as you've been telling us all morning. yes. >> and a wind watch and wind warning getting into play tonight at about 10:00. when all those things go into effect. and it is anticipation of this area of low pressure which is in the left hand lower corner of your screen, it is going to rapidly develop and tap into this subtropical moisture and bring an atmospheric river to the bay area overnight, with some very strong and damaging winds potentially. here's a look at live doppler seven right now, and you can see just a little bit of rain there along the coast, from half moon bay to montara, over the richmond-san rafael bridge and then there's all that moisture to the south and west of us that moves in tonight. so level one system, scattered showers, slippery roads out there and the next couple of hours will feature less rain as you go through the 10:00 hour. it's still out there, but between noon and about 3:00 you can see a slight chance 10 to 20. but then it all ramps up as we go through the afternoon. our flood watch 4:00 until monday morning. so that's 4:00 sunday. and then as we look at the wind advisory through

10:00, a high wind warning along the coast there, all the way down to the santa cruz mountains. so throughout the day we are looking at the mist and drizzle showers, maybe along the coast, but by the afternoon a bit of a break out there and temperatures will be in the 50s with the light showers. hopefully uses time to prepare for that level three system coming in tonight. stephanie >> yeah, we'll need it. lisa. thank you. well, there's been little to no chance of drying out from our series of storms. and that's prompting concern, especially in the south bay, which could be hit hard this weekend. abc seven news reporter dustin dorsey has a look at how people are preparing. >> the rays of sunshine peeking through the clouds of rain were a welcome sight in the south bay. while it lasted. >> the national weather service issued a flood watch for the entire bay area, which will be in effect from 4 p.m. saturday through 10 a.m. monday. a wind advisory will be in effect for the santa clara valley from 4 a.m. to 10 p.m. on sunday. >> strong wind and heavy rain

mean more damage, and you didn't have to drive far in santa clara county to find existing issues from past storms in the santa cruz mountains, reminders of damaging rain and wind from 2023. josh felder saw plenty on his bike ride from half moon bay. >> we ride up here a lot uh- up on these mountain roads in the santa cruz mountains for a long time. and, um, last winter with all of the rains that we had and it was certainly, probably the most rain i've seen since i was a child growing up here, a lot of the mountain roads have just taken a serious beating, and it's not just the roads. >> the effects of 2023 storms are still felt across the region. >> we had that series of atmospheric rivers blow through over several months. we lost over a thousand trees in the city of san jose. >> with sunday's storm expected to bring more rain to already san aerated soil, more fallen trees are possible. the department of transport says homeowners should call them if they need assistance. downed trees don't just cause damage but may lead to flooding as well. valley water crews have

been utilizing the break in the atmospheric river events to clear trees, and anything else that's still left over. >> people may just think that, oh yeah, creek streams, you know, they naturally just flow and there's no concern about you know, something blocking them. and when you look at those pictures, you see the, you know, leaves and debris and, and sticks and, and trees and all those kinds of things that can that can be obstructions in our local waterways. >> 2023 was a challenge. but even the darkest storms are followed by a bit of light. every event is different. but these agencies have learned how to better prepare and adapt when the rain hits, to keep the community as safe as they can be. experts say the best way for you to be ready for the storm is to know where your nearest sandbag locations are, know whether or not you're in a flood zone, and sign up for city and county emergency alerts in san jose. dustin dawsey abc seven news. >> residents in santa cruz are also preparing for intense rainfall this weekend. two community emergency response volunteers went door to door, warning those in flood prone

areas to be ready to evacuate. people living by creeks and rivers are especially vulnerable to breaching over the next couple of days. they're on high alert after rain and floods wreaked havoc on the area last winter. >> you should be prepared. you know, if it happened last year, yesterday, ten years ago, you should have a memory and should be prepared. >> some residents and business owners are now taking action, like stacking sandbags ahead of this wet weather. speaking of several emergency shelters are opening to help give people a warm and dry place to stay during the storm. episcopal community services of san francisco is opening their marin health and wellness campus on koerner boulevard in san rafael. the shelter operates from 5 p.m. to 10:30 a.m. daily in santa cruz county. three shelters are opening. the santa cruz veterans hall is open from 8 p.m. to 8 a.m. daily, and a 24 hour shelter will be at depot park on center street in santa cruz. it will operate until noon on

