the firstrillionound of this is starting to move in right now. >> let's get right to abc seven news meteorologist sandhya patel. she's on top of that and everything we need to know about this storm. sandhya. yeah dan and ama, this is a strong level three storm on live doppler seven. >> you can see it right now. it does come with an atmospheric river and that is going to slam us as we head towards tomorrow. right now you can see the intensification of the low pressure system off the pacific northwest and northern california coast. we have seen some showers in the north bay, and tonight on live doppler seven really light stuff still in the north bay. that is going to change come tomorrow. so first thing tomorrow morning, 830 as some of you begin your commute, we are expecting some light to moderate showers to move in. it becomes heavier as the day goes on by 1:00, seeing some moderate rain and it intensifies by 7 p.m. we even have a chance of thunder. that's the latest thing that i have added. 9 p.m. still getting drenched across the region. it is a level three for tomorrow. downpours thunder chance, gusty winds downed trees, flooding and

possible outages. with this storm. excessive rain potential between tomorrow morning and thursday morning pretty much everyone in that excessive rain potential flood watch for the entire area starts tomorrow morning, and that is because rapid rises will occur on rivers, creeks and streams, and flooding is expected on the roadways as well. a high wind warning for the santa cruz mountains, where the winds will be damaging wind advisory for the rest of the bay area tomorrow morning. watch out for power outages and definitely some downed trees, so the storm concerns urban flooding will be high. shallow landslides, rockslides, also high downed trees and power outages. a high likelihood, and river flooding. although it is on the lower end tomorrow by thursday, the napa river at napa and saint helena and the russian river at guerneville along with the san lorenzo river and the santa cruz mountains, could near monitor stage or exceed flood stage just by minor amounts. so just stay tuned. we have a second atmospheric river for the weekend. i'll be back with the

full timeline coming right up. ama and dan. >> okay, sandy, thanks very much. >> and one of the big areas of focus tonight is santa cruz mountains. p-g-and-e's says it will be mobilizing personnel to be ready to respond. >> yeah. abc seven news south bay reporter lauren martinez spent the day in one of the storm's expected dangers zones. she's live off highway 17 with how people there are getting ready. lauren >> yes, dan. and today, officials in santa cruz county sent an alert to residents through crews aware letting them know that the storm is coming. >> now they're expecting traffic impacts and power outages due to downed trees and branches in the santa cruz mountains. volunteers with the county alerted residents in high risk areas. heavy rain is coming. we're expecting it to be a short event, but, um, probably impactful. officials with santa cruz county say there is a potential for flooding at local creeks and rivers. we had a rain event about a week or ten days ago where the san lorenzo river, uh, came in at about four feet above predicted levels.

>> so that shows us that the ground is very, very saturated along the san lorenzo river behind the felton covered bridge is tamara bowles equestrian center. >> the property boards around 60 horses. during certain emergencies. they have evacuated for fires and floods. >> we flooded last year and we did. we only we had all the horses leave the property. so we do have a pretty extensive evacuation plan, a bulletin gives others a heads up to plan ahead of time. >> bowl will remain at the property and watch the weather closely. >> water is powerful and we need the rain. we'll probably be up and watchful. >> p-g-and-e's and the santa cruz mountains could see the most adverse weather, so they're activating their emergency operations centers in the region . >> we have a generator already, and we also got a battery. and it's a backup. and then we are storing you know, some food. the

selling. >> it's basically lawless when the police are not here, it's dangerous and i hear it's dangerous for residents. you know, we often have to wake up people who are in the middle of overdoses just to get through our doors. >> san francisco police do have officers at the plaza, but say they are short staffed. >> our next building, a better bay area breakthrough, is looking ahead to another big metric for san francisco. tonight, volunteers took to the streets of the city to hand count homeless individuals. the biannual count is required by the us government in order for the city to receive funds. abc seven news was there as people spanned uh- spread out throughout the south of market neighborhood across the city to count the number of people on each block. ali street and carr very thorough, count at the last count in 2022, it showed the number of homeless folks not in shelters has decreased since 2019. been the results of the annual count are usually released in the spring. now abc seven news reporter lyanne

