including a four year old. two four year old twin boys. good evening. thanks for joining us. i'm dan ashley, and i'm karina nova. >> sources tell abc seven that this appears to be the murder suicide of a young family. abc seven news i-team reporter stephanie sierra has been following the latest on the investigation, joins us live from san mateo police headquarters with the very latest. >> steph. yeah dan and karina. >> investigators are still piecing through the evidence at this hour. and we're learning disturbing new details about how this all happened, including how the two four year old twin boys are believed to have been killed . an unusual tragedy out of a safe, quiet san mateo neighborhood. >> and anytime there's kids involved that sucks. >> a family of four found dead inside this home along the 1400 block of alameda de la pulgas monday morning, investigators say among the victims are four year old twins, the adults believed to be their parents. >> two children were found dead on scene. um, there. cause of

death is still under investigation. >> sources tell the i-team evidence shows the young twins were likely poisoned. >> the adult male and the adult female were found dead inside of a bathroom. um, and they had gunshot wounds. >> sources close to the investigation say the incident is believed to be a murder suicide, where the father shot and killed the mother in the bathroom before killing himself. we're told it appears the mother tried to fight back and was found with defensive wounds. >> the pistol that was that we believe was used in the case was found in the bathroom. the coroner's currently have the bodies and doing an autopsy to further determine, um, who actually was the suspect. >> investigators say when they arrived on scene initially for a welfare check, all the doors and windows were locked except one in the front of the home. i couldn't believe it. the community is left in shock. neighbor steve lives nearby. >> it's actually a pretty quiet neighborhood. it's you know, more older people and there are

some families moving in now. >> another neighbor described the two young boys she saw just last week. >> they were just like sweet little kids. you know, i just wanted to give them a hug. they would give me a high five. they would wave at me. >> according to several sources, the father worked in tech as far as a motive, investigators are still searching for clues as the community tries to cope with this disturbing tragedy. >> what could have happened? what on earth happened? and let me tell you, i didn't want to go to sleep last night. i i was a wreck, as you can hear, the community is truly shocked. >> something like this could have happened. we are told once the autopsies are complete, the victims will be identified. investigators tell us they've had some challenge getting a hold of the extended family, as many of them are overseas. in san mateo, stephanie sierra, abc seven news all right, stephanie, thank you for that update. >> the man accused of stealing a small plane and then crashing it

on the beach in half moon bay, appeared in court today to answer to those charges. 50 year-old luis gustavo juarez of miami refused a court appointed attorney. he says he wants to represent himself in the case. erice is charged with stealing a single engine plane from palo alto airport last week. the plane was flown about 30 miles, then made a hard landing on poplar beach. >> some local politics a former supervisor is entering the san francisco mayor's race and promising big changes if elected. mark farrell formally announced his candidacy this morning. farrell is a democrat but leans right. he wants mandatory holds on people who overdose on drugs and wants to clear homeless encampments. farrell blames mayor breed for the city's problems, and he's promising a harder line on crime , including firing the police chief and giving more money to the police department. >> i will work with our police department to aggressively enforce our laws while prioritizing adding more officers so that we can

drastically improve public safety. >> farrell, a venture capitalist, represented the marina district for eight years. he was interim mayor for six months after the sudden death of ed lee in the east bay, a historic agreement with two of the region's largest refineries, chevron and the martinez refining company, have dropped their lawsuits, contesting strict regulations by the bay area air quality management district. >> abc seven news reporter ryan curry looks at what this new agreement means, and what the refineries need to do now. chevron and the martinez refining company must now comply with regulation six, rule five, a measure that limits emissions from refineries as both had filed lawsuits challenging that measure. >> but on tuesday, the air district announced a settlement today is really about improving public health for residents who live near refineries. >> um, everyone, no matter where they live, deserves or has the right to breathe clean air, the air district says chevron must reduce 70% of emissions by july

of 2026. >> they will also have to pay $83 million for four years of noncompliance, and they must pay $20 million in fines for hundreds of other violations. mrc has to reduce emissions by 80% and they have to constantly monitor air pollution instead of testing every quarter. >> this rule was passed five years ago. all we were asking is the facilities to comply. they chose to sue us instead. uh, today they have agreed to drop that suit and comply with the rule as written. >> the settlement is drawing different reactions from the refineries. pbf energy says they are happy to work with the air district on their monitoring system, while chevron said in a statement, we are committed to working with agencies like the baaqmd on efforts to improve air quality. however, we remain concerned that the baaqmd rulemaking process is fundamentally broken. the air district says they pushed for penalties to make sure the companies, especially chevron, comply. >> the residents in richmond,

