away from areas that flash flood and ground that isn't going to move. we're worried about mudslides. in santa barbara we have a history of significant mudslides. in the past week, the rainfall has primed the pump for more in the way of damaging and potentially deadly days ahead. this morning, california bracing for a life-threatening storm, unleashing strong winds, high waves and widespread flooding with 40 million people under alert. >> this storm is predicted to be one of the largest and most significant in our county's history. >> reporter: santa barbara expected to get torrential rains and damaging winds. officials issuing evacuation orders throughout the county. >> this is a particularly dangerous situation. >> this damaging flooding will be a threat to lives and property. >> the system could produce 6-12 inches of rain, double what most places see in the entire month of february. significant rain and flooding led to several local businesses closing friday in orange county. >> we got inundated with water.

we got to the point where the water was about 14 inches deep inside the store. >> reporter: this past week, four vehicles were swept under a bridge in long beach, flood water covering the 710 freeway in both directions, snarling traffic. and many streets across several counties inundated with water. the rain with this system is already hitting northern california. it's on our doorstep. the winds are picking up as well. we've got high wind warnings up that's going to push the surf up, too. this atmospheric river really going to thrash this state over the next two days. >> gio: let's see where the storm is heading. >> somara: >> somara: is here with the forecast. >> somara: the waves of rain have started to propagate into the state of california. here is the thing, where rob is in santa barbara, in the last seven days they have seen 300% of normal rainfall by this time of year already.

the ground is not going to be able to absorb the rain that's coming. on sunday, los angeles seeing the threat on monday. we could see flash flooding, mudslides as well. this is life-threatening rain. timing this out, northern california still seeing rain this evening. heavy rain will be moving through the city of los angeles. by the morning commute, a lot of the heavier rain over san diego. by tomorrow afternoon, the intensity comes down a bit, but we're still seeing this compounded effect of light to moderate rain pushing through. even into tuesday we're seeing light rain and flood warnings. further inland into the mountains, 2-4 feet of snow, 80-mile-per-hour wind gusts. power outages. they could see 6-12 inches in the foothills near los angeles. whit. >> whit: somara, thank you. we turn now to the middle east and the new round of u.s.-led air strikes on dozens of targets aimed at houthi militants who attacked u.s. warships and

commercial vessels in the red sea. abc's marcus moore is in jordan with the latest. marcus, good morning. >> reporter: good morning. we're right along jordan's border with syria. tensions have been high here in the region with the u.s. carrying out air strikes in dozens -- on dozens of targets in retaliation for a drone attack on the u.s. base one week ago. they've hit targets in iraq and syria and last night even more strikes in yemen. overnight coalition forces striking houthi targets in yemen. the u.s. and united kingdom launching strikes against 36 targets over 13 locations with support from australia, bahrain, denmark, canada and new zealand. the strikes launched by warships and fighter jets. citing the houthi's threat to global trade and freedom of navigation as justification for

their use of force, saying their aim is to deescalate tensions and restore stability in the red sea. the coalition issuing a statement saying we will not hesitate to continue to defend lives and the free flow of commerce. this as casualty numbers rise. in iraq, 16 killed, 25 wounded. in syria, 29 killed. iraq and syria both condemning the u.s. response to a deadly drone attack that killed three american service members, as iraq declares three days of mourning for the victims of the u.s. air strikes. this as president biden repeatedly has said he wants to avoid a larger regional conflict. >> i don't think we need a wider war in the middle east. that's not what i'm looking for. >> reporter: meanwhile, hezbollah calling the u.s. strikes, quote, a blatant violation of the sovereignty of the two countries, an attack on their security and territorial integrity and a shameless violation of all international and humanitarian laws. strong reactions have continued to come in with many people

saying the air strikes threaten stability here in the region. while u.s. officials stress these strikes are meant to deescalate the situation, many here in the middle east fear just the opposite might happen. whit. >> whit: marcus moore, thank you. joining us to discuss more of this is national security council spokesman john kirby. good morning to you. it's great to have you back. we've heard from the administration that the strikes are intended to degrade their capabilities. so far it hasn't stopped them. is there any expectation that the result will be different or more definitive after this latest round? >> well, we'll see what happens. the pentagon is doing an assessment right now, whit, to see what the effect was, not only the strikes in iraq and syria on friday night, but the strikes in yemen yesterday. we're continuing to go after their ability to hit us and in the case of the houthis, to hit international shipping.

