>> abc seven news at 11 starts right now. a night of nonstop rain. this atmospheric river is packing a punch. >> flooding in the north bay toppled trees farther south. we are across the bay area tracking it all. >> it has been a soaker and the winds have kicked up a street hazard in san francisco is the talk of one neighborhood. >> the curious hole. needing the abc seven news i-team to figure out what's happening. >> plus, the first ever reparation bills for slavery. california makes a historic move on the eve of black history month. abc seven news at 11 starts right now. building a better bay area moving forward, finding solutions. >> this is abc seven news and

good evening. >> i'm ama daetz and i'm dan ashley. thanks for joining us. this atmospheric river is still going strong. and that's the main worry tonight. the amount of all of this accumulated rain lived up to seven is showing an extreme active picture right now. >> as you can see, it is a level three strong storm on our exclusive abc seven storm impact scale and it is exactly why we have our team chasing the storm all across the bay area. >> tim johns and lauren martinez are live for us. >> yes, meteorologist sandhya patel has her eye on it all. sandhya. yeah dan. >> and this has been a damaging storm. strong level three. as we look at live doppler seven, it's far from done. we are seeing still some heavy rain falling right now across parts of the santa cruz mountains. the south bay, just a wide swath, a wide area that is seeing the heavy rain from morgan hill street level radar to monterey road, and also parts of the south bay from sunnyvale to san jose, los altos, palo alto on the peninsula, we're seeing steady rain in san francisco. and as we look at parts of the east bay as

well, alameda, castro valley, street level radar in the north bay showing you some steady rain falling, although the intensity is not quite as bad near saint helena right now compared to just a few hours ago. lightning strikes off the northern california coast with this level three storm earlier tonight. but as we take a look at the flood alerts, we have a number of them from a flood warning in the north bay as you will notice, they're going until 345. and that's because streams and creeks have already seen flooding. we also have flood advisories for all those areas that were shaded in the lighter green russian river at navarro and russian river at hopland. excuse me. and the navarro river at navarro. both have flood warnings, both expected to rise above flood stage. as we head towards tomorrow experiencing flooding with this strong level three, the atmospheric river slamming the bay area not quite through yet. 1130 tonight still some heavy rain that goes on at midnight. and then the rainfall intensity and coverage eases tomorrow morning for the commute . there will be scattered showers. watch out for downed

trees and any ponding on the roadways. those showers will continue. the winds have backed off. we've had gusts 60 to over 70 miles an hour over the hills. oakland hills right now, 38 miles an hour. it is a level three through tonight on our exclusive abc seven news storm impact scale. it's a strong level three downpours gusty over the hills, flooding and wind damage continue. rough surf and still the possibility of thunder flood. watch for the entire bay area. flood warning for the north bay until 4 a.m. friday. those rivers, creeks, streams will continue to experience flooding rivers. i should say. coming up tomorrow. high wind warning for the areas shaded in pink hills and coast, and for the rest of you, it's a wind advisory downed trees and power outages still possible with this level three storm. we are looking at storm concerns remaining elevated for urban flooding, shallow landslides, trees and power outages, river flooding. moderate, but that will go into the high category. i'll be back with a look at the full forecast that includes another storm in the accuweather seven day forecast. ama and dan. >> all right. thank you, sandhya, and make sure you are

following along with live doppler seven any time tonight by scanning the qr code, you see here on your screen, bottom left . this will get you to the same tool sandia and our weather team use through the abc seven news bay area app. it is a flooded mess in parts of the north bay. >> just check out how high the water level is in sonoma county. this is on mark west springs road near windsor. you can see some people are testing the roads. they shouldn't do that. never a good idea. some streets are underwater. we just got word. one school in northern sonoma county, kashia elementary, will be closed tomorrow. abc seven news reporter tim johns is live in novato. with how people are dealing with the rough weather there, tim. >> yeah. dan, you know, when it rains like it has today, one of the most at risk populations is, of course, the homeless here in marin county, though, officials have taken extra steps to ensure that the end house stay as safe as possible as the atmospheric river drops. rain on the north bay, many local residents have been preparing for the severe weather campaign that we're

doing at the ritter center in san rafael. the staff have been giving out supplies to help the city's homeless population, giving them some opportunity to pick up tents, mylar blankets, clothing, tarps, all of those things. rachelle valenzuela works at the center. she tells us she and her colleagues work closely with marin county officials during major weather events. >> that kind of helps us to prepare. okay, so we need to initiate a severe weather campaign, and we do that pretty much every time a big storm, um, you know, is happening. >> that severe weather campaign is exactly what the ritter center is in the middle of right now, collecting donations from the public to help them continue to provide for those most in need. during our visit wednesday afternoon, we met robert, who came to get a poncho for the evening. >> he'd be miserable without them, and for some people could be life and death. you know, for the north and nevada, the heavy rain wasn't enough to stop a soccer game at san marin high school. >> you're prepared. you layer up, you get prepared with

