longer go through the park. they'll only run the great highway and check this out. >> it's snowing right now in zephyr cove, lake tahoe. look at it all. this is a live picture. okay it looks windy as well because that snow is coming in sideways. so what should you expect where you live for that answer, let's turn to abc seven news meteorologist sandhya patel, a lot to talk about. >> absolutely. and they do have a winter storm going. warning going up this weekend. uh- karina and ama. we're talking about several feet of snow and over the higher peaks. 5 to 6ft of snow going into early next week. let me show you why we have a strong level three storm coming our way tomorrow night into sunday. heavy rain, flooding, strong damaging winds, downed trees and outages expected. it does come with an atmospheric river. as you look at live doppler seven, that moisture plume all the way back towards the hawaiian islands. flood watches going up tomorrow afternoon until monday night. and that's because heavy rain will lead to flooding on rivers streams. excuse me? creeks and

roadways. potential for the rivers to flood. so the entire area is going under that flood. watch wind warnings and wind advisories is also in effect for sunday. gusts to 50 to 60 miles an hour means downed trees and power outages. we look at what's happening right now on live doppler seven and the coverage of showers beginning to pick up right now in the east bay, whipple road, hayward area. alamo 680. it is going to be tough to get around this friday evening. a few showers around the bayview district of san francisco, but not nearly as intense this is a level one currently, and as we go hour by hour, you will notice that around 9 p.m. there will be a few spotty showers 10 p.m. going into tomorrow morning. just a few showers coming through here. you get that little breather, and then here comes the heavier part of the storm. saturday night into sunday morning, i'll be back with a closer look at how long this is going to last. the rainfall projections is coming right up. i'm karina, all right.

>> sounds good. we'll check back with you. sandhya well, there has been little to no chance of drying out from our series of storms, and that's prompting concern, especially in the south bay, which could be hit hard this weekend. abc seven news south bay reporter dustin dorsey is live in san jose with a look at how those folks down there are getting ready. dustin >> yeah, ama, you just saw it. but which sandhya didn't say was the south bay is going to be one of the hardest hit areas here across the bay area with that upcoming storm. heavy winds, high and heavy winds and heavy rain expected throughout the area. the storm we just went through barely in the rearview mirror right now, but officials are already preparing for this weekend. the rays of sunshine peeking through the clouds of rain were a welcome sight in the south bay while it lasted. the national weather service issued a flood watch for the entire bay area, which will be in effect from 4 p.m. saturday through 10 a.m. monday. >> a wind advisory will be in effect for the santa clara

valley from 4 a.m. to 10 p.m. on sunday. >> strong wind and heavy rain mean more damage, and you didn't have to drive far in santa clara county to find existing issues from past storms as in the santa cruz mountains. reminders of damaging rain and wind from 2023. josh felder saw plenty on his bike ride from half moon bay. >> we ride up here a lot uh- up on these mountain roads in the santa cruz mountains for a long time and, um, last winter, with all of the rains that we had, and it was certainly, probably the most rain i've seen since i was a child, growing up here, a lot of the mountain roads have just taken a serious beating, and it's not just the roads. >> the effects of 2023 storms are still felt across the region . >> we had that series of atmospheric rivers blow through over several months. we lost over a thousand trees in the city of san jose. >> with sunday's storm expected to bring more rain to already saturated soil, more fallen trees are possible. all the department of transportation says homeowners should call them if they need assistance, as downed trees don't just cause

damage, but may lead to flooding as well. valley water crews have been utilizing the break in the atmospheric river events to clear trees and anything else that's still left over. people may just think that, oh yeah, creek streams, you know, they naturally just flow. >> so and there's no concern about, you know, something blocking them. and when you look at those pictures, you see the, you know, leaves and debris and, and sticks and, and trees and all those kinds of things that can, that can be obstructions in our local waterways. >> 2023 was a challenge. but even the darkest storms are followed by a bit of light. every event is different. but these agencies have learned how to better prepare and adapt when the rain hits to keep the community as safe as they can be . so of course, you just saw how officials are preparing, but what should you do ahead of these storms? they say the most important things are to know where your nearest sandbag locations are, and know whether or not you're in a flood zone. and of course, sign up for city

and county emergency alerts so you can be prepared for whatever the storm may bring for now, live in san jose. dustin dawsey, abc seven news i get those alerts. >> they are useful. thank you dustin. well potholes are lining many streets and freeways around the bay area. >> you might have hit one and one. san francisco driver says her car got damaged after hitting one yesterday. she tells abc seven news reporter tim johns the cost of fixing it is causing her family financial strain, and she wants caltrans to do more to help. >> their seemingly everywhere along bay area roads, potholes, many of them made worse by this week's stormy weather wreaking havoc on people's cars. they wheel has a ten inch crack in it . san francisco resident jl mingo tells us she was going to work thursday when she drove over this massive pothole on 280 north, near the 101 split. the damage to her car, estimated to cost her well over $1,000 money. jl says, will place a financial

