a whole area is flooded and this broadmoor village resident explains some have it worse than others. for the residents over here, i think it is kind of a problem. i saw some neighbors putting up some sandbags, like along the garage doors and kevin mcewen is one of those people preparing. >> honestly, i am just trying my best to prepare for it because i don't really have a proper game plan. >> he's lived in broadmoor village most of his life and says he's become accustomed to flooding. >> last thursday or friday. my garage got completely flooded and i had to help my mom out. literally just dump out waters and also get replacements for the previous sandbags we had there. >> and you can see the sandbags stacked up in front of his house now ready for this nextrillionound of heavy rain. >> so right now we've been going to the manipulate center just so we can get like our own sandbags. we've been buying up at home depot, and he's certainly not the only one

hitting up home depot. >> the daily city store bustling saturday. sandbags stocked up and while most are concerned about flooding, others have different reasons for resisting the rain. >> i don't want it because it's like ruining baseball season right now. but our field is flooded, so i guess it's just going to make it worse. meanwhile back in the neighborhoods underground garages are emptied out to avoid getting trapped by flood waters, and officials once again are asking people to take precautions. >> preparation is the key. so emergency kits having things stocked up will really carry the day. >> that was tara campbell reporting. aside from being prepared at home, officials are also warning about downed trees, hazardous roads and high surf across the bay area. now, neighbors spent the last 24 hours getting ready by sandbag ing. our storm coverage continues with abc7 news reporter cornell bernard and then you have this, uh, the pause all the way up, and then we have the sandbags.

>> jucunda egan is prepared for the storm. her home facing beach boulevard and pacifica is a fortress of boards and sandbags ready for heavy rain, strong winds and high surf. and she's done some praying, too. >> i have a lot of a lot of faith in god. god is going to protect me, but i do. i'm concerned not only for myself and my neighbors, but for the city, beach boulevard is off limits to cars, and pacifica pier remains closed to the public after a storm damaged the structure in late december. >> we found folks shoveling sand and sweeping water crews, santana is concerned about flooding so i can clean out some of this water that came in from the waves and from the rain coming in. >> lately, things have been kind of hectic in in pacifica digital freeway signs across the bay area asking drivers to avoid travel. >> sunday and monday due to severe weather. >> we have just a lot of equipment that's going to help us rescue people in different situations. >> california's swiftwater flood search and rescue team 11, based in marin county, has been activated for the storm. >> as you know, marin county always gets a lot of rain, and

we've had flooding here and swiftwater events within marin county, so we're just kind of getting ready for that in case it does happen. >> earlier this week, firstrillionesponders in sonoma county rescued a stranded driver who they say drove around flooded roads sites. p-g-and-e's says it's up staffing crews around the state from humboldt county to san luis obispo. so they're bringing in extra power poles and transformers in case of storm damage. >> we're prepared across our service area, but it looks like at this point, no part of our service area will be untouched by this storm. >> bring it on. let's go. yeah. back in pacifica, regina hill and her dog bentley are ready for rain. i think it's a good thing. i think it's healing. it'll clean up the air. it'll clean up our environment. and we need the water some people welcoming the storm, others hope it doesn't bring damage or flooding. >> p-g-and-e's asking customers to be ready for possible power outages. charge your cell phone. have flashlights and batteries standing by. it's going to be a wet couple of days in pacifica, cornell, bernard abc seven news.

>> all right, some people decided to venture out to san francisco's ocean beach to check out the big waves rolling in. you can see here there's high surf advisory along the coast from sonoma county, all the way down to monterey county and communities around san francisco are also getting ready for potential flooding. temporary flood barriers went up along 18th street in folsom, which is a trouble spot. one resident there says he worries about how well the street pipes will be able to drain for 55 years or more. >> the water is coming. what is never do, nothing supports the pipes. the pipes put the pipes in solution. only that one. that's it. >> city crews say they will be on site right near the barriers throughout the day. today now tesla road is closed in both directions this morning from cross road in livermore to the alameda county line. the california highway patrol shared a couple of pictures showing part of thatrillionoad

