the bay area saw a dusting of snow. today check out these images from the lick observatory at mount hamilton. you can see the snow starting to pile up there. looks cold. good afternoon. i'm kristen sze and i'm dan ashley. >> thanks for joining us. the bay area is starting to dry out, but there could still be more showers this evening. as you take a look at some of the cameras around the bay area. >> spencer christian is here with us with a look at the forecast. spencer >> yes, kristen and dan, the showers are still with us becoming more widespread. more more scattered. now, i should say here's a look at live doppler seven. they were more widespread earlier this afternoon, and right now the heaviest activity is in this area just south of livermore, down moving down to the mount hamilton area. and of course, we still have some downpours and scattered around the santa cruz mountains, the wettest region of the bay area today. these this is a level one storm on the exclusive abc seven storm impact scale. so for the rest of this afternoon and through the evening, we expect more scattered showers. there could be some occasional downpours as

we're seeing right now in some spots, winds gusting 3015 to 35mph. but the wind gusts will be diminishing after about 10:00 tonight, and there's a possibility with the cold air aloft of some light snow on our peaks. here's the forecast animation taking us into the evening hours by 6 p.m. notice how scattered the showers will be. most of the activity will be offshore actually going into the late night hours, 8 p.m. to about 10 p.m. we'll see the storm sort of winding down and tapering off, and we'll be left with cold air coming in overnight. frost advisory in some parts. i'll have a look at that a little bit later. dan christian okay, spencer, thanks so much. >> with more rain on the way that spencer is talking about, you can track it with the same live doppler seven radar that he uses. just search abc seven bay area in your device's app store to download it. now >> now it's. been a long few days and nights without power for many people in the bay area. let's give you a look at p-g-and-e's outage map. you know, it had gone down to about 26,000 customers without power, but then on the 3:00 getting

answers, p-g-and-e's said it actually went up in the last few hours. and now at 38,000 people ish, without power, the majority of those people are in the north bay. p-g-and-e's says it's working around the clock to get the power turned back on. they added that the storm and the outages were unprecedented. this storm was the largest, most damaging storm in p-g-and-e's history. >> uh- we saw winds in excess of 90 and in one case, 100 miles an hour. that storm resulted in significant damage, primarily from uprooted trees and other debris. uh- impact. more than 1.4 million customers. our men and women are doing everything they can to restore power as quickly as they safely can, and. with all that repair work going on, p-g-and-e's says it's now back down to 26,000 customers without power. >> but keep in mind, some of those folks are going on day three and a half. officials say the safety of both their employees and the community is their number one priority. tsay in in south san jose class

remained in session without power and without heat. >> abc7 news south bay reporter dustin dorsey spoke with frustrated parents, all wondering when the lights would come back on for students at baldwin elementary school in south san jose. >> their morning checklist consisted of packing books, backpacks and flashlights. power has been off here since sunday, but classes have been on. >> it's a little troublesome because the kids don't have heat. do they have lights? and primarily safety? um, that's our my main concerns pictures shared with us show very little light put out by lanterns and power strips packed with plugs. >> the students, meanwhile, looking pretty chilly on what was a wet, windy and cold day in san jose, edco doesn't have a strict temperature range, but it does say that it has to be within a comfortable, uh, condition. >> ones. um, that might not be the exact wording, but it does say that. and it also mentions that there has to be adequate lighting, um, in order for school to be in session. i think

that my interpretation of adequate might have been different than the superintendent. >> s the oak grove school district said the students are being cared for and in a safe environment, but school was optional. the district gave guardians the choice to keep their children home. after three days in the cold and dark, the district and its families are all hoping for the same thing. >> well, i hope the electricity comes back as soon as possible because the kids need lights, you know. >> nearby p-g-and-e's crews were working to repair snapped power poles in the pouring rain. schools are usually prioritized, but p-g-and-e's says the damage is so extensive it's taking longer to repair. yeah, we had not only one, but several trees that were down, multiple broken power poles, several spans of wire transformers. >> um, it was like a hurricane in this area. >> p-g-and-e's expects restoration work to be finished tonight. if not, they'll provide temporary generators tomorrow to get the lights back on for students in south san jose. dustin dawsey, abc seven news, san francisco.