we're trying to take away their capability, make it harder for them to throw these punches. we've seen we've achieved good results, but we're still doing the assessment on that. >> john, isn't that the criticism, though? is degrading their capabilities enough? what do you say to shipping companies who have had to travel thousands of miles to avoid this area because they don't have safety and security in the red sea? >> i tell them the president put together a coalition of 20-some-odd countries to try to make that passage as safe as possible. we can't guarantee there won't be attacks on their ships, but we're doing everything we can with the international community to protect that shipping. we know how vital a waterway the red sea is. >> whit: it's important to remind our viewers, there are multiple operations. you noted earlier the u.s. launched retoll tore strikes against iranian-backed groups in syria and iraq. of course, this is in response to the three americans killed in jordan.

is there more to come with that operation and how soon? >> there is more to come. what you saw friday night was just the first round. it's not going to be the last one by any stretch. i won't get ahead of military operations one way or another, what they're going to look like, when they're going to come. but the president has been clear. we are going to respond in a forceful way. three americans were killed. dozens were wounded. we've got to respond in a strong and aggressive way. we'll continue to do that. there will be more response options as a result of that attack. >> whit: why did it take nearly a week to carry out those strikes? did that give the militants time to regroup, hide and protect their resources? >> it takes time to develop the target sets, to make sure you've got enough visibility on the targets you're going to go after to make sure you're hitting what you're aiming at. we feel we did. that takes time to develop. also the weather can be a factor on something like this.

the strikes we took on friday night were using manned aircraft including bombers from the united states. you want to make sure your pilots are safe and secure as they conduct these vital missions. weather plays a factor in all that. it wasn't an exorbitant amount of time here. we need a little time to prepare ourselves. as for your other question, whit, you also asked about whether the iranian-backed groups, militia groups moved anything around. i can't speak to that specifically. we do the best intelligence assessment we can in terms of developing these targets. >> whit: i wanted to pick up on something. you said the u.s. is not speaking directly -- no direct channels with iran in the region. why not? some say that's exactly what should be happening to prevent further escalation. >> it's not like we haven't had direct communications with the iranians before. what i said was we haven't had direct messaging to the iranians since the attacks -- >> whit: but isn't now that

pivotal moment for that discussion, those direct talks? >> we're sending a pretty strong signal with the strikes we took on friday night. i guarantee you we're going to be sending another strong signal to the iranians and to the groups that they're backing, the irgc, and the groups they're backing over coming days. >> whit: john kirby, thank you for your time this morning. erielle. >> erielle: now to the crisis on the border and the uncertainty surrounding a bipartisan immigration deal on capitol hill. the latest plan struck by republican and democratic leaders together, good morning, em. >> reporter: erielle, good morning. senate negotiators struck a deal on a massive package, marking a significant breakthrough on this issue. we're expecting to see the text on this proposal next week. it's unclear how much support this bill will get after former president trump, the likely gop

presidential nominee has been increasingly vocal against the legislation. sources say the bill includes requiring the department of homeland security to nearly shut down the border if migrant crossings increase over 5,000 per day or if the daily encounters reaches 4,000 a day in a one-week span. another source familiar with the negotiation says the number that triggers the border to shut down and reopen is based on capacity rather than a set number of migrant crossings. this compromise would also link border provisions to more funding for ukraine, and taiwan. but it faces an uphill battle in the house where speaker mike johnson warned this weekend he's planning to have the chamber vote instead on a stand-alone bill for just israel aid next week. this comes as house republicans officially advanced z artments of impeachment against the secretary of homeland security alejandro mayorkas. the vote could come as early as tuesday.

