dangerous contamination. ian. good evening. i'm ama daetz and i'm dan ashley. >> thanks for joining us. now, an independent report is outlining the contributing factors that put the community around that refinery at risk. >> it was all explained as officials presented their findings today. abc seven news reporter ryan curry has the details. >> an independent investigation into the thanksgiving day 2022 chemical release details how it happened. investigators highlighted three main factors six procedural and training issues, a lack of oversight in the refineries, fatigue policy and distracted operators personnel did not release. >> did not recognize that there was a release that was occurring . um, first of all, they didn't associate the fact that the, uh, fourth stage separator was at high, high level with a condition that would be leading toward a significant catalyst release. >> the report says a part failed in one of the systems several days before thanksgiving. one employee worked 20 hour shifts to help replace that part after

it was fixed. there were several issues getting the system restarted, pressure kept building, and a valve that was supposed to be closed rapidly wasn't trippers. >> slide valve was not closed fast enough. um, in in that manual operation mode. and so um, so what happened was that the regenerator um, level catalyst level went, uh, went quite high. the individual report is not blaming any particular employee, but rather the refinery as a whole. >> they claim bad management led to improper training and little oversight for an employee working long hours with little rest. we reached out to pbf energy and they told us they are examining the report and willing to cooperate with the investigation. some in martinez are still wondering how safe is the refinery when decay with healthy martinez asked if the valves mentioned in the report are damaged, whether they're they have been evaluated, uh, for corrosion. or, um, resin.

>> and if that's part of the failure. >> she questions whether the refinery needs to update its infrastructure. so if a worker makes a mistake, there won't be a chemical release. >> it's a stressful situation to constantly question if your air is safe to breathe, then i think we all we all deserve to have clean air. we? that's one of our rights in martinez. >> ryan curry, abc seven news. and this comes as another flaring incident happened about 20 miles away at chevron's richmond refinery, happened just after 1215 this afternoon. >> this is video from a previous incident earlier this month, according to a post from the richmond fire department, chevron notified the city of the level one incident. the flaring is done and there is no public health risk. >> all right, take a look at this video. it was taken by an abc seven news viewer who reported a funnel cloud in petaluma. he says it lasted about two minutes, with the funnel passing over some ranches, but he didn't see it do any damage. it was raining at the time, but not windy at all.

abc seven news meteorologist sandhya patel is here. sandy. it's always fascinating to see these things. we don't get to see them around here very often. what is the national weather service saying about it? >> yeah, so dan, this afternoon i spoke with the national weather service and that looks incredible. i'll just tell you this much. and that does look like a funnel to me. but roger, gas from the weather service said several of them saw this on social media and they had multiple reports of this funnel cloud. but later on this afternoon, when the discussion came out, the weather service says, i quote, there is also an unconfirmed report of a tornado that developed northwest of petaluma earlier this afternoon. we're still investigating, so it is not confirmed, but it sure looks like a funnel to me. when you get cold, unstable air, take a look at live doppler seven with the trough you're seeing all this cold, unstable air back behind the atmospheric river that came through. it's not uncommon to get a funnel cloud develop. obviously, they're not common here in the bay area. certainly around 1110 when that

incident happened, there were some showers and thunderstorms that passed through the area. so i wouldn't be surprised if it does amount to that. numerous reports of storm damage 43 to be precise, from flooding to wind damage. as we look at a live live view of the rest of the bay area, you can see that the showers are still dotting the bay area in the south bay from evergreen mount hamilton, seeing some moderate to heavy rain right now. lighter rain in the north bay, but the concern here as we look at street level radar around santa rosa, is they're still seeing flooding on the smaller streams and creeks in sonoma county, where the flood warning has been extended until 7 p.m, so keep that in mind. this storm is still spinning. we still have moisture associated with it. so as we go hour by hour here, you'll notice those scattered showers through the night going into tomorrow during the commute and while past the commute as well. it's a level one, as i mentioned, scattered showers, thunderstorms, downpours and big waves on the coast. full look at the forecast, which includes another

storm for the weekend. coming up ama all right sandhya, thank you. >> barbara spent much of the morning and afternoon clearing this tree that came crashing down last night in daly city. it fell just short of smashing into an apartment building on king drive off junipero serra boulevard. you can see the tree that was about 70ft tall, broke through a fence. the apartment maintenance team says it appears the tree only caused limited exterior damage to the building. >> in the north bay fire, rescue crews are gearing up to respond to flood emergencies. abc seven news reporter luz pena went out with a crew that is trained to save people who get stuck in their vehicles. >> as the storm continues, sonoma county fire crews are using any slight break in the rain to prepare. >> you know, right now, as it's the calm after the storm, right? so people think it's no big deal. they can pass through these areas. we joined sonoma county fire inspector osborne as he put out barriers in high flood zones. >> signs that residents like

jodi norberg are thankful for. she has lived in this area for 40 years and knows just how fast floods can happen. she witnessed it last night. thank god for the rescues. >> but yeah, i would never ever push it. i mean, if i can see if i can't see the yellow lines through the water, i don't do it. >> as more rain is expected, crews are constantly monitoring the russian river. >> all the water that came over last night and yesterday is draining into our lower creeks, which ultimately drain into the russian river and then out to the ocean. so right now, with the break in the rain, that is great because it's allowing that water to be released. >> the swift water rescue team is taking advantage of the high water levels around this time last year, they were deployed to at least 12 rescues. >> so these are pre-positioned from ows and so we're in each of the boats has a staffing of at least three people. and we also have a jet ski. >> the swift water rescue team is gearing up to begin their

