river rolling into the bay area this morning. rain and wind expected to intensify throughout the day and into the night. flood watches, in effect in several neighborhoods this morning. and good morning to you. it is wednesday, january 31st, and we want to start with a check of that forecast. >> so it's not only the rain, it's also the wind. today so let's take a look at live doppler seven this morning. you can see for the most part we just have some light showers along the coast. and in parts of the north bay. much of the morning is going to feature just some light showers. it's the afternoon that we really see the brunt of this system. live doppler seven along with satellite really showing you that we have a lot of moisture off the coastline and it's headed in our direction today. the winds are already picking up in our hills. look at this. we're already seeing winds gusting over 50mph in parts of marin county close to mount tam along the coast, you can see in the santa cruz mountains, 30 to 40 mile per hour winds in the oakland hills, the winds are gusting to 30mph close to the surface. they're picking up first along the coast this morning and then they become widespread later on. this

afternoon. so it's a level three today with the worst of the storm later today. in the afternoon. in the evening, rain will be heavy at times along with those gusty winds. flood watch is in effect. wind advisories, high wind warnings as well. so we have showers scattered early on giving way to heavier rain this afternoon. this evening the morning commute looks quiet, but the evening commute is a totally different story. with those gusty winds and that heavy rain, we'll take a closer look at the timeline coming up in a few minutes. let's say hi to gloria and see how the traffic is doing. >> good morning drew. so far everything's looking pretty good out there on the roads this morning. you could see mostly in the green right now, the only real slow spot is for those commuters coming out of the central valley and then getting a live look outside at our 80 camera in emeryville. right now, this is one of our busier spots from westbound 80 on highway four to the toll plaza that's going to take you about 30 minutes right now. thank you. >> gloria. in anticipation of today's storm, governor newsom is activating the state operations center. the center allows for a coordinated emergency response among state, local, and federal agencies. cal

fire also taking precautions ahead of this intensifying weather. there reminding the public to prepare for a potential danger check to make sure your emergency equipment things like your flashlights, your generators make sure they're working. also, check your local county websites for where you can get sandbags and create a family communication plan in case you get separated from your loved ones. abc seven news reporter luna howland is in the east bay this morning. good morning, lina. >> good morning kumasi. we are at one of six sandbag stations set up by contra costa county. this one is at the county's public works department with free sand and bags available to anybody who needs it. ahead of the incoming storms here in the east bay, extra resources are already on standby. the operations chief with the san ramon valley fire district said, along with other contra costa agencies, they've gotten os approval to have a number of things ready. that includes five extra engines, a dozer and a

hand crew, and a swift water task force just in case not many people here are no stranger to floods. this was new year's day last year, when homes were inundated with water. many neighbors are hoping it doesn't happen again. actually the fire department had to take us out of our house. >> i couldn't get out of my home, so that's how bad it was last year. >> so you must still have a little bit of fear. anxiety. >> oh yes, i do. and my two next door neighbors, we all do very scary. >> the public works department say the new year's day storm last year was problematic because it swept through as all the leaves fell from trees clogging drainage. this time, the late january timing means the leaves are already cleared out, and if you are hoping to pick up some sandbags today, other cities have similar sandbag stations set up right now, including berkeley and san jose. just check with your local city for more information. live in martinez. lena howland abc

seven news. lena. >> thank you. we'll be watching closely what happens in the santa cruz mountains. p-g-and-e's says it will mobilize personnel to be ready to respond to incidents that county sent out an alert to residents yesterday to let them know to be prepared for this strong storm. they're expecting impacts to traffic. they're going to look at falling trees, potentially, and that could all lead to power outages. officials say there is a potential for flooding at creeks and rivers along the san lorenzo river. behind the felton covered bridge is an equestrian center. they've evacuated during previous fires and floods. we flooded last year and we did. >> we only we had all the horses leave the property. so we do have a pretty extensive evacuation plan. water is powerful and we need the rain. we'll probably be up and watchful. >> seacliff state beach is closed until tomorrow because of the unsafe weather conditions. you can track the storm with the same live doppler seven that

