give that money back. >> the whole thing is rude. good morning. on this wednesday, january 31st. >> yes, of course, we're starting with our forecast with drew. >> yeah, we really want to get you prepared this afternoon and evening for heavy rain and some strong winds. right now, live doppler seven. we do have some light rain falling around ukiah and cloverdale, but for the most part it's just cloudy out there. but we have a lot of moisture headed in our direction. the wider picture, clearly you can see that area of low pressure spinning right there, dragging in all this moisture later on today and into the evening. it is a level three as we go throughout the day. rain heavy at times during the afternoon and evening we'll have gusty winds, flooding possible. also possible outages and trees down sutro tower. it is bouncing around this morning. the winds are picking up so for the morning we'll see those winds ramp up. showers become more widespread and by noon it's the afternoon and evening we're really highlighting. that's when it is windy. that's when we'll have heavy rain and that's will likely see some issues starting to pop up. we're going to go hour by hour in future weather.

time out. this rain coming up at six minutes. let's say hi to gloria and see how that morning commute is going. yeah. >> well, you know, so far it's going pretty good. drew, i know you mentioned that we could see some slick roads later on. so right now that's not an issue. however, we are seeing traffic building right now as it does about this time of the morning when more people head out to work. this is a live look outside at our bay bridge toll plaza camera, and you could see that there is a backup there. there's a crash between a big rig and a car right before the metering lights. so that's creating some more delays because of that. now the metering lights flipped on at 526 this morning. right now the backup there is to the 8-80 over crossing. and then let's get a look at your drive times for this morning. note those two areas in yellow. so a bit of a slowdown from tracy to castro valley that will take you 55 minutes. and then from highway 85 to the san jose airport, that will take you 23 minutes. guys >> thank you. gloria. in anticipation of the storm today, governor newsom is activating the state operations center. it allows for a coordinated

emergency response among state, local and federal agencies. cal fire is also taking precautions, precautions ahead of the intensifying weather. they are reminding the public to prepare for a potential danger check to make sure your emergency equipment, things like your flashlights and your generators are working. check your local county websites where you can figure out where to get sandbags if you need them, and create a family communication plan in case you get separated from your loved ones. abc seven news reporter lena howland joining us live in the east bay with more on preparations. lena >> kumasi we are we are at one of six sandbag stations set up across contra costa county. this one is at the county's public works department, with free sand and bags available to anyone who needs it. ahead of the incoming storms. here in the east bay, extra resources are already on standby. the operations chief with the san ramon valley fire district said along with other contra costa agencies, they've gotten os approval to have a

number of things that includes five extra engines, a dozer and a hand crew. as well as a swift water task force. just in case many people here are no stranger to floods. this was new year's day last year. homes were inundated with water. they're hoping it doesn't happen again. >> actually, the fire department had to take us out of our house. i couldn't get out of my home. so that's how bad it was last year. >> so you must still have a little bit of fear, anxiety. >> oh, yes, i do. and my two next door neighbors. we all do very scary. public works departments say the new year's day storm last year was problematic because it swept through as all the leaves fell from trees clogging drainage. >> this time in the late january. timing means the leaves are already cleared out. and if you are hoping to pick up some sandbags today, other cities are also offering similar sandbags. stations such as berkeley and san jose. just check with your

local city for more information. live in martinez. lena howland, abc seven news lena. >> one of the big areas of focus is the santa cruz mountains. pg and e says it'll mobilize personnel to get ready and respond to incidents. the county sent out an alert to residents yesterday to let them know to be prepared for the strong storm they're expecting impacts, including traffic and falling trees, which could lead to power outages. officials say there's a potential for flooding at creeks and rivers along the san lorenzo river, behind the felton covered bridge is an equestrian center. they've had to evacuate during previous fires and floods flooded last year, and we did. >> we only we had all the horses leave the property. so we do have a pretty extensive evacuation plan. water is powerful and we need the rain. we'll probably be up and watchful. >> seacliff state beach is closed until tomorrow because of the unsafe weather conditions. you can track the storm with the

