this morning from sutro tower. >> we've enjoyed a streak of dry weather lately, but drew tells us rain is on the way and soon all good things must come to an end. >> good morning. it's wednesday, february the 14th. happy valentine's day to you. >> absolutely. let's begin with a check of our weather. >> drew, we were talking about that rain coming. >> i know it's back. not a lot of rain today, so thankfully it's just a little bit of rain will break that streak of dry weather though. today. right now temperatures are basically in the 40s and low 50s, so not too chilly out there, but live doppler seven will flip it on over to radar. and you can see we are tracking some pockets of drizzle. the steadier rain is not going to hit us until later on this afternoon and into the evening. so if you have valentine's day plans, do you prepare for some light showers as we go throughout the day? so looking at the storm impact scale, today is a level one. we have those light showers briefly heavy at times is not a high impact storm by any means. it will just create slick roads out there and a little bit of a breeze from time to time. so looking at your valentine's day today, we'll start out with a lot of cloud cover. then it's into the afternoon. we're wet

and we're breezy out there. temperatures in the upper 50s to the lower 60s. let's see how the commute is going on this wednesday morning. gloria, good morning drew. >> good morning everyone and happy valentine's day to everyone. so let's get a check of your traffic for this morning. so far. you can see our map here. everything in the green, which is what we always like to see except for those commuters coming out from the central valley. they have a little bit of a slowdown, but that's always pretty much the case there. and no major issues this morning. this is a live look outside at our san mateo-hayward bridge camera. and you can see traffic is moving here from the toll plaza to foster city. it will take you 12 minutes. julian. all right. >> thank you so much, gloria. well, new information this morning on the governor's effort to reduce crime in oakland and the greater east bay. his office announcing overnight dozens of arrests have been made after a surge of chp officers. abc seven news reporter lena howland joins us live this morning with a look at the operation so far. good morning. lena >> good morning julian. it was only last week when the governor's office announced plans to send in 120 chp officers to the oakland area on

top of a group of state prosecutors. and they've been busy between monday through friday of last week, chp did a temporary surge operation used these officers diving right into the numbers. the governor's office says last week's surge resulted in a total of 71 suspects arrested and 145 stolen vehicles recovered and four crime linked firearm seized. they say beyond the surge, the chp now has 72 officers assigned to the greater oakland area. suspects were arrested for a number of things, including possession of stolen property, auto theft, drug possession, driving under the influence and more. this also includes the arrest of the suspect involved in a viral video of a berkeley apple store smash and grab, where dozens of iphones were stolen last week, oakland mayor shengtao explained the early part of the plan. >> you know, doing the traffic stops if you are speeding, if you are running red lights or what have you, they'll be able to do the traffic stops. they

will also be in key corridors like our hegenberger corridor, where the airport is at, and our business districts. >> in a statement, governor newsom said through coordinated efforts with local partners and increased deployment. chp is making a difference and making oakland and the east bay safer. we're sending a clear message crime will not go unchecked in oakland and east bay neighborhoods. now we don't know if charges have been filed against any of the people arrested last week or when the da plans to file charges, the governor's office says the chp will keep an increased presence in the east bay and will continue to do unannounced surge operations in high crime areas. live in studio lena howland, abc seven news. >> thanks so much, lena. now to new developments. the interim police chief of the vallejo police department is expected to resign. according to the online publication open vallejo. jason to has accepted a job as police chief of the salinas police department. he served as interim

chief in vallejo for a little over a year. former chief shani williams abruptly resigned in 2022. a new report by the center on juvenile and criminal justice found that police in california cleared just 13% of reported crimes in 2022. that's down 20% from 1985. the group says during that same period, police funding grew 250. clearance rates for property crimes were even lower. >> the statewide clearance rate for property crime hit an all time low of just 7.2. that means nearly 93% of all reported property crimes in california. that year went unsolved. >> the social justice group presented the new report yesterday and says it's critical of how often police in california are solving crimes. it calls for continued funding of treatment and rehabilitation programs for people who he once served as san francisco's interim mayor. >> now he wants a full time at

the job. mark farrell has officially entered the race against mayor london breed. farrell served several months after the sudden death of ed lee back in 2018. he tells abc seven news reporter tim johns he has major plans for the city. some are already grabbing headlines. >> the race to become san francisco's next mayor. got a little more crowded tuesday. >> i am here today to officially announce the launch of my campaign for mayor of san francisco, mark farrell, a venture capitalist, is hoping to get his old job back. >> back in 2018, farrell then a city supervisor, was appointed mayor after the death of ed lee. now, farrell joins a race including current mayor, london breed supervisor ahsha safai and businessman and philanthropist daniel lurie. during a news conference, farrell, taking direct aim at breed, blaming her for what he calls the city's decline in post pandemic. farrell says if elected, one of his top priorities would be public safety. he.