drew uses. just search abc seven bay area in your device's app store and download it now. >> developing news out of the east bay streets near buchanan field and concord will remain closed as the faa and the ntsb investigate a deadly plane crash. the small aircraft that went down at concord avenue and dimond boulevard around 1030 yesterday morning, and it killed the pilot, the only person on board the front of that plane, as you can see here, was severely damaged. one witness shot video of the scene moments after the crash. others say the plane'sin off right before it went down. >> i'm standing over there loading my truck and i heard it blup blup blup blup and went straight down. and then boom! >> i literally hear the plane stop and stall and then you hear them turn pretty much try to turn it back on. you hear the engine turn on again and then it died again. and then went down. >> the website flightaware shows a plane with the same tail number doing a maneuver called touch and go, where the pilot

lands and takes off right away. the pilot's name has not been released. >> happening today, top executives of social media companies will be on capitol hill to testify on the safety of children while their online. gloria. these ceos are expected to highlight safety improvements as lawmakers push for new restrictions on social media. >> to reggie, lawmakers say kids are subjected to everything from to sex trafficking to ads for diets while they're on social media, and they really want these companies to endorse the kids online safety act. it would require companies to block harmful material from kids accounts. now, the law would also restrict how companies can use data collected from minors and allow parents to supervise their kids activity. snap, the parent company of the popular app snapchat, is the only company to endorse the bill. so far. the senate judiciary committee has summoned the leaders of tiktok snap ex, formerly known as twitter discord and meta to testify today, the ceos are expected to

highlight what they've already done to improve, protect for kids and what they see as a positives of social media. kumasi thank you gloria. >> well, the incoming storm could bring some much needed help to the sierra. results from the second snow survey of the season show the snowpack well below where it should be this time of year. now statewide, it's at 52% of normal reservoir are doing very well with capacity at 116% of normal. while we have seen our share of storms, officials have an explanation for what's going on. most of the storms we've had this year have been on the warmer side, meaning that that rain snow transition line has been creeping up further and further uh- compared to years past. >> and actually during the month of january, reservoirs have actually captured about 1.5 million acre feet of storage, which puts our statewide reservoir storage at roughly 116% of average state last year. >> at this time, snowpack was 214% of average, drew 5.8

kumasi. >> we're taking a look at the commutes because they are going to be very different today. the morning drive is actually pretty quiet. a couple of light showers in the north bay, but for most of us it's just overcast skies, mild temperatures later on this morning. by 11 a.m, we start to see some of those showers become more widespread. watch what happens for the evening commute this is going to be the messier commute because the rain will be coming down heavy at times. the winds will be very strong at that hour. and again, sunsets right around 530 today. so once it gets dark, the rain is still falling heavy at times. that's when visibility drops. so if you have to commute today, just know the evening commute is going to be a lot slower. we have some changes when it comes to our winds and not for the better. unfortunately high wind warnings now have the expanded across the north bay coastline. much of the coastline for san mateo county into the santa cruz mountains, and now the east bay hills have been included in that high wind warning, where winds could gust up to 60mph. so winds are going to be an issue. and here's the

timeline of the winds. they're pretty strong throughout the afternoon. then we get that frontal passage around 7:08 p.m. once that front passes by us, the winds are going to dramatically drop off. but there's a long window we have here ahead of us that the winds will be strong across the region. live doppler seven right now, just some very light showers, the heaviest still well off our coastline. so as we go through future weather showing you throughout the morning, we'll see those showers spread become light to moderate by lunchtime. and then it's the afternoon in the evening. that's where track those downpours. you can see those pops of yellow orange, even red. that is heavy rain falling at times. look at the flood watch. in effect, we'll talk rainfall amounts coming up in just a few minutes. guys >> thank you. drew. some businesses are taking extreme measures to protect their workers from rising crime in the east bay. >> i'm so happy. i thought they would just die. their home at last. >> we're following up on the struggle of 86 year old javier

the philippines trying to get back home here to the bay area, but the airline refused to let her fly because of its medical policy. it took days of emails and phone calls back and forth, including with our own reporter. >> well, finally, this woman is home and safe this morning, abc seven news anchor dion lim has been following the story and was in sfo international terminal for the emotion reunion. you'll see only on seven. ciara and the thing. >> the anxiousness doesn't feel like it'll be real until like oh she's that's her and anticipation felt by moses domingo as he waited for philippine airlines flight 104 at sfo tuesday night, has been building for nearly two months. >> it's still surreal, you know, it's just so surreal. >> his 86 year old mother is

