on level or sea level, and the purple areas there represent the hills and the mountains where gusts could reach 70mph or higher. that will be in effect until 10:00 tomorrow night, and we have a high surf advisory in effect until 4:00 monday morning , because surf wave heights may grow to 25 or 35ft. that's incredibly high. and of course, dangerous swimming and surfing conditions and in the sierra winter storm warning in effect until tuesday morning, i'll give you a closer look at all the details here. and the seven day forecast a little bit later. diane all right. >> sounds good. spencer. thank you. the greatest concern tonight appears to be in the south bay, particularly in san jose. earlier today, the mayor there issued a local emergency for the guadalupe river because of the potential for flooding. abc seven news reporter anser hassan joins us live tonight from san jose with the latest on sir. >> dion, good evening. we're in the ama area here in san jose. behind me you can see the guadalupe river. it's currently

at about five feet. it could come up to 9 to 11ft, which would bring it to street level. officials say flooding could begin as early as 5 a.m. they are advising residents to stay indoors sunday morning, so. the city of san jose, given this news and this update from the national weather service, has issued a proclamation of local emergency, which allows us to now evacuate our waterways. san jose mayor matt mehan says the storm that was forecasted for this weekend is now bigger, and stronger than previously thought, bringing flood warnings to areas along the guadalupe river. >> if you live along the guadalupe river in particular, it's possible you will have some street level flooding. please do not be anywhere near the waterway. >> moderate flooding could begin just after 5 a.m. on sunday and cresting to just above flood stage around 10 a.m. residents are advised to pick up sandbags that are available at several locations throughout san jose and the south bay. >> our priority through this event is to save lives. as such,

our emergency operations center opened a few hours ago. we will be running through the night and again into the morning. >> further south of santa cruz county, they're bracing for massive flooding as well, but certainly if we get upwards of 5 or 6 or more inches of rain in our watersheds, we could see really catastrophic level flooding because we just were hit with that atmospheric river. >> just a couple days ago. >> dave reid is director of santa cruz county office of response recovery and resilience. he says a newly forecasted stronger storm with stronger winds is creating concerns. but the main issue is still the saturated soil. from this week's earlier rain. all that water can feed into and flood the guadalupe river. it will also impact the san lorenzo river in santa cruz county. >> we're definitely concerned, um, that the saturated. soils will cause the rivers to rise higher and faster. um, and right now, the national weather service has put us into a flood warning for the san lorenzo river.

mateo county supervisor and says daly city and broadmoor village have historically been hit hardest by flooding. well we're trying to do is make sure that people are prepared and we're trying to make sure through our regional operations center that we're able to coordinate, whether it's through the sheriff's department, whether it's through local jurisdictions . >> um, so that's we're ready when it rains a lot. >> this becomes like the whole area is flooded. and this broadmoor village resident explains some have it worse than others. for the residents over here, i think it is kind of a problem. i saw some neighbors putting up some sandbags, like along the garage doors, and kevin mcewen is one of those people preparing honestly, i am just trying my best to prepare for it because i don't really have a proper game plan. >> he's lived in broadmoor village most of his life, and says he's become accustomed to flooding. >> last thursday or friday, my garage got completely flooded. i had to help my mom out, literally just dump out waters

and also get replacements for the previous sandbags we had there. >> and you can see the sandbags stacked up in front of his house. now ready for this nextrillionound of heavy rain. >> so right now we've been going to the manipulate center just so we can get like our own sandbags . we've been buying up at home depot, and he's certainly not the only one hitting up home depot for the daly city store. >> bustling saturday. sandbags stocked up and while most are concerned about flooding, others have different reasons for resisting the rain. >> i don't want it because it's like ruining baseball season right now. but our field is flooded, so i guess it's just going to make it worse. >> meanwhile, back in the neighborhoods, underground garages are emptied out to avoid getting trapped by flood waters and officials once again are asking people to take precautions. prepare is the key. >> so emergency kits, having things stocked up will really carry the day. >> now, in addition to being prepared at home, officials are

asking people if you have to be outside to be aware of any downed trees and hazardous roads . and of course, as spencer was mentioning, those high surfs are also a concern. dion. all right. >> tara campbell, live for us. hope you get to dry off. very soon. well like tara mentioned, a few people decided to venture out to san francisco's ocean beach today to check out those big waves rolling in there. is that high surf advisory along the coast from sonoma county all the way down to monterey county, with the possibility of flooding, downed trees and power outages. a lot of people spent the day getting ready by sandbagging. we continue our team coverage now with abc7 news reporter cornell bernard. and then you have this uh- the boards all the way up, and then we have the sandbags. >> jucunda egan is prepared for the storm. her home facing beach boulevard and pacifica is a fortress of boards and sandbags ready for heavy rain, strong winds and high surf and she's done some praying too.