would have a zero tolerance approach to crime and would fire sfpd chief bill scott. >> we need a leader that inspires every single officer in our san francisco police department, a leader of our police department that fights for the budget necessary to grow our police force once again and protect residents in every neighborhood, both sfpd and mayor breed pushed back against farrell's remarks, touting their accomplishments in addressing some of the city's most pervasive problems. >> we caught up with mayor breed at a local mardi gras event tuesday night. where have they been? >> we've been through global pandemics, uprisings, challenges in this city and many of them sat and watched on the sidelines . but i and chief scott and other leaders of this city, we've been there dealing with the challenges during our conversation. >> breed also highlighting the city's latest crime statistics, telling us about the work both she and chief scott have done to make the city safer. breed says she remains the best person to lead the city into the future. >> we have seen in the numbers

mallorca is over. his handling of the border. republicans passed the measure on their second try, despite no evidence of high crimes and misdemeanors. gloria, president joe biden is calling the move a blatant act of unconstitutional partizanship . >> good morning amanda. the measure has little chance of passing in the democrat controlled senate, which has to approve an impeachment before mallorca would be removed from office. but this is still historic. it is the first time in 150 years that a cabinet member has been impeached, and democrats are calling the impeachment of alejandro mayorkas a political stunt. they say it's more about policy disagreements than anything else. majority leader chuck schumer has called the case a sham and a, quote, new low for republicans. gop house members accused mayorkas of refusing to enforce immigration laws.

>> look, we did our duty and they have to do their duty. this guy essentially subverted the laws passed by this body and that can't stand a cabinet secretary doesn't get to pick and choose which laws they're going to enforce. >> this happened despite there being no evidence of high crime and misdemeanors. and we should note here that customs and border patrol officials say in the last month, migrant apprehensions at the southern border have dropped by nearly 50. amanda, thanks so much, gloria. >> the time now is 512 santa cruz county residents are trying to fight at&t s new plans to phase out its landline services in the state. they argue landlines serve as a lifeline during emergency situations, especially in the santa cruz mountains, where they regularly deal with wildfires and storms. >> because when we lose power up here, which is frequently, we also lose cell and wi-fi, and it's the only way we can communicate out. >> at&t claims its fiber network is more resilient than its

copper network during climate disasters, according to a report. more than 260,000 people in santa cruz county will be impacted by at&t s move that includes more than 44,000 seniors and 9500 homes below the federal poverty level. >> you may be waiting longer to find a driver or get food delivered. today, thousands of uber, lyft and doordash drivers are expected to go on strike this valentine's day to demand better pay. drivers say they still don't make a livable wage despite recent concessions by their employer. as the demonstrations come one week after lyft said it would guarantee t weekly earnings for drivers that was a first in the u.s. for the rideshare industry. happening today, the city of pacifica is reopening a section of the pier that was damaged during a powerful december storm . for now, only half of the main deck will be open. business owners nearby say they've noticed a drop in customers since the pier's closure, and of course, those recent storms. >> i would say 80 to 90% less than what we would normally see.

i mean, there's times i can stand here in my shop and, you know, perfect view right down main street and there's no one the business owner you heard from there considers the partial reopening a step forward. >> repairs in the rest of the pier will not happen until next month. crews will keep an eye on the pier in case it needs to close again. if deemed too hazardous. >> a massive valentine's day pillow fight is expected to happen in san francisco again this year. this is video of the flash mob type event last year. it's a word of mouth thing, not truly organized by anyone, and you can see a lot of people showed up last year. we'll see what happens this year. it is expected to start outside the ferry building just before six tonight, and it will be a little soggy, a little bit because right there. >> yeah. get your aggression out maybe. yeah a wet pillow. >> yeah. might hurt a little bit. yeah. right. i know right. >> the feathers will not be flying tonight. >> face. >> oh my goodness. >> they get into it though. yes.

literally they sure do huh. all right. today rain is back in the forecast. and we're tracking stronger storms over the weekend . let's get you outside this morning. a live look from the explorer camera. we have mostly cloudy skies overhead. the bulk of the rainfall is going to come later on this afternoon, and this evening. look at our rainfall chances and they really ramp up right around lunchtime and into the afternoon. that's. we'll see that front move through here. some light showers briefly scattered downpours. for the most part it's a level one today a light system. we do have a winter storm warning in effect for the western slope of the sierra until 4 p.m. tomorrow. up to two feet possible above 6000ft. that's our highest passes and some of our highest ski resorts. 6 to 12in between 5 and 6000ft. and so those winds are gusting about 45mph. so just a sloppy day in the sierra today. we'll have those light showers, upper 50s to the lower 60s for your daytime highs. do take the umbrella if you do have plans tonight for valentine's day we will have rain moving through tonight. that storm is