same live doppler seven. drew uses just search abc seven bay area in your devices app store and download it now. >> developing news out of the east bay streets near buchanan field and concord will remain closed, as the faa and ntsb are investigating a deadly plane crash. the small aircraft went down at concord avenue and dimond boulevard around 1030 yesterday morning, killing the pilot, the only person on board. now the front of the plane had severe damage. one witness shot video of the scene just moments after the crash. others say the plane's engine cut off right before it went down. i'm standing over there loading my truck and i heard it pop up and went straight down, and then boom! >> i literally hear the plane stop and stall, and then you hear him pretty much try to turn it back on. you hear the engine turn on again, and then it died again and then went down the website flightaware shows a plane with the same tail number doing a maneuver called touch and go, where the pilot lands and takes off right away.

>> the pilot's name has not been released. >> happening today, top executives of social media companies will be on capitol hill testifying on the safety of children while their online. gloria. the ceos are expected to highlight safety improvements as lawmakers push for new restrictions for how kids can use their sites. yeah, reggie. >> lawmakers say kids are subjected to everything from to sex trafficking to ads for diets while they're on social media. and they really want these companies to endorse the kids online safety act. it would require companies to block harmful material from kids accounts. the law would also restrict how companies can use data collected from minors, and allow parents to supervise their kids activity. snap, the parent company of the popular app snapchat, is the only company to endorse the bill so far. the senate judiciary committee has summoned the leaders of tiktok. snap x, formerly known as twitter, discord and meta to testify today, the ceos are expected to highlight what

has fallen so far, pushing anchorage past the 100 inch mark. earlier than ever before. the city is on track to break its all time record of 134.5in of snow. that is more than 11ft. some residents are making the most out of it. one homeowner made a snowman nicknamed snowzilla that stands more than 20ft tall. you see it there. tourists and residents have made their way to see snowzilla at and get that photo. >> what an interesting problem to have too much snow for us. it's going to be too much rain and high winds. winds are already picking up this morning. we're seeing frequent gusts in many cities over 20mph, and the winds will strengthen as the morning goes on, peaking later on this evening. high wind warnings have now been expanded to the east bay hills and also the north bay coastline, where we could see winds up to 60mph. so looking at the wind forecast,

for nearly two months. we first told you about giovita domingo. last week, she couldn't fly home because of an airline dispute. philippine airlines, also known as pal, didn't let her fly home because of her copd. that's chronic obstructive pulmonary disease. the only way it would have been to buy an on board oxygen machine. but javier's doctors wrote letters saying that she was healthy enough to fly and did not need oxygen. her family was not able to get a refund. abc7 news reached out to the airline, and after our story aired, pal said it would make a quote, gesture of goodwill to provide jovita with free in-flight oxygen and to cover any additional fees. we were at sfo for the emotional reunion. >> just happy to be back home. >> it's relief. you know, it's just all this time waiting and the rescheduling and just just

waiting. a dot spokesperson says in cases like this, the airline must provide the passenger with a refund and an explanation in writing within ten calendar days of the refusal, solving the homeless crisis in san francisco is part of building a better bay area. >> volunteers took to the streets of the city last night to hand count unhoused individuals. is the bi annual count, is required by the us government in order for the city to receive funds. abc7 news was there as people spread out from the soma neighborhood across the city to count the number of people on each block, ali street and carr. the last count in 2022 showed the number of homeless folks not in shelters has decreased since 2019. the results are the result of the count, i should say, are usually released in the spring. abc seven news reporter lyanne melendez was with the team counting in the tenderloin, and we'll have more on what she saw tonight here on abc seven news. san mateo county is the first

county in the nation to declare loneliness as a public health emergency, according to city leaders stats show more local residents consider consider themselves lonely since the pandemic. abc seven spoke to a clinical psychologist who supports the resolution, saying poor mental health can also lead to poor physical health. >> we're feeling depressed. we often have stomach aches or body pains, muscle aches, um, headaches, migraines. i mean, you name it. >> supervisor david canepa introduced the resolution. he's also requesting governor newsom create a new minister of loneliness position for the state. if approved, the minister of loneliness would help enact policies to improve people's mental health. >> after 40 years, today is the last day of service for quinn's lighthouse in oakland. the popular restaurant and pub along the estuary opened in 1984. inside is a real lighthouse built more than a century ago. quinn's manager is blaming the closure on rising costs and

