shower. that's just the unsettled pattern we're in for the next 24 hours. temperatures only in the 50s. but over the weekend, our next atmospheric river is going to soak us and also bring us some damaging winds. we'll show you that coming up in six minutes. let's check in with gloria and see how that can be. yeah >> you know, drew, i know you mentioned the scattered showers, so that may impact your drive. this morning. if you're going to be hitting the roads today, you may experience some scattered showers, maybe some slick roads. we also have an update for you on mass transit. bart right now has a ten minute delay in downtown oakland and all directions. this is because of unscheduled track work and then the trains are running at slower speeds today because of the wet weather. so plan according to that. and then this is a live look outside at our bay bridge toll plaza camera and draft traffic has really started to build just in the last half hour or so since we last checked this out. so a lot of people obviously are now heading to work right now, and the metering lights did flip on at 536 this morning. but those who are in the carpool lanes are not having any waits right now. kumasi

>> thanks, gloria. new this morning a house fire in contra costa county has displaced two people and sent two others to the hospital. well, the flames broke out just before 1130 last night on temple drive in pacheco. one neighbor says she woke up to scream coming from outside her home, and there were two women in the driveway crying . >> um, they were on their knees crying. um i don't know where those women are now, but, um, once the fire department got here and they started putting water on it, then there was smoke and the flames went down. >> the cause of the fire is being investigated. contra costa fire says the residents are safe. thanks to working smoke alarms. >> wild weather in the north bay , including a possible tornado. this is a funnel cloud that was reported in sonoma county, about 15 minutes west of petaluma. matthew beat took this video. he works nearby. he spotted the funnel cloud just after 11:00 yesterday near the town of troc. >> i'd lived in texas for about

20 years, so i'd seen plenty before, so i just grabbed my phone and recorded. >> totally surprised. yeah, i did look fake and it looked very , very convincing. >> it was like the wizard of oz. >> pete said. it lasted about two minutes and the funnel passed over some ranches, but he didn't see it do any damage. now it's a funnel cloud until it touches the ground, and that's when it becomes a tornado. and we're waiting for an update from the national weather service to find out. with more rain on the way this weekend, rescue crews are training to respond to flood emergencies. people are also trying to keep their homes safe. abc seven news reporter lena howland is live in sonoma county. with how the community and first responders are getting ready ahead of the wet weather, lena. >> reggie, here in sonoma's depot park, this is just one of more than a dozen sandbag stations set up all over the county to help make sure people are prepared for a little more rain down here in the north bay. the sonoma county fire crews are using any slight break in the rain to also prepare for the

possibility of more water rescues there. swift water rescue team trains 5 to 6 times a year, which we got to see them getting getting ready for yesterday in high water. this training is pivotal after they had to put their training into practice to rescue someone who tried driving through the high water on wednesday. at this time last year, the team was already deployed for at least 12 rescues. you know, right now, as it's the calm after the storm, right? >> so people think it's no big deal. they can pass through these areas. thank god for the rescues. >> but yeah, i would never ever push it. i mean, if i can see if i can't see the yellow lines through the water, i don't do it . >> as more rain is on the way, crews are also constantly monitoring the russian river water levels. the break in the rain allowed for more water to be released into the ocean, and water levels started to recede a bit. however, their soils are

indian government vandalism in the east bay. members of the sikh community held a news conference yesterday denouncing the vandalism. they say it contained pro sikh separatist language. the separatist movement is seeking to create a homeland for sikhs in northern india. the first incident happened at a hindu temple in newark in december. the second two weeks later at a hindu temple in hayward on behalf of the sikh community in the tri city area. >> i want to really extend my words of appreciation for coming out in unity against the acts of vandalism. >> members of south asian community groups, as well as local mayors and police personnel attended the event and echoed the call for peace and unity in the east bay. >> new findings in the toxic release of metals shown the martinez refining company, the refinery. >> his oversight committee gave an update yesterday. an independent investigation is trying to find the root cause of the refineries release in

november of 2022. that release covered cars and streets in ash. here's video of that. investigators cited inadequate safeguards and found that an employee at the refinery that day was working on more than 20 hours a day. >> we find that blaming the worker is not the appropriate action. instead um, our recommendation focuses on the way that refinery leadership should manage their fatigue management program and the program itself. and needed to be upgraded. >> the next steps include the release of a risk assessment report on february 22nd, and a 45 day public comment period coming up, a popular lgbtq bar in the east bay closing because of a dispute with the landlords, then a cruise ship hits severe weather and the high waters flood the decks. >> it's 608 this morning. >> we are tracking scattered showers, some scattered thunderstorms possible today. more showers tomorrow before our next atmospheric river is going