hegenberger road near the oakland airport, offering up a reward to help identify the people in this surveillance video, which is also being used in the police investigation. the world doesn't have to be this way. the texas attorney has roots in the bay area and says the attack happened while her son and friends were gassing up their rental car. family and friends had spent the weekend in sonoma. celebrate his 21st birthday. >> out comes five different men. they bust the windshield, take all of the luggage and didn't stop there. they then pulled my son out of the car, started hitting him with the gun. she met her son in oakland at the police station. this is commonplace is what i kept being told. you should know better than to gas up in oakland. but she says there was no warning. >> this is a dangerous area. now that it happened. >> oh, i'm researching hegenberger like crazy and it doesn't take a deep dive to learn. >> hegenberger has been taking a hit in and out burger, announcing the closure of its

location because of crime, and now denny's also closed and abc seven news inside phil matier says there doesn't seem to be any answers in sight. >> i haven't heard anything solid coming out of oakland city hall yet. i hear some platitudes about, we're going to work together. we're trying. we're coming up with different strategies. his more beat cops this, that. but it's the same thing i heard a year ago. >> and when asked about monday's robbery at the 76 gas station in oakland, mayor shengtao responded with a statement reading in part. as mayor, i have prioritized the critical gateway to oakland and surged police presence and employ technology to deter and respond to criminal behavior. however, more is necessary and i will be working with regional and state leaders to protect this tourist gateway into oakland. tara campbell, abc seven news new. this morning, former san francisco mayor mark farrell is running for mayor. >> that's according to our media

partners at the san francisco standard. farrell previously served as mayor back in 2018 after the sudden death of then mayor ed lee at the time, he decided not to run in the special election where london breed was elected mayor. farrell is currently the managing director of thayer ventures, a tech investment firm. he co-founded in 2011. across the state. now, lawmakers are considering a proposal requiring businesses to have narcan available in first aid kits under assembly bill 1976. employers need to have naxal own nasal spray on hand to treat someone who has taken an opioid like fentanyl, nasal loan is the life saving ingredient in the overdose antidote narcan. san francisco state assemblyman matt haney introduced the bill this week. if the legislation is signed into law, it would go into effect on january first next year. developing news now. u.s. strikes in iraq killed at least 16 people and wounded 25 others overnight. that's according to an official statement from the iraqi government. the statement says

included two general managers, an assistant general manager and a recruiter. the posting also hinted at possibly two locations, one near mckee road in north capitol avenue and another listed as capitol and ozona house near san jose, is not listed on the business's list of upcoming restaurants. raising cane's only location here in the bay area is in oakland in the east bay. private security guards will begin patrolling antioch's downtown area in just a few weeks. the new initiative will help deal with a rise in crime. it comes as 40% of the police department is currently on leave due to the ongoing tech scandal investigation abc seven news reporter anser hassan has the latest. >> downtown antioch is booming, says mayor lamar hernandez thorpe, a new monica's restaurant opening up smith's landing. >> we've got, you know, this new barbecue place here. we've the el campanil. it has more shows today than it did before. and so we've been pretty busy in downtown. >> but the mayor acknowledges there's also been a rise in crime. and the police force is

understaffed to bridge the gap, the city has hired private security to patrol the downtown and nearby public parking lots. the private security firm will alleviate that because as these things happen when nobody's around, nobody's watching it. >> you know, ten, nine, ten, 11, 12:00 at night. so this will serve as an important deterrent. >> the focus won't just be on crime and break ins, but also rowdy crowds and sideshows. one big reason for private security the antioch police texting scandal. since last year, more than 40% of the police department is out on paid leave because of the ongoing investigation. >> since the traffic division was basically decimated as a result of the texas of the text racist messaging scandal. uh, unfortunately, we have seen an increase in sideshows, and so, uh, this private security will serve as, uh, as, uh, as hopefully a deterrent to some of the sideshows that we've seen at the marina. >> buford brown is owner of the recently opened buford memphis style barbecue. he supports having extra security, not just

