peeks around the bay area. saw a dusting of snow today. check out these images from lick observatory at mount hamilton. you can see the snow starting to pile up in san francisco. check out this sinkhole that opened up on 14th street between guerrero and valencia. we're told one car that drove into it got two flat tires. the block is closed until crews can fix it. the cause of that sinkhole has not been determined. >> looks like it goes really deep. >> too scary. all right, let's bring in abc seven news. weather anchor spencer christian. >> all right. spencer, how much more wet weather will we get today? >> just a little bit because those peeks of sunshine are going to expand into extended gazes in just a couple of days. let's take a look at live doppler seven. you can see that the storm is really breaking up into scattered showers, but some of those showers are producing downpours, mainly in the santa cruz mountains, right now. in fact, in the la honda area, we've got some pretty heavy rain right now. again, it's isolated, but it's a heavy downpour. so let's bring in the exclusive abc

seven storm impact scale. this is a level one storm through this evening. we expect more scattered showers, but they will become more widely scattered later. in the evening. maybe a couple of isolated downpours. winds gusting 15 to 35mph. as we look at the forecast animation, you can see that after about 9:00, there won't be much left to this storm, just a couple of little impulses moving through, producing some brief showers. and after midnight it should be just about over. also later tonight, the wind gusts will diminish. we'll be left with rainfall totals generally under five hundredths of an inch of rain, but cold air is coming in behind it. i'll tell you about this frost advisory and the seven day outlook a little bit later. >> dan and omar okay, spencer, thanks very much. uh- p-g-and-e's crews are making progress to get the power back on. here's a look at the outage map right now. at last check about 26,000 customers are still without electricity across the bay area, but that is down from 38,000 earlier today. >> the majority of the power outages are in the north bay. abc seven news reporter tara campbell has been talking to p-g-and-e's and the people who live there, and she's here live

for us tonight. tara yeah, yeah. >> ama. well, earlier today, when we were here at the service center, it was one crew after another leaving as we were getting details from p-g-and-e's. and as you can see behind me, you may be able to uh. we did have a few trucks coming in just a few moments ago, but we were out earlier today. speaking to folks who still are experiencing these power outages right up there here. >> the tree went through my brother's truck. >> residents in west marin county and beyond are still wrestling with the aftermath of sunday's massive storm. >> way up on the hill up there, it uprooted, fell all the way across, almost hit the house and took out his new truck. anthony giacomi lives in san geronimo valley, an area still without power. you end up throwing your food away if you don't have a generator and you should have a generator for heat p-g-and-e's crews out in full force across the north bay, calling it the most damaging single day storm ever. >> on sunday, we experienced a significant storm. in fact, the

most powerful storm uh- most damaging storm in p-g-and-e's history in sonoma county, some businesses are still closed. >> trees still blocking roads and more wet, windy conditions. >> more than 2000 spans of wire that have been damaged that we need to re string uh- 750 poles that have been damaged and need to be replaced. uh, and multiple locations of either cross arm or transformer damage that again need to be repaired and replaced. >> and while most people's power has been restored, there are still some tough to reach places in many cases, those are the most challenging and damaged locations, with access issues, including multiple trees down road access in some cases having to hike in or restore power by helicopter, and pga, he says. for some customers, there could still be a bit of a wait, but we do have estimated times of restoration tomorrow and friday and even into the weekend in some cases. meanwhile, back in west marin, some residents are just grateful they dodged the damage.

>> it's been wild. we live up near up with next to the big trees right above us, so we had some big top of a big fir tree come down, but luckily we were lucky. now as you just saw in that story, there are still plenty of trees down, power lines as and as png, png crews work on restoring this power. >> they're asking people to be careful if you're out there driving or walking. while most people may have their power back, there are still plenty of hazardous spots throughout the bay area, particularly up here in the north bay. dan. ama. >> all right, tara, thank you for that update in south san jose, students are going to school without power and without heat. >> abc7 news south bay reporter dustin dorsey spoke with frustrated parents, all wondering when the lights will come back on. >> first, students at baldwin elementary school in south san jose, their morning checklist consisted of packing books, backpacks and flashlight lights. power has been off here since sunday, but classes have been on. >> it's a little troublesome

because the kids don't have heat. do they have lights? and primarily safety? um, that's our my main concerns pictures shared with us show very little light put out by lanterns and power strips packed with plugs. >> the students, meanwhile, looking pretty chilly on what was a wet, windy and cold day in san jose and co doesn't have a strict temperature range, but it does say that it has to be within a comfortable, uh, conditions. >> um, that might not be the exact wording, but it does say that. and it also mentions that there has to be adequate lighting, um, in order for school to be in session. i think that my interpretation of adequate might have been different than the superintendent's. the oak grove school district said the students are being cared for and in a safe environment, but school was optional. >> the district gave guardians the choice to keep their children home. after three days in the cold and dark, the district and its families are all hoping for the same thing. >> well, i hope the electricity comes back as soon as possible because the kids need lights, you know.