suffer the longer it takes to comply with the rule. we would rather have each facility comply now because there's health benefits, but the ongoing health impacts mean that we're going to have very high penalties, the air district says these are the strictest regulations in the country. >> they say they will continue to monitor the refineries to make sure they reduce their emissions. ryan curry, abc seven news. all right. >> let's take you outside for a live look at conditions. right now. we are once again getting ready for rain. a good bit of it seems for all the details on the timing, let's go to abc seven news meteorologist sandyha patel. sandhya yeah. >> dan it's going to all start tomorrow. so for valentine's. so let's take a look at live doppler seven. right now we do have a lot of clouds overhead in advance of this system. i'm going to widen the picture here because this light level one storm is moving in early tomorrow morning. and it will spread rain across the region. i'll give you a quick look at the timeline. so early tomorrow morning around 8:00 9:00, some showers begin to move into the

north bay, and then as we head towards 11 a.m, the rain begins to pick up. it's light to moderate in nature, starting to cross over into oakland, san francisco, and we're going to continue that trend into the late afternoon and evening. it is a level one rain, briefly heavy at times, slippery roads and breezy in spots. the biggest impact will be for the evening commute, and that's not our only storm. we have two more storms coming through early next week and of course this includes the long holiday weekend. i'll be back to tell you more about it and how much we can expect in just a few minutes. karina. all right, sandy, thank you. while we're dealing with that, the northeast is digging out from the biggest snowstorm to hit the region in two years. today's storm was intense, but fast moving. it caused more than 145,000 power outages in new england and forced the cancellation of more than a thousand flights, mostly in new york city and boston. new york's schools made a controversial decision to hold remote classes rather than give students a snow day, but a lot of students

coming. so we look at live doppler seven and the storms are lined up. the first in the series coming in tomorrow. we still have another storm that moves in saturday and a third one coming in sunday night. going into monday. so as we look at live doppler seven, here is the setup. we're just seeing some overrunning clouds ahead of the storm. the rain will arrive tomorrow on live doppler seven. you will notice that just some cloud cover is overhead. temperatures at this hour in the 50s for most of you, it's been a nice day. there is a lot of cloud cover out there. here's a view from our emeryville camera. valentine's day rain moves in holiday weekend. stronger storms arrive, and for presidents day, we even have a chance of thunder. so of course, people are probably already thinking about valentine's. so here's a look at your day planner for tomorrow. so showers arrive at 9 a.m. rain will be spreading by noontime. it becomes more widespread. in the afternoon it will become heavier and then at 9 p.m, still wet temperatures in the 50s. so if you're going out or you have outdoor dinner

plans, you might want to ask if you can go inside or take your rain gear with you or raincoat level one storm for tomorrow. it's light rain, briefly heavy at times, slippery roads and breezy in spots. the biggest impact will be for the afternoon evening commute, so tomorrow morning at 2 a.m, the showers are still to our north at 8:00. north bay is starting to see some of this wet weather moving in by 10 a.m. it's already crossing san francisco, parts of the peninsula and the east bay and as we head into 11 a.m, you will notice some more rain. it's going to be light to moderate in intensity. the rainfall will pick up briefly as the front comes in tomorrow afternoon and evening, and then behind it, we get a short breather before we have more wet weather moving in for your saturday. you will notice in the morning it comes in, gets heavier with some wind. saturday afternoon. but let me tell you this much it's not expected to be a repeat of those strong storms that came in earlier this month. here is the sunday night storm going into monday. it will bring sierra snow and certainly will bring us a good soaking. this looks to

continue into tuesday, so rainfall projections for the wednesday system. we're really looking at anywhere from a half an inch to just over an inch. that's for tomorrow. and the winds will certainly pick up. so keep that in mind, especially if you have things that need to be tied down. gusts up to 3033 miles an hour going into the evening. but it's not a widespread wind event, just limited to the coast and parts of the hills. a winter storm warning 4 a.m. tomorrow until 4 p.m. thursday. heavy snow up to two feet above 6000ft. snow level will lower now between 5 and 6000, half a foot to a foot. but with those gusty winds, travel may be difficult to impossible. so keep that in mind and if you are traveling statewide through tuesday, we are expecting a decent amount of rain. this is one computer model that's picking up 1 to 3in up there. your morning temperatures tomorrow in the 40s with all the cloud cover tomorrow afternoon. we are looking at highs in the 50s and 60s. and as we look at the accuweather seven day forecast, it's a one for valentine's day. short break
