should. good morning. it's february 4th. i'm stephanie sierra. now we have team coverage for this level four storm this morning lena howland is live in san jose. but first we want to get right to lisa, where she's tracking the latest on conditions and those high winds. lisa >> that's right. we have a flood advisory now in the north bay until 430, and the winds continue to gust to 60 and 70 miles an hour in the upper elevation, some of that working down to the surface and the coastline throughout the afternoon, all due to an area of low pressure that's intensifying just west of the central coast. there. and as we go in closer, you can see some pockets of heavier rain here from richmond, 580 through hercules, just south of sears point highway 37, and right around saint helena, east of 128. also in san francisco. some light to moderate rain. south city picking up a little bit by the airport. and then right here offshore, some stronger rain. and this will reach redwood city at about 10:00. los altos hills about 1015. and look at all the rain here into the parts of highway

five. and tracy current wind gusts. how about that? 48 miles an hour san jose, 55 mile an hour gusts with a tree down in oakland, 40 miles an hour in napa. and you go up in height and we're talking 55 miles an hour up in the north bay, 60 mount diablo. we had a 70 mile an hour gusts mount eminem and the storm. reports keep coming in right now. 67 mile an hour wind gusts at inverness. so right on the coast in the north bay. that tree down that we talked about santa rosa. and over in oakland, a slow lane there with the tree down as well. so level four system, heavy rain flooding, strong damaging winds throughout the day. the north bay looking at some creeks and streams rising throughout the day. and that's why we have that flood advisory for parts of the north bay. check it out. our explore camera. a brave tugboat out there with the upper 50s and another look at mount tam, where it's just going to continue to be windy all day long. so here's our flood advisory lasting through monday morning. so after some of the heavy downpours, isolated thunderstorms will

continue to see some of that urban flooding and upper elevations. the wind warning lower elevations, wind advisory, high surf advisory with 25 to 35 foot waves throughout the day. and as we go through the next few hours as some of the heavier cells move to the east, we've got 60 mile an hour wind gusts still at the coast throughout the evening hours. stephanie >> lisa. thank you. now back to that breaking news in the north bay northbound highway 101 is closed right now in santa rosa after a huge tree fell onto the highway, crushing this car this morning. sonoma county fire says the driver survived this. he was taken to a hospital, but it's not clear the extent of his injuries. the freeway is still closed at todd road right now as crews clean up the mess, and it's unclear when it will reopen. we'll stay posted on that. also in santa rosa. take a look at this. a tree uprooted from the ground. it fell overnight, coming down on multiple cars in a carport on mcminn avenue. that's not far from sebastopol road, and the

101 interchange. we're also tracking breaking news this morning in the south bay, where we're seeing flooding and damage . abc seven news reporter lena howland is live in san jose, and lena, what are you seeing now? >> well, stephanie, here in san jose, the wind is the story this morning. we have just learned of this massive tree which fell onto this townhome right here behind me. take a look at this damage. this tree appears to have slammed into the garage of this home. you can see what a massive hole it's caused in the side and the ceiling of that garage. now, it's not clear if any injuries have been reported just yet, but officials told us evacuations were in progress and the red cross has been called to the scene. we are in the area of rocky creek court, which is just southeast of the alum rock area. here in san jose. we are waiting to get some more information from fire officials about this incident. but the heavy rain and also extreme gusty winds likely

to blame for this mess now, moments ago, i talked to a spokesman for the city of san jose's emergency operations center who said while the flooding is now not expected to hit until sometime this afternoon here in san jose right now the wind has been their biggest problem. >> we're looking at some dangerous winds. we've got sustained winds of 20 to 30mph, with gusts as high as 60mph. and so with wet soils, that means we are likely to see trees and perhaps even power poles blown over. so we want people to know if a tree blows over on your property or on the park strip adjacent to your property. if you can safely get it out of the way, go ahead and do that. you can call your own contractor to help you break up that tree and get it out of the way. if you need help from the city, please don't hesitate to call. >> the city activated their emergency operations center yesterday to prepare for impacts. just like this of the atmospheric river. again, we are