movies and tv shows, including predator and most recently, the mandalorian is, well, here's a very cute story about love and the super bowl. a northern california couple's wedding could have a super payoff for all the guests that showed up. in fact, they gave out a gift that shows just how faithful they are to the 40 niners. but as abc7 news reporter lauren martinez tells us, it all hinges on the outcome of the big game. not many people can say they make money from attending a wedding. >> you bet on us. so we placed a bet for you on september ninth, jessica and matt graham said their i dos in south lake tahoe, tucked in each of their guests napkins was a sports bet. >> the 40 niners win super. 58. >> this has been a great way to still feel that excitement for what we just, um, had together a big celebration for our love. so it's just been really fun to keep that momentum going. >> the couple wanted to show

faithful. >> we're hoping we, you know, the niners pull through and we win the super bowl. and then we get a little money back for our wedding in the south bay. >> lauren martinez, abc seven news forever grateful for the niners. >> so cute. all right. taking a live look at top heavenly mountain at lake tahoe, a break from the snowfall. we were seeing earlier this morning. we have been talking about that next big storm arriving tomorrow and overnight. the national weather service says if you plan on going to tahoe, your best bet is going there today. but come tomorrow until tuesday, severe weather impacts on travel are expected and that includes delays, snow covered roads and reduced visibility. and speaking of the storm, it's going to get messy overnight into tomorrow. lisa is tracking the latest and the possibility for the storm level to be upgraded. lisa >> well, it's the wind that we're really concern about after the heavy rain falls overnight, the rain will subside, but the winds are going to stay up and they are really going to intensify as this area of low

pressure continues to move closer and gets wound up and sits right off the coast here. and this is the stream of moisture that's going to tap into. so we're looking at heavy rain, excessive wind all throughout a pretty short period of time. and the soils as you know, are super saturated. many areas here over 100% oakland just trailing behind. and you will be above average for this time of year come tomorrow. there's a look at highway one from pacifica through montara, where we're looking at some scattered lightrillionain showers, a level one system today, and then you can see all the moisture offshore. so the flood watch is for a 4:00 this afternoon. and the wind advisory and high wind warnings go into effect later at about 10:00. and they're going to last longer. it is 49. in san francisco there's the golden gate bridge, where we'll be seeing some very gusty winds tomorrow morning. and that pounding rain, 50 in san jose. and a look at mount tam where you can see it's pretty foggy. it's been chilly, upper 30s here. 48, in fairfield, a colder

morning out there. and finally san jose. cloudy skies, so spotty showers out there tonight. gets wet and windy after about 7:00. and then the rain is just going to pick up through the overnight hours, probably waking you up with a combination of the rain and wind. and then looking at that stormy sunday, the rain will begin to subside. we'll time it out for you right now. and here's a look at the rest of the day today. so even though we have somewhat of a break late morning, early afternoon, you can still see there are showers out there this is our high resolution model that picks up on the details much better as we get closer to the system. there's a look at 330, a lot of it offshore there. and then as we get into about 6:00 it's raining in the south bay in the east bay. and then this all continues to push on through the area. this is 830 and we've got the heavier rain and some cold air elements with it. that's why we could see a thunderstorm possibly. and this is a look at 1:00 in the morning where the north bay really getting hammered into san francisco, the east bay, and then that cold air

