is seeing a few showers and then the downpours begin. 1:00 tomorrow afternoon gets heavier at 7 p.m. thatrillionain fall intensity picks up at 9 p.m. here's a look at that storm impact scale. it is a level three heavy rain, strong winds, flooding is expected on roadways as streams and creeks power outages, a good likelihood. rough surf and downed trees and the rivers will need to be watched carefully, particularly the russian river at guerneville and also the napa river at napa and saint helena, and the san lorenzo river and the santa cruz mountains. excessive rain potential for the entire bay area between tomorrow morning and thursday morning, a flood watch tomorrow morning to friday morning. flooding concerns on rivers, streams, creeks and of course, roadways. and we are expecting a high wind warning to start in the santa cruz mountains tomorrow. and a wind advisory for the rest of the area. we are going to see

outages. here's a look at the storm concerns. urban flooding, shallow landslides, rockslides, high trees downed power outages. also, a high likelihood, and river flooding is going into that moderate category as some of those rivers will near or exceed minor flood stage. i'll be back with a full look at the forecast, including rain totals and sierra winter storm warning coming up. dan yeah, this is going to be a critical time. >> cynthia. thank you. the city of belmont is offering free sandbags to anyone worried about flooding on their property. city officials are also preparing early in case they need to shut down roads and intersections that typically flood when there is a heavy rainfall, like what's coming. >> and that's not something you can do in five minutes. but what we're doing today is we're prepping the k rail, we're staging it out there, we're getting ready. if pd and public works make the call, we need to close the road. we're ready to do so in a matter of minutes. >> belmont has three sandbag pick up locations. you can find those addresses on the city's website. >> abc seven news visited p-g-and-e's maintenance yard in the santa cruz mountains, where it has stockpiled power poles,

cables and transformers to respond quickly to any downed power lines from the incoming storm. the utility is also ready to activate its emergency operations center. crews will be on standby, and that's really going to allow us to allocate the proper crews and the proper equipment to better respond to any outages. and if you see any downed power lines, report them to pg and e and have flashlights and batteries ready so you don't have to use candles if your power goes out in the east bay, some people have lived through floods before. they're making sure it doesn't happen again. here's abc seven news reporter leslie brinkley with the story. new year's day 2023. >> those who were here remember the torrential rains flooding many local east bay waterways, especially on el capitan drive in danville, where homes were inundated with water. >> the trucco family had water up to their front door and had to be rescued. >> actually, the fire department had to take us out of our house. >> i couldn't get out of my home, so that's how bad it was last year.

>> so you must still have a little bit of fear, anxiety. >> oh yes, i do. and my two next door neighbors. we all do. very scary. >> the public works department say last year's new year's storm was problematic because it swept through as all the leaves fell from the trees, clogging drainage. this time, they say the late january timing means the leaves are already cleaned out. we're in storm prep mode, as always. >> we're doing our due diligence and we're making sure that we're, um, cleaning our storm drains, catch basins, roadside ditches. we have all staff and all hands on deck sandbag stations around the county are stocked up, with officials urging residents to bag up before the heavy rains come. >> since runoff could happen quickly, with the soil already super saturated with the ground saturate and then trees are more likely to fall. danville residents say they've seen a lot of debris removed in many local towns, but say more could be done to mitigate flood risks. >> they definitely did some

work, but it needs more work. >> so you're still worried? >> oh yeah. yeah, we all are. >> the nation's chief with the san ramon valley fire protection district says along with other contra costa county agencies, they've gotten special permission from oes to have extra resources on standby tomorrow, including five extra engines and a swift water task force, just in case. in walnut creek. i'm leslie brinkley, abc seven news, right up to the mountains. >> the sierra certainly could use more snow from this next storm that's expected to roll through today's snow survey at phillips station in el dorado county shows the snowpack at 58% of average statewide, it is at 52% of where it should be. this time of year. and while we are seeing our share of storms, officials have an explanation for what's going on. >> most of the storms we've had this year have been on the warmer side, meaning that that rain snow transition line has been creeping up further and further uh- compared to years

past and actually during the month of january, reservoirs have actually captured about 1.5 million acre feet of storage, which puts our statewide reservoir storage at roughly 116% of average state last year. >> at this time, the snowpack was 214% of average. well ahead of where we are now. now, when the storm arrives, you can track it with the same live doppler seven that sandia and our weather team use every day. just search abc seven bay area in your devices app store to download it. do that right now so you'll be ready for the storm. >> new at six video out of south san francisco shows damage from apparent gunshots at a church. there's a large police presence right now at saint augustine church on callan boulevard in. investigators say multiple gunshots were fired at the church. this is video from sky seven. you can see several windows of the church are damaged if you look closely there, officers say no one was hit, but they have the area blocked off. while this investigation continues developing, news, streets near

