before the heaviest. rain comes down overnight and tomorrow. good morning. it's saturday, february third. i'm stephanie sierra. let's get right to meteorologist lisa argent, who is tracking the very latest on this. good morning lisa. >> good morning stephanie. it's a level one system today. we do have some light showers out there and we'll continue to watch things ramp up throughout the day. so we'll show that to you in just a moment. but right now winds are calm and most of you are dry out there. but we are looking at things changing rapiy. so here's a look at live doppler seven. we'll take you up to the north bay where it has been a little bit showery around youngsville highway 29. glenn allen, and then down through san francisco, you can see right through the bay view district 101 and brisbane. some wet weather. it's offshore, so highway one has been pretty damp and then we'll continue to see those showers. also the santa cruz mountains. so we will be looking at the shower activity throughout the morning hours with this level one system slippery roads. and then look what happens. we get a bit of a break as we go through one 2:00,

3:00, and then by 7:00 things begin to turn around and the rain ramps up. 49 right now in hayward, we are cooler in the north bay at 43 degrees 41. in santa rosa. things are really going to turn around tomorrow when we get the south winds. it's going to be mild, but this morning it's chillier out there. we have a flood watch for the entire bay area, and we're also under a wind advisory. and then a wind warning as we get through tomorrow. the entire bay area once again, the purples indicating wind gusts of 50 and 60 miles an hour overnight night and through tomorrow. this is today, 9:00. some showers, then that bit of a break. 3:00. and then by 7:00, here comes the lighter rain. quickly it turns to heavier rain. i'll have more details on amounts, timing and intensity coming up. stephanie. all right. >> lisa, thank you. and there's been little to no chance of drying out from our series of storms. and that's prompting concerned, especially in the south bay, which could be hit hard this weekend. abc seven news reporter dustin dawsey has a look at how people are preparing for the rays of

sunshine peeking through the clouds of rain were a welcome sight in the south bay while it lasted. >> the national weather service issued a flood watch for the entire bay area, which will be in effect from 4 p.m. saturday through 10 a.m. monday. a wind advisory will be in effect for the santa clara valley from 4 a.m. to 10 p.m. on sunday. >> strong wind and heavy rain mean more damage, and you didn't have to drive far in santa clara county to find existing issues from past storms in the santa cruz mountains, reminders of damaging rain and wind from 2023. josh felder saw plenty on his bike ride from half moon bay. >> we ride up here a lot uh- up on these mountain roads in the santa cruz mountains for a long time. and, um, last winter with all of the rains that we had and it was certainly, probably the most rain i've seen since i was a child growing up here, a lot of the mountain roads have just taken a serious beating, and it's not just the roads. >> the effects of 2023 storms are still felt across the region. >> we had that series of

atmospheric rivers blow through over several months. we lost over a thousand trees in the city of san jose. >> with sunday's storm expected to bring more rain to already saturated soil, more fallen trees are possible. the department of transportation says homeowners should call them if they need assistance. downed trees don't just cause damage, but may lead to flooding as well . valley water crews have been utilizing the break in the atmospheric river events to clear trees and anything else that's still left over. >> people may just think that, oh yeah, creek streams. you know, they naturally just flow low and there's no concern about, you know, something blocking them. and when you look at those pictures, you see the, you know, leaves and debris and, and sticks and, and trees and all those kinds of things that can that can be obstructions in our local waterways. >> 2023 was a challenge. but even the darkest storms are followed by a bit of light. every event is different. but these agencies have learned how to better prepare and adapt when the rain hits, to keep the community as safe as they can be. experts say the best way for

you to be ready for the storm is to know where your nearest sandbag locations are, know whether or not you're in a flood zone, and sign up for city and county emergency alerts in san jose. dustin dawsey abc seven news now residents in santa cruz are preparing for intense rainfall, of course, this weekend to emergency response. >> volunteers went door to door, warning those in flood prone areas to be ready to evacuate. people living by creeks and rivers are especially vulnerable to breaching. over the next two days, they're on high alert after rain and floods wreaked havoc on the area last winter. >> you should be prepared, you know, if it happened last year. yesterday ten years ago, you should have a memory and should be prepared. >> some residents and business owners are taking action like stacking sandbags ahead of this wet weather. several emergency shelters are opening up to help give people a warm and dry place to stay during the storm. episcopal community services of san francisco is opening their marin health and wellness campus on kerner boulevard, right in

san rafael. the shelter operates from 5 p.m. to 10:30 a.m. daily, and santa cruz county. three shelters are opening in the santa cruz veterans hall is open from 8 p.m. to 8 a.m. daily, and a 24 hour shelter will be at the depot park on center street in santa cruz. it will operate until noon on monday. the watsonville veterans hall is also open 24 hours per day through monday. now we're tracking the weekend weather with live doppler seven, and you can to just scan the qr code on your screen using the camera on your phone. that will take you right to our website, abc seven news.com, where you can stream live doppler seven in real time in the east bay. now a birthday celebration in wine country came to a violent end right near the oakland international airport. a woman says her son and some friends were robbed at a gas station as theyilled up their rental car. it happened in an area that's received a lot of publicity recently, with in-n-out and denny's both announcing they were closing