strain on her family. >> i mean, i feel like i literally did nothing wrong. i just was driving to work and there was no way to avoid that, jl tells us. >> she's not the only one who fell victim to this pothole either. on thursday morning, she says there were at least three other drivers who had to pull over after they ran over it, as well. at juarez tires and brakes, it was a similar story. we take it almost one two. >> i can say seven customers in the day. so for that, so many potholes in the city, right? and they have 280, especially owner joel juarez says he thinks the problem is getting worse. this is my first time in three years right here in this business. so many people, they had the same trouble. >> caltrans says it currently has crews working 12 hour shifts to try and fix as many potholes as possible. the one that damaged jl's car remain unfilled friday, getting bigger by the hour with more storms coming, it can be difficult for caltran to keep up. >> what we saw this past storm

system, it brought really heavy downpours across the bay area from the north bay all the way down to the south bay. with those downpours, those pretty much opened up. these potholes that we were able to fix before the storm reopened. >> caltrans says they do have a system where you can submit claims for reimbursement if a pothole damages your car, but a recent abc7 news i-team investigation shows that for the first half of 2023, less than 1% of those claims were actually approved, a sobering statistic for people like jl, who say they think people should be offered more help. >> honestly, i feel like i could cry. i really wish that they could help me out because i'm a yoga teacher. i'm really trying to do my best in san francisco. >> tim johns, abc seven news and you could see that full abc seven news i-team story about potholes and how few claims caltrans pays out. >> it's on our website, abc seven news.com slash i-team now to developing news. >> the u.s. military struck

dozens of sites in iraq and syria today. a retaliation against the attack that killed three u.s. service members on sunday. today, their remains arrived on american soil. u.s. warplanes hit command centers and weapons depots of iran backed militias. the u.s. blames them for the deadly drone attack on the u.s. base in jordan. at least 18 people have been killed in today's attacks, the pentagon says more. airstrikes are coming, but the white house is being careful not to hit any targets inside iran to avoid a larger conflict with that country. >> on sunday, the historic castro theater in san francisco will host its last show before closing. its doors for a year and a half to be restored. abc seven news reporter luz pena went inside the theater to show us what you should expect to see in 2025. >> the legendary castro theater is over 100 years old, and its murals are still holding on to its history. >> if you look on the ceiling and you see these medallions that you can barely see, or

these murals on the side here that are pretty faded and they're all going to come back to life, they're going to be spruced up after sunday, the theater will close its doors to be restored to its 1922 glory. >> finally, we are about to renovate, restore and rejuvenate the historic lgbt q film and music venue, the castro theater. >> and it's showing its age. the iconic blade sign on the front, the neon, the roof needs work. it's in, it's in bad shape. she needs a facelift, a facelift that will cost $15 million and take a year and a half behind it is another planet entertainment. >> so how is the stage going to change? >> it's going to be more accommodating for different types of events. live shows, plus movies. there's going to be more room on the stage. i'm not sure exactly how, but there's going to be more room. >> one of the main changes will be under the stage, so you can see the process of how we uncover the organ now, as opposed to how we're going to do it once the remodel happens.

this is one of the major changes. >> yes, this is going to be a change. so first we're getting the largest organ in the world. and then on top of that we're going to get something that's more automated. >> the original seats on the balcony level will remain the same. a new adjustable seating will be installed in the orchestra level, something that was a bit controversial. and for the first time in over 100 years, the entire seating area and the stage will be ada compliant, making the entire theater more accessible. now outside the theater, the castro merchants association is supportive of the change. even if it means no shows here for over a year. >> the impact it's going to have when it reopens is going to be incredible, and some regulars are already looking forward to sunday's last show before. the remodel. >> i will, even though it's supposed to be a big level three storm, you will be here. >> yes, yes, i will be in san francisco. >> luz pena abc seven news tonight, but we are taking a

ummm, no. this is what p-g-and-e's says your money is paying for. it raised rates to fund projects like this, replacing gas lines in the knightsbridge neighborhood of san jose. this project should be finished this month. p-g-and-e's rate hike should also pay for undergrounding power lines and high risk wildfire areas, and undergrounding has a long history in california. it dates back to 1967. san francisco has put roughly half of its utility lines underground, and now p-g-and-e's says there's no money left to underground the rest. abc seven news reporter lyanne melendez looked into this and joins us now with more details. >> well, you know, most european

