petaluma. spotted a little after 11:00 this morning near pepper road. the person who shot the video says it lasted for about two minutes and the funnel passed over some ranches, but he did not see it doing any damage. let's head right to abc seven news. meteorology sandhya patel for more on it's sunny, it's raining, it's sunny, it's rainy. it's all over the place. sandhya. >> yeah, you know what? you need? >> those shades, the umbrellas kind of back and forth. larry and kristen, let's take a look at live doppler seven. right now. and let's talk about what's going on and the reason why you're seeing what you're seeing. we do have a lot of cold, unstable air back here. and that's why you're seeing bands of showers come in some thunderstorms as well. now let's get to that area. earlier this morning, shortly after 11 a.m. that saw a possible funnel cloud, i spoke with roger goss at the national weather service this afternoon. he said it was west of the petaluma area in sonoma county. there were multiple reports on social media. you can certainly see multiple reports of damage in the last 24 hours around the bay area. the weather service is now

putting out information saying unconfirmed report of a tornado that developed northwest of petaluma. they are investigating. as we look at a wider picture here, certainly still very active pattern flood warning for parts of sonoma county flood watch for solano county as we are still seeing some flooding issues as we look from sunnyvale street level radar, you will notice some scattered showers right now heading into the south bay. some downpours around willow glen, san jose, and as we widen the picture, this storm system is still packing a punch if you will. even though the main band has passed, we still have the second part of this atmospheric river to go through, and so we go with scattered showers tonight. still thunderstorms in the forecast that continues tomorrow morning. so do be aware that there will be some wetrillionoadways out there on our storm impact scale. this is a level one for today. scattered downpours, thunderstorms and big waves on the coastline. we do have a high surf advisory extended now until 3 a.m. friday. current wave heights 8

to 15ft. another storm is on its way. it is an atmospheric river as well. we'll talk about your weekend coming up, kristen. >> all right, sandia, thank you. we're tracking the weather with live doppler seven. and you can as well scan the qr code on your screen using the camera on your phone. and then we'll take you to our website, abc7 news.com, where you can stream live doppler seven. >> a tree came crashing down overnight, hitting an apartment building in daly city, the apartment maintenance team says it appears the tree only caused exterior damage to the building. meanwhile in los altos, a large tree toppled over on camelia way near springer road. did some pretty extensive damage. actually not only did it hit power lines when it fell, but it also knocked out the water service to 18 customers in the area. >> the tree that's behind us was obviously planted over the top of a water main, and when it fell, it then damaged the water main, pulling it up and causing a breakage. so we have no pressure to the customers.

>> a tree is massive, crews were waiting on p-g-and-e's to come in first and take care of the power lines before they can, then fix that broken pipe. >> and in sonoma county, flooding on fremont drive in schellville shut down the road this morning. our storm brought some heavy snowfall to the sierra. >> the uc berkeley sierra snow lab at donner pass reporting more than 10.5in of fresh powder that fell over the last 24 hours. tahoe ski resorts reporting a wide range of snow totals. palisades tahoe you see their camera right here. they say they received four inches overnight. boreal mountain resort recorded 14in of fresh powder, while heavenly reports just one inch. >> you can track the rain anytime with a same live doppler seven radar that sandia and the rest of our weather team use. just search abc seven bay area and your devices app store to download it now. >> all right, moving on to some other news. the san francisco supervisor is calling on the city to start tracking data to better understand to what extent san francisco is becoming a

destination for drug users. abc seven news reporter tara campbell has been following the story. and joining us live now. tara. >> yeah, larry. supervisor matt dorsey is asking for data to help determine if the city is a destination for drug users. but he's also the first to say even if the even if the data does show that they're not sure what they'll do about it. on the heels of the deadliest year yet amid the drug overdose crisis, a san francisco supervisor is calling for more data on where people who are using and dying from illicit street drugs are coming from. so we know anecdotally that there are people who come here from out of town. >> and often over the years i've seen it play out where there's debates about whether or to what extent san francisco is a destination city for drug tourism supervisor matt dorsey sending this letter to the city's comptroller's office requesting it compile home address histories of people arrested for drug use and those