still waiting to get some more information from the fire department who we have just learned is being called out to the scene. p-g-and-e's is also on scene right now to make sure the gas lines are secured again. we're waiting to gather some more information here and we will bring that to you hopefully here in the next half hour. for now, reporting live in san jose lena howland, abc seven news lena, very dramatic images there . >> i hope you're staying safe. can you describe to us just what it's been like for you? just driving around a few minutes ago and we were really starting to see the winds pick up in this area. yeah >> i mean, just driving around san jose for the past hour, we've seen quite a bit of debris out on the roadways. we've also seen some signage that the city of san jose crews have put out on residential streets saying, hey, this area is flown to predict is prone to flooding. so we have seen a lot of those warnings out and about. but again, it's quite a bit of debris. lots of leaves, lots of tree branches. and this is the

biggest tree that we have seen fall so far. we've also seen a couple of like flower planters down in the downtown san jose area. so that's just a gist of what we are seeing from the impacts of the wind from this storm right now. stephanie >> all right, lena, thank you for your report and stay safe out there. a good reminder for everyone if you are home right now to stay home. turning now to the threat of the rising rivers in the area, this is the scene at the guadalupe river in san jose, which is in danger of flooding. >> crews have been out since 4 a.m. clearing debris from that waterway. the goal is to make sure water can flow freely. san jose mayor matt mehan has issued a local emergency proclamation that allows officials to evacuate unhoused people from flood prone areas and, if needed, to request aid from outside agencies, the san mateo county. now we want to bring in supervisor ray mueller, who's tracking conditions along the coast. supervisor, thank you for being with us again this morning

. >> thank you for having me. >> i wanted to first check back on seton hospital in half moon bay has power been restored? >> yeah. fortunately, power was able to be restored this morning at 8 a.m. >> okay. and what have you heard about the local impacts? i know that was impacting patients. obviously some other hospitals as well. >> yeah. so right now patients are no longer being diverted. so if someone goes to seton coastside they can go ahead and see them there in the emergency room. >> now speaking of power outages, supervisor, hundreds of people are without power along the coast, as you know, since we last spoke to you, that has jumped now countywide to more than 1300 outages. have you heard any update from the emergency operations centers? >> yeah, i've been we've been working with the emergency operations centers all morning. the good news is we're not seeing a lot of flood impacts yet. but the problem is, of course, there's soil saturation occurring. and so those flood waters can rise later on he day as it starts to go ahead and

move out off the soil. the big thing we're concerned about right now is wind. that's what's causing the power outages. the wind is significant. it's going to stay significant throughout the day. if you see a compromise tree, please stay away from it. please call in and report it. uh. and please stay away from the coast right now. our other big concern is storm surge. we see significant waves uh- up to 2530 five feet. and so we really want people to stay away. uh- emergency responders are not going to be able to rescue and circumstances like this. so just do not go out to the beaches. >> yeah. and an important message as you pointed out, homes along the coast are preparing with sandbags. we've seen that all weekend. we know pacifica pier is closed along with beach boulevard. the worst damage is expected this afternoon. and i wanted to point out i just got these figures from lisa at noon. half moon bay, these areas along the coast. expect to have 50 mile per hour winds at 1:00. that jumps to 63 mile pernds.

what have you heard from emergency responders in the area? we have a lot. >> so the powers powers out in that area. uh- p-g-and-e's actually went and stationed uh- stationed vehicles there at the harbor to be ready to go out and try to try to do repairs, but in situations like that, with the wind blowing, that it's not going to occur. we really have done a tremendous amount of work to try to get information out to people, to ask them to please stay home in situations like that, with the storm surge occurring, we don't want people driving along highway one. we really want people home and safe. there's quite a few trees, obviously, in the coastal areas we want. it's unpredictable when those trees might fall. so we're asking people, please to much extent, as much extent possible, please stay home and stay safe and speaking of that, saturate soil. >> we've been talking about state route 92. i just wanted to check on that area from crystal springs reservoir to downtown half moon bay. i know that area is susceptible to flash flooding and mudslides. have you heard of