wearing rain pants. and this jacket. all of it has been useful to me. today we spoke to different residents in the south bay that say the storm has been manageable so far. people in south bay are geared up for the rain in los gatos. >> the wet weather wednesday evening did not stop people from heading downtown. >> there's nobody out. it's a perfect time to come out. got this poncho on, uh, amazon. it's like ten bucks and just came out in downtown saratoga. >> the streets were emptier. we spoke with one woman who just moved to the bay area from the east coast last month. >> my father in law said that it was a level three on tv, so we've talked about that rating system a little bit right now. it feels relatively manageable, but i'm trying to also stay updated. >> giovanni espitia will have to work in this inclement weather as valet for the restaurant. plumed horse for the first hour. >> it sucks and then after that i get used to it. the cold and the wind and all that. so it's

not too bad. after the first hour before the brunt of the storm even hit the santa clara county fire, departmentrillionesponded to a fallen tree with a girl trapped inside a car in saratoga. >> she was transported to the hospital with non-life threatening injuries. in san jose, the police department used what's called a long range acoustic device. it's a warning system for people living along waterways. >> heavy rains and flooding are likely along the bank of the waterway for the next several days, are urged to move out of the waterways. >> announcements are made in different languages that heavy rain and flooding are likely. pastor scott wagers, handed out clothes and supplies to help those living in the wet and cold elements. >> the people out here desperate , they need help every way they can get it. but people have become desensitized, i think, to the unhoused, and they've kind of they kind of look past them, but they forget these are people . >> now we are starting to see power outages in mountain view, sunnyvale, campbell and other parts of the south bay p-g-and-e's said they activated

i-280 80 tonight is back open after being closed for nearly five hours. a crime scene along interstate 280 wednesday night in san francisco, one that closed all southbound lanes just south of mariposa street. >> i may have heard a shot. i'm not. i'm not sure. >> it sounded like something happened. and then i noticed on the 280 that there was no cars going southbound, chp says. >> an officer responded to a report of a pedestrian on the freeway. here is what was heard on chp scanner channel not being compliant here. >> i can tell you he's not being compliant. >> he has a knife in his pocket. do you want a clearance? >> then 14 seconds later, he gives me shots fired. chp confirms that there was a struggle between the pedestrian and an officer. that officer then shot the person. the closed interstate added to the backups. getting out of san francisco, we sat in traffic just trying to get to this location. neighbors we spoke with say there are

unhoused individuals that live in the area where the shooting happened. along the freeway. >> so there's these drainage pipes that like empty out there and those drainage pipes are pretty large, and there are homeless that live within the like. there are like homeless that live inside those drainage pipes in. >> investigators could be seen working late into the night in the area where the person was shot. the officer who fired that shot is okay tonight. also, the person who was shot in this case , the extent of his injuries or her injuries are unknown. tonight. it is also unclear if that person is unhoused or if that person was just walking along the freeway. you heard those neighbors there talk about people living off that freeway in that area of interstate 280 reporting live in san francisco. j.r stone, abc seven news. all right, j.r. thank you for that update. >> a hidden hole is sitting in san francisco, and neighbors don't know what to do. so we got

tried getting help from the city, but got nothing for an entire year. >> what popped into my head was like calling channel seven, because build a better bay area. >> exactly right. abc seven news i-team reporter stephanie sierra got involved and shares how this local neighbor wanted to help. it's something you'll see only on seven. >> when there's problems like this. broken sidewalks, damaged sewers or potholes. san franciscans can call 311 to get help. it even says it right on the website. the expectation is to get an answer. better yet, a resolution. we're paying taxes after all. >> what a damage. but that didn't happen for business owner vivian low. i can't sleep, i said. oh my goodness, the sidewalk in front of her business is sinking in right at the corner of waverly and washington street in san francisco's chinatown. >> and she says it's been that way for more than a year.

>> we have the community, kate, with the city already. they said it will coming to fix it, but that never happened. >> she didn't just reach out once or twice, at least 3 to 4 times. >> in fact, records pulled by the i-team show there have been 8311 complaints filed to the city about sidewalk defects. >> at this same intersection dating back to november of 2023. but low says she started filing complaints last january over one year. >> i can't believe it. >> here's the odd part. according to the city's site, every case filed was resolved. >> nothing. >> but that clearly hasn't happened. as you can see, everything. >> yeah, water damage and everything. >> vivian says she felt hopeless watching people trip over it or use it as a pseudo garbage. >> it's unacceptable. >> that's until she ran into shane johnson. >> hey, he is very good. he make my day. you know, johnson happened to be in the neighborhood installing internet in nearby buildings. >> he took a look. >> if you get a good look at this. i mean, this is super dangerous. so i was like, wow,