could provide ride those high rain rates. the chance of a thunderstorm today, though only about a 10th to a quarter of an inch of rain. this is through 11:00, taking you through 11:00 on sunday. we've got the wind, we've got the rain. the possibility of a thunderstorm. 3.5in in santa rosa, 2.5in on the peninsula. so this is where we're concerned about the very gusty winds. how about over four inches ben lomond, the highest elevations could see winds in excess of 60 miles an hour, maybe 70 miles an hour. and then as we go through your monday, the rain continues. but it'll be way more spotty. so we'll get into that break tomorrow. there's a look at your 40 mile an hour winds at midnight. it just gets stronger. the 54 mile an hour winds briefly 60 mile an hour. wind gusts. half moon bay. this is 1:00 on sunday, so we're really looking at the winds continuing through the afternoon. 11:00. things are a little bit better. here's our winter storm warning from 10:00 tonight to 10:00 on monday. so 2

to 4ft of snow there. everything settles down by late monday. how about tahoe city? they're at 36in kirkwood. how to control over five feet. so looking at highs today with the spotty showers in the 50s. and then everything starts to happen later on today. our flood watch at 4:00. and then the winds staying with us right on through the afternoon tomorrow. and that's when we could see some of the trees and those roots come up. they're pretty shallow now with the soils all saturated. so those winds are something going to be something tomorrow. >> really strong wind gusts. you're seeing up to 50 to 60 mile per hours in the afternoon hours. >> and we don't always see a warning. and we saw that with the wednesday system. and so this is another warning for many communities along the coast. okay >> so gather all your preparations today. this is the time to do it right. >> power things up. you can see definitely some po

habitat and other times it just takes a team with a very special skill set. in this case, we're talking about sea otters. abc seven news meteorologist drew tuma has their story. >> they may wear fur coats instead of red capes, but these sea otters are still environmental superhero shows, helping to restore the scenic elkhorn slough near moss landing on monterey bay. >> so the sea otters haven't totally stopped erosion, but they've slowed it down dramatically. >> brett hughes is a researcher with sonoma state and formerly the moss landing marine lab. teams from the lab monitor destructive species, including striped shore crabs, which have been wiping out plant roots and eroding the slough itself. hughes says the burrowing crabs went almost unchecked until the otters started reappearing. the hungry otters survive in the cold pacific waters by consuming huge amounts of prey to increase their metabolism and body heat, which translates to about 20 to

25 pounds of food. >> um, that they need to consume. and crabs, especially in estuaries, are just one of the more, more abundant and easy to grab snacks for a sea otter. >> the sea otters have been slowly expanding their range in monterey bay since being hunted nearly to extinction in more than a century ago, and researchers believe there's still a lot to learn about their contribution to the marine ecosystem. charles andrus maps the geology of the estuary for the moss landing marine lab. >> well, i think people are going to try to apply this theory of a top predator in an ecosystem, um, to their own environment. it's, you know, to understand what's been lost. >> and there are already proposals to reintroduce sea otter population further north, including the sonoma county coast. one hope is that the otters would help control an exploding sea urchin population. that's threatening the coastal kelp forest there.

>> and so it's the same situation in almost just a different eco system, where we would definitely look in the kelp forest would definitely benefit from having these animals around for the time being. >> the otters are busy doing their work by essentially chowing down in the estuary waters off monterey bay and coming to the rescue of a critical ecosystem. drew tuma abc seven news coming up, a street hazard backlog here in san francisco. >> in our next half hour, one business owner in chinatown says she had to wait more than a year to get it fixed. that's until the i-team showed up. plus they're calling it the mother of all breaches. a huge data leak that likely affects anyone with a computer. we're breaking down the risks

gusty winds and that flash flooding. it's going to be a mess. we can't risk hate this enough. it's going to be. that's right. >> the wind is really worrisome because it's going to be stronger than what we saw on wednesday. and now we are pretty much saturated out there. here's a look at live doppler seven level one system. right now the rain is spotty. highway one pacifica and you can see it's moving over to 280. there so it has been kind of wet out there by the airport, the slug of moisture offshore. but it is still hours away. and we have the wetrillionoadways and a few scattered showers before they become a little bit isolated. a few hour window before it intensifies after 7:00 again tonight. and things really get going. our flood watch from 4:00 tonight through 10:00 on monday. the entire bay area to our wind advisory, 10:00 tonight through 10:00 pm on sunday. the entire bay area, except along the