any of those reports yet? >> there are no reports of that yet. uh, pescadero creek road, however, near memorial park, actually is closed right now because because of power lines that have fallen down into the road. so if anyone was going to be attempting to take that way, uh, that route, that route is closed. the 92 is still open. there was a ton of advanced work done in advance of the storm to go out and clear culverts, to try to make sure that we didn't see what happened in the storms last year, occur this year. and so the all that work seems to be paying off right now. uh, the roadways appear to be in good shape. but again, the big issue is soil saturation. so as that as those soils take on more water. and with that wind blowing, you see trees go down that soil becomes unstable. and that's when you go ahead and start to see slides. so we're really asking people, please stay off the roads. >> yeah. and important reminder supervisor. thank you again for your time this morning. and i wanted to remind those of you just joining us to sign up for emergency alerts in san mateo county and for any of your

respective counties and sandbags for those of you in san mateo county, the pick up is still at the grant corporation yard across the bay area. now. neighbors spent the last 24 hours getting ready by sandbagging, and we are tracking these big storms often mean some people are waking up with no electricity this morning. here's a look at the p-g-and-e's outage map right now we are seeing neighborhoods without power all over the bay area. the orange and yellow areas indicate the most outages, and again, we're seeing over 1400 people with no electricity on the coast. we're tracking the weather this morning with live doppler seven. and you can too. it's very easy just to scan the qr code on your screen using the camera on your phone. now that will take you right to our website, abc seven news.com, where you can stream live doppler seven in real time. hey, how's it looking outside? lisa >> well, the winds are certainly gusty out there. there's a look at the bay bridge where we've had winds of 55 mile an hour.

county authorities issuing evacuation orders and warnings for several areas. state officials say the ventura river is one of several in the state they expect to flood during last year's storms, the area was submerged in several feet of water at the ventura surf shop. they are putting out some more sandbags. >> we already had a build up of water outside about two feet, and so we prepared and got sandbags and that kind of stuff. and i want to work tomorrow or the next day and i can't tomorrow. so we're we're going to shut the store down just because of the we know it's going to flood. >> officials say across the state, 17 million sandbags have been filled and ready to go. right now. we're going to take you to lake tahoe this morning. snow is really coming down at palisades. you can barely make out the picture here. it looks like we need to restart this particular camera, but the national weather service is advising against anyone trying to make the trip up to this area. due to the storm, a winter storm warning is in effect until

10 a.m. monday. now that storm system bringing dangerous conditions on the roads here in the bay area this morning as well. lisa is in the weather center as totals come in. good morning. >> hi there stephanie. yeah, it's really getting going here as we look at live doppler seven right now, you'll notice that we're still looking at a swath of light to moderate rain and a circulation offshore that is just going to keep that wind lashing the coastline. and also go all across the bay area throughout the afternoon. here's a look at some heavier rain just offshore of montara. looks to move into redwood city after 10:00. palo alto at about 1020, taking you up to the north bay. angwin and east of saint helena. a moderate cell there and right around sears point, highway 37, down by hercules 80. we're looking at some moderate rain, bit of a break, some lighter rain. san ramon and fremont, and then you can see over east of mount hamilton, some very active weather. here's a look at rainfall totals. last 24 hours marin civic center up in san

rafael 2.21 orinda over an inch of rain, as well as sfo and oakland, 0.43, in san jose. more to come in mount eminem, the santa cruz mountains, 1.42. so we will get some heavier cells. doesn't look like it's underwater. there pier 39 wild shot there with the rain coming down. 57 in hayward, 54 in half moon bay and the golden gate bridge. it is bleak out there, isn't it? we're 52 degrees in fairfield and concord, and looking at the current wind gusts, these are pretty intense. look at that 54 mile an hour wind uh- wind speed in hayward. oakland is at 55. these are the surface winds okay. 38 miles an hour in pittsburg. and then we go up in height and here are the gusts 65 miles an hour. mount diablo, oakland hills, 32 and east foothills 45. and we've had gusts as high as 70 miles an hour in the santa cruz mountains . look at that as we go through the 10:00 hour, the purples continue to bring in the 5060 mile an hour gusts right along the coast and around the bay.