>> that's cool. >> i bet pasquale's been erased. >> no, but he has. he's throwing down. >> if you knew him, you would know. >> i don't know him, so i don't know. i do. let's talk about what's happening today already. flood warnings are up, meaning we're going to see some minor flooding later on tonight along the navarro river. and even some minor flooding, likely along the russian river near hopland. watch these two areas very closely, because we are anticipating heavy rain. here's our storm system. you can see the area of low pressure, the comma shape. all this moisture is headed in our direction. it's the afternoon and the evening that we will take the brunt of the storm. level three strong storm today for thatrillionain. the wind, the flooding potential trees likely coming down and also some possible power outages. let's talk rain first. this morning you start to see those showers become light to moderate. more widespread. but it's the afternoon noon. you notice these brighter colors on future weather. we start seeing oranges and reds. that is some very heavy rain and that's what we'll see throughout the afternoon and throughout the evening. and that means thatrillionainfall will add up pretty quickly. just looking at

rainfall totals, a lot of us you can see 1 to 2in of rain in a short amount of time. even higher amounts in the north bay. and that's why the flood watch is up. we all have the possibility of some pockets of flooding sutro tower. it is bouncing around already. the winds are picking up. they'll continue to increase. look at 2 p.m. likely winds in excess of 50mph along our coastline. so highs today we'll get you into the upper 50s and lower 60s. it's just a stormy afternoon and evening. a quick look at the winter storm warning begins later today. we'll track heavy snow 1 to 2ft above 6000ft. our highest peaks could see three feet of snow. here's the accuweather seven day forecast. prepare for just a messy evening with thatrillionain and wind showers. potential thunderstorms tomorrow. some light rain on friday, a break saturday and then another storm on sunday. wet and windy a level two gloria. >> yeah, we have a couple things we want to tell you about this morning. there is a car crash over in san jose that's causing some delays there. this is a three car crash over on northbound 101 before oakland road. and because of this,

potential for trees down and power outages. kumasi thank you drew. >> teachers in oklahoma not happy after they got a $50,000 bonus. and then were asked to give it back. nine teachers received this money through a recruitment program. one teacher says she received $50,000, but took home roughly $29,000 after taxes. she says the state now wants the full $50,000 back. the official behind the recruitment program suggests the bonuses were given after the teachers misrepresented their experience. but lawmakers insist the state is in the wrong. >> the state wants to go claw back that money. they will. they will use the heavy hand and the full force of government to do that. and it's our job as. legislators not to champion. that, but to step in and say, whoa, this doesn't make sense. >> lawmakers are threatening to take action unless the teachers can keep their bonuses. next, at

could come at any moment. we have called on the iranian proxy groups to stop their attacks. >> they have not. and so we will respond in a time and manner of our choosing. >> us bases have experienced more than 160 attacks in the region since israel's war with hamas broke out in october. yemen's houthi rebels, backed by iran, have also attacked ships crossing the red sea in response to the war in gaza. a third suspect in the killing of a former bay area police officer is back in alameda county after being extradited from missouri. >> lauren marcus gilbert was arrested in kansas city and is now in santa rita jail. kevin nishida was shot and killed in november of 2021 while working as a security guard for a tv news crew. now there is some confusion over the alleged role. each suspect played in the crime. the district attorney's office initially claimed gilbert