deep sinkhole that opened up on 14th street between guerrero and valencia. >> we're told one car that drove into it had two flat tires. the block is closed until crews can fix the sinkhole. the cause of the sinkhole still hasn't been determined. >> that's a bad one. former oakland police chief leronne armstrong is continuing to fight his firing last year, saying that it was illegal. >> he's now suing oakland's mayor, shantel and the city. abc seven news reporter ryan curry spoke with armstrong's legal team about the lawsuit. >> it's been almost one year since oakland police chief leronne armstrong was fired. >> now, now he's suing the city for allegedly violating labor laws in his first amendment rights chief armstrong was illegally terminated. >> um, in particular, he was retaliated against. >> armstrong's attorneys claim he was fired for criticizing a federal monitor. the monitor, robert warshaw, questioned armstrong's response to officer misconduct. in late 2022. because of that, he was placed on administrative leave and eventually fired. the lawsuit claims mayor tao voiced to

others she felt pressured by the monitor to fire armstrong. months later, an independent audit later cleared him of any wrongdoing. >> she was involved. he made the decision and she underscored in describing that hasty decision to terminate him that the reasons were retaliatory. >> at an event wednesday morning , mayor tao declined to comment. it's an active litigation, and so i'm going to refer that to the city attorney's office. much of the lawsuit focuses on warshaw's oversight, claiming he was incentivized to find systemic problems in leadership failures because the monitor personally benefits from requiring further supervision under the monitors well compensated gase, it also highlights warshaw's involvement in the investigation that led to the termination of armstrong's predecessor, chief ann kirkpatrick. she was also eventually cleared and sued the city for wrongful termination. he loved oakland. >> he grew up in oakland. he cared about the community. he served his role proudly. he and he still wants to do that. >> we reached out to warshaw's office and are still awaiting a

reply. armstrong also wants his job back. his lawyers say the goal is to not only shed light against the federal monitor, but to reinstate him as chief. >> he loved oakland. he grew up in oakland. he cared about the community. he served his role proudly, and he still wants to do that. >> they say the next steps will be waiting for a response from the city in oakland. ryan curry, abc seven news san jose police have busted a major retail theft ring. >> officers say two men that they've arrested are responsible for more than 70 thefts in the last six months. prolific. one of the was arrested in december after he was caught stealing a merchandise from a nike store at westgate mall, san jose. police shared these photos that you're looking at. they say his accomplice was arrested by sunnyvale police in a separate incident, detectives say the pair was part of a highly organized theft ring. obviously it's premeditated. >> they go and coordinate it. they had a vehicle waiting for

them. they go in. they already know what merchandise they're going to grab. obviously, things that cost more money. and so it's not like some random person going into a store suddenly deciding they're going to leave without paying. >> police say the two stole from a number of other stores, including target area, best buy and dick's sporting goods. they estimate the stolen goods are worth more than $75,000. >> waymo has responded after one of its driverless cars hit a bicyclist at a four way intersection. it happened yesterday near 17th and mississippi streets. waymo said its car was stopped at the intersection, so an oncoming truck could turn. when it was the waymo's turn to go, it did, but the vehicle didn't register. a bicyclist that was right behind the truck. in a statement, the company says, quote, waymo called police to the scene and the cyclist left on their own. to our knowledge, reporting only minor scratches. we're making contact with relevant authorities surrounding this event. a first of its kind indoor car charging station has opened in san francisco. it's

electrify america's first indoor charger in an urban location. this one is located on harrison street at fifth in the soma district. south of market. there are 20 ultra fast chargers capable of charging 20 miles per minute. electrify america says its goal is to get drivers back on the road as quickly as filling up at a gas station. they've also added two customer lounge areas so people can relax while their cars charge. >> california attorney general rob bonta issued a consumer alert today advising renters of their rights and protections under state law. >> as we think we are all better off when tenants are clear and precise in their knowledge about their rights and landlords clear and precise in their knowledge of their duties and their obligations to their tenants. >> bonta issued the alert during a news conference in san francisco detailing five things that every tenant should know topping the list rent cannot be increased by more than 10% a year. in addition, tenants can be evicted only by court order