>> i have a lot of a lot of faith in god. god is going to protect me, but i do. i'm concerned not only for myself and my neighbors, but for the city. >> beach boulevard is off limits to cars and pacific pier remains closed to the public after a storm damaged the structure in late december. we found folks shoveling sand and sweeping water crews. santana is concerned about flooding so i can clean out some of this water that came in from the waves and from the rain coming in. >> lately, things have been kind of hectic in in pacifica, digital freeway signs across the bay area asking drivers to avoid travel sunday and monday due to severe weather. >> we have just a lot of equipment that's going to help us rescue people in different situations. california's swiftwater flood search and rescue team 11, based in marin county, has been activated for the storm. as you know, marin county always gets a lot of rain and we've had flooding here and swiftwater events within marin county, so we're just kind of getting ready for that in case it does happen earlier this week, firstrillionesponders in sonoma county rescued a stranded driver who they say drove around

flooded roads sites in p-g-and-e's says it's up staffing crews around the state from humboldt county to san luis obispo. >> they're bringing in extra power poles and transformers in case of storm damage. we're prepared across our service area, but it looks like at this point, no part of our service area will be untouched by this storm. >> bring it on. let's go. yeah. back in pacifica, regina hill and her dog bentley are ready for rain. i think it's a good thing. i think it's healing. it'll clean up the air. it'll clean up our environment. and we need the water some people welcoming the storm. >> others hope it doesn't bring damage or flooding. p-g-and-e's asking customers to be ready for possible power outages. charge your cell phone, have flashlights and batteries standing by. it's going to be a wet couple of days in pacifica. cornell, bernard abc seven news. >> well, other parts of san francisco are also getting ready for flooding. some temporary flood barriers went up along 18th street and folsom, which is also a trouble spot. one

resident there says he worries about how well the street pipes will be able to drain for 55 years or more. >> they what is coming, what is not never do nothing. so post the pipes. the pipes put the pipes in solution on only that one. that's it. >> city crews will be on site near the barriers. day and night, and the approaching storm has organizers of tomorrow morning's half marathon altering the race course instead of running through golden gate park. all runners will go along great highway near ocean beach. there is concern about footing and possible falling debris inside the park caused by the weather. a tesla road is closed in both directions tonight from cross road in livermore to the alameda county line. the california highway patrol shared a couple of pictures that show part of the road collapse. the chp says it will reassess the situation tomorrow evening, and we'll take a look. we are

rain and high winds. we'll have another update for you with the weather from spencer in just a few minutes. an oakland restaurant is considering shutting down after being broken into and robbed four times this year alone. employees swease have even resorted to fending off attackers themselves. the city is now offering up some changes in a story you'll see only on seven. >> he grew up the hammer, so he was like, we had to defend employees at seibel's pizza along fruitvale avenue in oakland's diamond district have resorted to defending themselves after the mostrillionecent robbery friday. they went into my shop yesterday around 10:30 p.m. they tried to steal the register. another of my two employees. he grabbed the hammer and he threw it to his foot so they can leave. he came into the shop again and they were like trying to catch them. they were very, very brave. >> owner elizabeth sanchez says this is just one of four break in robberies at their oakland location this year. >> every other week, or like

us? the small business where we are for now. >> as she works from the san francisco location of seibel's, she and her remaining employees are hanging on in hopes oakland will one day prosper again. >> for me, as a as an immigrant, this was the american dream, the american dream. but now where is it? >> mayor tao's office also tells me they recently granted two small businesses $25,000 for repairs from their facade and tenant improvement program. they say they'll work with seibel's on providing some kind of funding as well. moving on, transportation planners are seeing what it would take to open the westbound shoulder of the richmond-san rafael bridge for commuters, according to the marin ij. they are working to propose the scope, schedule and cost of the change. that would include opening the upper deck shoulder as a bus and carpool lane during peak hours. it's being used as a pedestrian and bike path since 2019, as a trial design. there will be more details on their plan in the