seven news anchor dion lim tells us the city is now offering up some changes. >> he grew up the hammer, so he was like we had to defend employees at seibel's pizza along fruitvale avenue in oakland's diamond district have resorted to defending themselves after the mostrillionecent robbery friday. they went into my shop yesterday around 10:30 p.m. they tried to steal the register. another of my two employees, he grabbed the hammer and he threw it to his foot so they can leave. he came into the shop again and they were like trying to catch them. they were very, very brave. >> owner elizabeth sanchez says this is just one of four break in robberies at their oakland location this year. >> every other week or like weekly, would you like to have some re-fill elizabeth says the crime in the area is so bad it's hard to retain workers. it is just seven days a week working on it from the morning to closing, and she's considering closing the location. sales are dropping down because nobody wants to come out. nobody, nobody. they're scared for their

safety. 20% of the sales were worse than the pandemic. >> a representative from the mayor's office tells me they've been working with elizabeth and other small business owners in the area on strengthening security, and then the chief mendoza, she she said that they're working on it. >> they're working so they can have they can have a budget for the diamond district and the laurel district so they can have security, more security for the seven days a week. >> elizabeth hopes it's a promise the city will keep on behalf of not just cibeles. >> all the business owners need help. in and out. dennis those are the big change. they're closing down. what about us? the small business where we are for now. >> as she works from the san francisco location of seibel's, she and her remaining employees are hanging on in hopes oakland will one day prosper again for me, as a as an immigrant, this was the american dream, the american dream.

>> but now where is it? dion lim, abc seven news. >> mayor xiang tao's office also tells us abc seven news. the city recently granted two small businesses, $25,000 for repairs, and she says they'll be working with seibel's on providing some kind of funding as well. back now to storm watch, preparations have been underway across the state for this latest round of storms. southern california is bracing for the worst as one river is expected to flood just west of la ventura county authorities issuing evacuation orders and warnings for several areas. state officials say the ventura river is one of several in the state they expect to flood during last year's storms. the area was submerged in several feet of water at ventura surf shop. they are putting out more sandbags. >> we already had a build up of water outside about two feet, and so we prepared and got sandbags and that kind of stuff, and i want to work tomorrow or the next day and i can't

tomorrow. so we're we're going to shut the store down just because of the, we know it's going to flood. >> officials say across the state 17 million sandbags have been filled and ready to go. all right. taking a live look now from lake tahoe this morning. wow look at this shot. the snow is really coming down at palisades here. the national weather service is advising against anyone trying to make the trip up to lake tahoe. due to this storm, a winter storm warning is in effect in this area until 10 a.m. on monday. now that storm bringing dangerous conditions on the roads this morning here in the bay area, lisa is in the weather center as the totals come in. what's the latest? >> well, we're looking at some of the flooding on some rivers, and we're still yet to get the heaviest rain and the strongest winds will come in mid morning. and last throughout the afternoon. so a couple of elements to this system that still will bring the impacts into tonight and tomorrow with our flood watch lasting through tonight. our wind advisory, our wind warning and the surf advisory all of those elements

because we have still yet to tap into that area of low pressure, which is going to get closer to the bay area. it's that blob to the west of the rain. that is what is going to bring in the strong, gusty winds. we're already feeling the winds last hour, 50 mile an hour. winds in napa. and as we get in closer to the rain, you'll notice from san ramon, 680 walnut creek highway 24 out towards 580. moderate rain in livermore and just east of mount hamilton. looking at some pretty good rain here and to the south here from morgan hill, the santa cruz mountains and big sur, we're looking at the highest impacts where winds will be over 80 miles an hour in the highest elevations down towards the big sur coast. walnut creek, moderate rain, moraga into danville. and as we widen the view, it's been light to moderate here up in the north bay. and. this is a level system. so we're getting into the moderate rain. and the heavier rain. the winds and a

chance of thunderstorms. and that will bring some of the flooding trees down as we go through the day today. so current winds at sfo 38 miles an hour. and you've heard sometimes the uh- pilots talk about wind shear and that is a change in wind direction at height. and so this will be a problem for anyone flying out today with that wind shear in many airports all around the bay area. mount diablo, 46 miles an hour, as well as the mountains to the north. and you can see mount aluminum. and these winds from the south. and they're just going to get stronger. that low is offshore over there and getting closer, providing the energy that will really get this thing out of here. but then be replaced with the winds and heavier downpours. so through eight, 9:00, we'll see these heavier cells throughout the bay area everywhere. this is noontime. and then as that main band moves through, we've got some lighter rain and then still some downpours as we get through the evening hours. this is 9:00 tonight, so rainfall totals as we get through your sunday. 2.5in in novato. we're up to two and three quarters around the mountains of ben lomond there. and an inch and a half for you

