crimes, especially in oakland. >> as the governor pointed out, we're experiencing a raise in crime. the crime rates here are excessive and they need to be dealt with. >> three attorneys from the judge advocate general, or jag, have been assigned to work with the da's office. the goal is to help investigate, analyze and prosecute felonies. governor newsom saying an arrest isn't enough. justice demands a suspects are appropriately prosecuted. >> it is consistent with the governor's plan to bring the california highway patrol the surge that is coming to alameda county. >> carl chan is part of the campaign to recall da price. he met with governor newsom along with other community leaders, in january to discuss solutions to oakland's rising crime. chan claims da price is soft on crime and told newsom there needs to be more prosecutions. he welcomes the governor's action. >> when our police departments you know, are, you know, doing a good job of apprehending criminals. but unfortunately, you know, the da, you know,

catch and release would not work well, i think it's a terrible idea. >> i think it's an absurd, terrible idea. brandon woods is the alameda county public defender. >> he argues that prosecutions are happening in alameda county and that this will just lead to mass incarcerate, especially of people of color. >> i've got a concern about people who are going to come in and maybe litigate a try case to try to negotiate. cases aren't familiar with our culture, aren't familiar with the history of abuse by the oakland police department, aren't aware of actually what happens in our communities. >> christine soto deberry is executive director of the prosecutor alliance of california. she adds that this should not reflect on da price's ability to do her job. but the governor often steps in to help different counties. >> when we have the opportunity to get support from the governor or the attorney general or the highway patrol, da price is wise. and opening her arms and welcoming that support and those additional resources in oakland, anser hassan abc seven news california attorney general rob bonta spoke with abc seven news

earlier today about the plan to send prosecutors to alameda county. >> that's what we do when there are when the evidence and the data show what exists here in oakland, that there are spikes in crime, uh- uh- much higher than other levels in the state of california. so we need to be responsive to it. we need to hold people accountable, accountable, and we need to work together to deliver the results that the people of oakland and the east bay deserve, and they deserve their leaders working together and we're delivering that. today's announcement comes at a really tumultuous time in oakland. >> so earlier today on getting answers. anchor kristen sze asked abc seven news insider phil matier will this be viewed as a strong statement, a smart move on the governor's part? it's both. >> it's meant as a smart move in that, okay, let's say, he says i'm bringing in prosecutors to help out, whether it's for organized crime or very serious crimes or something like that. in other words, nothing that sort of violates the progressive ideal of we don't want to just lock up everybody, but we're going to go after, as they like

to say, the bad actors. uh, so it's good politics. on the governor's part. and it also makes a statement to the rest of the country that when asked, he says, yes, i am doing this. i am making these moves. this type of stepped up enforcement is not new in the bay area. >> you may remember last april, governor newsom announced a partnership to combat fentanyl trafficking in san francisco. chp officers started patrolling the tenderloin and south of market neighborhoods. abc seven news tracked the numbers and found just in the first three months, officers seized 103 kilos of narcotics. nearly half of that fentanyl, more than 300 suspected drug dealers were arrested at the santa clara county sheriff's office is cracking down on thieves with its new retail theft task force. >> it's already getting results. check out the pictures that they tweeted. officers set up a blitz operation at the target in cupertino, which has been robbed more than 50 times this year. the operation yesterday netted seven suspects caught stealing merchandise. the sheriff's

office says that similar operations will be set up around the county to combat the rise in crime. ten years ago, california voters passed prop 47 to reduce prison overcrowding. it's done that, but the mayors of san francisco and san jose are among those who say it has caused more harm than good. abc seven news south bay reporter dustin dorsey explains the plan to fix what they believe is a mistake. >> it was supposed to make us safer, but a growing number of people believe it's doing the exact opposite. approved in 2014, prop 47 aimed to lower the prison population by reducing most drug possession offenses and thefts of property valued under $950 from felonies to misdemeanors. but san jose mayor matt mehan is worried about the unintended consequence. >> a small number of people brazenly commit crime without fear of accountability. we people are so trapped in addiction that they refuse services and subsist in misery on our streets. >> mehan and san francisco mayor