we're 35 to 40 miles an hour. san jose at 4:00, and by 7:00 we're still looking at 56 mile an hour wind gusts right around point reyes. and then it's really about ten, 11:00. things begin to quiet down. but here's the rain. as we get through the ten 11:00 hour, you notice the reds here. these could be some isolated, strong thunderstorms by 130 in the north bay. and then you see a little bit of a break, but more rain is on the way. in fact, we have some of the flood advisories and some of the rivers and streams coming up in the south bay. the guadalupe river pah'-ha-row that will continue to rise as we get more rain through. 11:00 1.45 in oakland, two and three quarters in ben lomond. and then we add in monday night, where 2.5in in santa rosa, upwards of two inches here in san francisco, just a little bit more rain into tuesday, and then we begin to dry out with three and a half almost. ben loman here. but you're having 60, 75 mile an hour winds on top of all of that rain in the sierra nevada. it is really dangerous out there with

a winter storm warning through tuesday morning and we're getting the snow finally, but a lot of it. how about three and four feet of snow from donner to kirkwood? so looking at the chance of some isolated strong thunderstorms today, those downpours very windy conditions, you can expect some trees down and those roots are really right up near the surface. so we've seen that all over the roads. be careful out there. the accuweather seven day forecast, stormy weather today with the wind and rain continuing. then just some showers into your monday. but still that's when we're going to be able to assess more of the flooding and some of the damage out there tuesday. and wednesday. even thursday we're dry until late in the day. maybe some more showers. then on friday, stephanie. >> all right, lisa, thank you. now to a story. you'll see only on seven. an oakland restaurant is considering shutting down after being broken into and robbed for different times this year. employees say they've resorted to fending off the attackers themselves. here's abc seven news anchor dion lim. >> he grabbed a hammer, so he

was like, we had to defend employees at seibel's pizza along fruitvale avenue in oakland's diamond district have resorted to defending themselves after the mostrillionecent robbery friday. they went into my shop yesterday around 10:30 p.m. they tried to steal the register. another of my two employees, he grabbed the hammer and he threw it to his foot so they can leave. he came into the shop again and they were like trying to catch them. they were very, very brave. >> owner elizabeth sanchez says this is just one of four break in robberies at their oakland location this year. >> every other week or like weekly, would you like to have some refill? >> elizabeth says the crime in the area is so bad it's hard to retain workers as it is just seven days a week working on it from the morning to closing and she's considering closing the location. >> sales are dropping down because nobody wants to come out. nobody nobody. they're scared for their safety to 30% of the sales were worse than the pandemic. >> a representative from the

new wednesdays at ten on fx. stream on hulu. welcome back. >> there's new debate about whether things are better at a spot long known as an open air drug market. city officials say their changes, including a brand new skate park, are working at united nations plaza right across from civic center. abc seven news reporter luz pena spoke to people who live nearby around 11:30 a.m, un plaza in san francisco is clean. >> skateboarders are out enjoying the new skate park. the city opened in november. >> i think we brought some new life to it and you know, it's a desired place in san francisco to come skate, mayor breed posted on the city's work to improve un plaza is making a difference, but this resident, who wants to remain anonymous, says there's a clear shift in this neighborhood at night. >> it's hard to tell it in words sometimes. >> like the footage doesn't lie. and that's why i started recording at night, frankie goes out with his gopro attached to

his body from midnight until 3 a.m. over the weekend, he captured what he describes as chaos, with people overdosing, doing illegal activity throughout the plaza, a scene he says happens every night. >> rampant. drug selling. >> it's basically lawless. when the police are not here, it's dangerous. it's dangerous for residents. you know, we often have to wake up people who are in the middle of overdoses just to get through our doors. um, that's a very dangerous thing to happen. and it's. it's not a new problem. san francisco invested $2 million to renovate un plaza last year, turning it from what was known as the epicenter of san francisco drug crisis to a skate park and an area for residents to work out, there's been a positive change during the daytime, frankie says. >> the crisis is still alive at night. are you concerned for your safety? >> i am, that's that's why i am hiding my identity is because it's a small world here. it's the same thing, same people. very organized criminal element.