it's just so surreal. his 86 year old mother, julia, is finally home after being stuck in the philippines because of an airline policy. >> i'm so happy i thought they will just die there. earlier this month, we shared with abc seven news viewers how jovito was unable to return to the bay area after visiting family last fall. >> she's upset. she's she cries sometimes when i talk to her on the phone. >> philippine airlines, also known as pal, didn't allow her to fly home on december 5th due to her copd or chronic obstructive pulmonary disease. the only way would be to purchase an on board oxygen machine. money the domingo family does not have. >> now we learn it's $3,100 to get the portable oxygen oxygen concentrator jovite's doctors even wrote letters stating she was healthy enough to fly and did not need oxygen. >> moses said they also couldn't get a refund and without it, couldn't buy a ticket. on another airline. jovito was stuck and moses was desperate.

i'm just utter like, you know, turmoil. we reached out to the philippine consulate, the department of transportation, congressman mark desaulnier, and the airline itself. after our story aired, the domingo's received an email from pal saying they stand firm with their medical policy but would make a gesture of goodwill to provide jovito with free in-flight oxygen and to cover any additional fees. >> it's very encouraging. >> a dot spokesperson tells me. the airline can conduct their own medical review, separate from the one performed by a passenger's own doctors, and choose to deny travel. the dot also told me in cases like this, the airline must provide the passenger with a refund and an explanation in writing within ten calendar days of the refusal . but the domingo's are now just looking forward. >> it's my mom. she means the world to me, to spending time together. >> thank you lord, thank you. thank you very much. >> in san francisco, dion lim, abc seven news. that's great.

the weather and this really strong storm that's coming in. yep >> abc seven news meteorologist sandyha patel is getting us prepared. sandy. yeah. this one is going to hit us hard, especially tomorrow afternoon. and evening. ama and dan. >> let's take a look at our storm impact scale. it is a level three which is a strong storm on our exclusive abc seven news storm impact scale. >> downpour is thunder chance. gusty winds. >> we're expecting downed trees. >> certainly flooding on roadways, streams and creeks, and possible outages right now. a live look from our sutro tower camera and this camera has been bouncing around so the winds are beginning to pick up. i do want to show you the gusts right now over the higher terrain, 35 miles an hour. amount diablo. big rock ridge is currently 39 miles an hour. those winds are only going to get stronger as we head towards tomorrow. here is the look at the storm area of low pressure. you can see this moisture plume going all the way back towards the hawaiian islands that atmospheric river slams the bay area. right now we are seeing a few sprinkles around near oakland, san francisco, sfo reporting a few

light showers at this hour. as we look at a wider picture here, the north bay has already seen some showers, and there's certainly more moisture off the coastline. this is a warm system, so it holds a lot more moisture than a colder storm. temperatures at this hour with a southerly wind really mild. i mean 50s and 60s. and it was warm enough for a third straight day to set two records. san jose 73 kentfield 70 degrees. this is going to come to an abrupt end tomorrow. here's a look at the headlines as we look at the calm view from our golden gate bridge camera. tomorrow. it is going to be a stormy day, particularly the afternoon and evening. thursday showers, thunder chance and it remains unsettled into early next week. we go hour by hour tomorrow morning at 8:00. rain is moving in at 1230. it starts to pick up and we will see down pours. 7 p.m. you will notice some areas of red there. i wouldn't be surprised if there was a thunderstorm or two embedded. 9 p.m. still seeing that drenching rain. so if you could stay home and stay off the roads in the late afternoon

evening, that would probably be a good idea. 1030 still getting pounded by heavy rain. you will notice scattered showers for the thursday morning commute, but intensity picks up briefly at times at noontime. you will notice on thursday and there could even be a pop of thunder or two. even on thursday, so keep that in mind. it will take some time for all the water to run off, so the rivers will see rapid rises along with the creeks and streams. rainfall estimates anywhere from about an inch to almost three inches in some areas, like santa rosa, even higher totals in the coastal hills, we're talking about anywhere from 4 to 6in. the winds will come up, gusting 38 miles an hour. tomorrow morning, getting even stronger later in the morning, and by the afternoon and evening we're talking over 50 mile an hour winds so that is going to lead to some damage, growth and is already saturated. it's not going to take much to knock down trees, high surf advisory tomorrow afternoon to thursday afternoon. breakers will be between 22 to 26ft. and in the mountains heavy snow is expected. winter storm warning begins tomorrow, runs until