coming weeks. well, san francisco's chinatown kicked off lunar new year celebrations with a special ceremony at its annual flower market fair. we are a week from the start of the lunar new year, the year of the dragon, the flower market is special because of the symbolism from plants and flowers represent growth, while some fruits represent happiness. at the fair today, visitors were treated to traditional chinese music performers and 120 shopping kiosks. >> so we were walking to the bookstore and then we happened upon this and we were so excited we couldn't believe how wonderful it was, especially since we live in morro bay, which is a small town. and then we came here and this, this is happening and it's fabulous. >> what a nice surprise. their enthusiasm. the market fair will also be open tomorrow, the lunar new year is celebrated from now until february 24th, when the main lunar new year parade is held and, you know, i know this is going on tomorrow. this fair. i just hope the weather will

hold a while. >> well, let's put it this way, no pun intended, really, but we will not have fair weather for this tomorrow, i'm afraid. but i'm glad this this part happened before the rain moved in. >> yeah, at least something. >> yeah, exactly. okay, let's talk about that rain. it's here. where this already? as you can see on live doppler seven. it's mainly light at the moment, although some locations are getting some periods of moderate rainfall. but it's widespread. is all over the bay area. it's going to get heavier and more widespread as we get later into the evening. the weather is taking my breath away. this on the exclusive abc seven storm impact scale, is a level four storm. that's a major storm. so for the overnight hours and much of tomorrow, we're expecting heavy rainfall, flooding, strong damaging winds and not just the possibility, but the likelihood of downed trees and power outages. here's a forecast animation. look, starting at midnight, notice how during the overnight hours, we see more of these vivid colors of orange and red showing up. those are the areas of heaviest downpours, and

they'll be quite widespread. they'll be reaching all parts of the bay area of midday tomorrow at noon. we'll still see lots of heavy downpours in the south bay, reaching over into parts of the east bay. it's just going to be a very stormy day until late in the afternoon and early evening, when it starts to lose some of its intensity, but still it's going to be quite wet and the ground will be so saturated by then that any strong, gusty wind can topple trees and cause power outages. rainfall estimates by 11:00 monday night range anywhere from over well, almost 3.5in at san jose to nearly three inches here in san francisco to, well over three inches in many north bay locations. so not surprisingly, we have a flood watch in effect for the entire bay area through monday morning. flooding in rivers, streams, creeks, and roadways and the wind is going to be quite powerful. we have a wind alerts, a wind advisory for much of the bay area down at bay level. the areas in beige here and wind warning over the hills and mountains where gusts could reach 70mph or higher and up to

60mph in those locations down at bay level. a high surf advisory, in effect from 4:00 tomorrow morning to 4:00 monday morning. wave heights could possibly reach heights of 25 to 35ft at their peak, a risk of dangerous rip currents, of course, and dangerous swimming and surfing conditions. and over in the sierra winter storm warning in effect from 10:00 that well, obviously it's past 10:00 tonight to tuesday morning. very heavy snow likely with gusts up in the ridges, up to 80mph. now back to the bay area right now. current conditions. the wind is getting stronger near the coastline, especially with gusts already near 40mph. temperature readings right now are generally in the upper 40s to about 50 degrees at virtually all the bay area locations. you can see the street is wet here on the embarcadero, upper 40s, up in the north bay and in the east bay right now. so it's going to be a little bit chilly tonight. along with the rainfall. these are the headlines overnight tonight and tomorrow. heavy rain gusty wind monday and tuesday. more showers and rain. rain. minder. remainder of the week

unsettled with some more rain chances. low temperatures tonight, mainly mid to upper 40s. highs tomorrow up to about 60 degrees in the mildest locations. and that's about it. here's the accuweather seven day forecast. even after the level four storm tomorrow weakens, we'll have level one storm activity on monday and tuesday's . that means more rain on top of already saturated ground. a brief break likely on wednesday before more showers develop on thursday and friday, and then maybe another break next saturday. this is going to be a challenging period of weather. yeah, we haven't had a four in a while long, long time. that's as well. can't even remember exactly when, but certainly more than six months ago. >> yeah, it feels like it. yeah. all right. spencer, thank you. well, that whole thing about whether taylor swift will be able to get to the super bowl in time after her concert in japan that has been resolved. why we should expect to see her in las vegas