in concord. the rain continues as we get into monday night and anywhere from about two inches san francisco, half moon bay, inch and a half in fremont. so we certainly are looking at the elements of a saturated ground that could certainly loosen those tree roots as we go through the 11:00 hour. look at the winds along the coast up to 60 miles an hour here in napa. they're still quite gusty in the south bay, over 40 miles an hour in the east bay. here it is 2:00 in the afternoon. and that low still awfully close, providing all of that wind to continue you through the five 6:00 hour and on that saturated ground with scattered showers and downpours, recipes for some pretty dangerous conditions out there. snow forecasts with a winter storm warning through tuesday for the west slopes of the sierra nevada. look at that 50 to 60in of snow and so tuesday is really the only time to get to or from the sierra nevada. here's a look at today. we could see some thunderstorms and temperatures from the upper 50s

to near 60. the accuweather seven day forecast. our level four system today, the stormy weather, still some breezy conditions as you get into monday, but certainly not like we had today. tuesday. scattered showers and then a bit of a break. now these systems behind them won today. nothing to worry about except for the one on thursday. could see about a quarter inch of rain and still that is not much compared to what we're dealing with today. so we are going to watch it. and it's just really getting onshore now. yeah. >> so you mentioned the midmorning hours really is when it starts to pick up. >> yeah. and the wind lasting all day long okay. >> lisa thank you. well coming up changes for the better or worse when we return the debate on safety at the un plaza in san francisco after the city invested millions of dollars in renovations. >> seriously, why do you do it? >> you ignore the signs and the flashing lights. >> that's my dad. >> that's my mom behind those cones. how would you feel if

united nations plaza across from civic center. abc seven news reporter luz pena spoke to people who live nearby. >> around 1130, a m, un plaza in san francisco is clean. skateboarders are out enjoying the new skate park. the city opened in november. >> i think we brought some new life to it and you know, it's a desired place in san francisco to come skate, mayor breed posted on the city's work to improve un plaza is making a difference, but this resident, who wants to remain anonymous, says there's a clear shift in this neighborhood at night. >> it's hard to tell it in words sometimes. >> like the footage doesn't lie. and that's why i started recording at night, frankie goes out with his gopro attached to his body from midnight until 3 a.m. over the weekend, he captured what he describes as chaos, with people overdose, doing illegal activity throughout the plaza, a scene he says has happens every night rampant drug selling. it's

basically lawless. when the police are not here, it's dangerous. it's dangerous for residents. you know, we often have to wake up people who are in the middle of overdoses just to get through our doors. um, that's a very dangerous thing to happen. and it's. it's not a new problem. san francisco invested $2 million to renovate un plaza last year, turning it from what was known as the epicenter of san francisco drug crisis to a skate park and an area for residents to work out, there's been a positive change during the daytime, frankie says. >> the crisis is still alive at night. are you concerned for your safety? >> i am, that's that's why i am hiding my identity is because it's a small world here. it's the same thing, same people, very organized. criminal element. >> monette harris is a peer counselor for the nonprofit rams. she patrols the area and is grateful for the skate park, but wants those in need to get more help. >> i don't feel like things are really being addressed. i think

that they're just being a band-aid put on it. >> sfpd has officers on the plaza, but acknowledges they are short staffed during the day. >> we typically have more police officers that are working in focused in on these problematic areas. the staffing issues continue in the nighttime, and we are focused in on the tenderloin still, however, we're not able to conduct certain operations. >> residents like frankie want to see the change. 24 over seven. >> when the skaters are not here, it's like, uh, like zombie land. >> the mayor's office said the city will continue to prioritize initiatives to tackle open air drug markets. our data team looked into medical incidents at un plaza and found a slight increase in potential life threatening incidents in december compared to prior months, luz pena, abc seven news. well, the bay area is getting drenched with rain right now. >> in our next half hour on abc seven mornings. how south bay residents are preparing as they're getting hit the hardest.