valentine's day celebration of love, the bay area air quality management district just announced a settlement between two bay area refinery is agreeing to drastically cut emissions. chevron and the martinez refining company, or mrc, dropped lawsuits challenging the agency's regulation means chevron must now reduce 70% of emissions by july of 2026 and pay $100 million for noncompliance and other violations. fines mrc has to reduce emissions by 80. >> today is really about about improving public health for residents who live near refinery is um, everyone no matter where they live, deserve or has the right to breathe clean air marks parent company says it is happy to work with the air district. >> chevron released a statement saying it is committed to working with the agency, but feels its rulemaking process is, quote, fundamentally broken. >> if you own an e-bike, scooter or skateboard in san francisco,

for the first time, abc seven news anchor dion lim gives you an inside look at what it's going to take for these giant creatures to make a comeback. >> so we're standing in front of the enclosure where the giant pandas were. >> it's been nearly 40 years since san francisco hosted panda pair union and yinxing. >> their three month visit left quite an impression on the highest attendance we have ever had on thanksgiving. >> in the history of the zoo, even though they were just here for three months, we were over a million visitors since then, zoo ceo and director tonya peterson has dreamed of hosting giant pandas once again. >> but on a more permanent basis. >> we've been pursuing this relationship for over a decade, particularly with the shanghai zoo and some of our partners in china. >> when san francisco hosted apec last november, chinese president xi jinping hinted california could once again see pandas return. mayor london breed even made a formal ask on the tarmac. then peterson got the call on christmas day, we received news that there were visitors and experts coming from chengdu.

>> they want to get a sense of the zoo, a sense of our community, our sense of our dedication to conservation. also to medicine and to animal wellness. >> so to san francisco, stand a chance in being gifted these pandas from china. i consulted with the leading panda conservation expert who has been advising zoos for decades to see pandas is a combination of financial, political uh- conservation oriented, and a legal town has advised zoos for decades on what it would take to host these black and white giants, and believes our city has the edge over san diego, whose zoo is also in the running to raise up you have is that your san francisco uh? >> and you have a, you know, a very strong asian community, even if san francisco has loaned the pandas, the cost would be significant. >> before the pandemic estimates to convert this space totaled about $25 million. >> in addition to that, you should budget for about ten years of operating expenses. it

week, was part of a temporary surge operation already. well underway. diving right into the numbers, the governor's office says between monday through friday of last week, a total of 71 suspects were arrested and 145 stolen vehicles were recovered and four crime linked firearms seized, all in oakland and surrounding east bay communities. they say. beyond the surge, the chp now has 72 officers assigned to this area. the suspects were arrested for a number of things, including possession of stolen property, auto theft, drug possession, driving under the influence and more. this also includes the arrest of the suspect involved in a viral video of a berkeley apple store smash and grab, where dozens of iphones were stolen. this operation is in response to violent crime and property crime that continues to spiral out of control, the governor's office says. last year, violent crime was up by 21, robbery increased. by 38% and vehicle theft increased by

the next year. in reality, it would rise by 50 or 0.5% growth. well that caused the stock to jump by 60% in the first few minutes, but quickly course corrected and the company closed at an 18% gain. stock futures have been rising overnight after the dow suffered its worst day since march of last year, when it dropped 500 points yesterday after a report showed inflation was worse than expected. we told you about this yesterday morning on abc seven mornings. inflation was 3.1% in january, analysts expected it to be 2.9, though much lower than the peak people are still still feeling the financial pinch right now. rent and housing costs increased 0.6, and since january 2020, growth prices are up 25. i bet you can believe that to keep up with the cost of living, more workers are pushing for higher wages. yesterday, flight attendants. picketed and today uber, lyft and doordash drivers are planning to strike, demanding

higher pay. >> a wage growth is now outpacing inflation for most wage groups. still very uncomfortable for people and particularly low wage, lower income households. >> the disappointing inflation report also means the federal reserve is likely not going to be cutting the interest rates any time soon. >> a special election in new york has narrowed the republicans thin margin in the house, democrat tom suozzi will be taking over the house seat formerly held by republican jorge santos. the seat became available after santos was expelled late last year for alleged ethics violations. >> my whole campaign and my whole career has always been about bringing people together to work together to solve problems, to make people's lives better, look at the borders, the migrant crisis. >> thanks to tom suozzi and biden, suozzi has held this seat before, but gave it up to attempt to run for new york governor in 2022. >> he will only hold the seat until the general election in november. defense secretary