all right, one of the big questions ahead of the super bowl for taylor swift fans has been answered by the japanese government. you may have heard swift will be performing in japan the night before her boyfriend travis kelce, and the kansas city chiefs take on the niners in the super bowl. now that has raised questions about whether it is even possible to get to vegas in time for the game, the japanese embassy in washington squashed those concerns with the tweet saying if her private jet leaves tokyo right after her concert, swift should arrive in las vegas before the super bowl begins. her here there and be tokyo's noise regulations, apparently are the mvp, because events must stop using the public sound system by 930. local time, which means an early end to the concert. and speaking of super bowl 58, between the 40 niners and the chiefs, that is eight days away and counting. let's get to chris alvarez now with a preview of sports. hi, chris.

residents in ventura, which is expected to be hard hit preparing for possible flooding. this apartment complex building a wall of sandbags after major flooding last year left the area submerged in several feet of water. >> it can get really bad, like this entire street was like a river last year, and that whole building next door, just the bottom floor, completely flooded at ventura surf shop. >> more sandbags, their parking lot coated in mud after flooding just last week we already had a build up of water outside about two feet, and so we prepared and got sandbags and that kind of stuff. >> and i want to work tomorrow or the next day and i can't tomorrow. so we're we're going to shut the store down just because of the we know it's going to flood. >> ventura authorities issuing evacuation orders and warnings for several areas, including the ventura beach rv resort, which sits in a low lying area prone to flooding. state officials say the ventura river is one of several in the state they expect to flood. officials say across california, 17 million sandbags have been filled ready to go. authorities urging everyone to be extremely cautious,

the uss eisenhower aircraft carrier, along with tomahawk cruise missiles launched by the uss carney and uss gravely hitting 13 different locations. u.s. central command forces also saying earlier they struck six houthi anti-ship cruise missiles prepared to launch. the u.s. also says it destroyed 12 houthi drones on friday, either mid-flight or ready to be launched from yemen. defense secretary lloyd austin releasing a statement saying the strikes on yemen aim to disrupt and degrade the capability of the iranian backed houthi militia from continuing to attack vessels in the red sea, according to austin, the strikes targeted the houthis deeply buried weapons storage facilities, missile and air defense systems and radars. a senior biden administration official says saturday's strikes are unrelated to the action the u.s. took on friday. in response to the january 28th drone attack that killed three u.s. service members at tower 22 outpost in jordan. this long range supersonic b-1 bomber taking off

on monterey bay. >> so the sea otters haven't totally stopped erosion, but they've slowed it down dramatically. >> brett hughes is a researcher with sonoma state and formerly the moss landing marine lab teams from the lab monitor destructive species, including striped shore crabs, which have been wiping out plant roots and eroding the slough itself. hughes says the burrowing crabs went almost unchecked until otters started reappearing. the hungry otters survive in the cold pacific waters by consuming huge amounts of prey to increase their metabolism and body heat, which translates to about 20 to 25 pounds of food. >> um, that they need to consume and crabs, especially in estuaries, are just one of the more, more abundant and easy to grab snacks for a sea otter. >> the sea otters have been slowly expanding their range in monterey bay since being hunted nearly to extinction. more than a century ago, and researchers believe there's still a lot to learn about their contribution

to the marine ecosystem. charles andrus maps the geology of the estuary for the moss landing marine lab. >> well, i think people are going to try to apply this theory of a top predator in an ecosystem, um, um, to their own environments, you know, to understand and what's been lost. >> and there are already proposals to reintroduce sea otter populations further north, including the sonoma county coast. one hope is that the otters would help control an exploding sea urchin population that is threatening the coastal kelp forest there. >> and so it's the same situation in almost just a different ecosystem, um, where we would definitely look in the kelp forest would definitely benefit from having these animals around for the time being. >> the otters are busy doing their work by essentially chowing down in the estuary waters off monterey bay and coming to the rescue of a critical ecosystem. drew tuma abc seven news is fascinating.
