i heard it's going to be a pretty hard rain. >> we do have a level three strong storm. if pd and public works make the call, we need to close the road. >> we're ready to do so in a matter of minutes. >> anxiety. oh yes, i do. and my two next door neighbors. we all do some storm anxiety spreading across the bay area tonight. >> a strong system with serious flooding danger is bearing down on us and is coming in just hours. good evening. thank you for joining us. i'm dan ashley and i'm ama daetz. >> it seems everyone is gearing up for what looks to be one of the strongest storms we've seen come this year. the flooding danger is in play for everyone

tomorrow, and as you can see from live doppler seven tonight, the firstrillionound of this is starting to move in right now. >> let's get right to abc seven news meteorologist sandhya patel. she's on top of that and everything we need to know about this storm. sandhya. yeah dan and ama, this is a strong level three storm on live doppler seven. >> you can see it right now. it does come with an atmospheric river and that is going to slam us as we head towards tomorrow. right now you can see the intensification of the low pressure system off the pacific northwest and northern california coast. we have seen some showers in the north bay, and tonight on live doppler seven really light stuff still in the north bay. that is going to change come tomorrow. so first thing tomorrow morning, 830 as some of you begin your commute, we are expecting some light to moderate showers to move in. it becomes heavier as the day goes on by 1:00, seeing some moderate rain and it intensifies by 7 p.m. we even have a chance of thunder. that's the latest thing that i have added. 9 p.m. still getting drenched across the region. it is a level three for tomorrow.

downpours thunder chance, gusty winds downed trees, flooding and possible outages. with this storm. excessive rain potential between tomorrow morning and thursday morning pretty much everyone in that excessive rain potential flood watch for the entire area starts tomorrow morning, and that is because rapid rises will occur on rivers, creeks and streams, and flooding is expected on the roadways as well. a high wind warning for the santa cruz mountains, where the winds will be damaging wind advisory for the rest of the bay area tomorrow morning. watch out for power outages and definitely some downed trees, so the storm concerns urban flooding will be high. shallow landslides, rockslides, also high downed trees and power outages. a high likelihood, and river flooding. although it is on the lower end tomorrow by thursday, the napa river at napa and saint helena and the russian river at guerneville along with the san lorenzo river and the santa cruz mountains, could near monitor stage or exceed flood stage just by minor amounts. so just stay tuned. we have a second atmospheric river for the

weekend. i'll be back with the full timeline coming right up. ama and dan. >> okay, sandy, thanks very much. >> and one of the big areas of focus tonight is santa cruz mountains. p-g-and-e's says it will be mobilizing personnel to be ready to respond. >> yeah. abc seven news south bay reporter lauren martinez spent the day in one of the storm's expected dangers zones. she's live off highway 17 with how people there are getting ready. lauren >> yes, dan. and today, officials in santa cruz county sent an alert to residents through crews aware letting them know that the storm is coming. >> now they're expecting traffic impacts and power outages due to downed trees and branches in the santa cruz mountains. volunteers with the county alerted residents in high risk areas. heavy rain is coming. we're expecting it to be a short event, but, um, probably impactful. officials with santa cruz county say there is a potential for flooding at local creeks and rivers. we had a rain event about a week or ten days ago where the san lorenzo river,

uh, came in at about four feet above predicted levels. >> so that shows us that the ground is very, very saturated along the san lorenzo river behind the felton covered bridge is tamara bowles equestrian center. >> the property boards around 60 horses. during certain emergencies. they have evacuated for fires and floods. >> we flooded last year and we did. we only we had all the horses leave the property. so we do have a pretty extensive evacuation plan, a bulletin gives others a heads up to plan ahead of time. >> bowl will remain at the property and watch the weather closely. >> water is powerful and we need the rain. we'll probably be up and watchful. >> p-g-and-e's and the santa cruz mountains could see the most adverse weather, so they're activating their emergency operations centers in the region . >> we have a generator already, and we also got a battery. and it's a backup. and then we are