buchanan field and concord will remain closed overnight as the faa and the ntsb investigate the deadly crash of a small plane. >> the plane went down at concord avenue and diamond boulevard. this was about 1030 this morning, killing the pilot. the only person on board a witness shot this video moments after the crash. the front of the plane, as you see here, severely damaged. witnesses say the plane's engine cut off right before it went down. i'm standing over there loading my truck and i heard it up, up, up, up and went straight down. >> and then boom! >> i literally hear the plane stop and stall, and then you hear him pretty much try to turn it back on. you hear the engine turn on again, and then it died again and then went down the website flightaware shows a plane with the same tail number doing a maneuver called touch and go, where the pilot lands and takes off right away. >> the pilot's name has not been released. the last deadly crash at buchanan field happened six years ago today. in fact,

third suspect in the killing of a former bay area police officer who was working security for a tv news crew has been extradited. >> marquez gilbert was arrested in kansas city and is now back in the bay area. kevin nishida was shot and killed in november of 2021. there is some confusion, though, over the alleged role of each suspect in the crime. the district attorney's office initially claimed gilbert was the shooter, while police say gilbert was the getaway driver at the time that the case was presented. >> july mitchell was identified as the shooter. like i said, we've been in communication with the da's office. um, and at this point, like i said, it's still an active investigation. but at this point, we're we're going forward with, um, should i a shooter? lauren driver. >> all three suspects in the case are charged with murder. public. comment just wrapped up at tonight's san jose city council meeting ahead of a vote on a new ordinance that would ban any large vehicles, like rvs or encampments, within 150ft of school campuses. abc seven news south bay reporter dustin dawsey

has a look at what that would mean. >> things look a lot different along educational park drive in east san jose in august. we were here when the street was filled with lived in rvs and encampments. >> that was until kipp collegiate student alfredo hernandez junior called on city leaders to make a change. >> my classmates began sharing concerns about safety, such as interactions with unhoused individuals who had wandered onto campus without permission, frequent thefts, and even the presence of drugs left by trespassers. >> now, san jose city council is poised to create an ordinance that would ban large vehicles and encampments within 150ft of school grounds. >> the memo we have crafted today is thoughtful and nuanced, and gives us the legal tools we need to enforce parking violation and dangers posed to our children as they come to school and leave every day. >> the pilot program would take place at three locations in san jose challenger school and berryessa shirakawa elementary

school, and here at the kipp and independence campus. but if successful, it could expand to k through 12 schools across the city. unhoused advocate sandy perry thinks towing vehicles near a school campus will only criminalize homelessness. >> instead of working on the housing problems for the city to turn around for, uh, simply enforcing restrictions on where unhoused people can be is a wrong headed approach. it's avoiding the real problem, the city says they don't intend to leave those rvs without a place to go, a safe parking site and a tiny home community a few miles away from the pilot. >> schools will give the unhoused an alternative. council member peter ortiz was once unhoused and believes this is a solution that works for everyone. >> it's possible to work congruently children deserve to be safe on their way to and from school, and our unhoused deserve dignified housing and access to opportunity, a way officials hope to protect children and provide for the unhoused in san jose. >> dustin dawsey abc seven news.

needs. >> you know, no one wants to say , look, i feel i'm lonely with a unanimous vote by the board of supervisors. >> yes, yes, san mateo county has become the first county in america to recognize loneliness as a public health emergency. >> tsay. >> we have 45% of the people who find themselves being lonely and that suffer from loneliness. supervisor david canepa introduced the resolution he hopes will spur further action. >> he says since the pandemic, county statistics have shown loneliness. it's upload among the local population, a trend the country surgeon general says is also being seen nationwide. >> this is a problem that has been building for decades in our country. covid certainly worsened it. it poured fuel on the fire, but that fire was burning before or in addition to the countywide resolution, canepa is also sending a letter to governor gavin newsom. >> in it, he asked the governor to create a new minister of loneliness position for the state cannot says while san mateo county is leading the charge to tackle loneliness, here in the u.s, other places