protests blocked a westbound traffic on the bridge for more than two hours, 78 people faced charges. >> new developments in the israel-hamas war hamas plans to respond, quote, very soon to a proposal that includes the release of more hostages. the group and other militants in gaza are holding dozens of hostages after having kidnaped about 250 during their october 7th attack during a one week truce in november. more than 100 were released in exchange for 240 palestinian prisoners. the ministry of health reports at least 27,000 people have been killed and 66,000 people hurt in gaza so far. >> an iconic san francisco restaurant that closed its doors in december is coming back talking about the northeach restaurant, aptly med r its neighborhood location at the corner of columbus and stockton, two new co-owners tell sfgate they're buying the italian restaurant, and they plan to make minor changes. that includes some renovations, a new chef because the previous chef retired, and new menu items. the

restaurant is expected to reopen in may and oakland business says it is shuttering the port bar, a gay bar on broadway in downtown oakland, says its landlord will not renew its lease. bar owners say the landlord is demanding they stop holding queer programing. the landlord has not responded to our requests for comment. the gay bar also cites an increase in crime and decrease in foot traffic as challenges. owners say they do plan to reopen, possibly at another location. >> sea otters are helping to stop erosion at the scenic elkhorn elkhorn slough near moss landing on monterey bay, so researchers say strike shore crabs have been wiping out plant roots and hungry otters then started to reappear and ate the crabs, which helped the marine ecosystem. so now there's a proposal to reintroduce the sea otter population further north, including on the sonoma county coast.

>> and so it's the same situation, almost just a different ecosystem where we would definitely look in the kelp forest would definitely benefit from having these animals around. where >> well, researchers hope the otters would help to control and exploding sea urchin population that's threatening kelp forests. otters have slowly expanded their range in the monterey bay since being hunted nearly to extinction. extinction more than a century ago. now. have you all ever eaten sea urchin? >> i have not. have you? >> i had some here at bar altura. they said they got it from monterey, which may help the problem if people like it, i enjoyed it. i think the visual of it is a little. it's purple, standoffish. just, you know what it tastes like fishy. kind of. okay. it didn't have like a strong distinct. but it was good . it felt like an experience. >> mhm mhm mhm mhm. anything with spikes i'm kind of like yeah. >> look it's really popular in hawaii. my dad used to fish for

looks wetter than previously thought so we likely will see some light showers in the morning before heavier rain starts to move in. in the evening. and this is ahead of our atmospheric river. that's going to soak us on sunday. so sunday morning we've raised this to a level three for heavy rain, damaging winds. we have flood watches now posted high wind warnings as well. the winds could actually be stronger with this storm than the one earlier this week. so future weather showing you sunday morning that moisture just aimed at central california with heavier showers in the north bay. when it comes to rainfall totals, this is going to be kind of an upper side down storm, so to speak. the heavier totals are likely going to be in the south bay and the santa cruz mountains, closer to the axis of heavier rain. lower amounts as you move towards the north bay, flood watches are posted because we could see several inches of rain, especially in the santa cruz mountains. they could get hit pretty hard with heavy rain and some strong winds. on sunday we're going to get some heavy snow out of the storm. we have snow falling right now and another storm sunday to monday. dropping feet of fresh powder in

creative ways to convert. but also we need to incentivize that. so proposition c is part of the answer. proposition c allows us if someone decides that they will convert to housing, then we will waive the transfer tax. we will waive the obstruction and the cost associated with being able to decide to build housing in these buildings downtown in the first place. >> during currently, the downtown vacancy rate is at 32, according to the mayor. if this is passed, it would apply to all commercial and residential conversions approved before january of 2030. >> san jose police say they've broken a bglary ring linked to several bay area cities with the arrests of four people. the department says san jose officers collaborated with other bay area agencies to arrest the suspects accused of breaking into homes in san jose, san bruno, fremont, milpitas and union city. police say the suspects used a wi-fi jammer to

disrupt security camera signals at the homes they targeted, then they took items like jewelry, cash and firearms. our detectives, along with fremont police department, were able to apprehend and arrest the four suspects while in union city when they were committing an in-progress residential burglary . >> our four suspects were booked into alameda county jail and are pending transfer to santa clara county jail, where they will face charges locally, police say they recovered more than $100,000 in cash and stolen property during that investigation. >> new this morning. tesla is recalling nearly all of its vehicles in the u.s. because of incorrect font sizes, which could increase the risk of a crash. so this recall affects more than 2 million vehicles, including the model s and model x 2017 to 2023. model three, model y, and also the new cybertruck's. regulators say tesla started over-the-air software updates last week to fix this issue. the update increases the font size of

visual warnings for the brake park and anti-lock brake system. >> tesla is settling a lawsuit with 25 california counties that accused the company of illegally dumping hazardous waste. a judge has ordered tesla to pay $1.5 million for the dumping allegedly happened at its service centers, energy centers and its fremont factory. eight bay area counties are involved in that settlement. the investigation started in 2018, when the san francisco county district attorney's office conducted undercover inspections. a new effort is underway to boost business in san francisco's chinatown. >> supervisor connie chan announced legislation yesterday calling for two hours of free parking at two chinatown garages through the month of february. chan's plan also proposes free rides on muni during the lunar new year parade weekend. and now community leaders believe that this legislation will help to encourage people to visit the neighborhood. >> sfmta officials say the experimental valencia bike lane is not working for everybody, and they are seeking other