storing you know, some food. the staggering toll of last year's series of storms damaged homes, businesses and beloved destinations. >> the pier at seacliff state beach was deemed irreparable and was removed due to unsafe weather conditions this week. seacliff state beach will be closed from wednesday to thursday. the chp says if y have to be on the road, slow down. do not drive through flooded roadways and plan ahead. live in the santa cruz mountains. lauren martinez abc seven news lauren, thank you so much. >> and in anticipation of the approaching storm, governor newsom is activating the state operations center. the center allows for a coordinated emergency response among state, local and federal agencies, cal fire tweeted. video today, reminding the public to prepare for a potentially dangerous few days. check to make sure your emergency equipment like flashlights and generators are working. check your local county websites for where you can get sandbags and be sure to create a

family communication plan in case you get separated from your loved ones and this is a live look at the roads in the sierra. a nice and clear right now, but we are expecting this to change pretty dramatically. a winter storm warning goes into effect tomorrow morning and goes all the way into saturday. we saw one car go by now that's going to mean that we will likely see chain controls for 8-80 as well as 50. >> and while we're talking about the mountains, this coming storm could bring some much needed help to the sierra. the second snow survey of the season showed the snowpack well below where it should be for this time of year. statewide, it's at 52% of normal state officials say it's because we've had a lot of warm storms, but all of the rain has to go somewhere. that's somewhere is the reservoirs, and they are doing fairly well with capacity at 116% of normal. >> do make sure that you are ahead of this storm with the same live doppler seven tools sandia uses just search abc seven news, bay area in your streaming devices app store to download it and keep it tuned to abc seven as soon as you start your day tomorrow, though.

meteorologist drew tuma in the entire abc seven mornings team is on top of the commute and day ahead. that all begins at 5 a.m. >> more weather here in just a couple of moments, but let's move on now to the east bay tonight in the effects of the rising crime rates in oakland, sources tell us tonight that the clorox company, as well as blue shield of california, are now upping security to protect their workers downtown. abc seven news reporter j.r. stone has more on what these companies are doing. a security guard at the clorox company building in oakland seen walking with an employee to their vehicle on tuesday, sources confirmed to abc seven news that employees there now have the option to be escorted by security to their car, bart, or a location within two blocks. >> well, honestly, i think that's kind of like a good thing. um, given the fact that oakland after dark, it's a crazy place, right? >> i guess you would say it. appreciation. at least they're thinking of the community and their their members, those we spoke with who work in the area

say companies offering security escorts to keep employees safe is good news to them. >> blue shield of california confirms that they have taken similar measures at their nearby location in oakland. >> when you walk out at night, i've seen a whole block literally getting beeped, like one single person just going car to car to car to car. >> in fact, a short time after we spoke with victor quintanilla, we saw just that a bit car we witnessed someone bust out this car window and take items that were hidden in the trunk. they then drove off in a white getaway car. some who lived nearby say you just have to be aware of your surroundings . >> you just got to be on your toes. especially as you can, if that makes any sense. >> downtown workers, though, tell us they are frustrated with the current crime situation in oakland. sources tell us there were safety concerns that led to the clorox company making the decision to provide security escort s, and i know it's been like this thing forever, like defund the police, but when

there's conditions like this, you know, i think safety is number one priority, right? in addition to security, walking employees to their vehicles tuesday, we saw numerous guards outside the clorox company building as well as in oakland, jr. stone abc seven news now. >> we reached out today to the office of mayor shengtao to ask her response to all of this. we have yet to hear back. >> now, just hours before the lights go out for the last time at quincy lighthouse in oakland, the popular restaurant and pub along the estuary opened in 1984. inside is a real lighthouse built more than a century ago. quins manager blames the closure on rising costs and slower business because of the warriors and raiders leaving town. we'll miss it if there was some way to bring it back, we'd do it at and if that's just going to be us coming here tomorrow to say goodbye right out here where we're standing, then we're going to do that. the restaurant is officially set to close tomorrow