london breed are among those hoping to see prop 47 reform on the november 2024 ballot. the petition calls to reclassify theft with two or more prior convictions as a felony. mental health and addiction services will be mandated for felony charges, and refusal will lead to up to three years in prison and fentanyl dealers will face felonies. marlene harden lost her 18 year old daughter to drugs. she supports the bill change. >> we will never get ahead of this problem until fentanyl dealers face serious consequences. i urge everyone to sign this measure so we can get it on the ballot. the safety and lives of our loved ones depend on it. the goal of prop 47 was to lower incarceration rates, which are. >> abc seven news data team found to be the case. however, california's homelessness population has gone up. mehan says 47 prevents judges from mandating mental health or addiction treatment. supporters of the reforms say prop 47 has also led to a rise in retail theft, with no true threat of punishment in place. our data found a spike at first, but an overall downward trend in

shoplifting after that, californians for safety and justice executive director christine soto deberry says jail time does not deter crime. the threat of being caught does. those are the most effective solutions we can have currently. >> most property crime only about 10% result in arrests. we can do better than that. and those are the types of solutions that will actually reduce crime. >> deberry says the data needs to drive policy decisions in order to create a safer community in the bay area and beyond. dustin dawsey abc seven news. >> a group of doctors and public health professionals in san francisco is voicing opposition to proposition f on the upcoming city ballot. prop f would cut off public assistance to people on welfare who are suspected of using drugs unless they agree to enter a drug treatment program. opponents are saying that's not only ineffective, but also creates barriers to getting real help for those who need it. >> this measure was not written by any licensed substance use disorder treatment providers, nor were any consultant. this measure was written around a

singular polling question, and has no evidence to prove it will work. to address substance use disorder in any meaningful way. prop f blurs the line between care and punishment. it harms people for their illness and dangerously undermines overdose prevention and recovery. >> voting is already underway for the march 5th primary election. all registered voters in california receive a vote by mail ballot thanks to a post pandemic law signed in 2021. california primary is on march 5th, last day to register to vote is february 20th. >> a muni bus crashed in daly city this afternoon. it went over the sidewalk and stopped between a traffic pole and a tree. this happened along the 14 and 14 are line in the mission, and flournoy streets area. this route runs from the ferry building in san francisco to the daly city bart station. the sfmta says to expect delays as a result. there's no information about what caused this crash or whether anyone was hurt. we're still checking on that. in clayton, a broken water main

an hour ago. sky seven got this video of the single engine two seater nose down just south of poplar beach in half moon bay. this is a couple of miles north of the ritz carlton. if you know that area. the pilot was not there when the san mateo county sheriff's office got to the beach. authorities are still looking for whoever was on board that plane. and meantime, new details on another plane crash. a deadly one also near half moon bay. the preliminary report from the ntsb released today confirms witness statements show that the plane was in distress, with the

engine making a coughing, choking noise immediately after takeoff from the half moon bay airport. their report includes this image showing the plane's flight path. it took off about 7 p.m. on january 14th and climbed to 250ft in the air. that was as high as it got. the last recorded data point was less than a minute after takeoff. debris was found in the ocean nearby. the bodies of three of the four people on board that plane have now been recovered. >> developing news on the progress to restore power to p-g-and-e's customers, here is a look at the outage map. it's down to about 8500 customers without power. check out the progress p-g-and-e's made during sunday's storm. nearly 400,000 customers lost power. a san francisco street has reopened after crews patched a sinkhole that developed yesterday. this is in the mission 14th street between guerrero and valencia. yesterday, a car went through the sinkhole and got two flat tires. took crews more than 12 hours to repair the road. cause of the sinkhole still has not

going to keep spotty showers in the forecast late tonight. frost advisory goes up for inland areas. that's the valleys, the hills. and then tomorrow through the weekend, mostly sunny and milder weather coming your way. all right. let's talk about super bowl sunday outside of allegiant stadium in las vegas when the niners and the chiefs duke it out at kickoff 54. bright sunny skies. fourth quarter. we're talking mostly clear, but it will get breezy 49 degrees and cool. speaking of cool, let's talk about our temperatures 40s and 50s tonight. right. look at this as we head towards late tonight. already in the low 40s. and then we're going to be dropping into the 30s by tomorrow morning. you will feel that chill. bring any of your sensitive plants inside or cover them because it will definitely be cold enough for frost. we do have a coastal flood advisory due to those high tides, minor low lying flooding in effect until 1 p.m. saturday. the high tides, generally speaking, will cause that flooding between 8 a.m. and noon every single day tomorrow morning, 34 degrees in santa rosa, 35 livermore, 36 napa.