like japan and the u.k. have already taken steps to address the epidemic in their own countries. if approved, the minister of loneliness would work to enact policies to help improve not just loneliness, but also mental health in general. among the public at large, creating resources for those most in need. it's an idea supported by clinical psychologist doctor andrea zorbas, who says poor mental health can often lead to poor physical health, too. >> if we're feeling depressed, we often have stomach aches or body pains, muscle aches, um, headaches, migraines. i mean, you name it. >> even though the county's resolution is revolutionary in many ways, canepa says he thinks it's just the first step in a long journey ahead. >> and what we want to do is to build on that, but we can't build on it if we don't make the investments. >> in san mateo county, tim johns, abc seven news. >> all right. we need to find out exact timing on this, whether we sure do, because this intense storm is coming in

pretty quickly now. >> meteorologist sandyha patel is tracking that for us. sandy >> yeah. around this time tomorrow night, dan and anna, it is going to be a drencher. and the winds are going to be intense as well. so let's take a look at a live picture right now. saver this moment where we actually have have calm conditions. it looks really nice from our emeryville camera as we take a look at our temperatures. we did hit records again for the third straight day. san jose broke its record set back in 1962. it got up to 73 kentfield 70 today. old record was 68. in 1976, although most areas came down, those two cities made it to record territory. here's a look at that storm. it is a level three storm that is right now aimed at the pacific northwest and the northern portion of the coastline of california. but you can see that atmospheric river extending all the way out towards the hawaiian islands. so we are going to be soaked as we head towards tomorrow afternoon and evening, especially right now on live doppler seven. most of that moisture is actually evaporating

before it hits the ground, what we call virga temperatures at this hour 5060, it's still pretty mild out there. sutro tower all is quiet right now. the headlines tomorrow it is going to be a stormy day. thursday showers. thunder chance into early next week. we're still looking at an unsettled pattern. i'll break it down for you on the seven day. in a moment. it's a level three for tomorrow. heavy rain with strong winds, flooding power outages, rough surf and downed trees. those are just some of the concerns coming up. this is not going to be the strongest storm that ever hit the bay area. it's now that the ground is saturated . it's not going to take much for those trees to topple, and it certainly won't take much to cause the flooding. so 930 tonight we have the light showers in the north bay. the rain will still be confined mainly to the north bay at 8 a.m. as you will notice. and then here comes the heavier rain at noontime, drenching the north bay parts of san francisco, the peninsula. it gets heavier as the night goes on. 6:00 we are looking at downpours, not just in the north bay, but across many parts of the bay area and

that continues into 9 p.m. as you can see here. 1130 the heaviest rain is southern and eastern part of our viewing area, and then it switches over to scattered showers thursday. but the problem is the runoff from the rainfall will be adding to the flooding concerns on thursday, and those rivers will see rapid rises. so those scattered showers continuing through thursday night. as you look at the rainfall projections, highest totals in the santa cruz mountains, nearing four inches there, 2 to 3in for many parts of the bay area and the northern portion of the area. we're looking at 3 to 4in uh, 1 to 3in from any area. excuse me. and then as you will notice, the coastal hills, you're looking at 4 to 6in of rain possible. the winds will be picking up tomorrow morning, 38 miles an hour. half moon bay, 41 point rays. that's just the start. the winds will pick up, ramping up at noontime, going over 50 miles an hour, going into the evening. strongest winds along the coast and over the higher terrain. the winds will pick up as well, and the

surf will be kicking up as well. high surf advisory tomorrow afternoon to thursday afternoon. breakers 22 to 26ft. risk of rip currents. and in the sierra this is going to turn to heavy snow. winter storm warning 10 a.m. tomorrow until 4 a.m. saturday. with those gusty winds, it is going to be rough to travel gusts up to 65 miles an hour, and we are looking at up to three feet over the peaks. temperatures in the morning with a south wind 40s 50s tomorrow afternoon it is going to be a wet and windy one with 50s and 60s. your accuweather seven day forecast level three storm tomorrow uh- two for thursday. thunder chance one friday saturday. monday. tuesday, sunday. we have a level two, so saturday afternoon evenings your best bet to get out. but every single day we have the storm impact scale ama and dan right busy and intense. >> all right. thanks, sandy. >> the san jose city council has approved an ordinance to make electric vehicle chargers mandatory in residents parking spots at new apartment complexes . abc seven news south bay reporter zach fuentes has more on what it means moving forward. >> and alfonso ramirez commutes

