tracking the latest in the weather center. good morning lisa. >> good morning stephanie. this is a level one on our storm impact scale. so you're right. you have time today to prepare for what is going to be a lot of rain and wind. stronger than the last atmospheric river we saw last wednesday. here's a look at live doppler seven. you can see a few showers right along the coast there. we'll go in closer and you'll notice that we have them smattering about from the north bay here, just east of santa rosa, down through a big bend. highway 116 and petaluma. and also in san francisco, daly city, pacifica, down through montara, and then just off the coast here, pescadero moving into highway one, as well as the santa cruz mountains. so we will be looking at the rain throughout the morning hours. level one system, and then we'll be looking at things drying out a bit throughout the afternoon hours. so that is the good news. here we are with the showers through about 10:00. and then notice by noontime at 2:00, a bit of a lull. and then things really begin to ramp up with all the advisories. the wind

advisories, wind warning and that flood watch 49 in hayward right now as well as san francisco and looking up in the north bay, it's chillier. 42 sonoma and looking at temperatures 24 hours from. yes. from now they were milder. so we're chillier this morning. there's a look at our flood watch. the entire bay area from 4:00 tonight until 10:00 on sunday night. and then our wind advisory and high wind warnings where winds could gust anywhere from 50 to 60 miles an hour through the overnight hours and into your early sunday. the look at today, though, you'll notice the scattered showers temperatures in the 40s. and then we're going to talk about the heavy rain and what you need to expect right on through monday. stephanie >> all right, lisa, thank you. there's been little to no chance of drying out from our series of storms, and that's prompting concerns, especially in the south bay, which could be hit hard this weekend. abc seven news south bay reporter dustin dawsey has a look at how people are getting ready. >> the rays of sunshine peeking through the clouds of rain were

a welcome sight in the south bay while it lasted. >> the national weather service issued a flood watch for the entire bay area, which will be in effect from 4 p.m. saturday through 10 a.m. monday. a wind advisory will be in effect for the santa clara valley from 4 a.m. to 10 p.m. on sunday. >> strong wind and heavy rain mean more damage, and you didn't have to drive far in santa clara county to find existing issues from past storms in the santa cruz mountains, reminders of damaging rain and wind from 2023. josh felder saw plenty on his bike ride from half moon bay. >> we ride up here a lot uh- up on these mountain roads in the santa cruz mountains for a long time. and um, last winter with all of the rains that we had and it was certainly probably the most rain i've seen since i was a child growing up here, a lot of the mountain roads have just taken a serious beating, and it's not just the roads. >> the effects of 2023 storms are still felt across the region . >> we had that series of atmospheric rivers blow through

over several months. we lost over a thousand trees in the city of san jose. >> with sunday's storm expected to bring more rain to already saturated soil, more fallen trees are possible. the department of transportation says homeowners should call them if they need assistance. downed trees don't just cause damage, but may lead to flooding as well . valley water crews have been utilizing the break in the atmospheric river events to clear trees and anything else that's still left over. >> people may just think that, oh yeah, creek streams, you know, they naturally just flow low and there's no concern about, you know, something blocking them. and when you look at those pictures, you see the, you know, leaves and debris and, and sticks and, and trees and all those kinds of things that can that can be obstructions in our local waterways. >> 2023 was a challenge. but even the darkest storms are followed by a bit of light. every event is different. but these agencies have learned how to better prepare and adapt when the rain hits, to keep the community as safe as they can be, experts say the best way for you to be ready for the storm is

to know where your nearest sandbag locations are. know whether or not you're in a flood zone, and sign up for city and county emergency alerts in san jose. dustin dawsey, abc seven news residents in santa cruz are preparing for intense rainfall this weekend, too. >> in fact, community emergency response volunteers went door to door warning those in flood prone areas to be ready to evacuate people living by creeks and rivers are especially vulnerable to breaching over the next two days, they're on high alert after rain and flood wreaked havoc on the area last winter. >> you should be prepared. you know, if it happened last year. yesterday say ten years ago, you should have a memory and should be prepared. >> some residents and business owners are taking action like stacking sandbags ahead of the wet weather. now, several emergency shelters are opening up to help give people a warm and dry place to stay during the storm. episcopal community services of san francisco is opening their marin health and wellness campus on kerner

