how's the weather shaping? it's going to be nice. >> you know, it has been dry, but we haven't had full sunshine. we're going to work on that today because we'll have a little bit more cloud cover. arriving for your sunday. but as we look at live doppler seven, it is quiet right now. we do have an advisory for the eastern hills of santa clara, where it is awfully chilly. frost through about 9 a.m. and also a coastal flood advisory until 1:00. so between 8:00 and noon, likely due to the higher tides, some nuisance flooding there. otherwise see that 37 santa rosa , 35 in danville, 38 in concord and livermore. so pretty chilly out there. but compared to yesterday, not really. it's even a little bit milder then your friday. there's a look at the south bay and throughout the next several hours we'll be looking at some 40s and then 50s by noontime with mostly sunny conditions. and by the afternoon bay shore and inland will see low to mid 60s. so a milder day today we'll talk about how long

this dry weather lasts. coming up steph. >> all right lisa thank you. developing news now a shelter in place order is now lifted after a shooting last night at uc berkeley's campus. police were called about the shooting just before 9 p.m. outside. the student union in sproul plaza. cell phone video from inside the building. take a look. shows students here running for safety. university officials confirmed nine shots were fired before the shooter was arrested. we happen to notice a bunch of cops drive by where we were, so we came to check it out and we were standing by the student union and somebody was getting pinned to the floor and then carried to the car. >> i was a little bit shocked that this all happened like in the student building, like you hear of shots taking place around the surrounding area, but you never really see it happen in, in the university's building. so i'm wondering what the school is going to do about security measures. >> video shows police taking a man into custody here. we have

thursday and rushed out with more than 20 iphones, ipads and macbooks. three people were arrested for a similar robbery at the same store the day before . police say there has been at least five robbery attempts at the store since the start of the year. well, new plans could have the state, not the city of oakland, oversees surveillance technology in the city. the news site oakland side reports the state is considering having the chp control the city's network of 300 license plate reading cameras. they would be used to spot stolen or wanted vehicles that may be involved in a crime. plans for the system were approved by the oakland city council last year. the suspects arrested for the killing of a tv station security guard in oakland will face new gang enhancements in the case. alameda county district attorney pamela price said the enhancements have been added against all three men accused in the deadly shooting of kevin nishida. he was killed while guarding a news crew back in 2021. >> the previous prosecutors who charged the case under my

they're getting ready for the big super bowl tomorrow. time now is 512. cisco will lay off thousands of employees as a part of restructuring plan. that's according to reuters executives of the san jose based technology giant say they want to focus on the company's high growth areas. cisco has nearly 85,000 employees, though the company is still deciding on how exactly many total workers they are going to cut. an official announcement could come as early as next week. new video shows the dramatic moments before a small plane crashed yesterday in half moon bay. you can see the

debris a single engine plane lose altitude as it flew along the coast. police say they arrested a 50 year old miami man for stealing the plane, but have not revealed how he gained access to it. investigators say the plane was stolen from a palo alto airport flown 27 miles before it landed on poplar beach. an aviation expert told abc seven news. the man likely had experience as a pilot taking us off is probably more difficult than landing a citabria and in fact, the takeoff for a citabria is considerably more difficult than most small airplanes. citabria planes don't require a key to start, so stealing it may not have been hard to do the start of lunar new year, and that means fireworks, food, and good fortune. this is what things look like in san francisco's chinatown around midnight, right? it is the year of the dragon, and preparations have been underway all across

the bay area for celebrations. the piedmont asian american club hosted more than 300 community members to celebrate the year of the dragon. people experienced a variety of traditional arts and food, and several piedmont high school student volunteers also helped special presentations, traditional dances, and musical performances. event organizers say the event shows the impact of asian culture throughout communities. >> it's a testament to piedmont and our community that people want to come together. they want to learn about asian culture and we as an asian community want to share back with them. >> there will be events happening across the bay area this weekend to honor the lunar new year, including in both oakland and san francisco. also this weekend is super bowl weekend of course, and the south bay is lit up in red and gold. different landmarks and sites around san jose are supporting the niners spirit ahead of the big game tomorrow. and this is a look at just a few of the 12 locations. they include city