river. so right now, as we look at that wide swath of rain, you'll notice tt blob offshore that is going to continue to enhance some of the downpours and the wind, a steady area of lightrillionain here in the north bay, as we look over into the east bay, out towards antioch highway four, discovery bay, it's a little bit more moderate. and as we take you towards mount hamilton, the hills here, looking at some moderate rain. so pockets of light to moderate rain with this still getting closer and this is just going to add to the intensity as we get through the midmorning. and then the winds lasting all day long. so 43 mile an hour winds in napa near that at the airport upper elevations we're looking at near 50 miles an hour, 60 mile an hour. wind gusts mount aluminum. some of the reports of flooding in alameda, also in emeryville, around hilltop and 52 mile an hour wind gusts, american canyon . so this level four system with us throughout the day today, with some strong and damaging winds, some downpours, our flood watch, we're watching these rivers to the south. this lasts

through tuesday morning. our high wind warning along the coast. our wind advisory be up for the rest of the lower elevations, and our high surf advisory de big sur, santa cruz mountains. this is where we're going to see some big time damage throughout the day into tomorrow. >> so stephanie, lisa thank you. take a look at this. crews broke down fallen trees in petaluma overnight. and you can see the heavy rain hitting that area. this is the impacts of course strong winds making flags and trees sway. and according to the city sandbag bags are available at prince park and hopper street, right near the railroad crossing. both are self-serve stations, so you'll need to bring your own shovel. now we turn to local emergency declared in san jose. the flood warnings issued for the guadalupe river as the storm continues to dump rain in that area. flooding is expected and officials are warning residents to take caution. the warnings coming as water levels continue to rise this morning. abc seven news reporter lena howland is live in san jose with what the

river looks like this morning. good morning. >> good morning stephanie. we are keeping a very close eye on the guadalupe river, which is right next to me here in downtown san jose, over concerns that it could go up to 9 to 11ft high, which would bring it up to street level. now, san jose mayor matt mahan says the storm that was forecasted for the weekend is now bigger, and stronger than previously thought , bringing flood warnings to areas along the guadalupe river because of those warnings, the city has issued a proclamation of local emergency. mahan says that means crews can begin mandatory evacuations of homeless neighbors living along the waterway. further south in santa cruz county. they are also bracing for massive flooding as well. city officials say a newly forecasted strong storm with even stronger winds is creating concerns as. >> but certainly if we get upwards of 5 or 6 or more inches of rain in our watersheds, we

could see really catastrophic level flooding because we just were hit with that atmospheric river. just a couple days ago. but they say the main issue is the saturated soil from this week's earlier rain. >> all that water can feed into and flood the guadalupe river. now, according to san jose police, the city activated the emergency operations center yesterday to prepare for impacts of this potential atmospheric river. today, they say flooding is expected along the guadalupe river at ama avenue, so you're going to want to avoid that area if possible. live in san jose. lena howland abc seven news lena, thank you. >> now the flood potential is very high right now across santa clara county. as lena has been mentioning, warming and emergency operations centers have been opened in preparation for today's severe weather and valley water is staying flood ready as the storm hits the bay area. joining me now is matt keller with the valley water. matt thanks for being with us.

>> yeah. good morning. >> so matt, i actually just got an emergency alert on my iphone indicating that the storm is intensifying in santa clara county. what are some of the flooding hotspots? >> sure. well, the guadalupe river, where lena was standing, that's a hot spot for us this morning. >> we're continuing to monitor that. um, i did talk with our hydrologist, and it looks like some of the impacts of the rain is being delayed. so uh, as the morning goes on, we're expecting a little bit more intense rainfall. and so those impacts could last into the late morning into the early afternoon. >> what advice do you have for people living in flood prone areas? yeah well, one of the first things that i would tell them is to sign up for emergency alerts. >> uh, actually, i got an emergency alert. and just like you talked about getting emergency alert there from sec alert. um, that one came overnight. just warning about the potential for, you know, flooding. and these winds are very serious as well. and that's a concern not only for, you know, power outages, but if

those go into, you know, if you have trees that get blown over and put into waterways, those can cause blockages. so that's why we have our fit teams that go out and look for those types of blockages in our waterways. and we have crews that can help remove some of that debris. when it does fall into our waterways. so those are things that we're keeping an eye out for. um, we did open up our emergency operations center at 4:00. we're communicating with the local cities and the county and making sure that everybody out there has the information that they need to take action if they need to, to do evacuations. and that's why we've worked with the city of san jose and looking at what they're doing and the actions they're taking to inform the residents is very important as we face, you know, obviously, another atmosphere. troc river here, second one in less than a week. >> matt, i'm glad you brought up emergency alerts for our viewers watching at home who may have not signed up yet. can you walk us through the process of just going online and what that looks like? >> sure. it's super simple, and in fact, we have a lot of resources on our website. it's valley water. org slash flood