cities have all their power lines under ground. and so the question is, why can't we. right. so san francisco has been at this for years. the last time there was a concerted effort to discuss the matter was in 2019, 2020. now we know that there are no plans by p-g-and-e's or the city to underground anything. san francisco has many scenic views, but not all views are created equal. ask claudia anderson, who wakes up every morning to the sight of a p-g-and-e's transformer located just outside her bedroom. >> my transformer blew out once. we've had transformers at the top of the block blow out, and so there is a hazard of having these beside it being unsightly. it is a hazard. >> one of my pet peeves is just looking up one of these streets and seeing all these wires everywhere. >> in 1967, there was a strong demand for undergrounding. in fact, it was encouraged and promoted by the california public utilities commission simply for esthetic reasons. but

as san francisco residents know, overhead power lines can be unsafe during big storms and earthquakes. the city has buried about half of its utility lines, but what about the remaining 470 miles of overhead lines that still need to be underground? >> and there was concern that funds set aside by p-g-and-e's for underground, adding in san francisco and other areas and that money is gone now, even though they're raising rates through the roof for years. >> p-g-and-e's customers have paid into a program that supposed to bury all those lines as the funding rule for those projects was established by the cpuc, which said the upfront undergrounding costs for any project is funded by the utility agency and paid back by the ratepayers. in the late 90s, anderson had the chance to have the power lines on her street placed underground as long as neighbors agreed to pay for digging up the street, and we

were approached by the planners of the light rail who said, hey, this is your opportunity. >> if you want to get things underground added. and we were like, that's great. but then they said, well, but you know, it has to be unanimous on your block and every family is going to have to chip in several thousand dollars. but not everyone was willing or able to pay. >> and the project went away. we missed probably the one and only opportunity. here's why p-g-and-e's is now telling us our 10,000 mile undergrounding program targets circuits in areas with the highest wildfire risk characterized as elevated or extreme risk. tiers two and three. there are no locations with the city and county of san francisco in tier two or tier three areas. >> san francisco simply is not as volatile as some of these other areas that have burned recently. we can beg and we can grovel, and we can plead, but we cannot force them to do it. >> they are a utility city under

the jurisdiction of the california public utilities commission. this is p-g-and-e's world. we just live in it. but the city is also to blame for mismanaging the last undergrounding project, which took ten years. >> abc seven obtained the independent master work plan study on the utility undergrounding program, which came out in 2020. that study clearly states that a lack of proper planning overruns and schedule delays resulted in cost overruns. in other words, san francisco spent all of its undergrounding funds and more. the study also found that there was never an finding of who was leading the project. p-g-and-e's or the city and county of san francisco for san francisco residents, this means the funding source will not be available until the money is paid back. it also means san francisco will continue to pay off that debt. with no new projects in sight. the study concluded that the need to find alternative funding sources is imperative in moving forward

with a citywide utilities undergrounding program in san francisco. >> the big upside to having things underground, besides the esthetics, is public safety. so we'll see what people have to say after the next big earthquake. >> now, let's say for a moment that the money was there. what would it cost? now, according to that report, it would cost between 50 and $100 million. but keep in mind that that report came out in 2020. now it would take about 50 years. we're told, to complete this project. i have to feel bad for those people who really want to have their power lines underground, and they can't. >> so a lot of frustrated people say, can we do this? >> yes and no. >> yeah. no choice. thanks, liane. sure. all right, let's turn to the weather. >> i did see a nice rainbow out today. >> oh, it's been so nice to see the rainbows. but, you know, we know with that comes the rain. so let's check on the weather because we have some storms to

deal with this weekend. sandia yeah. it is going to be an intense storm that we're looking at. karina and ama right now. i want to show you just a beautiful view from zephyr cove, where the snow is just coming down tonight. right? they are chaining up on most of the roads leading up to tahoe blue canyon reporting snow, light snow. truckee, tahoe valley airport as we look at satellite radar, live doppler seven. you can see the snow showers crossing 80 there. winter storm warning 4 a.m. sunday until 4 a.m. tuesday. very heavy snow. we're talking 2 to 4ft, 5 to 6ft over the peaks during this time period. very gusty winds. i would not travel during this time as a stronger storm is coming and it is going to dump snow right now on live doppler seven, you could see very spotty showers, but they are scattered in nature. light to moderate around castro valley crow canyon road as we look a little bit around orinda piedmont, some moderate showers falling right now and the wider picture is going to show you that atmospheric river, the