training today. they trained 5 to 6 times a year and days like today are pivotal. just yesterday they had to put this into practice. >> a motorist that was stranded in flooded waters with water rising into the vehicle. so this person actually went around the road signs the barricades that said flooded road closed, a successful rescue that is dependent on this training. >> in the meantime, on the road, fire inspector osborne is doing his part, hoping to prevent someone else from getting trapped in fast moving waters. >> so it's for your own safety. we don't want you to get hurt, okay? sorry. >> in sonoma county, luz pena abc seven news. >> san jose police say they've broken up a burglary ring linked to several bay area cities with the arrest of four people. >> the department says san jose officers collaborated with other bay area agencies to arrest the suspects, now accused of breaking into homes in san jose, san bruno, fremont, milpitas and

union city. police say the suspect used a wi-fi jammer to disrupt security camera signals at the homes they targeted, then took items including jewelry, cash and firearms. >> our detectives, along with fremont police department, were able to apprehend and arrest the four suspects while in union city when they were committing an in-progress residential burglary. our four suspects were booked into alameda county jail and are pending transfer to santa clara county jail, where they will face charges locally >> police say they recovered more than $100,000 in cash and stolen property during their investigation. >> another restaurant in oakland has closed, blaming the city's rising crime rate. denny's on hegenberger road shut down doing business in the city. the location is right near the coliseum complex, just across the freeway from the in and ou that announced its plans to close just a couple of weeks ago . crews started boarding up the windows at denny's today. a sign

its landlord will not renew its lease. bar owners say the landlord is demanding they stop holding queer programing. the landlord has not responded to our request for comment. the gay bar also cites an increase in crime and decrease in foot traffic as challenges. owners say they do plan to reopen, possibly at another location. the bay area sikh community is condemning the vandalism that recently targeted two bay area

hindu temples. >> the possible hate crime being investigated by local law enforcement, of course. but as abc seven news reporter anser hassan explains, they still don't have any real leads, calls to end hate on thursday, as investigators work to find out who defaced two hindu temples. >> how can this still be happening in 2024? >> anti indian government graffiti was found on the sri swaminarayan temple in newark in december. then the vijay shiva temple in hayward in january. the spray painted messages reading modi is a terrorist in reference to indian prime minister narendra modi and khalistan zindabad or long live khalistan in support of a separatist movement seeking to create a homeland for six. in part of india. >> we actually got our federal counterparts with the fbi involved as well, so we definitely take this seriously. >> several bay area law enforcement agencies are investigating, but as of now, they say there are no leads. surveillance video didn't capture any footage. it's being treated as a possible hate

crime. >> know that it's going to be handled with the utmost of care and the most possible thorough investigation that we can do. >> so there are four different riffs and different strains of thought, even within the hindu community. with regards to the upcoming elections in india. so sometimes there is a desire for certain right wing forces to play two communities against each other in order to strengthen its own position. and in this case, it's the hindus and sikhs. >> correct? mandeep singh is the executive director of the sikh community organization. jakara movement. they condemn the vandalism and they don't want it to escalate into tensions between bay area hindus and sikhs. >> we've had, uh, incidences of transnational repression. we had a murder of a of a sick, uh, activist in canada. uh, we, the doj discovered a hit list with a number of sikh activists in the bay area. so indian politics? absolutely. uh, has has an effect locally. they have been clearly targeting the hindu

our tower cameras and you can see just how pretty it looks. uh. nice little window from our oakland airport. camera of all the pretty clouds there in the sun. look at the snow covered ground from homewood and certainly seeing the sun from roof camera and some sun clouds mix from the golden gate bridge, but it is still an active scene across parts of the bay area on live doppler seven. so i'm going to take you in where we are seeing some light to moderate showers on the peninsula. palo alto, california street street level radar. you will notice also some heavier returns right around the swanton area. davenport. so i would not ditch the umbrellas just yet off the coastline. we still have some more activity coming in uh- heading towards san rafael at 545 this evening, so watch out for some downpours at times as we look at a wider picture here. we've seen thunderstorms today, some hail being reported, and down in southern california they have been getting soaked. the wind has been whipping the area as our atmospheric river that

slammed us yesterday is down south. rainfall so far over four inches in the santa cruz mountains in ben lomond. close to that in kentfield, over two inches santa rosa, san francisco , oakland. an inch and a third look at san jose over an inch of rain. same thing for concord in the sierra 88 and 50, requiring chains. it's a snow showers right now, but they're going to see a lot more snow come this weekend at lower snow levels. a winter storm warning until 4 a.m. saturday. heavy snow 12 to 18in up to two feet for the peaks. snow levels 4 to 5000 tonight, dropping to 3500, so carry those chains if you are going up 40s and 50s on those temperatures right now, live view from our rooftop camera. once again, here's a look at the headlines today. showers and thunder tomorrow. still unsettled this weekend the next storm arrives. it does have an atmospheric river. the focus of that atmospheric river is going to be santa cruz mountains. southward at least that's what it's looking like now. so today we'll go with a light level one scattered downpours, thunderstorms and hail. still in

the picture. big waves at the coast. we go hour by hour and you will notice those scattered showers this evening around the east bay. 730 that continues as we head towards tomorrow morning's commute. watch out for damp roadways, not only damp roadways, but isolated thunderstorms as well. and this really pretty much continues through the afternoon and the evening. in terms of rainfall, we're expecting anywhere from about a 10th of an inch to about a quarter of an inch for most of you. but if you get caught under one of these thunderstorms, could be seeing even heavier rain. morning temperatures there, lower 30s 40s. so it's going to be colder for tomorrow afternoon. a cool day 4050s scattered showers by the way, that high surf advisory did get extended until tomorrow morning as wave heights will be between 21 to 25ft. so watch out if you're at the coast. showers thunder chance level one tomorrow. a few showers saturday , but saturday is your best day to get out and do things. level two wet and windy sunday. it's a one for monday. we are going to see more trees down, power