was a shooter. police say gilbert was the getaway driver at the time that the case was presented. >> julia mitchell was identified as the shooter. i said, we've been in communication with the da's office. um, and at this point, like i said, it's still an active investigation. but at this point, we're we're going forward with with, um, should i a shooter. lauren driver, all three suspects are charged with murder in the east bay. >> the effects of the rising crime rates in oakland have led some companies to increase their security, to protect their workers downtown, and even tell them not to eat lunch outside. so sources confirmed to abc seven news. clorox employees now have the option to be escorted by security to their car to bart or a location within two blocks of the office. blue shield has taken similar measures at that location. at their location in oakland, and kaiser has told their employees to stay inside on their lunch breaks. we talked to some people who say this is a

good move. i think that's kind of like a good thing. >> um, given the fact that oakland after dark, it's a crazy place, right? >> i guess you would say it. appreciation at least they're thinking of the community and their their members. >> we reached out to mayor sheng . excuse me? to mayor sheng tao's office to ask her response to all of this. we have yet to hear back an update to a story we've been following for you. >> police have made an arrest in south san francisco after a church was damaged yesterday by gunfire. investigators say the suspected the suspect fired multiple gunshots just after 1:30 p.m. at saint augustine church on callan boulevard. now this is video from sky seven. you can see several of the glass windows blown out of officers say no one was hit, no parishioners were there at the time. the suspect was a later arrested near hudson court in san francisco and taken to san mateo, san mateo county jail.

february 15th. according to the chronicle, she still plans to run in berkeley's mayoral election this year. new apartment complexes in san jose will be required to have electric vehicle chargers in each resident parking spot, starting this summer. >> the city council just voted unanimously to approve this ordinance. supporters say people who live in buildings aren't just dealing with the inconvenience of charging and shared spaces. many are also spending more money than those who live in single family homes. because the price of public charging is not regulated. this new rule will update the current code. >> current reach code requires charging stations at a number of parking spaces and those are more expensive. both for the developers who build the buildings and for the users who charge using them. so getting rid of the charging stations is a good thing, and every space will have an outlet. >> each spot will have a direct wiring to each units meter. there are concerns about buildings with unassigned parking. the new rule will take

effect july 1st. >> the us is dealing with a growing sti problem. according to the cdc, more than 2.5 million cases of chlamydia, gonorrhea and syphilis were reported in 2022. the number of syphilis cases, especially concerning because it went up 17. that's the highest level in decades. doctors say the attention paid to covid may have led to an increase in sti cases and underreporting of the infections, the cdc says it's looking for more innovative solutions to tackle the problem and come up with better prevention strategies. >> another spike in tuberculosis cases in santa clara county is prompting health officials there to urge people at increased risk to get tested and treated. >> born in a part of the world where tb is common and, um, maybe you have symptoms like you've been coughing for more than a few weeks, maybe associated with fever or weight loss or night sweats. think about tb, ask your provider, get a test, take treatment.

cities around the bay. shoreline 1 to 2in of rain. certainly higher than that in the santa cruz mountains. higher than that in the north bay. i mean, four inches in santa rosa and a short amount of time is certainly going to cause some problems. that's why much of the region has been outlined for the increasing risk of excessive rain today. and what that means. we'll likely see pockets of flooding on our roads, our smaller streams and creeks watching our winds too, because they will ramp up high wind warnings and wind advisories. in effect, some areas winds in excess of 45mph, so trees will likely come down. possible power outages. upper 50s. lower 60s. as that storm moves onshore. just a quick look at the winter storm warning. this starts later today. 1 to 2ft of snow above 6000ft. our highest peaks. looking at three feet of snow. here's the accuweather seven day forecast. just prepare for a messy afternoon and evening with this level three storm. now out of the question. we could hear a thunderstorm tomorrow. then we'll start to dry out on saturday. our next storm arrives sunday and it's wet and windy. gloria. >> yeah, you know we want to tell you about some updates on bart. there are some delays this