because of crime concerns. abc seven news reporter tara campbell has reaction from the victim's mother. i'm offering a $10,000 reward for any tips that lead to the arrest of the people who violently robbed my son and his friends. >> reporter maxie share is talking about this incident monday at the 76 gas station on hegenberger road near the oakland airport, offering up a reward to help identify the people in this surveillance video, which is also being used in the police investigate in the world doesn't have to be this way. the texas attorney has roots in the bay area and says the attack happened while her son and friends were gassing up their rental car. family and friends had spent the weekend in sonoma celebrating his 21st birthday. >> out comes five different men uh- they bust the windshield, take all of the luggage and didn't stop there. they then pulled my son out of the car, started hitting him with the gun. >> she met her son in oakland at the police station. >> this is commonplace is what i

to criminal behavior. however, more is necessary and i will be working with regional and state leaders to protect this tourist gateway into oakland. tara campbell, abc seven news new. >> this morning, former san francisco mayor mark farrell is running for mayor. that's according to our media partners at sf standard. farrell previously served as mayor back in 2018 after the sudden death of then mayor ed lee at the time, he decided not to run in the special election where london breed was elected mayor. farrell is currently the managing director of thayer ventures, a tech investment firm. he co-founded in 2011. in california, lawmakers are considering a proposal requiring businesses to have narcan available in first aid kits under assembly bill 1976, employers need to have maxillo nasal spray on hand to treat someone who has taken an opioid like fentanyl. minaxolone is the life saving ingredient in the overdose antidote narcan. san francisco state assemblyman matt haney introduced this bill this

barbecue place here. we've the el campanil. it has more shows today than it did before. and so we've been pretty busy in downtown. >> but the mayor acknowledges there's also been a rise in crime. and the police force is understaffed to bridge the gap. the city has hired private security to patrol the downtown and nearby public parking lots. >> the private security firm will alleviate that because these things happen when nobody's around. nobody's watching it, you know? ten, nine, ten, 11, 12:00 at night. so this will serve as an important deterrent. >> the focus won't just be on crime and break ins, but also rowdy crowds and sideshows. one big reason for private security the antioch police texting scandal. since last year, more than 40% of the police department is out on paid leave because of the ongoing investigation. >> since the traffic division was basically decimated as a result of the texas of the text racist messaging scandal. uh, unfortunately, we have seen an increase in sideshows, and so, uh, this private security will

messy tomorrow. lisa is tracking the latest for us and the possibility for the storm level to be upgraded. >> yeah, we have an area of low pressure that's developing now. it's still hundreds of miles off the west coast. it's going to get closer. it's going to bring in the subtropical moisture and it's going to get strong. just west of san francisco. so that is going to funnel in some very strong winds, some very heavy rain from overnight tonight. right through your sunday. and the winds are going to stay up throughout the afternoon soon. so there's a look at that stream of moisture. it's still developing well to the west of us. and what we have right now is just the leftover showers from an area of low pressure that still wants to hang out to the north of us. here's a look at saint helena yountville with shower activity through highway 29. and as we look a little closer into the bay here, it's san francisco with some spotty showers over into the east bay. montara half moon bay, some very light rain. and then it is offshore. it will continue to

rotate on through the next couple of hours and then we'll be looking at a bit of a lull. i'm just talking a couple of hours and then light rain will follow throughout the later afternoon hours before it gets intense. tonight, 48 in oakland, it is 41, in santa rosa, so the chillier air has moved on in. and looking at emeryville right now, still dark out there. spotty showers this morning. then tonight the widespread lightrillionain. then it picks up where level one today. then level three overnight. possibly a level four looking at the wet and windy conditions and then stormy weather for your sunday. good idea to hunker down and just stay in as we're really going to get into the thick of this after midnight. so level three, with the possibility of thunderstorms, high rain rates will see some flooding. we'll see some tree limbs down, possibly trees down. and those landslides as the ground is saturated out there. and we're going to add on some several inches of rain with some very

strong winds. 830 this morning you can see showers from southern marin and san francisco from pescadero there then a bit of a lull. but look what is lurking. we could still see some showers. any time throughout the afternoon, but the main rain band with this next system stays to the south. and then by five, 6:00 we're looking at the lighter rain. by midnight it's moderate to heavy rain that has moved in from the east bay, the south bay, the peninsula now in the north bay, stopping this at 530 in the morning. and it has been raining for five six hours. moderate to heavy rain. possibility of thunderstorms. as you can see, that cold pocket there through lake county. and here's where we get into the thunderstorm activity. perhaps the downpours and the flooding after the main rain band moves on through. so it is going to be an intense several hours tonight into tomorrow. rainfall rates today a 10th to 2/10. and then this is your sunday night. two and a half to three inches. look at that four inches with winds over 60 miles an hour in the