see traffic is moving very nicely, but that's not the reason we're showing you the picture. we're showing you the picture because we have a nice break in this rain we had today. and blue skies. >> yeah, because we had some pretty heavy showers. let's check in with spencer now. >> yeah okay. kristen and dan, those heavy showers move through the san francisco area earlier today. that's where we're getting those breaks now. but some of them are still, uh, holding on over in parts of the east bay. here's a look at live doppler seven. and you can see that the system is pretty much breaking up. but we've got some isolated downpours, mainly over the mount hamilton area right now. and way, way down in the south bay. and you can see on the looping image here that the system, the main body of it is swinging to our south and east

at the moment. so it will continue winding down as we go into the evening hours. and there it moves along the on the exclusive abc seven storm impact scale. this is a level one storm through this evening. we expect a few more scattered showers and maybe an isolated downpour or two. winds are pretty gusty. 15 to 35mph, but they will taper off after about 10:00 tonight and there is a little bit of snow falling on our higher peaks in the mount hamilton area right now. so here's the forecast animation starting at 5 p.m. notice how widely scattered the showers will be at that time. and as we get later into the evening, the showers become scarcer and scarcer. they'll finally wind on down. although we could see a little wave of showers moving down through the concord area around 9:00 or so, and. then it'll swing on out o here. notice the snow down in the mount hamilton area because of the cold air filtering in behind the storm, and it'll be pretty much all over after midnight. rainfall totals will generally be under five hundredths of an inch, so this is not a very significant storm.

but remember, the ground is still saturated, so we don't need a lot more rain. it's gusty right now on the coast up to 40mph at pointrillionaise. but we'll see those gusts tapering off rather sharply after about 10:00 tonight and overnight. the winds will be relatively calm now our 24 hour temperature change shows the cold air moving in already there already it's about 5 to 8 degrees colder and most bay area locations. i should say cooler than at this time yesterday. more specifically, it is 51 degrees right now in san francisco and in oakland. we also have low or low to mid 50s at hayward, san jose, san mateo, and half moon bay. blue sky at the golden gate once again, that's worth a second view. it's 50 degrees right now at santa rosa, concord and livermore, 48 at petaluma and 53 at napa and let's move along and take a look at what's coming with this cold air frost advisory will be in effect from 10:00 tonight to 9:00 tomorrow morning in the inland uh- north bay inland valleys is what i'm trying to say. frost will form in many locations, temperatures

dropping as low as about 33 degrees. and as you look at the lows overnight, you can see there'll be lots of 30s, mid 30s in many of our inland communities, but lows will drop down only to about 40 degrees, 41 degrees near the bay shoreline. highs tomorrow, mainly in the mid 50s and we still have that coastal flood advisory in effect until saturday morning for the bay shoreline. here's the accuweather seven day forecast. notice the string of sunny days coming our way can this be real? >> yes, yes yes it is. >> in fact, not only will it be sunnier the next few days, but milder starting over the weekend with high temperatures getting into the mid 60s on tuesday and wednesday. kind of spring like. >> yeah, you know, just playing with our emotions there. are you i'm not i don't teach don't toy with it. >> i know right. >> yeah. >> thank you okay. >> all right. in the east bay a veterinary emergency room is taking some of the concern out of taking your pet to the vet. emergency veterinary group opened its new 24 hour hospital in pleasant hill today. the center allows people to stay with their pets at all times,