boulevard in san rafael. the shelter operates from 5 p.m. to 10:30 a.m. daily in santa cruz county. three shelters are opening in the santa cruz veterans hall is open from 8 p.m. to 8 a.m. daily, and a 24 hour shelter will be at depot park on center street in santa cruz. it will operate until noon on monday. the watsonville veterans hall is also open 24 hours per day through monday. today, we're tracking the weekend weather with live doppler seven and you can to just scan the qr code on your screen using the camera on your phone and that will take you to our website, abc7 news.com, where you can stream live doppler seven radar in the east bay. now, a birthday celebration in wine country came to a violent end near the oakland international airport. a woman says her son and some friends were robbed at a gas station as they filled up their rental car. it happened in an area that's received a lot of publicity recently, with in-n-out and denny's announcing they're closing because of crime concerns. abc seven news reporter tara campbell has

reaction from the victim's mother. >> i'm offering a $10,000 reward for any tips that lead to the arrest of the people who violently robbed my son and his friends. >> maxey scherr is talking about this incident monday at the 76 gas station on hegenberger road, near the oakland airport, offering up a reward to help identify the people in this surveillance video, which is also being used in the police investigation. >> in the world doesn't have to be this way. >> the texas attorney has roots in the bay area and says the attack happened while her son and friends were gassing up their rental car. family and friends had spent the weekend in sonoma celebrating his 21st birthday. >> outcomes. five different men they bust the windshield, take all of the luggage and didn't stop there. they then pulled my son out of the car, started hitting him with the gun. she met her son in oakland at the police station. this is commonplace, is what i kept being told. you should know better than to gas up in

oakland. >> but she says there was no warning. this is a dangerous area. >> now that it happened. oh, i'm searching hegenberger like crazy and it doesn't take a deep dive to learn. >> hegenberger has been taking a hit in and out burger, announcing the closure of its location because of crime, and now denny's also closed and abc seven news insider phil matier says there doesn't seem to be any answers in sight. >> i haven't heard anything solid coming out of oakland city hall yet. i hear some platitudes about, we're going to work together. we're trying. we're coming up with different strategies. is more beat cops this that. but it's the same thing i heard a year ago. >> and when asked about monday's robbery at the 76 gas station in oakland, mayor shengtao responded with a statement reading in part, as mayor, i have prioritized the critical gateway to oakland and surged police presence and employ technology to deter and respond to criminal behavior. however,

barbecue place here. we've the el campanil. it has more shows today than it did before. and so we've been pretty busy in downtown. >> but the mayor acknowledges there's also been a rise in crime. and the police force is understaffed to bridge the gap, the city has hired private security to patrol the downtown and nearby public parking lots. the private security firm will alleviate that because these things happen when nobody's around. >> nobody's watching it. it'll be you know, ten, nine, ten, 11, 12:00 at night. so this will serve as an important deterrent. >> the focus won't just be on crime and break ins, but also rowdy crowds and sideshows. one big reason for private security the antioch police texting scandal. since last year, more than 40% of the police department is out on paid leave because of the ongoing investigation. >> since the traffic division was basically decimated as a result of the texas of the text racist messaging scandal. uh, unfortunately, we have seen an increase in sideshows, and so,

uh, this private security will serve as, uh, as a, as hopefully a deterrent to some of the sideshows that we've seen at the marina. >> buford brown is owner of the recently opened buford memphis barbecue. he supports having extra security, not just because it serves as a deterrent, but hopefully to encourage customers . >> yes, yes, people will feel comfortable coming down to antioch. antioch is a beautiful place, and so we want to try to build it up and make sure everybody is, uh, feeling safe and secure when they come downtown antioch sideshows and lack of enforcement is why property owner sean mccauley spent $50,000 of his own money to install license plate readers last summer. >> since then, he says, there have been no sideshows, and crime is way down in antioch. anser hassan abc seven news actor carl weathers, who gained fame in the original rocky movies as apollo creed, has died at the age of 76. >> weathers played college football at san diego state, then played for the oakland