are going to be light. this is 2:00, about 60 degrees, and with those light winds turning easterly, dropping into the 50s and then 40s by 7:00, bayside about the same, maybe a few degrees warmer. and by the dinner hour certainly need a jacket out there. the coast will be cooler mid 50s and into the low 50s by 7:00. live doppler seven. very quiet out there. nothing going on, and we're going to keep it that way for the next several days. it is 43, in hayward in san jose. check out that 38 in livermore, danville. it is chilly in the mid 30s and 37. santa rosa. so we do have that frost that is forming in and around some places around the bay, especially the east bay hills there and the santa clara hills. so be careful of that sunny and milder today. looking at nice day for outdoor viewing tomorrow for the super bowl. maybe a few extra clouds and then the wet pattern returns. could be as early as overnight wednesday into thursday, and we are

looking at a lot of rain once again. so here's a look at our dry saturday, sunday, monday, tuesday, and then the rain chances coming up to about 50% overnight. this is a ten day outlook overnight wednesday into thursday. so ten days from now we're looking at over two inches in santa rosa, an inch and a half in san francisco. and you can see san jose. so we are certainly going to get back into a wet and windy pattern. so make sure you get out and enjoy what we have going on today, especially if you're headed out for a lunar new year celebrations where temple is starting out chilly in the upper 40s with that light northeast wind, and then we'll get into full sunshine with upper 50s. just a milder day for everyone today. beautiful out there. and then by the evening hours, certainly getting a bit cooler into the lower 50s. so back home for everyone else looking at highs today, if not in the upper 50s, how about some low 60s? so nice day from 60 in richmond and fremont with 63 in san jose and the accuweather seven day forecast. well, we don't have

at several stores, including both walmart and amazon. if you have one, you can get a replacement or a full refund. lawmakers and environmental groups gathered in east palo alto to push for money to combat flooding and sea level rise. they unveiled the plan at cooley landing as the king tide was rising alongside the park. san mateo county assembly member dianne pappin is coauthoring a bond measure for the november ballot. backers want to make up for hundreds of millions of dollars in sea level adaption funds being cut from the proposed state budget. >> that happens because wetlands during high storm events, they act as a sponge. they can hold water that would otherwise threaten to overtop levees and when they're combined with levees and other types of protection, they can protect people and property and habitat. advocates estimate the san francisco bay needs roughly 100,000 acres of restored wetlands for a flood resistant environment.

>> the solano county. now, there are new concerns being raised about the plan to build a new city. the issue is the security around travis air force base and this morning, we want to take a closer look at what congressional leaders say are key problems with california. forever's newly released ballot initiative. we've heard a lot about this new proposed city in solano county. >> it will be smaller than vacaville and smaller than vallejo. >> everywhere there is actually a mix of uses we have enough water. >> this was all part of california forever's pitch to voters. last month, ceo jan sramek revealed a ballot initiative detailing what it would all look like, including his vision and goals. for this being a big one. >> and our first goal was to make sure that it would be a great neighbor to travis. we knew that we had to protect the base. >> congressman john garamendi is raising new concerns. that's not happening. >> if this city has ever built, as proposed in the initiative, travis air force base will be in deep existential trouble following a meeting with high

ranking u.s. air force officials, garamendi says travis air force base is concerned because the coordinates for this new city are directly beneath flight zones if built, he says, critical training for combat missions, also known as sorties, would be impossible to do. right now, 120,000 times a year on average. travis air force base conducts night vision sorties as though they were operating in a war zone, having to land on a contested air base that would be impossible if there's a city, because of the ambient light from the city. >> the commercial community development released these maps last month, showing the security buffer around the base, seen here in light green, he says it's nearly doubled, illustrated with the orange on this map. we are also locating the community 100% outside of the noise contours and outside of the accident potential zones. >> but this map obtained by the i-team shows a different perspective of the proposed new city is pushing into the

military space designated for radar patterns and airspace. seen here colored in turquoise and green, the map also shows two red dots labeled museum and creed, where sources say those critical training operations take place. those locations are bordering the city's blueprint. garamendi says that would interfere with practice for combat missions, also known in the military as daytime sorties. >> their daytime time sorties, practice sorties would be directly over a good portion of that city, where they fly at a high altitude, descend very, very rapidly to 503, make a very tight turn onto a very short runway. they will not be able to do that. if that city has ever built. >> this wasn't a problem until now, in part because the land that borders the base has always been zoned for agricultural use. so the only witnesses to these practices are mostly cows, sheep and endless miles of grazing land. we reached out to

california forever about these concerns and received the following statement saying, california forever's top priority has always been protecting and supporting travis air force base. that's why we carefully chose a location for the new community that fully complies with all regulations that address the impact of air flight operations on land use around the base. the question is, will the plans change now? schrameck announced last month they hope to permit solar farms in the area around the base. at least seven other military bases across the country we know of have gone solar. but garamendi says solar panels in that immediate area would pose a reflection hazard to pilots landing at the base. coming up in our next half hour on abc, seven mornings, a refresh for a popular tourist base. what's planned for powell street and san francisco, and the financial controversy that may come with it. then abc seven is live in las vegas, one day ahead of the big matchup between t