this area is home to more than 1 million people, very popular with tourists. the area around the coastal tourist city of vena delmar one of the hardest hit. el nino weather has caused droughts and even hotter temperatures in south america. with those conditions, the risk of forest fires continue to soar. authorities expect the death toll can rise, calling the widespread fires the country's worst disaster since a 2010 earthquake killed about 500 people, erielle. >> erielle: certainly thinking about those communities. morgan, thank you. now to the relief ahead this week for student loan recipients, the biden administration accelerating its latest debt relief plan. abc's alexis christoforous here with the details. >> beginning this month, the department of education is sending more letters and emails to qualified borrowers letting them know their loans have been forgiven.

to qualify, you must first be enrolled in the save plan. if you initially took out $12,000 or less in federal student loans and have made at least ten years of payments, your remaining debts will be canceled. for every thousand dollars borrowed above $12,000, loans are forgiven after each additional year of payments. for example, if you borrowed $13,000, your loan would be forgiven after 11 years of payments. more debt relief could be on the way. later this month the biden administration will meet with education experts to figure out how to extend loan forgiveness to borrowers experiencing financial hardship. any relief is not expected for at least a year. meantime, millions of students may have days to compare financial aid packages before committing to a college this spring. that's because the government, once again, delayed the rollout of the updated financial aid form known as fafsa. some schools are considering moving the deadline beyond may 1st to give families time to decide where they can afford to

go to college. >> erielle: thank you, alexis. now we want to check on our weather with somar. >> somara: this storm is lighting up the west coast. talking flood watches, high surf advisories. one variable, the winds. take a look at how strong these winds will be as we head through 11:00 a.m. 69-mile-per-hour winds near big sur. we could be looking -- we do have a hurricane-force wind warning, the first time in recorded history. the winds do subside, 7:00 a.m. monday morning we're seeing calmer winds. the flood threat still lingers on. with the wind also comes the wave, 15-35 foot waves. i know we have a big surf community on the west coast. we have high surf advisories, something to keep in mind. then, of course, we have the winter weather that will be impacting further and we'll talk about that later. on a little closer to home. now

>> reporter: good morning, gio. millions of passengers step on and off those moving walkways and escalators every day. they rarely think about how safe that are. that was the case for the delta pilot until the scary moment his foot got stuck in the belt. this morning the dramatic moment a delta pilot says his foot was painfully swallowed up in the moving walkway at the denver international airport. surveillance video showing ken gow falling to the floor inside the concourse. watch again. bystanders rushing to his aid as he's seen pulling his foot out. his attorney saying his client's injuries were so serious, he missed nearly two weeks of work. >> it's terrifying. just scared. he suffered pretty nasty bone contusions. >> reporter: now he wants tk elevator corporation, the company responsible for maintaining the travelator to pay up, accusing them of

negligence. according do the lawsuit, the walkway was missing a plate, causing his foot, sock and shoe to be compressed in the moving sidewalk. this picture showing the mangled remains of his shoe and sock. in a statement tk saying, quote the safety of both riding public and its employees remains tk elevator's top priority. declining further statements due to the lawsuit. while there are no official injury stats or deaths on moving walkway, they're generally considered safe. last summer a woman traveling through an airport in thailand lost part of her leg in a similar walkway incident. he says he hopes his client's lawsuit will keep others safe. >> they put the general public and every single person who goes through dia at danger, at risk. >> reporter: that attorney says the pilot is back at work after weeks in a medical boot and

physical therapy. the denver airport which was not named did release a statement saying passenger safety is their top priority and they work with contractors to address issues. erielle. >> erielle: certainly some scary video. now to "jersey shore" star mike "the situation" sorrentino sharing scarry video of his toddler's choking incident. >> you're having a normal family dinner. all of a sudden his son starts choking. the reality star jumping into action and posting the video to social media to warn other parents. he's calling it, quote, the scariest moment of our lives. mike the situation sorrentino saving his son from choking. sorrentino sharing this video on instagram of his family sitting
