came trash me out again >> from abc news in new york, this is america, this morning. >> good monday morning, everyone . i'm andrew dymburt and i'm alison kosik. >> good morning to you. i'm in for rihanna. and we begin with a storm being called one of the most significant in california's history with an emergency now declared in eight counties, up to a foot of rain could fall. >> hurricane force winds are toppling trees. one man was killed north of sacramento. widespread power outages are being reported, and this is only the beginning. this morning, the historic storm bearing down on california is bringing torrential rain, life threatening floods, punishing winds and mudslides. 40 million people are under flood alerts. several months worth of rain could fall by wednesday. >> that guy barely got through. we got easily a foot of water here. the streets across santa barbara are filling up. >> santa barbara's airport shut down last night, inundated with water. road conditions also

treacherous. this suv on the five freeway skidding onto the shoulder, then flipping over. flash flood warnings on the map. >> winter storm warnings for feet of snow in the sierra nevada. and that slow mover goes north for a little bit. but it's about what? look at the timing. it never stops pumping moisture toward los angeles. eventually, orange county and san diego rare hurricane force winds reaching up to 80mph toppled trees and ripped down power lines. >> 900,000 power outages were reported overnight. this tree slamming down onto a parked car in north hollywood in santa rosa, north of san francisco. a driver was seriously injured when a tree crushed his vehicle. first responders needed more than an hour to free him. >> the solo driver that driver sustained major unknown injuries and was transported to a local hospital and to the north. >> in oregon, a narrow miss, this vehicle losing control, careening off the road. police now warning drivers to check their tire treads and slow down in the rain. back in california, swift water rescue teams are on standby across the state. we'll

check your full monday forecast in just a few moments. >> senators from both political parties have unveiled their long awaited proposal to overhaul the nation's immigration system. it's a $118 billion bill that would place new restrictions on asylum seekers. it also includes money for the war in ukraine and funding for israel. abc's ike ejiochi has more details and the reaction overnight. ike good morning. >> good morning alison. we finally know what's in this bipartisan bill. and house republican fans are not happy about it. this morning senate negotiators have released what's in their $118 billion bipartisan bill to address the crisis on the southern border. it includes $20 billion for immigration enforcement. the hiring of thousands of officers new limits on how migrants apply and get asylum, and increased screenings for fentanyl and other drugs. the bill would also allow the homeland security department the option to shut down the border if migrant crossings reach a certain level.

>> this gives a lot of leeway and power to the department of homeland security. it allows the secretary to declare an emergency if there are more than 4000 migrant apprehensions along the border in a given day for seven consecutive days, the massive bill also provides billions in funding for ukraine and for israel. >> leader mcconnell and i who disagree on many issues, have never worked so closely together on legislation as we did on this . >> reporter but overnight, house speaker mike johnson said the senate's border bill would be dead on arrival in the house, writing this bill is even worse than we expected and won't come close to ending the border catastrophe that the president has created. conservative oklahoma senator james lankford, the lead negotiator for republicans, responded to johnson's criticism. >> i'm a little confused how it's worse than i expected. when it builds. border wall expands deportation flights, expands ice officers, border patrol officers , detention beds, how it creates a faster process for deportation

. >> opposition could also come from the left, with immigration advocates critical of new limits on asylum. >> i think we're going to see a lot of pushback from nonprofit organizations that work directly with migrants and migrant families who are in humanitarian situations, and that will be indicators for the republican party that they can't get everything they want, but they certainly will continue to ask for it. >> an initial senate vote on the bill could be held wednesday, but with the speaker already saying the bill is doomed in the house, the odds of it reaching the president's desk do not look promising. allison >> i thank you. the u.s. is vowing to take further action in retaliation for the drone attack that killed three american soldiers in jordan, three days of airstrikes so far have hit more than 100 iran backed militia targets in iraq and syria, and in yemen, where houthi rebels were poised to attack more ships in the red sea. the u.s. is not ruling out taking aim at iran itself if necessary. >> i would just say from the perspective of tehran, if they