finally home after being stuck in the philippines because of an airline policy. >> i'm so happy i thought, i will just die there. earlier this month, we shared with abc seven news viewers how jovito was unable to return to the bay area after visiting family last fall. >> she's upset that she's she cries sometimes when i talk to her on the phone. >> philippine airlines, also known as pal, didn't allow her to fly home on december 5th due to her copd or chronic obstructive pulmonary disease. the only way would be to purchase an on board oxygen machine. money the domingo family does not have. >> now we learn it's $3,100 to get the portable oxygen oxygen concentrator covid. >> his doctors even wrote letters stating she was healthy enough to fly and did not need oxygen. moses said they also couldn't get a refund and without it, couldn't buy a ticket. on another airline. jovito was stuck and moses was desperate.

>> i'm just utter like, you know , turmoil. >> we reached out to the philippine consulate, the department of transportation, congressman mark desaulnier, and the airline itself. after our story aired, the domingo's received an email from pal saying they stand firm with their medical policy but would make a gesture of goodwill to provide jovito with free in-flight oxygen and to cover any additional fees. >> it's very encouraging, a dot spokesperson tells me. >> the airline can conduct their own medical review separate from the one performed by a passenger's own doctors, and choose to deny travel. the dot also told me in cases like this, the airline must provide the passenger with a refund and an explanation in writing within ten calendar days of the refusal . but the domingo's are now just looking forward. >> it's my mom. she means the world to me, to spending time together. >> thank you lord, thank you. thank you very much. in san francisco, dion lim, abc seven news in the east bay the effects of the rising crime rates in

oakland have led to some companies increasing security to protect to protect their own workers downtown, sources confirmed to abc seven news. >> clorox employees now have the option to get an escort by security to their car to bart or any location within two blocks. blue shield has also taken similar measures at their location in oakland and kaiser is taking a different step. they have told their employees not to go out on their lunch breaks. some people we talked to are happy companies are offering security escorts for their workers. >> i think that's kind of like a good thing. um, given the fact that oakland, after dark, it's a crazy place, right? >> i guess you would say it. appreciation and at least they're thinking of the community and their their members. >> we reached out to mayor sheng tao's office to ask her to respond to all of this. we have not yet heard back on the tech layoffs continues san jose based paypal is cutting 2500 workers, which is 9% of its workforce,

according to bloomberg. >> the affected employees will be notified by the end of the week. the ceo says the layoffs are essential to right size. the company last year, paypal laid off 2000 workers after after 40 years. today is the last day of service for quinn's lighthouse in oakland, the popular restaurant and pub along the estuary opened in 1984. in side is a real lighthouse built more than a century ago. quinn's manager is blaming the closure on rising costs and slower business after the warriors and raiders left town. >> we'll miss it if there was some way to bring it back, we'd do it at. and if that's just going to be us coming here tomorrow to say goodbye right out here where we're standing, then we're going to do that. >> according to the chronicle, the restaurant is expected to be up for sale. that could keep the business going. >> our friends at pixar and emeryville helped create disneyland's newest hotel, which

today on our roads, probably our smaller streams and our smaller creeks. that's time that allow for future weather showing you. we start to see that light rain become more widespread later on this morning. this is 11 a.m, but we're really watching the afternoon. that's when the rain is heavier, those pops of yellow and orange on your screen, and that heavy rain will continue into the evening. it's not until early tomorrow morning that the heavy rain starts to move out of here, so rainfall totals. a lot of rain is going to fall in a short amount of time. a good estimate for most of us. 1 to 2in, but likely much higher in the north bay and in the santa cruz mountains. that's why we have those flood watches up. also, winds will be an issue. they're already breezy right now, though. gusts upwards of 50mph in spots that will likely bring some trees down today and some power outages. so just a stormy afternoon and evening on the way. upper 50s to lower 60s. just a quick look. winter storm warning hits us at 10 a.m. today in the sierra 1 to 2ft of snow later today into tomorrow. three feet likely on our highest peaks . here's the accuweather seven day forecast. it's a stormy day today to level three. just be