. >> happening tomorrow. the heads of some of the biggest social media companies will be on capitol hill to testify about child safety among those expected to appear are the ceos of meta, discord, tiktok, snap and x, which was formerly twitter. this is the first time snap's ceo is going to testify in response to allegations that snapchat is harming children's mental and physical health, there has been a push for legislation to protect kids from the dangers of social media. this is part of that effort. >> building a better bay area is what drives our work. every day here at abc seven news, it does. >> and tonight we want to spend some time highlighting a couple of those breakthroughs. >> we start with the transformation happening at san francisco's troubled un plaza. all thanks to the new skate park. during the day, the notorious open air drug market has disappeared. and in its place are skaters. the city invested $2 million to renovate the plaza, but some people who live nearby say once night falls, it becomes an entirely

different world. rampant drug selling. >> it's basically lawless when the police are not here, it's dangerous and i hear it's dangerous for residents. you know, we often have to wake up people who are in the middle of overdoses just to get through our doors. >> san francisco police do have officers at the plaza, but say they are short staffed. >> our next building, a better bay area breakthrough, is looking ahead to another big metric for san francisco. tonight, volunteers took to the streets of the city to hand count homeless individuals. the biannual count is required by the us government in order for the city to receive funds. abc seven news was there as people spanned uh- spread out throughout the south of market neighborhood across the city to count the number of people on each block. ali street and carr very thorough, count at the last count in 2022, it showed the number of homeless folks not in shelters has decreased since 2019. been the results of the annual count are usually released in the spring. now abc

you know, we all want her to come home. >> it was about this time last week when we last spoke to the son of 8-80 six year old jovito domingo. she has been stuck in the philippines trying to get back to the bay area, but couldn't fly because of an airline policy. until now, it took days of emails and phone calls back and forth, including with our own reporter. but tonight we saw a long awaited embrace in the international terminal at sfo. >> yeah, really, this is a long time coming. abc seven news anchor dion lim was there for an emotional reunion. you'll see only on seven. sierra and the thing. >> the anxiousness. >> it doesn't feel like it'll be real until like, oh, she's that's her. >> and anticipate felt by moses domingo as he waited for philippine airlines flight 104 at sfo tuesday night, has been building for nearly two months. >> it's still surreal, you know, it's just so surreal. his 86 year old mother, julia, is finally home after being stuck in the philippines because of an airline policy. >> i'm so happy i thought they

will just die there. earlier this month, we shared with abc seven news viewers how jovito was unable to return to the bay area after visiting family last fall. >> she's upset. she's she cries sometimes when i talk to her on the phone. >> philippine airlines, also known as pal, didn't allow her to fly home on december 5th due to her copd or chronic obstructive pulmonary disease. the only way would be to purchase an on board oxygen machine. money the domingo family does not have. >> now we learn it's $3,100 to get the portable oxygen oxygen concentrator jovite's doctors even wrote letters stating she was healthy enough to fly and did not need oxygen. >> moses said they also couldn't get a refund and without it, couldn't buy a ticket. on another airline. jovito was stuck and moses was desperate. i'm just utter like, you know, turmoil. we reached out to the philippine consulate, the department of transportation, congressman mark desaulnier, and

the airline itself. after our story aired, the domingo's received an email from pal saying they stand firm with their medical policy but would make a gesture of goodwill to provide jovito with free in-flight oxygen and to cover any additional fees. >> it's very encouraging. >> a dot spokesperson tells me. the airline can conduct their own medical review, separate from the one performed by a passenger's own doctors, and choose to deny travel. the dot also told me in cases like this, the airline must provide the passenger with a refund and an explanation in writing within ten calendar days of the refusal . but the domingo's are now just looking forward. >> it's my mom. she means the world to me, to spending time together. >> thank you lord, thank you. thank you very much. >> in san francisco, dion lim, abc seven news. that's great. >> well, streets near buchanan field and concord are going to be closed overnight as the faa and ntsb continue to investigate a deadly plane crash. the small plane went down at concord