they call, they text, they. they are just like, oh my god, can you believe this is actually going to happen? it's fun that to, you know, after months after the wedding to still be able to enjoy the wedding on the back of each favor. >> a message says, we hope you get as lucky as us, forever faithful. we're hoping we, you know, the niners pull through and we win the super bowl, and then we get a little money back for our wedding in the south bay . lauren martinez, abc seven news. is there anything embodying forever faithful? it's that story. how sweet. well, automated vehicle company waymo is looking to expand its driverless operations beyond san francisco. the company recently submitted a plan with the state's public utilities commission to operate on the peninsula as well as in los angeles, but there's been pushback from state lawmakers. they claim local governments should make their own regulations regarding driverless vehicles, local community are now stepping up their efforts to prepare for the new wave of these vehicles, making sure that the streets uh- pavement

markings, the signage, the signals, all of that is properly upgraded to be able to be recognized by the computers. lawmakers say they want to make sure the rollout of this new technology happens very safely. happening now, snow is coming down on lake tahoe. you're taking a live look atop heavenly mountain, and it really is coming strong. we've been talking about the next big storm arriving tomorrow. the national weather service says if you plan on going to tahoe, your best bet is going there today. but come tomorrow until tuesday, severe weather impacts and travel all are expected that includes delays, snow covered roads and reduced visibility. as you're seeing here, lisa has been tracking the forecast, which appears it could change potentially tomorrow. lisa, what's the latest for the severity, of course, of the storm? >> yeah, it's looking pretty intense. we're looking at the strong winds the strong gust system in terms of winds that we've seen all season. and then

you put 3 to 4in of rain on top of that where the soils are already saturate. and we have it as a level three. and we could even see a level four as it gets closer as we have wind advisories coming up throughout the afternoon and evening, and then the wind warning. so everyone under the gun here, as you can see, this is developing well offshore over 900 miles to the west of us as it continues to develop. and then really just aim a hose of moisture from the santa cruz mountains, the central coast. but the entire bay area being impacted down through southern california. so we are certainly looking at a big time rain and wind situation as we get into this evening and tomorrow. and then things are going to lighten up. but we see the flooding risks well after the rain has lightened up. so here's a look at where we are a little bit wet right now from sonoma and just east of highway one. taking you further south, san francisco. we have some wet weather and you can see the

smattering of showers offshore, but for most of us it is dry. it is cooler this morning it is 48, in oakland, 46 in fremont, and our forecast highlights the spotty showers this morning. a bit of a break out there this afternoon. then tonight we get wet and windy and looking at our sunday. very stormy weather. really beginning 9:00 10:00. the widespread rain and then picking up in intensity throughout the midnight hour and beyond. it will be a level three for now with the strong and damaging winds and looking at some trees coming down for sure. here's a look at what it's going to happen the next few hours. notice at 830 we have some showers around here so we are not dry, but we do get that break middle of the afternoon. here it is, 5:00 and this is what is on the way. so we've got the rain in increasing from about nine 10:00 tonight. all over the bay area. and then it gets heavier by midnight. and then it continues through the overnight hours. this is 5:00 in the morning and all night long for five six hours. it has been

raining moderate to heavy. and then as we get through the eight 9:00 hour, still that heavy rain here we are by noontime time and we'll begin to see these downpours become a little bit more isolated throughout the afternoon. this is sunday at about 630, so really not much has changed in terms of the impacts with the rain. here's today we're looking at a quarter of an inch stopping this 11:00 sunday night. and the reds indicating that excessive rainfall from 2 to 4in. you can see 3.5in. santa rosa over four inches ben lohman and the entire bay area by sunday night, upwards of 2 to 3in. and then we put the rest of this in through monday, and you'll notice that we're over three inches in richmond and mountain view, san jose. that's a lot of rain in a short period of time. and look what accompanies it. we're looking at the breezy winds. this is midnight, 30 to 40 miles an hour. and look at all the fuchsia here from 50 mile an hour winds along the coast. that's why we have that wind