lloyd austin is now out of the hospital. he was admitted on sunday for an emergent bladder issue, according to the defense department. austin is expected to return to the pentagon later this week. doctors also say he is expected to make a full recovery from his cancer diagnosis. the white house says president joe biden and austin spoke on the phone yesterday, and biden says he wishes him well in his recovery. >> now to a terrifying and deadly crash inside of a texas hospital that sent patients running. glory is at the live desk with what we know about what happened here. good morning gloria. >> good morning julian. one person was killed and four others injured after that car came crashing through the emergency room. now, take a look at this footage right here. this was the scene inside the e.r. right after the crash at saint david's north medical center in austin. the driver was pronounced dead on the scene. the emergency room is now working to find other hospitals for their patients. obviously this is a big deal. >> um, we have eight patients

that are queued up to go to other facilities just so that we can better regroup. >> two children and two adults were rushed to another local hospital. one of the children and one of the adults both had serious injuries. police say the crash appears to be unintentional and doctors say the building appears to be in good condition. none of the hospital's other operating lanes were interrupted. the e.r. rerouted ambulances for a time, but at last check are still accepting walk in patients. amanda thank you so much, gloria. >> the abc seven news i-team is piecing together new information on the tragedy inside a san mateo county home. the bodies of four people, two children and their parents were discovered monday morning on alameda, de las pulgas in 42nd avenue. investigators believe the father shot his wife in the bathroom and then killed himself. the four year old twin boys were also found dead in the home, but sources tell the i-team they were likely poisoned. they were

just like sweet little kids, you know, i just wanted to give him a hug. >> what could have happened? what on earth happened? and let me tell you, i didn't want to go to sleep last night. >> the san mateo coroner's office has not officially identified the victims. sources indicate the couple both worked in the tech industry. >> it is 536 right now. and two teens in the bay area have died doing ridiculous stunts like these for likes on social media. the video you see right here is from new york city, and it shows what's being called train surfing. it just does not get dumber than this. here in the bay area, a five year old was found. excuse me, a 15 year old was found on the track sunday between the balboa park in daly city bart stations and just last month, 19 year old daniel barone died in the same area. now, some supervisors are asking bart for solutions. >> and this young man that died recently had done it before. back in january. so i know his mother had taken away his phone, told him that he was going to

stop his instagram account, and sure enough, he did it again and unfortunately it was fatal. >> our media partner, the san francisco standard, spoke to daniel barone's mother, who is now working to bring awareness to the dangers of this stunt. >> the man accused of stealing a small plane, then crashing it on the beach in half moon bay, is refusing to accept counsel in court. 50 year old luis gustavo perez of miami refused a court appointed attorney during a hearing yesterday. he says he wants to represent himself in the case. erice is charged with stealing a single engine plane from palo alto airport last week. the plane was flown about 30 miles, then made a hard landing on poplar beach. >> passengers helped flight attendants break up a mid-air fight on a plane that took off from oakland. southwest airlines says two customers got disruptive on board a flight yesterday from oakland to kauai. it's unclear how the disagreement started. the plane's crew and other passengers got between the two.

>> happening tomorrow, the oakland a's will meet to consider a lease extension at the oakland coliseum. the san francisco chronicle is reporting that team officials will meet thursday with representatives from oakland and alameda county. the team's current lease runs out after the 2024 season. now, the a's have look, but they have not found a place to play beyond this season. while they wait for a new stadium to potentially be built in las vegas, presumably by the 2028 season. well this comes as the a's just made history after announcing the team's new play by play announcer, jenny cavnar becomes the first woman to be a primary play by play announcer in major league baseball history. she's been in the business for 20 years, most recently serving as the backup play by play announcer for the colorado rockies. 40 niners players, coaches and staff. they are still coping, trying to process this sunday's super bowl loss. >> yeah, last night, as they cleaned out their lockers and wrapped up the season, they said they're using it as motivation

oakland airport cameras. mostly cloudy. we're dry from this vantage point. you take a look at the rainfall possibilities and they really start to increase as we head later in the day, right around lunchtime and then into the early afternoon. that's when we have the best chance of finding those showers moving through. you have plans later on this evening for the holiday. do take the umbrella, but by six, seven, 8 p.m, the showers are starting to wind down, so it's not a long duration event by any means, and rainfall less than a half of an inch. with this level, one light storm, winter storm warning in effect until 4 p.m. tomorrow. up to two feet of fresh snow coming above 6000ft. so we do get a little bit of cold air mixed in in the sierra with this system. highs today. back here at home, we're getting you into the upper 50s and lower 60s for daytime highs. as those showers move through this afternoon and early evening. then tonight we're done with the rain. we keep that cloud cover and temperatures will settle into the 40s heading into thursday. now thursday and friday we're dry, but the weekend we're tracking several storms, one moving in here.