if the city is not going to help these people, i know who will help us. i'm going to reach out to channel seven. >> so he did. and we reached out to sf public works and asked if they can fix it. and within a couple hours we got a yes. >> they cut out the curb to make it even. >> the next day a crew came out to fill the hole with concrete and gravel. >> so we're out here today trying to make it safe. >> why did it take so long? >> so it took a long time because we were still trying to figure out what the underlying problem was. it did get worse over time. we likely should have gotten to this quicker. >> a sigh of relief for vivian tonight. >> i don't have to worry as she's been dealing with significant flooding from that sidewalk every time it rains. >> by the time they leave today, it will look like the street and a new curb will be built. >> it's incredible. uh- today is my happy day. happy, happy. so thank you, thank you. finally we are very successful. >> we are so happy to see that outcome for vivian. but there is still a pretty big backlog of these types of problems. we found more than 18,000

complaints of street and curb related issues were reported across the city from 2023 through this year. >> now, 30% of those cases are still open for the i-team. stephanie sierra, abc seven news. >> nice work by stephanie. get that fixed. all right, let's turn back now to our storm watch coverage. yeah. >> you can scan the qr code on your screen on bottom left any time to follow along. but here's meteorologist sandhya patel. >> yeah. ama and dan. let's take a look at live doppler seven, because tonight we are still seeing some downpours across the region right now as we speak. and of course, the rainfall intensity has eased across parts of the peninsula and the south bay is getting slammed now from the santa cruz mountains, heading towards parts of morgan hill, gilroy into the south bay. we go around san jose, santa clara area, cupertino, willow glen, seeing some heavy rain at this hour. as we look around parts of the east bay. oakland, you're finally starting to get a little bit of a break, but look

at where the soaker is right around san ramon, danville, blackhawk, crow canyon road. this is street level radar going into san rafael. the rainfall intensity is starting to ease a bit as well, which is exactly what you need to dry out. looking at all the storm reports, we've had 47 so far. everything from debris flows to flooding to wind damage to even some mudslides. we take a look at the rainfall now, and san jose, you're at 6/10 of an inch. it has been over three inches in ben loman. more than two inches in kentfield, santa rosa, closing in on an inch and a half in napa. oakland 7000/500. look at san francisco. it has been a drencher 1.65. concord 5900 and around brentwood, about a third of an inch of rain. 40s and 50s on your temperatures. hours right now. so it is still pretty mild out there. emeryville camera some slippery roadways. here's a look at the headlines tonight. stormy weather we are looking at tomorrow with some showers. thunder chance, but you

will see some peeks of blue as well. and this weekend another storm arrives. potential for an atmospheric river with that one on our storm impact scale. this is a level three. it's a strong storm through tonight. downpours gusty over the hills, flooding and wind damage is still a concern. rough surf and thunder chance as we go. hour by hour. tonight at midnight, you're still looking at some widespread rain. it starts to lessen a bit and as we head towards the overnight hours, turns more showery. uh- not as intense. tomorrow morning, but still wetrillionoadways watch out for downed trees. there still could be some standing water on the roadways. so those are some of the hazards and the concerns here. scattered showers tomorrow afternoon around 1 p.m. picking up a little bit so you may still see some brief pockets of moderate rain for your thursday. now when we look at additional rainfall totals, most of you will be anywhere between about a 1500 of an inch to about 8/10 of an inch. there in ben lomond. take it with a grain of salt because this is an atmospheric river. it's got a lot of

moisture. it's a warm storm. so you may be picking up even heavier rain, winds certainly easing right now. and they will continue to relax overnight. we're looking at 25 miles an hour. and by 5 a.m. the winds are done with us. but not the surf high surf advisory until 3 p.m. tomorrow. large breakers 22 to 26ft. right now we have 18 footers up to the north and in a winter storm warning until 4 a.m. saturday, heavy snow up to three feet for the peaks. snow levels 6 to 7000 right now. lowering to 3500 friday. that will impact your travel 40s and 50s tomorrow morning. have the umbrellas handy. have your shades handy tomorrow afternoon. scattered showers 5060. cleanup time. but when you look at the accuweather seven day forecast, you will see what is ahead. and it is a level two for tomorrow only because some of our rivers will continue to see that water running off and will be reaching or exceeding flood stage. russian river at hopland and the navarro river at navarro. so we'll keep that as a two. friday is a one. just some morning showers, breezy. chance of

showers saturday. right now a level two with that next storm. sunday with heavy rain. wind monday is a one. tuesday is a one and then a chance of showers on wednesday. now just very quickly here dan and omar that sunday's storm may need to get upgraded to a three. now that we're so waterlogged and saturated. >> all right. thank you sandhya. a second restaurant is shutting down on hegenberger road in oakland, and once again blaming the city's rising crime rate. denny's closed its restaurant today after more than five decades of doing business in the city. the location is right near the coliseum complex, just across the freeway from the in-n-out that announced earlier this month that it was closing the in-n-out location is profitable, but there was concern for the safety of customers and employees. the company cited car break-ins, robberies and other crimes as reasons for its closure. it's last day of business will be march 24th. meanwhile denny's released the following statement quote, closing a restaurant location is never an easy decision or one taken lightly. however, the safety and well-being of denny's team members and valued guests is our