the 40 niners thus far. just because i don't have to run around on a bad field. uh- the quality of the 40 niners practice field is once again an issue that started on monday. the niners, they're not happy with it at unlv, nfl commissioner roger goodell said, quote unquote, the field is playable. that's not great. it's playable though. and today the nfl players association weighed in on this matter, saying that field is not up to snuff. the 40 niners at this point clearly irritated by the situation. now, we had a normal practice and you we didn't practice there the rest of the week. >> oh yeah. we're not going to change our whole schedule up. we'd have to go to early in the morning, mess everything up. so this is the best choice we got. >> are you satisfied with that choice? >> um, we're here. we're practicing on it. i mean, everyone has their preferences and wish things were better, but we'll deal with the field how it is. >> i mean, today we didn't have as an aggressive practice just in terms of the hard running, the cutting and stuff. that's

tomorrow. so so, uh, but today i feel like it was pretty good, just in terms of us getting out there and, and sort of you know, moving around, you know, light running and whatnot. so, um, that was that. so we'll see tomorrow though, how it is. >> and this is clearly a situation that needs to be monitored. the problem is that the nfl decided to lay a grass field over the top of the artificial turf surface at the university of nevada, las vegas, and that field is spongy and we've had a ton of rain, so that isn't helping either. there are patches of that field where it looks like the grass has died, and you just don't want to risk injury to anybody heading into the super bowl. if you're wondering about the chiefs, the chiefs are technically the home team for super bowl 58. this flip flops every year between the nfc and the afc. so the chiefs got their choice and they chose the raiders indoor facility so they don't have to deal with any of this. uh, but

shocked by its high construction costs, delays and politics surrounding it. there is finally a new date for its ultimate installation. abc seven news reporter lyanne melendez is in the newsroom with the how when and leanne why? for pete's sakes , it's taken so long. >> dan, what a saga this has been. this was a journey that started with $1.7 million in state funding. then the outrage of the community. then two out of state business owners saving the day. and now finally, a date for the installation. of what may be the most coveted toilet in the history of san francisco. the noe valley town square is a small refuge in a bustling little neighborhood where reading is rewarded. dogs are looked after and camping is certainly not allowed. there's no smoking, no feeding the birds, no littering, no glass containers and still no bathroom . >> but it would be helpful to have a toilet here because there

are very few. there's no public toilets on 24th street at all. >> for people who are just visiting, you know, a tourist who's got a got to go. we have an emergency. >> we have to make a pee pee. it's good to have a toilet. >> the drama surrounding the proposed toilet reads like an afternoon soap opera. the initial cost of $1.7 million shocked even the most skeptical of san franciscans. how could a 150 square foot bathroom cost that much? >> why not? why would it be? you know, is the city? >> last year the city's recreation and parks department gave us a long list of things involved when building a no frills bathroom, such as landscaping, design permits and environmental reviews. >> staff time permit fees, and architecture and engineer ing required to make sure everything works and fits together. >> but when people. criticized it for being financially excessive, the city backed off and turned to two out of state vendors who offered to donate a prefabricated, modular bathroom

and provide free architect and engineering services. all they needed to do was to find local union workers to install the toilet. at the time, it was good publicity. after all, the noe valley public toilet is so notorious that it now has its own wikipedia page. >> it was longer than typical. >> chad kaufman is the owner of public restroom company donating the toilet based in nevada for him, dealing with san francisco was convoluted building process has been a lesson in patience. >> municipal government just has to go through these proper procedures and every city is different. every county is different across the united states. it's just the way it is. >> meanwhile, the other donating company, volumetric building, complained that the high cost of local construction had delayed the installation. then that prompted rec and parks to write them a letter stating, quote. unfortunately, despite assurances of an efficient installation made to our general manager and in the press, the

restroom opening is now four months behind schedule. >> they had some unforeseen delays on their side, some staff out and then, um, you know, i think the cost of construction in san francisco was a little shocking to them. but all the issues have been resolved and we're very grateful for their gift. and um, everything's in place now. >> the residents of noe valley will finally get their bathroom. the on site construction preparations will begin next monday, and the bathroom delivered on march 7th. kaufman believes residents will be pleasantly surprised with the final product. >> chad. it was more than i expected. it was more than i expected. >> and as the neighborhood waits in anticipation for it to arrive, the lot is being put to good use by those faithful companion sons. now reckon parks will have spent only $300,000 to cover their end of the deal, so

still have a couple left. there's not much left to the storm, especially in the more densely populated areas. but over in the santa cruz mountains, we've got some downpours right now and excuse me, southeast of morgan hill, some steady rain as well. so here's what's left of the system. you can see the main body of the storm sweeping. well to our south and southeast. so just a few more sprinkles and scattered showers tonight and we should be out of this rain. so move along and take a look at the exclusive abc seven storm impact scale. this is a level one storm through this evening. we expect a few more scattered showers, possibly a couple of isolated downpours. winds gusting up to about 35mph. but those wind gusts will diminish later tonight just as the rainfall is moving out as well. here's the forecast animation 830 tonight. maybe a little impulse swinging down from the north bay through the golden gate, down into the san jose area. then after that, not much at all. so after midnight or so we don't really expect any measurable rainfall. it is getting cooler as cold air is coming in behind the frontal system associated with this storm. you can see right now the