fossil fuel infrastructure projects. abc seven news reporter anser hassan explains why the mayor believes that pledge will lead to real change in climate change, with the stroke of a pen, antioch becomes the first us city to pledge to no new investments of public money in fossil fuels. >> our city, we have a we have a lot to do as it relates to mitigating climate change and obviously one city can't do it all by itself. and so i'm happy to be the first mayor to do this. >> antioch mayor lamar hernandez thorpe signed the global mayoral pledge put forth by pacific environment. the organization works with the united nations to push for systemic environmental reform. >> he commits to removing authority from existing land use documents for any new, renewed or expanded fossil fuel infrastructure on city property. >> mayor hernandez thorpe says the proclamation is not just symbolic, it will lead to real policy change. the pledge

includes no new oil or gas drilling, no new gas stations in the city, no new power plants or pipelines, and no gas connections to new buildings, he adds. the cities must lead the way. >> we control land use. we control the decisions that make communities and so any bold step you can do to mitigate any new fossil fuel infrastructure in our communities is so critical and can only be done by cities, the mayor says. >> antioch is already feeling the effects of climate change. he says rising sea levels are leading to more saltwater in the san joaquin delta, once a source of fresh drinking water. despite that, the mayor knows there could be political costs because contra costa county has historically been a hub for oil and gas drilling. >> this is not easy, and there's a reason why lots of mayors haven't signed on to this, because you're literally picking a fight with very big interest groups, the mayor says the city will work closely with labor groups to protect jobs, as the city transitions. we want to make sure that we do this in a

way that that that works with our our labor partners to ensure we lean off correctly and keep people employed. >> in antioch. anser hassan abc seven news. the port of oakland took center stage for first of its kind meeting today. >> oakland was the host city for the zero emissions symposium. >> we're excited to be a green port. we're hopeful that we could be the nation's first and greenest port in the nation. and so this is just the beginning of that work. >> today's symposium looked at green energy solutions for the port, like switching the equipment to battery technology instead of diesel fuel. leaders say that would drastically cut pollution, creating a healthier environment for port workers and the surrounding community. the infamous noe valley toilet is in the news once again, after the public was shocked by its high construction costs, delays and politics. there's finally a new date for its installation on abc seven. >> news reporter lyanne melendez is in the newsroom with the how when and why leanne. it took so

long. >> i don't know what to tell you. we can only describe it as an insane journey that started with $1.7 million in state funding. the outrage of the community, two out of state business owners saving the day, and now finally, a date for the installation of what may be the most coveted toilet in the history of san francisco. the noe valley town square is a small refuge in a bustling little neighborhood where reading is rewarded and dogs are looked after, and camping is certainly not allowed. and there's no smoking, no feeding. the birds, no littering, no glass containers, and still no bathroom. >> but it would be helpful to have a toilet here because there are very few. there's no public toilets on 24th street at all. for people who are just visiting, you know, a tourist who's got a got to go, we have an emergency. >> we have to make a pee pee. it's good to have a toilet.

>> the drama surrounding the proposed toilet reads like an afternoon soap opera. the initial cost of $1.7 million shocked even the most skeptical of san franciscans. how could a 150 square foot bathroom cost that much? >> why not? why would it be you know, is the city? >> last year the city's recreation and parks department gave us a long list of things involved when building a no frills bathroom, such as landscaping, design permits and environmental reviews. >> staff time permit fees and architecture and engineering required to make sure everything works and fits together. >> but when people criticize it for being financially excessive, the city backed off and turned to two out of state vendors who offered to donate a prefab, fabricated modular bathroom and provide free architecture and engineering services. all they needed to do was to find local union workers to install the toilet. at the time, it was good publicity. after all, the noe

valley public toilet is so notorious that it now has its own wikipedia page. >> it was longer than typical. >> chad kaufman is the owner of public restroom company donating the toilet and based in nevada for him, dealing with san francisco's convoluted building process has been a lesson in patience. >> municipal government just has to go through these proper procedures and every city is different. every county is different across the united states. it's just the way it is. >> meanwhile, the other donating company, volumetric building, complained that the high cost of local construction had delayed the installation that prompted rec and parks to write them a letter stating, quote, unfortunate. despite assurances of an efficient installation made to our general manager and in the press, the restrooms opening is now four months behind schedule. >> they had some unforeseen delays on their side, some staff out and then, um, you know, i think the cost of construction