>> monette harris is a peer counselor for the nonprofit rams. she patrols the area and is grateful for the skate park, but wants those in need to get more help. >> i don't feel like things are really being addressed. i think that they're just being a band-aid put on it. >> sfpd has officers on the plaza, but acknowledges they are short staffed during the day. >> we typically have more police officers that are working and focused in on these problematic areas. the staffing issues continue in the nighttime, and we are focused in on the tenderloin. still however, we're not able to conduct certain operations. >> residents like frankie want to see the change. 24 over seven. >> when the skaters are not here, it's like, uh, like zombie land. >> the mayor's office said the city will continue to prioritize initiatives to tackle open air drug markets. our data team looked into medical incidents at un plaza and found a slight

pressure strengthening offshore ju wes of the central coast. and we go in closer. you can see marinwood moderate rain through san rafael, down through southern marin mill valley, san pablo, around richmond up to the north, calistoga, saint helena. it's been light to moderate. and now look at that. we've got a thunderstorm offshore here with a pretty good line of rain just west of san francisco. and as we go through the next couple of hours, we'll see the heavier rain in alameda at about 1030, 10:00, the bay view and as we look at the south bay, the santa cruz mountains really just pockets of heavier rain. 48 mile an hour wind gusts in san jose, you can see oakland and hayward gusting to over 50 miles an hour. napa is at 45, and as we look at the upper elevations, check out mount aluminum, 72 mile an hour wind gusts 66 miles an hour. mount diablo. so we are looking at not only the wind. that's going to last through four, five, 6:00. you can see it's still about 30 miles an hour later on in the day. so

here are some of the storm reports. we've got flooded roads in emeryville and inverness, 67 mile an hour winds and we talked about that 81 mile an hour wind gusts in santa clara county. so the level four system with the heavy rain, the strong damaging winds, thunderstorms is likely. and this here is a flood advisory for parts of marin county and up through santa rosa. a flood warning. you can see how messy it is out there. so pockets of heavy to moderate rain out there with the gusty winds throughout the day. there's a look at the airport. they're having big problems with some wind shear. so our flood watch continues through 10:00 as well as our wind advisory and our wind warning along the coast through 10:00 tonight. and we'll be looking at the surf really cranking up to over 35ft. so really stay inside. we are looking at the stormy day continuing throughout the afternoon and early evening. stephanie, lisa, thank you and the impacts from those winds. >> here's a look at the p-g-and-e's power outage map right now. crews are working on outages for almost 2000 people

in pacifica, and there's also impacts in tiburon. 3000 people without power in scotts valley and another 3000 in morgan hill. the biggest outage right now is more than 6000 people without power in watsonville. there is no estimated time yet for when power will be restored. now, tumbled trees are causing problems on some roads. take a look at this northbound highway 101 is closed right now in santa rosa. after this huge tree fell onto the highway, crushing a car . the sonoma county fire says the driver did survive. he was taken to a hospital, but that freeway is still closed at todd road right now as crews clean up the mess. it's unclear when exactly it will reopen. we'll stay posted on that now in palo alto, a another fallen tree has shut down eastbound lanes of oregon expressway at bryant street. crews are on scene now clearing it, and you can see that tree is blocking all eastbound lanes. it's massive. police are advising people to

take alternate routes to avoid delays. now we want to bring in will powers with santa rosa fire to discuss impacts in the north bay. will, thanks for being with us. >> thank you guys for having me. >> i wanted to start out with that wind and flood advisory that's now been extended until 430 for parts of the north bay. what impacts are you seeing on the ground and uh. >> so the majority of the impacts that we're currently seeing, obviously, is due to the wind. we have a lot of trees down, so crews have been out trying to clear those and mitigate those issues as they arise. and as they get dispatched out to there. um, we haven't seen really any of the a lot of the flooding, a lot of nuisance flooding. so a little bit of roadway puddling and stuff like that is kind of what's been experienced, at least around the city at this time. >> yeah. now we talked about that on the phone earlier about the downed trees. i know we just reported, of course, that breaking news out of northbound 101 with that huge downed tree. do you know the locations of those other downed trees in the area? any near high traffic areas people should know about?