chose to respond directly to the united states, they would be met with a swift and forceful response from us. >> meanwhile, secretary of state antony blinken is once again traveling to the mideast with a potential israel-hamas ceasefire deal still in limbo. >> at least 112 people have now died in a wildfire disaster in chile. that number is expected to rise because hundreds of people are missing, and emergency crews have yet to reach some of the hardest hit areas. more than 30mi■!s have burned in other areas, smoke nearly blocks out the sun, higher than usual temperatures and strong winds have been fueling the fires today, the fate of jennifer crumbley will be turned over to a michigan jury. >> her son ethan, fatally shot four people at his high school in 2021, prosecutors want to hold her responsible. the question now is whether the jury buys crumbleys testimony about her son, the gun he used and his mental health. this morning, a michigan jury is expected to begin deliberate the fate of

jennifer crumbley, the first parent in the u.s. charged in a child's school shooting. >> she has done the unthinkable. and because of that, four kids have died. >> crumbley, charged with involuntary manslaughter, is accused of missing warning signs about her son ethan's mental health before his attack at oxford high school. prosecutors claim she was too wrapped up in her own hobbies and extramarital affairs, which she denies. >> there's a couple of times where ethan had expressed anxiety over taking tests. um anxiety about what he was going to do after high school, whether it was college, military free. so he expressed those those concerns to me, um, but not not to a level where i felt he needed to go see a psychiatrist when it came to the murder weapon, crumbley said her husband bought and stored the gun. we didn't just hand them a gun as a here you go, son. it was something he could use. and we went to the range as a family

together. >> the day of the shooting, school staff showed the crumbleys a picture ethan had drawn of a gun with the words. the thoughts won't stop. help me. the world is dead. my life is useless. but his parents declined to take him home. crumbley says she thought it would be better for him to stay at school rather than be home alone. he later used the gun in his backpack to fire at students . her attorney said. crumbley was a vigilant mom whose son was a skillful manipulator. >> i am asking that you find jennifer crumbley not guilty, not just for jennifer crumbley, but for every mother who's out there doing the best they can, who could easily be in her shoes if convicted. >> jennifer crumbley faces up to 60 years in prison. her husband goes on trial next month, investigators will be in southern georgia today to confirm the strength of this tornado that rolled through the city of valdosta yesterday. >> several buildings were damaged or even destroyed, along with power poles. now, let's

good morning america. >> good morning america. >> we have an update on this video we showed you last week. a woman clinging to the hood of a car in los angeles after someone stole her french bulldog. an arrest has now been made. a 21 year old woman is accused of robbery, but so far the dog has not been found. >> new quality concerns at boeing just weeks after a door blew off during a flight, the company has revealed a possible new glitch. here's abc's derrick dennis. >> this morning boeing is conducting a new investigation into quality control after a problem found during the production of 737 max jets. the company says workers flagged mis drilled holes on 50 undelivered planes. reuters reports. there was a spacing problem on holes drilled on the window frames. a boeing executive saying i want to thank an employee at the

supplier who flagged to his manager that two holes may not have been drilled exactly to our requirements. >> the one thing to keep in mind whenever something happens in aviation involving an airliner is that more than 50% of the airliners around the world are boeing products. >> boeing has been under fire since the mid-air blowout of a door plug on a 737 max nine jet last month, which prompted the faa to ground the planes for weeks and ordered new inspections. but this time, boeing says, the mis drilled holes pose no immediate flight safety risk and says all 737 can continue to fly safely, adding this is the only course of action given our commitment to deliver perfect airplanes every time. boeing ceo says they plan to take several days this week to work on those misaligned holes, which could delay the delivery of some new planes. andrew >> allison, derrick, thank you. paris is looking to say avoir to most suvs as it prepares to host the summer olympics. paris has

now at five, a full weekend of wet and windy weather now bleeding into the start of your workweek, flooding and power outages forcing some school closures this morning. p-g-and-e's crews working overnight trying to restore power to hundreds of thousands of customers across the bay area . >> now, cleanup will continue on toppled trees in several neighborhoods, some of those trees coming down on occupied vehicles, sending people inside to the hospital. southern california also being hit hard by this atmospheric river. >> governor
