a little more crowded. london breed facing a new challenger tonight. and he's talking tough, blaming his opponent and promising drastic change. good evening. thanks for joining us. i'm dan ashley. we'll get to the mayor's race in just one moment. but first, we're gearing up for a busy stretch of rain across the bay area. let's give you a quick peek outside from our explorer camera. another parade of storms is coming our way. let's go right to abc seven news meteorologist sandyha patel,

walking us through this incoming round of rain. sandy. >> yeah, dan, it'll be here in just a matter of hours. the first in the series of storms. so let's take a look at live doppler seven. we are seeing some rain off of the northern california coast that will be here as we head towards tomorrow. it is a level one on our storm impact scale, and as it moves in, you will notice the rainfall beginning to pick up. initially it's just showers at 8 a.m. in the north bay as we head into 11 a.m. most of that is in the north bay, but a few spotty showers showing up on the peninsula. and then here comes the moderate to heavy, briefly heavy pockets of rain crossing the region at 2 p.m. in the afternoon, 4 p.m. shifting into the east bay, san francisco and the south bay. winds will increase, especially over the coastal areas and the hills gusting to over 30 miles. an hour in the afternoon hours, so that level one storm rain briefly heavy at times, slippery roads, breezy to gusty conditions tomorrow in case you have plans for valentine's day. all right, just carry the umbrellas. you'll be just fine. showers arriving in the morning and then rain spreads in the

afternoon. by 4 p.m. we're talking about wet and gusty. you will need a jacket as well. scattered showers at 9 p.m. that's not the only system i'm tracking. as you look at the wider pacific satellite picture, you will notice more storms in the pacific. there's stronger storms for the holiday weekend and the rain chances pretty much spell exact. when you can expect some more wet weather. dan i'll be back with a look at the timeline for this storm and the next two coming right up. >> all right, we won't let the rain dampen the romantic no day tomorrow on valentine's day. thanks andy, very much. well, as the storms move in this week, you can track everything with the same live doppler seven tools that sandia uses every day. just search abc seven bay area in your device's app store and download it now. you'll be ready for the rain. well, it is a big day for business tomorrow on the san mateo county coast. the pacifica pier will partially reopen after being closed for weeks because of a late december storm damage. the historic landmark had the far end of the pier damaged. as you may

remember, we reported this along with guardrails and supports, but the economic damage really has been far worse. abc seven news south bay reporter lauren martinez has more on the sense of hope. that's now coming back to that area. >> so how are you doing? good, good good. how is it? how is it the bustle of fishing and crabbing on the pacifica pier all came to a halt when storm damage forced a five and a half week closure. >> for now, local business owners are excited to see the pier partially reopen on wednesday, so crab snaring basically is a what is >> so it looks like this. um, it comes in six loops. we use cages . >> joel dacron sells handmade crab traps. he said the closure not only impacted those who fish for fun, but also those who rely on the business. >> it's hard, um, to be honest. after the closure, it was hard for a lot of us to make enough sales. >> and it's not just those in

the fishing community, small business owners off main street, a block from the water, have noticed a dramatic drop in business ad with the pier and the weather. >> i mean, i would say 80 to 90% less than what we would normally see. i mean, there's times i can stand here in my shop and, you know, perfect view right down main street. and there's no one, gregory said. >> the pier is one of the biggest draws to the neighborhood, but that out of town tourist traffic that we need to thrive is just not been happening. the city's public works, engineering division said a complete assessment of the damage won't be completed until march, but engineers have recommended opening half of the main deck of the quarter of a mile long pier. small business owners consider that a step. >> i think it's definitely a win, and it's going to be a major uptick in activity down here. >> try to see if i can squeeze myself in here. >> crabbing season is still underway and dacron is excited to get back out there. >> oh yes, it's going to be super packed. you're going to