24 hour temperature change showing it's 3 to 5 degrees cooler right across the entire region. then last night at this time, it's a 50 right now in san francisco, 50 degrees also in san jose, san mateo and half moon bay. low 50s at oakland and hayward of the temperature readings as we look at traffic moving swiftly and smoothly across the golden gate, 48 degrees in santa rosa, petaluma, 46 upper 40s at napa, fairfield, livermore, concord at 50 degrees and we go to our frost advisory, which will be in effect from 10:00 tonight to 9 a.m. tomorrow for the north bay interior valleys. frost will form in numerous locations as low temperatures are expected to dip as low as about 33 degrees in the chilliest locations. in fact, as we look at the bigger picture of overnight lows, you can see we expect a mid to upper 30s in concord, livermore, fremont, up in the north bay, 33 at santa rosa, 36 at napa. so it's going to be pretty chilly. highs tomorrow with a possibly a couple of isolated showers in the mid 50s tomorrow. and we still have a coastal flood advisory in effect for the san francisco bay shoreline and the

steps to fight climate change. today the mayor signed a pledge to reject public investment in fossil fuel infrastructure projects, and abc seven news reporter anser hassan explains why the mayor believes that pledge will lead to real change. >> climate change with the stroke of a pen, antioch becomes the first us city to pledge to no new invest of public money in fossil fuels. >> our city. we have a we have a lot to do as it relates to mitigating climate change. and obviously one city can't do it all by itself. and so i'm happy to be the first mayor to do this. antioch mayor lamar hernandez thorpe signed the global mayoral pledge put forth by pacific environment, the organization works with the united nations to push for systemic environmental reform. >> he commits to removing authority. from existing land use documents for any new, renewed or expanded fossil fuel infrastructure on city property. >> mayor hernandez thorpe says

about the safety of driverless cars. >> abc seven news reporter luz pena has the story. a couple minutes into his waymo ride, robert moreno said the cool feeling of getting an invitation to ride on a driverless vehicle quickly shifted. >> and some some panic set in. >> um, just owing to the situation itself on saturday, robert and his husband said a person who looked homeless was trying to cover the sensors of the vehicle. >> as the light turned green. >> we felt trapped in the sense that we didn't know what to do in that instance. we didn't really have an understanding. do we get out? was it safe to get out of the car? >> were you concerned for your safety? >> we were, because of the situation. >> the vehicle didn't move and minutes later that person walked away. waymo emailed them, saying in part, when a pedestrian attacks the vehicle, we advise riders to remain inside the vehicle. we looked into the potential of someone getting inside the vehicle. now, when a waymo is active, the door

handles are hidden. as you can see, no one can get inside the vehicle from the outside. the only way to get in the vehicle is to click on lock. that's when the handles pop out. scott mora, uc berkeley's faculty director for the program for advanced transportation technology, or path, explained why the waymo vehicle responded the way it did when those sensors are blocked, it's equivalent to basically someone putting a blindfold over the eyes of a driver and they're unable to move sensors and visibility are key. on tuesday in the potrero hill neighborhood, a cyclist was hit by one of these vehicles. in a statement, waymo said in part the cyclist was occluded by the truck and quickly followed behind it, crossing into the waymo vehicles path when they became fully visible. our vehicle applied heavy braking but was not able to avoid the collision. >> we're really relieved that it seems that the person's injuries were minor, but they very easily

could have been much worse. the response that we saw from waymo seeks to put the cause of the crash onto the person who was biking. >> we studied the safety of avs and it's not there yet. it's not human level safe to robert. >> he blames the challenges of the city, not waymo. >> an experience like this. um, it is a teaching moment in san francisco. >> luz pena abc seven news. new developments former oakland police chief laurent armstrong is suing the city of oakland and mayor shengtao over his firing last year. >> the suit claims armstrong was fired for criticizing the federal monitor overseeing the police department. his attorney claims the decision by mayor to violate labor law, and armstrong first amendment rights. >> she was involved. he made the decision and she underscored and described that hasty decision to terminate him, that the reasons were retaliatory. >> mayor tao fired armstrong a

year ago this month, claiming he mishandled misconduct charges against a police officer. an independent auditor cleared armstrong of any wrongdoing. in september. tao refused to comment about this. today, the city's attorney, the city attorney's office, did not return our calls either. it was last january when oakland was hit with a ransomware attack. it paid nothing but more than 600gb of sensitive information were dumped onto the dark web, including home addresses, driver's licenses and social security numbers. the town secured $10 million in funding to strengthen its information systems going forward. now, it turns out cyber criminals raked in a record amount in ransom payments last year, according to a report released today by crypto tracking firm chainalysis. cyber criminals extorted $1.1 billion from organizations around the world last year. ransom payments nearly doubled those in 2022, an increase share increasing share of ransoms paid are reportedly