warnings come as water levels continue to rise. >> that's where abc seven news reporter lena howland has been all morning in san jose. tracking the changes. how is it looking, lena, with. i know you've been on this downed tree in san jose. yes stephanie. >> that's right. we are in san jose right now where the wind has really become a problem for so many people across the area. just take a look right here behind me where a massive tree has fallen into a townhome. it's created a massive hole in the side and the ceiling of this home from the outside, it looks like it fell on the garage of this home. but one of the residents tells me it also fell into her bedroom. coming within feet of where she was sleeping earlier this morning. but luckily no one was hurt. we are in the area of rocky creek court, which is southeast of the alum rock area here in san jose. we are waiting to get some more information. we're waiting to get some more information from fire officials about this incident. but the heavy rain and

also extremely gusty winds out here are likely to blame for this mess. san jose fire officials tell us they have received several calls due to the wind, including arcing wires , some wires down and a few other electrical emergencies, and a power outage northeast of downtown. fire officials say this incident specifically severed a gas line, but p-g-and-e's has already secured utilities and there is no further concern. we've already seen them come and go from this scene. now, as jfrd has up staffed for additional urban search and rescue personnel in case they need to do any water rescues later today. but at this point in time, there haven't been any deployments at the height of the flood, risk was expected to be sometime between 5 and 10 a.m. today, but officials with the city of san jose tell us it does appear to be trending a bit later in the day. now for those flood concerns for now, reporting live in san jose. lena howland, abc

as we take you down towards parts of san francisco and the east bay. some lighter rain here in hayward and fremont, milpitas , the hills, some very gusty winds. and some heavier downpours and just offshore there, santa cruz. so there is that low and it continues to strengthen. it gets closer and then it eventually moves to the north of us. but what it's doing is bringing in all of that subtrop moisture. and with that, the gusty winds on top of that saturated soil. so this takes us through the evening hours and it gives you an idea how big that low pressure is and how much of an influence it has. 2.52 the civic center, orinda 1.17 24 hour rainfall totals 1.19 sfo oakland 1.1 two half inch in san jose 1.69. mount amoenum. here's a look at a shaky camera from emeryville. 54 in oakland and san mateo. and look at this drenched view of mount tam, where winds have gusted on top of mount diablo, 72 miles an hour and here, just shy of that,

there's a look at the current winds right now with the gusts of 55 miles an hour in oakland. still things have not changed there, just continuing to strengthen as this low. you can see it off shore. the wind particles, they are getting so close together. and that means that it's that tug of war between the different pressure gradients. 73 mile an hour wind gusts. there mount diablo, you can see upwards near 50 in the north bay and then near 50 in mount eminem. so we are still looking at not only the windy conditions, the downpours, the isolated thunderstorms. 2:00 in the afternoon, still 60 mile an hour, wind gusts along the coast . look at san jose at 4:00. a 40 mile an hour wind gusts and we'll continue through hayward and redwood city as we get through the 7:00 hour. a little bit lighter, but we're still looking at rain, we're still looking at wind, and we're still timing out these heavier cells here as we get through. east bae south bay had some problems around the pajaro river. san lorenzo, guadalupe. those will continue to come up through monday. and then as we get

towards 330, there's a look at a strong line of storms and then a little bit of a break, but still more rain as the low slowly moves away to the north. rainfall totals 11:00 tonight 1.67 san francisco over two inches santa rosa over an inch. in fremont. we add in monday night and we're at almost 3.5in the santa cruz mountains, san francisco is over two inches by tuesday, and a winter storm warning takes us through tuesday for the west slopes, monday morning for the lake tahoe area, and looking at nearly 50in, that's 3 to 4ft in the mountains. so isolated. strong thunderstorms. 60 in livermore today. very windy conditions. the accuweather seven day forecast a level for some downpours, thunderstorms and windy today. it all ends early tomorrow. a break throughout the middle of the week and a much lighter system on friday. we'll be right back.