see all of us out there. you're going to see everyone with the crab snares. besides the business. it's great for everyone and you know their mindset. it's the culture in pacifica. >> lauren martinez, abc seven news and tonight, the abc seven news i-team is piecing together new information on the tragedy inside a san mateo county home. >> the bodies of four people, two children and their parents were discovered yesterday morning on alameda de las pulgas and 42nd avenue south, sources say. it appears to be a murder suicide of this young family. investigators believe the father shot his wife in the bathroom and then killed himself. police found a nine millimeter handgun near the bodies, four year old twin boys were also found dead in that home. sources tell the i-team they were likely poisoned. they were just like sweet little kids, you know, i just wanted to give him a hug. >> what could have happened? what on earth happened? and let me tell you, i didn't want to go to sleep last night. >> you can understand how she feels. terrible tragedy. the san mateo county coroner's office

has not officially identified the victims. sources indicate the couple both worked in the tech industry. san francisco's one time interim mayor now wants the job for real. mark farrell, just announced that he's running against london breed. farrell served several months after the sudden death of ed lee in 2018, and even though he only entered the race this morning as abc seven news reporter tim johns explains, his plans for the city are already grabbing headlines. >> the race to become san francisco's nets mayor got a little more crowded tuesday. >> i am here today to officially announce the launch of my campaign for mayor of san francisco, mark farrell, a venture capitalist, is hoping to get his old job back. >> back in 2018, farrell then a city supervisor, was appointed mayor after the death of ed lee. now, farrell joins a race including current mayor, london breed supervisor ahsha safai and businessman and philanthropist daniel lurie. during a news conference, farrell, taking

direct aim at breed, blaming her for what he calls the city's decline post-pandemic. farrell says if elected, one of his top priorities would be public safety. he vowed he would have a zero tolerance approach to crime and would fire sfpd chief bill scott. >> we need a leader that inspires every single officer in our san francisco police department, a leader of our police department that fights for the budget necessary to grow our police force once again and protect residents in every neighborhood, both the sfpd and mayor breed pushed back against farrell's remarks, touting their accomplishments in addressing some of the city's most pervasive problems. >> we caught up with mayor breed at a local mardi gras event tuesday night. >> where have they been? we've been through global pandemics, uprisings, challenges in this city and many of them sat and watched on the sidelines. but i and chief scott and other leaders of this city, we've been there dealing with the challenges during our conversation, breed also highlighting the city's latest

crime statistics, telling us about the work both she and chief scott have done to make the city safer. >> breed says she remains the best person to lead the city into the future. >> we have seen in the numbers we released for 2023, the lowest numbers we've had in ten years, not including a global pandemic. those things don't just happen because you sit on the sideline and watch. they happen because you make it happen. >> the san francisco mayoral election will be held in november in san francisco. tim johns, abc seven news across the bay now, tomorrow, city leaders in oakland, berkeley and emeryville will launch an effort to reduce crime in one of the east bay's most troubled neighborhoods. >> the partnership is expected to help tackle problems along the hegenberger corridor corridor in east oakland. the area recently made headlines because the in and out and the denny's restaurants in that area announced closures, both citing safety as the reason. last week, governor newsom approved more than 100 additional chp officers to help with patrols along

hegenberger near the oakland airport. well, we want to make sure you have the full picture of crime where you live with the abc seven safe neighborhood safety tracker. the tool is on our website giving you a wide range of statistics on public safety over the years for san francisco, oakland and san jose. you'll find that on our website, abc seven news.com. two bay area refineries have agreed to drastically cut emissions as part of a historic agreement. the bay area air quality management district announced today that chevron and the martinez refining company, or mrc, dropped lawsuits contesting the district's regulations. chevron must reduce 70% of emissions by july of 2026 and pay $100 million for noncompliance and other violations. mrc has to reduce emissions by 80. >> today is really about improving public health for residents who live near refineries. um, everyone, no