ready and if you go to that website there are essential tips for getting flood ready. and you know, we talked about the emergency alerts. there's a link. there you go on. it's super easy to sign up. you can put in your information and then you'll be getting those alerts. um, but there are other things that are really important for you to. thanks for putting that up there. on the screen you can see places where to get your sandbag. um we also ask people to know if they live in a flood zone. a lot of these people who you know are being impacted live in a flood zone. um, and so we make sure that we send out mailers to them, uh, during the flood season that they're aware that they live in a flood zone. they're just at a higher risk of flooding. so when we have these big storms, those places are often the first places that that can flood. so we ask people to be aware of that so that they can take action, you know, get an emergency plan. all kinds of tips that you can see there on our website. um, very important for people to be aware of sandbags. you know, we talk about sandbags all the time and really getting to those sandbag locations early so you can have them when the storm hit and the water rises, that you're not out

and rubber soled boots or shoes. now we are tracking the weather this morning and you can to a reminder to scan the qr code on your screen using the camera on your phone that will take you to our website, abc seven news.com, where you can stream live doppler seven in real time. developing news now the us has announced it's shot down an anti-ship cruise missile in yemen early this morning. it comes after the us, along with british and coalition forces, struck at least 30 targets in yemen at ten different locations. now the us and uk are at the forefront of an international coalition trying to stop the houthi attacks. the strikes in yemen come just one day after us strikes on iranian backed groups in iraq and syria, and the us said those were in retaliation for the deaths of three us soldiers in jordan coming up on this week, national security adviser jake sullivan will speak about the risk of widening conflict in the middle

to intensify and gets closer to the coast. so it's still a bit a ways away. we're having a lull in some parts of the bay area, but right here along the coast of santa cruz mountains, moderate rain, not much going on here in hayward and fremont, but some lightrillionain from sunnyvale into the east bay here, berkeley, richmond and orinda up to the north bay. it's a swath of very light showers, and this is kind of a cool image because it shows this area of low pressure here and how expansive this system is. you you've heard a lot about southern california, the central coast, big sur. you can see all throughout the day as that low gets closer, the rain continues to move up ahead of the system and the winds kick up. eventually, this low is going to lift off to the north, but watch the rain. it just continues through sunday night into monday. then we get a break. here's a look at the winds gust to 38 miles an hour. sfo you can see half moon bay, napa had wind gusts at 50 more of that to come upper elevations. mount eminem 48 miles an hour and up to the north. here 40 to 45 miles an

hour. mount diablo had a 52 mile an hour gust. and here's a look at the winds throughout the day. starting out at 6:00. and look at all these bright colors 58 miles an hour point race at 11:00. so this continues right on through 2:00, 50 mile an hour winds here along the coast near that, even inland. and then look at san jose still over 40 miles an hour for oakland, san jose, it's 6:00 at night and the winds are still lashing the coast all around the bay. 8:00 tonight. still very gusty. and then finally the overnight hours it begins to quiet down. so hour by hour, high resolution model shows these reds here. this is the possibility of hail, thunderstorm damaging winds, some flooding. that's through the afternoon. and then finally 5:00, 6:00. we're still looking at rain and that wind. so rainfall through today two inches by the delta an inch. and a third san mateo. then we get into monday night over two and a half in novato. over three and a half. ben lohman and then into

two stages, a little bit more. take san francisco over two inches two and a third for napa. so as we look at the snow here in the sierra nevada winter storm warning going through tuesday. so it's just going to continue looking at three inches or so. tahoe city, three feet, i should say four and five feet for donner and kirkwood. so a lot of snow they've been waiting for. but this is just, you know, with the winds at 50 and 60 miles an hour, nobody skiing here. no one even can get to tahoe. so as for highs today with the thunderstorm activity, the scattered downpours, the very gusty winds, we're looking at upper 50s to near 60 and the accuweather seven day forecast. keeping this level for getting into heavier winds, and then rainy and breezy for your monday we get a break, then for tuesday and into wednesday late day showers possible on thursday. but these are very weak systems. so no getting through the next 12 hours or so. really critical because the impacts after that will be the rising waters from the creeks and streams. so a lot