avenue and diamond boulevard this morning, killing the pilot. the only person on board. one witness shot video of the scene moments after the crash. others say the plane's engine quit right before it went down. >> i'm standing over there loading my truck and i heard it blup blup blup blup and went straight down and then boom, it literally hear the plane stop and stall. >> and then you hear him pretty much try to turn it back on. you hear the engine turn on again, and then it died again. and then went down. >> the website flightaware shows a plane with the same tail number doing a maneuver called touch and go where the pilot lands, then takes off right away. the pilot's name has not yet been released, but new tonight, 40 years and 9500 wishes. >> that is quite the milestone. make-a-wish greater bay area is marking today and certainly reason to celebrate january 30th, 1984 was the day this remarkable organization began here in the bay area, and since then, just look at all the smiles, laughter and pure joy.

and evening. ama and dan. >> let's take a look at our storm impact scale. it is a level three which is a strong storm on our exclusive abc seven news storm impact scale. >> downpour is thunder chance. gusty winds. >> we're expecting downed trees. >> certainly flooding on roadways, streams and creeks, and possible outages right now. a live look from our sutro tower camera and this camera has been bouncing around so the winds are beginning to pick up. i do want to show you the gusts right now over the higher terrain, 35 miles an hour. amount diablo. big rock ridge is currently 39 miles an hour. those winds are only going to get stronger as we head towards tomorrow. here is the look at the storm area of low pressure. you can see this moisture plume going all the way back towards the hawaiian islands that atmospheric river slams the bay area. right now we are seeing a few sprinkles around near oakland, san francisco, sfo reporting a few light showers at this hour. as we look at a wider picture here, the north bay has already seen some showers, and there's certainly more moisture off the coastline. this is a warm system, so it holds a lot more

moisture than a colder storm. temperatures at this hour with a southerly wind really mild. i mean 50s and 60s. and it was warm enough for a third straight day to set two records. san jose 73 kentfield 70 degrees. this is going to come to an abrupt end tomorrow. here's a look at the headlines as we look at the calm view from our golden gate bridge camera. tomorrow. it is going to be a stormy day, particularly the afternoon and evening. thursday showers, thunder chance and it remains unsettled into early next week. we go hour by hour tomorrow morning at 8:00. rain is moving in at 1230. it starts to pick up and we will see down pours. 7 p.m. you will notice some areas of red there. i wouldn't be surprised if there was a thunderstorm or two embedded. 9 p.m. still seeing that drenching rain. so if you could stay home and stay off the roads in the late afternoon evening, that would probably be a good idea. 1030 still getting pounded by heavy rain. you will notice scattered showers for the thursday morning commute, but intensity picks up briefly at times at noontime. you will

notice on thursday and there could even be a pop of thunder or two. even on thursday, so keep that in mind. it will take some time for all the water to run off, so the rivers will see rapid rises along with the creeks and streams. rainfall estimates anywhere from about an inch to almost three inches in some areas, like santa rosa, even higher totals in the coastal hills, we're talking about anywhere from 4 to 6in. the winds will come up, gusting 38 miles an hour. tomorrow morning, getting even stronger later in the morning, and by the afternoon and evening we're talking over 50 mile an hour winds so that is going to lead to some damage, growth and is already saturated. it's not going to take much to knock down trees, high surf advisory tomorrow afternoon to thursday afternoon. breakers will be between 22 to 26ft. and in the mountains heavy snow is expected. winter storm warning begins tomorrow, runs until saturday morning, up to three feet for the peaks. gusts up to 65 miles an hour and those snow levels going from 6 to 7000ft tomorrow. so lowering to 3500ft

by friday morning. and that will impact travel tomorrow morning. temperatures 40s 50s tomorrow afternoon. you are looking at a stormy one 50s and 60s on your highs. the accuweather seven day forecast. it is a strong level three storm expecting stormy weather. it begins in the morning, but it intensifies in the afternoon evening. a two on thursday showers. thunder chance a one for friday. scattered showers. not a rainy all day event saturday, a chance in the morning and then a level two. this is our second atmospheric river on sunday. colder. certainly going to be potential for some more issues. rain continues with a one monday going into tuesday. ama and dan will be right back after