good morning. we're starting this half hour with a look at the weather and some calm days ahead. >> yes, it's nice to have that for sure. as we start out, and certainly chilly though we have our frost advisory for the eastern hills of the santa clara valley. and you'll notice that down towards danville and livermore. look at those mid and upper 30s, certainly chilly out there, 38 in concord with upper 40s in san francisco, so certainly milder by the bay. and that brings us up from where we were yesterday. at this time, believe it or not, napa has not chilled out as much as the rest of the bay in the east bay. and there we have that advisory until 9:00. this will go ahead and continue from tonight into your sunday morning. coastal flood advisory until 1:00. we've got those unusually higher tides, so a little minor flooding on the roadways and the parking lots. and as we go through the next few hours in the 40s, uh- eight, 9:00 hour, and then we're into the 50s, upper 50s by noontime. look what

happens by later. 3:00 how about some 60s arriving? yeah, it's going to be just as nice for super bowl sunday. steph >> all right lisa thank you. speaking of we are just a little over 24 hours away from the super bowl. the 40 niners will face the kansas city chiefs, a rematch of the super bowl in 2019. and we're already feeling the excitement and energy here in the bay area. and so is las vegas. hosting a super bowl is a first for sin city, but it's not the big game that's made vegas the well-known city it already is. some might say much of its status is owed to the neon and led signs that are instantly recognizable. abc seven news reporter zach fuentes has been in las vegas all week and has more on who's behind some of the most classic and innovative signs throughout the city, and he's live there now in front of the most iconic one. good morning zach. >> good morning. to you stephanie. and that most iconic one right now. like so many other signs and buildings here

in las vegas, is turned purple in honor of the super bowl this week. now, did you ever think about those people, the ones who construct and maintain these signs? i can tell you i'm a vegas native and it really never crossed my mind. but let me just tell you, it is an incredible team of people. they're creating literal magic. i got to see it firsthand and even got to try a little bit of it myself. welcome to fabulous las vegas. it's one of the most iconic signs in the world, but like anything, sometimes it needs a little maintenance on this particular day, the neon m in the word welcome needed to be replaced. so it was yours truly to the rescue and i'm scared to death. got my hard hat on the fog here on. so i'm secure in this. um. doesn't mean i'm any less nervous. and if you pan the camera over there, there's a lot of people waiting to take a picture, and we're kind of being an obstruction at the moment. but this is all in the name of journalism and telling a very fun, important story. this super bowl week service journeyman kenny west sent me up in the cherry picker and once i was up, i got straight to work before

any of this was able to happen, though, that neon m had to be created for the 103 years. that kind of magic has been created by the incredible team at yesco custom electric signs. think of almost any neon or led sign in the city of las vegas, and yesco is likely behind it. constructing and maintaining the visual icons that make vegas, vegas. >> so my grandfather was here in the late 20s and early 30s, designing, building and installing signs before vegas was really more than just a train stop. >> yes, those facilities are not open to the public, but this super bowl week, they gave abc seven cameras a rare look inside, even creating a special sign to welcome us. abc seven in the house from the older neon lights and signs seen throughout places like downtown las vegas to the led lights at dazzle, people on the strip. yes, koh's work is behind most all of them. even at allegiant stadium, home of super bowl 58. you know, we're keeping those lights lit anyway, but you can imagine the pressure for us is the game has

gotten closer and everyone's coming to town. >> uh- of course we need to perform and be there for them because the stadium needs to look perfect. the led lighting, like allegiance, is a newer standard. >> there's still a demand in loving interest in classic neon lights, but fewer people and companies are able to create them. if there's anywhere it can be found, though, it's here at yesco. neon journeyman oscar gonzalez has been bending neon glass for more than 30 years. we found him making that letter m that i was tasked to install at the welcome to fabulous las vegas sign over a stencil. he marks the glass right where he wants to bend it. then he takes it to the fire. >> now what i have to do, i had to heat the glass to get the poem where i can bend it. >> after showing me how it's done, i then get a turn. we have our mark here. that mark is in place and this is the area i have to bend. here we go. how did i do it? bend after the glass is made into that m. it's now ready to head to the pumping system to fill it with neon gas and other elements that, and after a test with this device,