warning with the gusts up to 60 miles an hour. the santa cruz mountains. so with that heavy, heavy rain, the very gusty winds, the saturated soil and at least eight, nine hours of moderate to heavy rain. we're looking at some problems around here. certainly through sunday. a winter storm warning right on through tuesday. wait to see the snow amounts they're going to fluctuate a little bit. and then look what happens as we get through monday night. and finally we're talking about two, three, four feet of snow. so this is going to be a big time situation for the mountains as well. so highs today from the mid 50s. the scattered showers out there. level one system. the accuweather seven day forecast. then the rain starts this evening. the wind advisories wind warning. looking for some flooding tomorrow and a big time mess out there. so good idea to stay home and stay tuned to the forecast. and then we're looking at light rain on monday and tuesday. a bit of a break there on wednesday. so really getting into it tonight stephanie a lot developing. >> lisa thank you. just ahead a

totally stopped erosion, but they've slowed it down dramatically. brett hughes is a researcher with sonoma state and formerly the moss landing marine lab. >> teams from the lab monitor destructive species, including striped shore crabs, which have been wiping out plant roots and eroding the slough itself. hughes says the burrowing crabs went almost unchecked until the otters started reappearing. the hungry otters survive in the cold pacific waters by consuming huge amounts of prey to increase their metabolism and body heat, which translates to about 20 to 25 pounds of food. >> um, that they need to consume. and crabs, especially in estuaries, are just one of the more, more abundant and easy to grab snacks for a sea otter. the sea otters have been slowly expanding their range in monterey bay since being hunted nearly to extinct in more than a century ago, and researchers believe there's still a lot to learn about their contribution to the marine ecosystem. >> charles andrus maps the

geology of the estuary for the moss landing marine lab. well, i think people are going to try to apply this theory of a top predator in an ecosystem, um, um, to their own environments, you know, to understand what's been lost. and there are already proposals to reintroduce sea otter populations further north, including the sonoma county coast. one hope is that the otters would help control an exploding sea urchin population. that's threatening the coastal kelp forest there. >> and so it's the same situation in almost just a different ecosystem, um, where we would definitely look in the kelp forest would definitely benefit from having these animals around for the time being. >> the otters are busy doing their work by essentially chowing down in the estuary waters off monterey bay and coming to the rescue of a critical ecosystem. drew tuma, abc7 news. >> a street hazard backlog in san francisco in our next half

[dog sighs] milk-bone comfort chews. seven, but that is expected to change soon. we are bracing for another storm to drench the bay area this weekend, as millions across the west coast are under flood warnings. we talked about that heavy rain, gusty winds and really just a messy forecast in store tomorrow. >> yes, that's right. i mean, we have definitely a break out there and we have had the break even though the showers, you probably heard them last night, some of the downpours still with us. they never really went away from last wednesday's system, but certainly a gd idea to take note of your gutters or any roofing. last putting the uh- bricks down on the garbage cans because we have

wind and heavy rain headed our way tonight. right now, the scattered showers up through sonoma and down through san francisco, daly city, south city there, a few light showers there offshore there, moving into highway one, half moon bay and then you can see off the central the santa cruz mountains there. maybe a few showers. so we've got the showers this morning for a level one system, some slippery roads out there and we'll see a bit of a lull as we go through the later morning hours. the early afternoon, and then the rain ramps up after 6:00, moving in from the south. we're talking highway one, half moon bay and then by 10:00 tonight, everyone will see the wet weather. 45 in fremont it is 42. in sonoma, it's a chillier morning out there and we're talking anywhere from 2 to 5 degrees cooler. this all changes with gusty south winds on the way. we've got our flood watch in effect through 4:00 on sunday and into 10:00 at night. there's a look at our wind advisories, our high wind warnings, and the few shattered scattered showers out there this morning. and then

a chance to get out and prepare for that tonight after 7:00. stephanie, all right, lisa. >> thank you. sonoma county is dealing with the aftermath of heavy rain. earlier this week, the ceo of one roofing company tells us their schedule is jam packed with between 30 and 60 clients a day. their staff is split up into two person emergency response teams plugging up leaks and planning for further repairs. >> crews are trained and equipped to temporarily stop leaks of any type in any roofing system. their secondary responsibility is to generate a follow up proposal for a permanent repair, and the work won't let up as the region braces for more wet weather this weekend in fact, organizers of the kaiser permanente san francisco half marathon changed the course because of the weather. >> originally, participants were going to run through golden gate park and finish along the great highway by ocean beach, but with strong winds and heavy rain in the forecast, runners will no longer go through the park.