moisture source all the way to hawaii. here's the low pressure system. this is developing. it's going to slam central and southern california. we're on the periphery of it. so the santa cruz mountains, the peninsula will see some of the higher impacts as we head into the weekend, 40s and 50s on those temperatures. keep in mind, atmospheric rivers can stall. they can also shift a little bit. so depending on where it shifts, you'll get that intensity of the rain tonight it's a light level one scattered showers, brief downpours, slight chance of thunder. here we go. so just those spotty showers 1030. you will see them scattered in nature tomorrow morning. some damp roadways. it's not all. it's not completely a washout for saturday, but by 430 quickly that storm that is stronger begins to move in. and i will show you that timeline in a moment. tonight. showers. thunder. chance tomorrow morning. showers. afternoon evening. it's going to switch over to heavier rain and windier conditions. and going into sunday as that strong storm arrives. so it is a level three

for tomorrow night into sunday. heavy rain uh- flood, strong damaging winds down trees and outages. the usgs is saying the ground is saturated already, so shallow mudslides not out of the question. excessive rain potential up and down the state on sunday. highest potential is going to be big sur down towards southern california. here in the bay area, thatrillionain will lead to problems, which is why that flood watch has already been issued. winds will pick up tomorrow night going over 50 miles an hour into the wee hours of sunday morning and still going strong sunday. over 50 mile an hour winds along the coastline, higher terrain strongest there. here comes thatrillionain saturday night, which is tomorrow night. moderate to heavy rain as we go into late tomorrow night. sunday morning downpours are expected and this rain will switch over to showers later in the day, but the winds are still going to be going on, so we're still going to see potential impacts. rainfall estimate s anywhere from one to over four inches of rain. higher terrain will see anywhere from 5 to 7in with

of the ongoing investigation into a texting scandal. abc seven news reporter anser hassan has the story. >> downtown antioch is booming, says mayor lamar hernandez thorpe, a new monica's restaurant opening up smith's landing. >> we've got, you know, this new barbecue place here. we've the el campanil. it has more shows today than it did before. and so we've been pretty busy in downtown. >> but the mayor acknowledges there's also been a rise in crime. and the police force is understaffed to bridge the gap, the city has hired private security to patrol the downtown and nearby public parking lots. >> the private security firm will alleviate that because these things happen when nobody's around. nobody's watching it. it'll be, you know, ten, nine, ten, 11, 12:00 at night. so this will serve as an important deterrent. >> the focus won't just be on crime and break ins, but also rowdy crowds and sideshows. one big reason for private security the antioch police texting scandal. since last year, more than 40% of the police department is out on paid leave because of the ongoing

investigation. >> since the traffic division was basically decimated as a result of the texas of the text racist messaging scandal. uh, unfortunately, we have seen an increase in sideshows, and so, uh, this private security will serve as a, as a, as hopefully a deterrent to some of the sideshows that we've seen at the marina. >> buford brown is owner of the recently opened buford memphis style barbecue. he supports having extra security, not just because it serves as a deterrent , but hopefully to encourage customers. >> yes, yes, people will feel comfortable coming down to antioch. antioch is a beautiful place and so we want to try to build it up and, and, uh, make sure everybody is feeling safe and secure when they come downtown antioch sideshows and lack of enforcement is why property owner sean mccauley spent $50,000 of his own money to install license plate readers last summer. >> since then, he says, there have been no sideshows, and crime is way down in antioch.

anser hassan abc seven news up, all released this week, has raised political intrigue surrounding the race for san francisco mayor. >> the poll was commissioned by daniel lurie, one of the candidates, and it showed mayor london breed remains the top first choice candidate for 26% of voters, followed at 21. laurie a nonprofit founder and levi's heir but 28% of voters are undecided, and abc seven news insider phil matier says that does not bode well for mayor breed. >> london breed is a known commodity. people have made up their minds. one way or the other, or are leaning now a lot. 25% are undecided. okay, they're waiting to see what these other candidates are. so they they go one way or the other. and so chances are they will. you have lost that other part and they will just pick among those who are not. you in. >> the poll was commissioned by lurie and was conducted by david bender research. it surveyed 600, likely san francisco voters, the city of san jose and

world suddenly came to know patty hearst. >> i miss hearst, apparently was blindfolded, led from the apartment screaming. >> the symbionese liberation army knew her father was a wealthy newspaper publisher. >> what we want is to get patricia back. >> for weeks, hearst was locked inside this closet in san francisco. mom dad. i'm okay. her captors wanted the release of two of its members charged with killing oakland superintendent marcus foster. another demand was to distribute food among poor people in the state. but two months after her abduction, hearst announced through a recording that she had joined the sla, calling herself tanya. confirmation came in the form of a surveillance video showing hearst and members of the group robbing the hibernia bank in san francisco. then the group lost six of its members during a shootout involving los angeles police. their safe house caught on fire while they were inside. it was feared that hearst was among them, but it turns out she and two other