who have died of an overdose. so i wanted to work with the comptroller to identify a methodology. these numbers are not unknowable, and once a methodology is established, the supervisor would like to see an annual report, which would also include data on where people are from, who are receiving general assistance benefits. >> daetz from the city. >> we owe to our taxpayers to make sure that the services we provide as part of a social safety net that's worthy of being the city of saint francis, is something that is for residents of the city of saint francis. we can't be the social safety net for the western united states. the idea being that an annual report will help policymakers make more informed decisions addressing the drug overdose crisis. and we have to have a clear eyed view of what we're incentivize using and what we may need to change in terms of public policy. but before we do that, we should have a complete report. >> but not everyone agrees with the supervisors approach. >> focusing on energy, on pointing a finger as opposed to

like fixing a problem. it's just not effective. >> lydia brandt is the executive director of the gubbio project, a nonprofit providing services to people on the streets. >> we're now going to ask for people to like to research. where do these people come from? for what purpose? what's the end game here? my question is like, how do we, as a city approach a crisis that is nationwide approaches? >> she says. like more easily accessible treatment and safe consumption sites? i would ask for our city politics to focus on the fact that 806 people died on the street of overdose that could have been prevented. >> instead of focusing on where they came from. >> in the meantime, um, supervisor dorsey says gathering the data is just one tool in battling the crisis. now, the supervisor says he's quite confident the city controller will take on this task, but again, he's also clear that collecting this data is just the

first step and that he's not sure what policy changes would follow if any. larry and kristen . >> sarah. thank you. if you or somebody you know struggles with issues like substance abuse. abc seven news is here to help. you can find local resources at abc seven news.com slash. take action in the east bay. >> some finding out today in the independent investigation into a release of toxic metals at the martinez refining company refinery. the refineries oversight committee gave an update this morning. investigators are trying to determine the root cause of the refineries release of heavy metals. back in november 2022. it covered cars and streets and ash. investigators cited inadequate safeguards and found that an employee at the refinery that day was working more than 20 hours a day. >> we find that blaming the worker is not the appropriate action. instead um, our recommendation focuses on, uh, the way that refinery leadership should manage their fatigue management program and the

program itself. and he needed to be upgraded. >> next steps include the release of a risk assessment report on february 22nd, and a 45 day public comment period. a show of support this morning at san francisco's superior court for activists calling for a cease fire in the middle east. >> i-team reporter dan noyes was at the courthouse posting this video as the hallway filled with supporters of those arrested for shutting down the bay bridge on november 16th. that was part of a coordinated protest of the war in gaza. 78 of those bay bridge protesters are facing charges. their supporters gathered at the courthouse today as some of the protesters were arraigned. >> a coalition of groups is condemning recent acts of anti-indian government vandalism in the east bay today. members of the sikh community held a news conference to denounce the vandalism containing pro sikh separatist language. the first attack happened at a hindu temple in newark in december. the second two weeks later at a

hindu temple in hayward on behalf of the sikh community in the tri city area, i want to really extend my words of appreciation for coming out in unity against the acts of vandalism, members of south asian community groups, as well as local mayors and police personnel, attended the event and echoed the call for peace and unity. the separatist movement is seeking to create a homeland for six in northern india. >> the preliminary data from muni shows cyclists are taking advantage of the valencia street center running bike lane, according to the agency, average daily bike volume is about 3% higher. with that new protected bikeway compared to the previous conditions. this pilot program began on august 1st, an effort to increase biker safety, muni was supposed to provide this type of data in a preliminary report in november. the agency now says that report will be released february 20th. >> on this first day of black

blaming the governor? and it was, you know, $380 later and i was like, why am i spending $380? everyone can walk the hell right out. >> the chairwoman of the california republican party gave a shout out to the worker on x, saying in her post that newsom and democrats are to blame for surging crime in the state. according to state data, shoplifting totals in 2022 are higher than 2021 and 2020, but still lower than pre-pandemic levels. political analyst nolan higdon says it's no surprise that as governor, newsom is taking blame, newsom has certainly been active in state politics here for years at this point. >> um, so he definitely bears some of the responsibility. but, you know, a lot of the things that have to do with crime and or the lack of accountability when it comes to crime, these have been structural issues that are that are decades in the making. >> and a response to abc seven. newsom's office highlighted his efforts to address crime and improve public safety, including a 310% increase in the annual operation to combat organized retail crime. still, if crime rates go up, higdon said, it might only be more difficult for