55 or 65 miles an hour. >> this plan has been in the works since 2018. why has this taken so long? >> it's a great question. um, one was the need to come up with this new, uh, toll collection and accounting system, the system that we have now is a little over ten years old. bay area commuters have been waiting for it, but it would be better to just go back and forth with out hesitating and stopping, slowing down. >> in 2017, a bay bridge toll worker was killed after a drunk driver crashed into the booth during the pandemic. human toll collectors were removed, but the empty booths have also been a hazard. in october of 2023, a semi truck crashed into a toll booth on the westbound lanes of the richmond-san rafael bridge and the driver was killed. >> this is safer because i'm not stopping and i'm not worried. worried about, uh, a car behind me. according to the bay area

announcing thursday a suspect in two cold cases, the 1972 rape and murder of schoolteacher and mother of six, nellie hicks, and the rape and murder of teresa pica in hayward. in 1979, the newark police department is proud to be here alongside hayward police department to finally provide closure for the hicks and pica families. investigators using advancements in dna technology to catch fred bernard farnham describing the approach as similar to how the golden state killer was caught. >> genealogical dna technology was used, which allowed investigators to identify fred bernard farnham as the man responsible for the sexual assault and murder of teresa pica, teresa pica, and nellie hicks were both found dead by family members. >> the suspect entering the homes and attacking the women while they were sleeping. >> farnham, who was from oregon, died in a hospital in 2007 at the age of 73 and criminal records show he was a convicted of a series of sexual assaults

in the bay area. >> farnham was born and raised in central california and moved to the south bay in the 50s. he then spent time moving around northern california before landing in cave junction, oregon . police believe he also spent time in nevada, north dakota, idaho, and alaska. >> we believe there may be other families and other agencies looking for closure in decades old cases, and we have shared information regarding farnham and his mode of operation through official law enforcement databases in the meantime, the families are finding some solace in the solving of these cases. >> i cannot express my gratitude enough for the police department. all of them worked extremely hard to bring closure to our family. >> tara campbell, abc seven news. >> five us marines aboard a helicopter that went down in the mountains near san diego are now confirmed dead. the names of those marines have not been

released. the helicopter left an air force base outside las vegas tuesday night, stopped in imperial county to refuel, but then failed to arrive as scheduled in san diego. wednesday morning, search teams found the helicopter debris field. >> our report released today revealed special counsel robert her will not prosecute president biden for his mishandling of documents. instead, it depicts him as a forgetful old man at the white house about an hour ago. the president snapped back at reporters, asking him about his age and memory issues. >> in his description. you are a well-meaning elderly man with a poor memory. >> i'm well meaning, and i'm an elderly man, and i know what the hell i'm doing. i've been president and i put this country back on its feet. i don't need his recommendation. it's totally out of your memory. >> and can you continue as president? >> if my memory is so bad, i let you speak. >> this all comes after a year long investigation into the president's handling of classified materials that were discovered during a search of

hotel and casino las vegas does have bay area ties. >> these are the gentlemen that came down from oakland. >> jeff victor, vice president of the hotel and casino, says this group consisted of eight partners and 23 investors. they renamed the casino operations here the golden gate casino. >> they were from the bay area. and so they wanted a market differentiator. >> at the time, the hotel was named the sal segev, which is las vegas backwards, which was eventually changed. it's the golden gate bridge image that can be seen on all of the old art that's here. the dealers wore these change vests, the old whiskey bottles have the golden gate bridge image ingrained on the side. hotel was actually built in 1905 and is expanded over and over again through the years, but the original ten rooms are still here. the old building is on this end of the hallway, and the newer building is that way. people back then were a lot smaller and that could be seen with my head nearly hitting the top of the doorway. i need coming to the main section of this dresser,

>> all right. thank you jr i know. >> all right good stuff. now even though the super bowl is being played of course in las vegas there's plenty going on in san francisco as well. there are two watch parties to talk about the crossing at east cut and thrive city that will be taking place as watch parties. the crossing at east cut is the site of the former transbay terminal. it's located at howard and main streets. thrive city is outside chase center. as you know, the home of the warriors. now, this is the first time it's hosting a 40 niners watch party. doors open at 2 p.m. will before the super bowl kick off at 330 in the afternoon. the event is free. the game will be streamed on the largest outdoor video board anywhere in san francisco. so if you go, you will be able to see. and if you're heading to san francisco, heads up that the chp is closing some off ramps into the city from both 101 and 280 as well. here's a map of what's affected the mission street devoe street off ramp