coast. the purple is a high wind warning for the san mateo coast, the santa cruz mountains, coastal north bay. we could see winds over 60 miles an hour. and now a high surf advisory from 4:00 on sunday to 4:00 on monday, 20 to 25 foot waves could be as high as 35ft down by the big sur coast. and as we go through the next few hours today, not a whole lot going on. i wish i could say that because and this afternoon. but boy, things are going to pick up and we're going to talk about rain totals and wind gusts in a few minutes. stephanie >> all right lisa, thank you. and the north bay sonoma county is still dealing with the aftermath of heavy rain from earlier this week. in fact, the ceo of one roofing company tells us their schedule is now jam packed with between 30 and 60 clients a day. now their staff is split up into two person emergency response teams, plugging up leaks and planning for further repairs. crews are trained and equipped to temporary stop leaks of any type

resolution. we're paying taxes, after all. >> what a damage. >> but that didn't happen for business owner vivian low. >> i can't sleep, i said. oh my goodness. >> the sidewalk in front of her business is sinking in right at the corner of waverly and washington street in san francisco's chinatown. and she says it's been that way for more than a year. >> we have to communicate with the city already. they said you were coming to fix it, but that never happened. >> she didn't just reach out once or twice, at least 3 to 4 times. >> in fact, records pulled by the i-team show there have been eight 3-1-1 complaints filed to the city about sidewalk defects at this same intersection dating back to november of 2023. >> but low says she started filing complaints last january. over one year. >> i can't believe it. >> here's the odd part according to the city's site, every case filed was resolved. >> nothing. >> but that clearly hasn't happened. and as you can see, everything. >> yeah, water damage and everything. >> vivian says she felt hopeless

sidewalk every time it rains by the time they leave today, it will look like the street and a new curb will be built. it's incredible. uh- today is my happy day. happy, happy. so thank you, thank you. finally we are very successful now. >> we are thrilled to see that outcome for vivian, but there is still a decent backlog of these types of problems. we found more than 18,000 complaints involving street and curb issues reported across the city from 2023 through this year. about 30% of those cases are still open. now to this automated vehicle company. waymo is looking to expand its driverless operations beyond san francisco. the company recently submitted a plan with the state's public utilities commission to operate on the peninsula as well as in los angeles. but there's been pushback from state lawmakers they claim local governments should make their own regulations regarding driverless vehicles. local communities are now stepping up their efforts to prepare for the new wave of vehicles, making sure that the streets uh- pavement markings,

the signage, the signals, all of that is a properly upgraded to be able to be recognized by the computers law makers say they want to make sure the rollout of this new technology happens very safely. now now to the recent discovery that's being called the mother of all data breaches. it's a massive database containing a huge trove of previously hacked data. some 26 billion account records stolen from sites like linkedin, dropbox, snapchat, venmo, adobe and x. joining me now is jack danahy of new harbor security, a company that specializes in cybersecurity. jack, thanks for being with us. >> super happy to be here. >> can you walk us through what you know about this breach and how it started? >> sure. it's unusual in that oftentimes when we're talking about breaches, it's individual organizations who have data about us and it gets stolen in this case, this is really an

organization which has aggregated information from thousands of breaches over the last ten years. and because they had a misconfiguration in part of their networking software, people could get at it. so this 26.6, i think billion records, which is like five times as many people as there are using the internet on the earth. this is really a composite of all of those attacks. so it's a very different style of attack, and it's a very big amount of data. >> yeah, astounding. when you think about 26 billion accounts, what type of information is compromised in this? it's my understanding it's not just logging credentials, but lots of sensitive information too. >> yeah, i think in terms of the sensitivity of it, one of the things that's unusual is this particular aggregator and there are many of these, right. the company exists sort of the organization exists to provide access to all this compiled data, but in this case it contains things like the passwords associated with those user ids and accounts and home addresses and telephone numbers. so it gets a lot more in depth