business is sinking in right at the corner of waverly and washington street in san francisco's chinatown, and she says it's been that way for more than a year. we have to communicate with the city already. they said, you will coming to fix it, but that never happened. >> she didn't just reach out once or twice, at least 3 to 4 times. >> in fact, records pulled by the i-team show there have been eight 3-1-1 complaints filed to the city about sidewalk defects at this same intersection dating back to november of 2023. >> but low says she started filing complaints last january over one year. >> i can't believe it. >> here's the odd part. according to the city's site, every case filed was resolved. nothing but that clearly hasn't happened. as you can see, everything. >> yeah, the water damage and everything. >> reporter vivian says she felt hopeless watching people trip over it or use it as a pseudo garbage. >> it's unacceptable. >> that's until she ran into shane johnson. >> hey, he is very good. >> he made my day. you know,

san francisco mayor london breed is focused on both progress and opportunity. the mayor stopped at the war memorial veterans building yesterday, where she announced a new initiative to host summer programs from historically black colleges at san francisco state university. it includes student housing at the university of san francisco. freed also hosted a city hall event with the african american historic and cultural society. there have been many conversations about building generational wealth, but for so many it feels unattainable, especially for the black community. there are a number of organizations hoping to change that by working to financially improve the lives of communities that are often overlooked as you'll see, it takes a village to get our america in the black. >> i feel like i wouldn't be able to be here right now if it wasn't for good shepherd. >> angel mercedes is a 19 year old from the dominican republic. he immigrated to the us in search of better opportunities. he linked up with good shepherd, a nonprofit working to close the

of a break throughout the middle of the day. 48 in oakland it is 42. in santa rosa it is colder this morning. we've had pockets of downpours and some clear sky. we're into the spotty showers this morning. tonight wet weather will return and we're going to see widespread light rain first and then it's going to increase in intensity overnight with the heavier rain rates and the windy conditions. and then for your sunday, some very stormy weather. so we have a flood watch. we have wind advisory. we have high wind warnings. and we could see winds gusting over to 50 and 60 miles an hour. with this level three system arriving tonight and then past midnight, right on through this time tomorrow, we're going to be in the very heavy rain, very gusty winds. it's really not until after one 2:00 in the afternoon on sunday. we're going to see things really begin to calm down. but that's when the flood threat continues as the river, creeks and streams will begin to fill up. and that saturated soil definitely could allow for those loosening roots.

and the trees down out there. with the winds continuing, there's a look at the showers. here's a look at a bit of a break through the middle of the afternoon. through about 5:00, and then here comes the widespread lighter rain to start out. doesn't stay light for very long because by the time we get to about ten, 11:00, we're going to see the heavier rain. but this is just midnight. look what happens right on through the overnight hours, 530 in the morning. we've got very heavy rain. the possibility of some thunderstorms. and this is accompanied by 40 and 50 mile an hour wind gusts, stopping this at 1130. still, the downpours in the north bay. and then right on through the afternoon, we'll see conditions begin to quiet down a little bit, but we haven't backed off on the thinking of the intensity of the rain. as for today, just about a 10th to 2/10. so today's your day to get out there and really assess your property and prepare for this. this is sunday night, two and three quarters san francisco over three inches in the north bay, over four inches in the

santa cruz mountains. higher elevations could see up to a half a foot. and then we're talking 60 mile an hour winds, perhaps even stronger. and the ridge tops of the santa cruz mountains, this is monday night, and we're well over three inches in the north bay, two and a half in our inland valleys. take a look at the winds. now here we are today, stopping this at midnight. look what happens. 50 mile an hour winds. this is early tomorrow. 60 miles an hour up in the north bay. and it continues right on through the afternoon. not until about the middle of the day do the winds dial back. winter storm warning. so it is very difficult to navigate the sierra nevada today. maybe but after that it will be tuesday when you could get back or try to go 60in in kirkwood by monday night, 50in in donner. this is reminiscent of last year, right. highs today in the 50s with the scattered light showers in the accuweather seven day forecast level one system today day. then it cranks up to a level three overnight with the rain, the wind, the runoff, the flooding and the