santa cruz mountains. this is monday night and we are looking at a lot of rain in a short period of time. here's a look at the winds i'm going to stop this at midnight, 30 to 40 miles. do you think that's enough? no we're going to continue to crank it up low pressure sits right off shore. winds 40 to 60 miles an hour. no problem along the coast. and it's not until the middle of the day where we see things dial back. so this is a sunday through tuesday in the mountains. a winter storm warning looking at excessive snow, along with the excessive rain and wind in the bay area. so today, 50 spotty showers out there and the winds are light. the accuweather seven day forecast level one system today. overnight tonight it cranks up level three wind, rain, flooding , trees down, power outages. this is the real deal coming in tonight. and tomorrow stephanie. >> yeah real mess. thank you lisa. just ahead a threatened habitat off the coast of california. and it's these hungry sea otters who are swimming in to help. that story

team with a special skill set. in this case, we're talking about sea otters. abc seven news meteorologist drew tuma has their story. >> they may wear fur coats instead of red capes, but these sea otters are still environmental superheroes, helping to restore the scenic elkhorn slough near moss landing on monterey bay. >> so the sea otters haven't totally stopped erosion, but they've slowed it down dramatically. brett hughes is a researcher with sonoma state and formerly the moss landing marine lab. >> teams from the lab monitored destructive species, including striped shore crabs, which have been wiping out plant roots and eroding the slough itself. hughes says the burrowing crabs went almost unchecked until otters started reappearing. the hungry otters survive in the cold pacific waters by consuming huge amounts of prey to increase their metabolism and body heat, which translates to about 20 to 25 pounds of food. >> um, that they need to

consume. and crabs, especially in estuaries, are just one of the more, more abundant and easy to grab snacks for a sea otter. the sea otters have been slowly expanding their range in monterey bay since being hunted nearly to extinction in more than a century ago, and researchers believe there's still a lot to learn about their contribution to the marine ecosystem. >> charles andrus maps the geology of the estuary for the moss landing marine lab. >> well, i think people are going to try to apply this theory of a top predator in an ecosystem, um, um, to their own environments, you know, to understand what's been lost. >> and there are already proposals to reintroduce sea otter populations further north, including the sonoma county coast. one hope is that the otters would help control an exploding sea urchin population. that's threatening the coastal kelp forest there. >> and so it's the same situation in almost just a different ecosystem, um, where we would definitely look in the

this weekend, as millions across the west coast are under flood warnings. we're talking about heavy rain, gusty winds. of course, that flood watch uh- recipe for a mess. yes >> and you know, you thought last wednesday's was strong. this is packing a stronger punch with gusty winds and heavier rain. so there is the tail of cloud cover and you see that thing way in the left hand corner of your screen. that's an area of low pressure that is still going tvep. and you guessed it, it is setting up right off the coast of the bay area tomorrow. here's a look at highway 122 there up in the north bay, east of saint helena. some wet weather. highway one bolinas, lagunitas, and san francisco. a few light showers. there's more offshore for montara highway one, half moon bay, no wind problems right now. we'll get into that at 10:00 tonight. you can see that slug of moisture there, and we'll look at the chance of rain throughout the day today. but this is a level one. so the showers will be scattered. the

roadways will be slippery. and then as we get through about 11 to 3:00, our best bet to have some drier conditions before everything increases and goes downhill. 45 in fremont, we are in the low 40s up in the north bay, so it's a colder start, but gusty south winds tonight at 10:00 puts us in the wind advisory. then our wind warning we have a flood watch from 4:00 sunday into 10:00 on monday. so the main event will be east of us at 4 p.m. but that's when we get into the rising rivers and creeks. and then the runoff during the storm. here's a look at the purple, the gusty winds, and then the scattered shower activity throughout the morning hours. and we're going to talk totals and intensity when we see you next stephanie. >> all right lisa, thank you. and the north bay now sonoma county is dealing with the aftermath of heavy rain earlier this week, the ceo of one roofing company tells us their schedule is now jam packed with between 30 and 60 clients a day. their staff is split up into two person emergency response teams plugging up leaks and planning

vehicle company. waymo is looking to expand its driver less operations beyond san francisco. the company recently submitted a plan with the state's public utilities commission to operate on the peninsula as well as in los angeles. but there's been pushback from state lawmakers. they claim local governments should make their own regulations regarding driverless vehicles. local communities are now stepping up their efforts to prepare for the new wave of vehicles, making sure that the streets uh- pavement markings, the signage, the signals, all of that is a properly upgraded to be able to be recognized by the computer. us lawmakers say they want to make sure the rollout of this new technology happens very safely to the south bay. now, santa clara county and the vta announced plans for a new housing development close to public transit. the agency already owns the land in campbell by winchester station. the land will be turned into 90