matter where they live, deserves or has the right to breathe clean air. >> mrc's parent company says it is happy to work with the air district. chevron released a statement saying it is committed to working with the agency, but feels its rulemaking process is, quote, fundamentally broken. new at 11, there was a demonstration at the san francisco federal building. this evening. protesters were seen rallying against the ongoing humanitarian crisis in gaza over the weekend, israel conducted an air strike on rafah, killing more than 100 people. rafah is considered a designated safe zone. the united nations has since warned israel's military that its operations in rafah could lead to, quote, a slaughter. the republican led house has voted to impeach homeland security secretary alejandro mayorkas in a very close vote. the decision comes after whatrillionepublicans call mayorkas failure to enforce border and immigration laws. the house gop tried and failed last week to impeach mayorkas on the

same accusations, this time, the impeachment passed by just one vote and now heads to the senate, where democrats could try to squash that effort. and no doubt they will try to quash it. a special election in new york has narrowed the republicans thin margin in the house. a democrat, tom suozzi, will take over the house seat formerly held by republican jorge santos. the district includes part of queens and long island. suozzi has held the seat before, but gave it up in an attempt to run for new york governor in 2022. santos, as you know, was expelled from congress after being indicted on fraud charges. all right. well moving on. it is fat tuesday, and people in the bay area are celebrating mardi gras. san francisco style like fun? the village project hosted tonight's event in the heart of the city's fillmore district. people in the community enjoyed a night of free food and a blues concert.

all kinds of musical performances, a masquerade ball. the event concluded with a new orleans style second line parade right down fillmore street. fat tuesday celebrations happen throughout the city today, including the mission where they held a free carnival style party crawl at 20 different venues three times in san francisco celebrating mardi gras as we move on, a federal crime in yosemite, the popular rock climber and bay area native just convicted of sexual assault, plus large scale strike. the valentine's day action that could throw off date night plans all across the country. we'll explain. and an everlasting love ahead of tomorrow. you really. you have to see this man's love that endured beyond and till death do us part. it really is a touching story. all of that's coming up for you. but first, here's a look at what's ahead on jimmy kimmel live! tonight right after abc seven news at 11, jimmy, let's make this the fattest tuesday yet. >> were you awake when the nominations were announced?

other facilities just so that we can better regroup. we are so thankful that the building itself appears to be in good condition. >> the crash is still under investigation. there's no immediate word on what led to this crash. all right. the stunt you see in this video is playing for taking the lives of two teenagers in the bay area. this is from new york city. it shows what's known as train surfing here in the bay area on sunday, a 15 year old was found on the tracks between the balboa park and daly city bart stations. last month, 19 year old daniel barron died in the same area. supervisor users are now asking bart for some possible solutions . >> this young man that died recently had done it before. back in january, so i know his mother had taken away his phone, told him that he was going to stop his instagram account. sure enough, he did it again and unfortunately it was fatal. >> our media partner, the san francisco standard, spoke with daniel barron's mother, marina.

barron tells us that she feels alive when she is bringing awareness to the dangers of this stunt. she doesn't want it to happen to anyone else's family, understandably. a santa rosa native and professional rock climber is facing some serious prison time. if convicted a jury he was convicted, i should say convicted of multiple sex crimes that took place in yosemite national park. we'll see what the sentence is. 39 year-old charles barrett was found guilty of three counts in federal court. prosecutors say barrett assaulted a woman while she was visiting yosemite to hike and during the trial, three other women testified they had been assaulted by him as well. barrett will be sentenced in may . he faces life in prison and a fine. thousands of drivers for uber, lyft and doordash will spend valentine day not driving. they're expected to go on strike across the country tomorrow to demand better pay, drivers say, despite recent concessions by their employers, they still can't make enough to live on once commissions and other