leaders in a blue state like california to defend their policies. >> unlike nationally, where you can, you know, blame trump or blame mitch mcconnell, it's really tough to do that in a state like california. and so democrats have to own a lot of these problems. and i think that's why you you see him and others kind of struggle to find the right response for how to deal with it. >> and the south bay zach fuentes, abc seven news. a new effort is underway to boost business in san francisco's chinatown today. >> supervisor connie chan. announced legislation calling for two hours of free parking at two chinatown garages through the month of february. chan's plan also proposes free rides on muni during the lunar new year parade weekend. community leaders believe the legislation will help encourage people to visit the neighborhood which lasts. hope to get an economic lift during the apec summit. but that did not happen. >> a broken sidewalk turned into a safety hazard in chinatown. neighbors tried getting help from the city over and over and over, but nothing got done for an entire year. we got popped

into my head, was like calling channel seven because build a better bay area. >> yeah, exactly. >> that's what we do. abc seven news i-team reporter stephanie sierra got involved and shares how this neighbor wanted to help. it's something you'll see only on seven when there's problems like this broken sidewalks, damaged sewers, or potholes. >> san franciscans can call 311 to get help. it even says it right on the website. the expectation is to get an answer. better yet, a resolution. we're paying taxes, after all. what a damage. but that didn't happen for business owner vivian low. >> i can't sleep, i said. oh my goodness. >> the sidewalk in front of her business is sinking in right at the corner of waverly and washington street in san francisco's chinatown. and she says it's been that way for more than a year. >> we have the community with the city already. they said you were coming to fix it, but that never happened. >> she didn't just reach out once or twice, at least 3 to 4 times.

>> in fact, records pulled by the i-team show there have been eight 3-1-1 one complaints filed to the city about sidewalk defects at this same intersection dating back to november of 2023. >> but low says she started filing complaints last january over one year. >> i can't believe it. >> here's the odd part according to the city's site, every case filed was resolved. nothing but that clearly hasn't happened. as you can see, everything. >> yeah, water damage and everything. >> vivian says she felt hopeless watching people trip over it or use it as a pseudo garbage. >> it's unacceptable. >> that's until she ran into shane johnson. >> hey, he is very good. he make my day. you know, johnson happened to be in the neighborhood installing internet in nearby buildings. >> he took a look. >> if you get a good look at this. i mean, this is super dangerous. so i was like, wow, if the city's not going to help these people, i know who will help us. i'm going to reach out to channel seven. >> so he did. and we reached out to sf public works and asked if

they can fix it. and within a couple hours we got a yes. >> they cut out the curb to make it even. >> the next day a crew came out to fill the hole with concrete and gravel. >> so we're out here today trying to make it safe. >> why did it take so long? >> so it took a long time because we were still trying to figure out what the underlying problem was. it did get worse over time. we likely should have gotten to this quicker. >> a sigh of relief for vivian tonight. >> i don't have to worry as she's been dealing with significant flooding from that sidewalk every time it rains. >> by the time they leave today, it will look like the street and a new curb will be built. >> it's incredible. uh- today is my happy day. happy, happy. so thank you, thank you. finally we are very successful. >> we are so happy to see that outcome for vivian. but there is still a pretty big backlog of these types of problems. we found more than 18,000 complaints of street and curb related issues were reported across the city from 2023 through this year. now, 30% of those cases are still open for

the i-team. stephanie sierra, abc seven news i think we're all cheering for vivian. >> yeah, right. >> happy happy happy happy happy . we like happy happy happy. >> yeah. perhaps you'll get a little happy happier after these latest round of showers passed. >> it's a rainy, rainy, rainy, sandhya, yeah. >> and you know what? you're going to have to hang on to the umbrellas. keep them close by. pretty much off and on for another week. larry and kristen, let's take a look at a live picture right now from our east bay hills camera. certainly seeing how threatening the sky looks right now as we look towards mount diablo, i'm going to show you live doppler seven because we tcking some pockets of heavy rain right now in the south bay, right around coyote road, tully road, san jose area, west hedding street. we are seeing some rainfall that is picking up in intensity. some of the rain rates in this area. about a third of an inch, 2000/900 of an inch per hour. tracking this batch of moisture t wards milpitas at 4:27 p.m. and alum rock shortly after . watch out for the heavy rain.

moderate pockets right around moraga, as you will notice, foothill boulevard some lighter showers. this is in the east bay and we are going to widen this picture here. southern california is getting slammed with that atmospheric river that we had yesterday. you will notice thunderstorms pretty much dotting up and down the state as central valley is seeing some very active weather right now. we're going to keep thunder in the forecast and the sierra, it is snow. the snow has been falling. as you heard earlier in the broadcast, they've seen anywhere from 4 to 14in so far. and there's more on the way. certainly some lightning strikes showing up as well. chain controls on 50 and 88 right now. winter storm warning until 4 a.m. saturday. still expecting heavy snow 12 to 18in up to two feet for the peaks with those gusty winds and lowering snow levels, do expect impacts to travel so today's snow levels are 4 to 5000ft. tomorrow morning 3500ft. your temperatures at this hour, anywhere from the 40s at clear lake to 61 degrees in fremont.