every day from his san jose home to work in mountain view. after saving up money, he bought an electric car, the only electric car that i was able to buy was a 2015 nissan leaf. being an older car, it's not holding a charge long, requiring long daily charger. ramirez lives in an apartment building and has to find charging in public places. >> sometimes it takes me. it takes me like two hours, linda hutchins noses with mothers out front. >> silicon valley and the ev charging for all coalition. she said people like ramirez aren't just dealing with inconvenience of finding charging and shared spaces. many are also spending more money than those who live in a single family home. >> the california public utilities commission has decided that public charging is not regulated, meaning the electricity rates are whatever the vendor wants to sell them at. sell it for tuesday, the san jose city council voted unanimously to update its code. >> the current reach code requires charging stations at a number of parking spaces, and those are more expensive, both for the developers who build the buildings and for the users who charge using them.

>> so getting rid of the charging stations is a good thing, and every space will have an outlet. >> the update mandates every spot in a newly built multifamily dwelling. be ready for ev charging each spot with direct wiring to each units meter. >> if we had chargers here in the apartments in my parking spot, it would be great. it was. it will be a big difference. >> some concerns from proponents of the ordinance centered around exemptions for parking, lifts and unbundled parking spots that are not assigned the council voted in favor of removing the exemptions for lifts. concerns were also raised by a representative from the building industry association. they urged the council to adopt the ordinance with the original exemptions and also look deeper into cost implications with the motion passing unanimously, it will take effect july 1st of this year. an update from the city staff with an analysis on direct wiring and other strategies to keep costs down for residents, is expected by april in san jose. zach fuentes abc seven news. >> coming up here, know someone who left the bay area in the

was the big winner. it lost 100. a downer. excuse me. it lost 118 points. ikea is lowering prices amazon prime now has ads and ups is laying people off. let's get you the details. ups plans to lay off 12,000 people over this year. most of them within the next six months. this comes five months after ups reached a historic pay agreement with its drivers. the ceo says the cuts will save the company $1 billion this year. it's unclear how many workers here in the bay area will be affected. amazon prime video now has ads customers can pay 2.99 a month more to avoid them, a recent morgan stanley report predicts prime video ads will generate more than $3 billion in additional revenue this year. most other streaming services have inserted ads into programing and raised prices on ad free tiers. ikea is lowering prices on some items. the company's aim is to bring pieces back to inflation adjusted price

building a better bay area in san francisco. there is new debate about whether things really are better at a spot long known as an open air drug market , city officials say their changes, including a new skate park, are working at united nations plaza across from civic center. >> abc seven news reporter luz pena spoke to people who live nearby, and they say when skaters leave, it is a much different story >> around 11:30 a.m, un plaza in san francisco is clean. skateboarders are out enjoying the new skate park. the city opened in november. >> i think we brought some new life to it and you know, it's a desired place in san francisco, so to come. >> skate mayor breed posted on next. the city's work to improve un plaza is making a difference, but this resident who wants to remain anonymous, says there's a clear shift in this neighborhood at night. >> it's hard to tell it in words sometimes. like the footage

doesn't lie. and that's why i started recording at night. >> frankie goes out with his gopro attached to his body from midnight until 3 a.m. over the weekend, he captured what he describes as chaos, with people overdosed ing illegal activity throughout the plaza, a scene he says happened every night. >> rampant drug selling. it's basically lawless. when the police are not here, it's dangerous. it's dangerous for residents. you know, we often have to wake up people who are in the middle of overdoses just to get through our doors. um, that's a very dangerous thing to happen. and it's. it's not a new problem. san francisco invested $2 million to renovate un plaza last year, turning it from what was known as the epicenter of san francisco drug crisis to a skate park and an area for residents to work out. >> there's been a positive change during the daytime, but frankie says the crisis is still alive at night. are you concerned for your safety? >> i am, that's that's why i am hiding my identity is because,

uh, it's a small world here. it's the same thing, same people, very organized criminal element. >> monette harris is a peer counselor for the nonprofit rams. she patrols the area and is grateful for the skate park, but wants those in need to get more help. i don't feel like things are really being addressed. >> i think that they're just being a band-aid put on it as sfpd has officers on the plaza, but acknowledges they are short staffed during the day, we typically have more police officers that are working and focused in on these problematic areas. >> the staffing issues continue in the nighttime, and we are focused in on the tenderloin still, however, we're not able to conduct certain operations. >> residents like frankie want to see the change. >> 24 over seven, when the skaters are not here, it's like, uh, like zombie land. >> the mayor's office said the city will continue to prioritize initiatives to tackle open air