charges are taken, the demonstrations are set to take place about a week after lyft said it would guarantee the weekly earnings for drivers, a first in the u.s. rideshare industry. all right, since we're talking valentine's day now to a sweet love story that blooms every valentine's day, john and diana mavor of danville were married for 47 years before john passed away in 2017, four months later, on valentine's day 2018, a bouquet of red roses and white lilies arrived on diana's doorstep. flowers. from her forever valentine. we spoke to the couple's daughter today through do whatever magic works in his. >> in his world, it's set up so that every year a bouquet of flowers shows up on her doorstep from my dad. >> roses and lilies, white lilies. and they represented our love for each other. >> so this valentine's eve, diana is once again looking

forward to tomorrow's gift from her forever valentine. nine john. he said all of this up before he passed away. is that not the sweetest thing you've ever heard? i mean, it's just talk about romantic and lovely. >> very touching. dan and it's nice that she's reminded of him every valentine's day. obviously, 47 years they were married. yeah, a long time. >> all right. we've got rain. we do indeed. >> and, dan, if you like rain or if you have plan tomorrow or any of you do, just make sure you have the umbrellas with you and you'll be just fine. and the jacket, of course. let's talk about the weekend though, because it is a long holiday weekend for some people. the storm concerns coming up. that is because stronger storms are coming this weekend through early next week. we are expecting a high likelihood of minor flooding on the roadways, trees down, power outages will be in that higher category as well. shallow landslides in the medium category and river flooding low. now. these storms are not expected to be as strong as the ones that came in earlier this month, but they are lined

up in the pacific. as you can see, there's three storms here. this is our first one for tomorrow. this is saturday into sunday, and then there comes the sunday night into monday. so it definitely is going to get wet as we look at our first system off the northern california coast, we are seeing radar returns temperatures at this hour because of all the cloud cover in the 40s and the 50s, a live view from our pier 39 camera and the clouds are overhead. valentine's day rain moving in holiday weekend. stronger storm arrives and for presidents day, we do have the possibility of thunderstor storms. yeah, so be ready for that. it is a level one for tomorrow. rain briefly heavy at times, slippery roadways, especially for that afternoon evening commute and it will be breezy to gusty. so the winds pick up 25 to 27 miles an hour out of the south tomorrow morning. getting stronger by 1 p.m. over the higher terrain and along the coast over 30 miles an hour. but it is not expected to be terribly strong just now that the ground is so saturated, a little bit of wind could knock down a few trees, so keep that

in mind. we time this out for you 8 a.m. if you do have plans for breakfast, or perhaps you're hitting the road for commute time, there will be showers in the north bay as we head into 11 a.m. north bay is still where it's getting wet, but there will be spotty showers elsewhere. and then as we head into the afternoon this is when pockets of moderate to heavy widespread rain comes in 4 p.m. it is still going, and later on in the evening it turns more over to scattered showers, tapering early thursday morning. now the showers will linger in the north bay, so rainfall taking you through tomorrow and part of thursday. most of you will be in that 2:45 quarters of an inch category, but there will be some places in the one inch category up to our north. winter storm warning 4 a.m. tomorrow to 4 p.m. thursday. heavy snow expected in the sierra. so it's the west slope. that's a winter storm warning. winter weather advisory for the tahoe area. but basically over the higher elevations above 6002ft of snow, wind gusts to 45 miles an hour means travel will be difficult.

your best time to travel will be thursday afternoon. you see that window going into most of friday? friday night the rain is knocking at our door as that next storm comes in. saturdays pretty soggy across the region with gusty winds at times, and then this next system comes in late sunday night into monday, and that one will bring us some heavy rain as well. continues into. tuesday. this is going to be a statewide couple of day event, so keep that in mind. some of the higher totals in the north bay and the big sur coast over five inches. so that's something to watch out for. temperatures in the 40s tomorrow morning. tomorrow afternoon you are looking at a wet and windy one 50s and 60s. and here's your accuweather seven day forecast. valentine's day rain. it's a level one. a few early morning showers thursday, but we're not putting a storm impact scale because it will be limited to the north bay late night chance friday. it's a two for saturday, a one sunday night it becomes a two on presidents day and then a