so quite a variety and a beautiful view from our san jose camera right now. today showers and thunder. yes, you are seeing some sun out there. i'm well aware of that, but that is not going to be the big story. the big story is still going to be this pattern that we're in tomorrow is still unsettled. and this weekend our next storm arrives. it brings an atmospheric river with it. today's storm is a level one. it's a light storm scattered downpours, thunderstorms, big waves at the coastline. that high surf advisory extended until 3 a.m. tomorrow. we're going to go hour by hour, 5:00 tonight. you will notice those showers. 630 an isolated thunderstorm or two developing that drops even the potential for hail. certainly gusty winds. this pattern continues tomorrow morning at 5:00 during the commute, 8 a.m. and really, even 930 in the morning, you're going to see this pattern continue to move through here. just pop up showers. and when you add it all up, depending on whether you see a thunderstorm or not, most of you will be between a 1000/500 to about a half an inch of rain.

now we look at your morning temperatures. ours is going to be colder tomorrow morning. 30s and 40s. remember, we have the cold, unstable air that is moving in behind the main atmospheric river that went through last night and early this morning. tomorrow afternoon you're looking at highs in the 40s and 50s as you look at the accuweather seven day forecast. it's a one for tomorrow. showers scattered along with thunderstorm chance and a few showers on saturday. but overall that is your break. level two for sunday. wet and windy monday is a one gusty rain, one for tuesday, wednesday and thursday. so kristin and larry, we are in a pattern very reminiscent of el nino here. can we negotiate for two days of a break? two not yet. no. okay. at least for a week. yeah. all right. >> let's see what we can get. >> yeah. >> thank you. all right. the roads of the super bowl about a we

news anchor and race and special justice reporter julian glover here with the new details. >> a lot of folks have been saying this has been a long time coming, for sure. this package of more than a dozen bills aims to make good on some of the more than 100 proposals issued by california's first in the nation state reparations task force in the summer of last year. but even here in california, in a state where democrats hold a supermajority, the political calculus involved in passing these bills is far from simple. >> and reparations is not charity. it's not a handout. it's not a gift. it is what was promised. it's what is owed. and it's something that has 160 years overdue to african americans who built this country, the state of california is now one step closer to making good on that promise to repay our black californians harmed by the legacy of slavery and anti-black policies in the century and a half since emancipation, the legislative black caucus is announcing a package of more than a dozen reparations bills.

>> the first step in making black californians whole. >> i mean, i'm hoping that we'll all be successful. i'm real realistic enough to know that there's going to be some setbacks. >> state senator steven bradford of southern california is one of the legislative black caucus members behind the reparations package. bradford is one of two legislative leaders who served on california's first in the nation reparations task force. assembly member reginald jones sawyer is the other we have this momentous task of trying to get legislation and budget recommendations done. >> we're looking at a probably a five year strategy on how to do this. >> the bills come from the more than 100 recommendations released by the task force last summer. at the conclusion of two years of work, the package includes, in part, bills to expand access to career education and financial aid in redlined communities, prison reform improved access to healthy foods and a formal apology from the state in the assembly chamber in the senate, respectively. do you think that

there is the will? there are enough votes to make this happen ? >> i think we got we got work to do and be real honest with you, we have to do a lot of work with our members and our colleagues to get them there. >> i want to talk about the economic calculus of it all. obviously, as california faces a significant deficit right now, how do you make the case to your colleagues to say that we need to put some money aside? >> it's going to be a tough year because of the budget, but i've been here at the toughest times, and we found ways to fund those things that we said were a priority. >> as for the black californians like andrea jordan, who can draw their lineage back to an enslaved african brought to america for, they say, reparations is long overdue. my great grandfather was a sharecropper who had 17 children and worked from sun up to sundown and died with absolutely nothing. >> they took his land and created laws to keep his land, and he died with a frown on his