than would simply perhaps a breach notification service that would just tell you that your email that you were using on one of these services have been exposed. and let's take a look at some of the numbers. >> researchers say these sites with the most account leaks include myspace with 360 million, twitter with 281 million. we've heard of the music streaming platform deezer with 258 million, and linkedin with 251 million. but reports also suggest there's a silver lining that none of this data is newly stolen. is this really true? >> yeah, that's exactly right. most of the research that i've seen has shown this to really be that composite, right? this combing over of old data to bring it into one place. if you think of yourself as a security researcher or even as an individual who's concerned that maybe their id has been stolen someplace, having it all in one place, i guess will simplify looking at it. but because it is coming from these already existing sort of breach

information troves, it is mainly things that have been seen before. there has been one bit of research that came out fairly recently that showed that a small percentage of it may be somewhat new to what people have seen before, but it doesn't appear that there's anything that's appearing here in this particular breach that hasn't appeared somewhere else before. >> some cyber experts have warned this type of thing can leverage other threats. do you anticipate that happening here, and what are some of the long terme consequences as well? >> that's a great question. there really is an impact for the style of data loss going forward. if you think about the fact that in cyber security, about, you know, 5 or 10 years ago, organizations tried to make passwords safer, they made them more complicated. so people wouldn't be using password as their password. the problem with that is, as they begin to enforce that higher level of complexity, they're really hard to remember sometimes. and so individuals will create one really great password, but they'll use it everywhere. and in a case like this, the one

that you're talking about, if i have access to one account with my email address, you know, for some service in that password, i can try it on all these other popular services. and if i've used the same password multiple places, suddenly i'm vulnerable and you can think about how important this is. if i'm using that same password, perhaps for my health care or for my banking, my financial transactions, right. it becomes a really big deal. so no, you're absolutely right. this does have a forward looking impact, especially if people don't know that the information has been lost. now we often talk about how sophisticated these hackers have become. >> but is there any blame to the companies in this scenario? what could have been done differently to prevent this? >> well, yeah, there's you know, a lot of blame to go around. i'm sure i think, you know, initially we have to start with how is this information stolen in the first place. and because there were thousands of breaches represented in this massive pile of data, you can look to each one of those companies who actually originally lost the data as being sort of like having primary responsibility for its existence out here in

the clear. in this particular instance, according to the organization that had the issue, it was a misconfigured firewall. this is a device that keeps people from getting into networks or to data sources. and they fixed that misconfiguration, you know, within a day or so of being notified. so you know, a couple of things they could do differently that organizations can do differently is to put a little bit more control on it. right. understand before the changes get made, what the impacts can be. another could be sort of monitoring right understanding if someone unusual starts using it a different way. so there's a lot of things that can happen. i wouldn't say it's blame, but it is taking more responsibility. >> and speaking of that, for people watching at home right now, what can we all do to help protect our accounts? i'm thinking about all of them linkedin, snapchat x, but especially those with ties to our bank account like venmo. >> yeah, for me, this really is the silver lining, right? the fact that individuals can now see just how many of these accounts get stolen and how pervasive it is for us as individuals. we should rethink the way we do things like set a

password. and it seems simple, right? but that complexity that they're asking for in a lot of these sites, it doesn't demand that you make something you'll never remember. you can come up with something inside your head where you combine something that's common on every site, but then you include perhaps the site name or something about each one of these sites that you can remember. so in this way, every single one of your passwords is different, and this kind of theft won't have as much of an effect on you. and the second thing i'd recommend is for people to take a look at things like password managers, things like lastpass, or one pass where you can have a single password to sort of a vault, a storage unit, and it's going to reset a different kind of password for every one of those services you touch. so if one gets stolen, it doesn't really matter so much, and it won't impact you beyond that one service. >> yeah, you can never be too careful. great tips jack. thank you for your time with us this morning. >> absolutely. >> my pleasure. well we have more to come on. abc seven morning. stay with us. we'll be ri