actual national croissant day, as kristen would say, we thought we would talk to pastry chef sofia smith. sofia thank you so much for joining us every thing looks so delicious here. i may steal kristen sze, but what are we sampling today? so you've got right there a cubano croissant. >> so we make our own carnitas and roll up a croissant with carnitas, ham and some gruyere cheese. and then with some pickles on top. bread and butter pickles. um, we do a lot of savory pastries, so that's one of ours at the moment. and then, um. okay. yes well, you taste that. >> larry, what is this one? it has a gorgeous flower. it looks like a lemon drop. yeah. >> yes. over there. we've got our lemon, um, mascarpone cruffin. so it's tossed in a vanilla bean sugar filled with mascarpone cream, and then a little bit of lemon curd. it's really, like, tangy and balanced, really nice and light. >> kristen, save me a bite of that. >> kristen. kristen >> so all right now you started

out baking cakes. you went to school in paris. what was that like? >> yes. so i started the business in the beginning of the pandemic and was just doing cakes for a couple of years and then decided, i need to take a break and went to paris to pursue learning lamination and croissant making. so i came back and now we're doing a bit of both, and we're making cakes and we've become really well known for our limited pastry. um, yeah. my time in paris was totally a dream. i speak no french. um, but i got the gist of everything that we were doing over there. >> you got the croissant down? >> it is amazing, right? amount of crisp crispness and flakiness is so good. yeah. this is the almond croissant. and let me tell you, it is amazing. i love croissants and every time i go to france, i. this is all i eat breakfast, lunch and dinner. but i have to ask you because every time i've tried to go and get some treats for myself, there's been a line out the door. i mean, i've tried at least six

times. can you tell us when is the best time to go? because i'm just, you know. yes. i want to be able to get in. >> yes. we have been extremely busy since we opened, which is great. >> congrats. >> um, yes. thank you so much. we've had to, um, move our days down to thursday through sunday. so we're open thursday through sunday. we open at nine on thursdays are definitely less busy than the weekend for sure. um, fridays are usually a bit in between, but thursdays is a great day to come. um a lot of people come, like right before we open around eight 3845, and then they don't have to wait as long because they're right in the door as soon as we open. um, and another great time to come is around 11, uh, when the line starts to die out, we might be sold out of some things, but we'll definitely still have some treats for you. okay, my best tip is to follow me on instagram because i do do daily updates when the line starts to die out and a lot of people have success just running over when i post. >> all right, so two quick questions before we let you go. one, tell us about your most unique flavors, the ones that

you're really proud of that are really different. and two, how do you make the crust or the in croissants, right? how do you make it flaky versus bready? um yes. >> um, so i'll start with the flaky versus bready question. that is all in the lamination and the quality of butter you're using and how defined you keep those layers. um, so that's what i picked up in paris was really quality lamination. we're using really high quality french butter. um, and enough gluten and stretch in our dough so it holds those layers really well. um, keeps them super tight so you can see the layers within the croissant instead of it all kind of mushing together. um so that's something we really pride ourselves on. and one of our most unique flavors, i think, um, is our bacon, egg and cheese. um, again, we love doing a lot of fun, savory items, which i think sets us apart. but we will take a strip of croissant dough and put some cheddar cheese, herbs, bacon, some maldon salt and garlic roll it up, and then we break an egg yolk in the middle and bake it

to help rescue an endangered habitat. and other times, it just takes a team with a special skill set. in this case, we're talking about sea otters. abc seven news meteorologist drew tuma has their story. >> they may wear fur coats instead of red capes, but these sea otters are still environmental superheroes, helping to restore the scenic elkhorn slough near moss landing on monterey bay. >> so the sea otters haven't totally stopped erosion, but they've slowed it down dramatically. >> brett hughes is a researcher with sonoma state and formerly the moss landing marine lab. teams from the lab monitored destructive species, including striped shore crabs, which have been wiping out plant roots and eroding the slough itself. hughes says the burrowing crabs went almost unchecked until otters started reappearing. the hungry otters survive in the cold pacific waters by consuming huge amounts of prey to increase

their metabolism and body heat, which translates to about 20 to 25 pounds of food. >> um, that they need to consume. and crabs, especially in estuaries, are just one of the more, more abundant and easy to grab snacks for a sea otter. the sea otters have been slowly expanding their range in monterey bay since being hunted nearly to extinction in more than a century ago, and researchers believe there's still a lot to learn about their contribution to the marine ecosystem. >> charles andrus maps the geology of the estuary for the moss landing marine lab. >> well, i think people are going to try to apply this theory of a top predator in an ecosystem, um, to their own environment, you know, to understand what's been lost. >> and there are already proposals to reintroduce sea otter population further north, including the sonoma county coast. one hope is that the otters would help control an exploding sea urchin population. that's threatening the coastal
